The basis for a long-term profitable fishery is a precautionary and environment-compatible use of fish stocks. The fishery management presently models the exploitation through the parameters of fishing mortality and the age at first capture. These two parameters are translated into the technical measures of fishing effort and mesh openings and quotas, which are then used in practice for controlling the fishery. Stock protection can be achieved by reducing the fishing effort, by assigning smaller quotas, by reducing the number of days at sea, or by increasing the mesh opening. The respective protection measures have different effects on the development of the stocks but also on the revenue obtained by the fishery. These alternatives have been examined taking as an example the cod stock in the western Baltic. The optimization goal was the maximization of profit observing at the same time the prerequisites for stock protection according to the precaution approach. For these calculations the same models and data have been used as are beeing used in the stock management of the ACFM of ICES. The response of altered technical measures to the recruitment of cod stock was considered, and a proposal to overcome overfishing of cod in the western Baltic Sea was derived.

In eel catches with special small-mesh trawls the proportion of by-catch is unjustifiably high. From 2003 to 2005 eel trawls with various types of separation panels were designed, constructed, and tested under real fishing conditions. Tests were carried out using cover cod-ends and an underwater TV equipment. It was possible to reduce the amount of by-catch to one tenth of its usual amount. However, a decline of the catch efficiency for the target species eel could not be avoided.

ENGLISH: During 1963, the area of operation of the Japanese long-line fishery in the eastern Pacific further expanded, and total fishing effort increased. Charts are presented showing the distribution of effort and of catch-rates, by species, for major fishing areas; and showing catch-rates by species, by quarters of the year, by areas of one-degree of latitude and longitude. In the newly-exploited region north of 10°N, yellowfin and striped marlin are principal elements of the catch, while in the newly-fished region south of the former fishing areas, south of about 20°S, albacore dominate in the catch. Continued decline in catch rates of bigeye tuna, associated with increased fishing effort, indicates that there has been a real decrease in abundance of this species, and that it may have resulted from effects of the fishery on the stock. Changes in catch rates of yellowfin tuna seem to be associated with effects on the stock by both the long-line fishery and by the near-surface fishery by purse-seiners and bait-boats. Over the short series of years for which data are available, there are no discernible trends in apparent abundance of striped marlin or albacore. Information is presented concerning seasonal and geographical distributions of spawning yellowfin tuna, based on examination of gonads. Analysis of data on size composition of yellowfin tuna for 1958-1964 indicates that the long-line fishery is becoming increasingly dependent on the most recently recruited year class, further confirming the effect of the fishery on the stock. The long-line fishery now takes nearly all of its catch of yellowfin tuna from two year-classes each year, during their third and fourth years of life. Se presentan cartas indicando la distribución del esfuerzo y las tasas de captura por especies, para las áreas principales de pesca; y se muestran las tasas de captura por especies y por trimestres del año en áreas de un grado de latitud y longitud. En la región recientemente explotada al norte de los 10°N, los principales elementos de la captura son el atún aleta amarilla y el marlín rayado, mientras aproximadamente al sur de los 20°S en la región recientemente pescada al sur de las primeras áreas de pesca la albacora predomina en la captura. El análisis de los datos sobre la composición de tallas del atún aleta amarilla correspondiente a 1958-1964 indica que la pesca palangrera depende cada vez más de las clases anuales recientemente reclutadas, confirmando aún más el efecto que tiene la pesquería sobre el stock. ENGLISH: This paper constitutes a study of the fishery by Japanese long-line vessels in the area to the eastward of longitude 130°W, which was initiated at the western margin of this region in late 1956 and early 1957, and which has expanded fairly quickly eastward through 1962. The major part of the data was collected by the Nankai Regional Fisheries Research Laboratory (NRFRL) from fishing vessels landing at Tokyo and Yaizu and by the Kanagawa Perfectural Fisheries Experimental Station from fishing vessels landing at Misaki. ENGLISH: From morphometric data, tagging results and reaction of the stock to fishing, it is inferred that the yellowfin tuna of the Eastern Pacific form a distinct population which intermingles little, if at all, with populations to the westward. Excellent statistics of catch and effort, and records of total catch, available since 1934, during rapid growth of the fishery, have made possible application of a generalized mathematical predator-prey model to estimate the effect of fishing on the population, and the average abundance and yield corresponding to different amounts of fishing effort, and also to estimate the rate of fishing mortality per unit of effort. From serial samples of size composition of catches, and from tagging experiments, it has been possible to determine rates of growth and of total mortality. These kinds of information permit application of the catch-per-recruit model of Beverton and Holt. Combination of the results of application of the Beverton and Holt model and of the generalized predator-prey model, leads to inference of the relationship between stock size and recruitment. The form of the relationship is remarkably similar to the theoretical model developed by W. E. Ricker. These studies, based on the data of the near-surface fishery by baitboats and purse seiners, indicate clearly that the increased intensity of fishing has caused diminution of the stocks to the point where they are somewhat "overfished"-that is, incapable of supporting the maximum sustainable average harvest. SPANISH: De los datos morfométricos, de los resultados de las marcaciones y de la reacción del stock a la pesca, se infiere que el atún aleta amarilla del Pacífico oriental forma una población diferente que se mezcla poco, si es que llega a mezclarse, con las poblaciones del oeste. Las excelentes estadísticas de la captura y el esfuerzo y los registros de la pesca global disponibles desde 1934, durante el rápido crecimiento de la pesquería, han hecho posible la aplicación de un modelo matemático generalizado depredador-presa para estimar el efecto de la pesca en la población y el promedio de la abundancia y del rendimiento correspondientes a los diferentes valores del esfuerzo de pesca, y también para estimar la tasa de la mortalidad de pesca por unidad de esfuerzo. Gracias a las muestras en serie de la composición de tamaños de las capturas y a los experimentos de marcación, ha sido posible determinar las tasas del crecimiento y de la mortalidad total. ENGLISH: The skipjack tuna, Katsuwonus pelamis is an important resource of the tropical and subtropical waters of the world ocean. Fishermen of many countries exploit this resource; at the present time, the annual world catch is approximately 200 thousand metric tons. Many fishery experts believe that the skipjack is not being fully utilized while stocks of other tunas are being fished, in some areas, at levels exceeding their maximum sustainable yields. In addition to the importance of skipjack as a commercial fish and as a source of food, there is a small but expanding recreational fishery in some countries bordering the Pacific. This bibliography provides a list of publications pertaining to the biology and fishery of the Pacific skipjack tuna. Papers concerned with food technology, food chemistry, radio-chemistry, and certain other subjects are excluded. The main sources for our publication have been the existing bibliographies of tunas, which are listed and indexed accordingly. In addition, reports of various marine laboratories and other scientific organizations have been checked; these are too numerous to list. We are fairly confident that all major works pertaining to skipjack tuna in the Pacific, printed prior to the end of 1966, appear in this bibliography. Only reports considered to be in permanent form are included. Annotations are based on actual examination of each of the entries listed here. The annotations do not evaluate a paper but serve rather to give a more precise idea of its contents if not revealed by the title alone. If the title sufficed in this respect, no annotation was prepared. A relatively small number of works believed to contain information pertinent to our bibliography could not be examined, but a list of such papers is provided. Los pescadores de varios países explotan este recurso; actualmente, la captura mundial anual es aproximadamente de 200,000 toneladas métricas. Muchos expertos en la pesquería creen que el barrilete no es utilizado completamente, mientras los stocks de otros atunes son pescados en algunas áreas a niveles que exceden su rendimiento máximo sostenible. ENGLISH: All available longline data on skipjack captured in the Pacific Ocean by Japanese research vessels (1949-1965) and from incidental skipjack catches by Japanese commercial vessels (1956-1964) were analyzed. As skipjack are not specifically sought by longline vessels, the data are limited. Considering this it was found that: longline gear captures skipjack of wider size-range and is more selective for larger skipjack than conventional fishing methods, i.e. pole-and-line and purse-seine; skipjack are widely and almost continuously distributed across the Pacific; throughout the year average hook-rates are greater in the southeastern Pacific than in the northwestern Pacific; areas of high hook-rate shift south during the second and third quarters and north during the first and fourth quarters; in the western Pacific the north-south range of the catch distribution was greatest in the first and fourth quarters; skipjack hook-rates are relatively high in the northwestern Pacific east of Japan only during the first and fourth quarters; the highest hook-rates were recorded in extensive areas along the equator (from lO°N to 20°8 between approximately 155°W-100°W); generally more skipjack were captured by research longline gear in water temperature ranges approaching both the upper and lower temperature limits of skipjack distribution (18-21C and 26-28C), than is the case in surface skipjack fisheries; tentative comparisons of longline skipjack catch distributions with Pacific current systems, suggests low skipjack abundance in both North Pacific Central and North Pacific Equatorial water; the sex ratio was 95 males : 63 females in a small sample of skipjack examined; longlines capture skipjack of three, and possibly more, age groups; in skipjack size-composition samples studied, the smaller modal group (65 cm) observed in January-March in the northwestern Pacific (1600E-180oE and 20oN-45°N) corresponds in size to the larger modal group appearing in the late-summer surface fishery off the Izu-Bonin Islands southeast of Japan, and also compares in modal size to the skipjack taken in the Hawaiian fishery in spring time; the analysis of skipjack catches by hook position on the longline and by death-rate studies, indicates that part of the catch is made while the gear is in motion near the surface, and a lesser part of the catch is made when the gear is stabilized at a depth of 70 to 140 m. A brief discussion is given, in the light of new information presented, on several hypotheses by other authors concerning the population structure and migration of skipjack in the Pacific Ocean. SPANISH: Se analizaron todos los datos disponibles de la pesca con palangre de barriletes capturados en el Océano Pacífico por barcos japoneses de investigación (1949-1965) y por las capturas incidentales de los barcos comerciales japoneses (1956-1964). Como los barcos palangreros específicamente, no persiguen al barrilete, los datos son limitados. Considerando ésto, se encontró: que el arte palangrero obtiene barriletes con una distribución más amplia de tallas, y es más selectivo en cuanto a los barriletes de mayor talla, que los métodos convencionales de pesca, Le. cañas de pescar y redes de cerco; el barrilete se encuentra amplia y casi continuamente distribuido a través del Pacífico; en todo el año, las tasas promedio de captura por anzuelo son superiores en el Pacífico sudoriental que las del Pacífico noroeste; las áreas con una tasa alta de captura por anzuelo, se cambian hacia el sur durante los trimestres segundo y tercero, y durante los trimestres primero y cuarto hacia el norte; en el Pacífico occidental la amplitud de la distribución de captura norte-sur, fue superior en los trimestres primero y cuarto; las tasas de captura por anzuelo de barrilete, son relativamente altas en el Pacífico noroeste al este del Japón, únicamente durante los trimestres primero y cuarto; las tasas de captura por anzuelo más altas fueron registradas en extensas áreas a lo largo del ecuador (desde los 10°N hasta los 20°S, aproximadamente entre los 155°W-100°W) ; generalmente las artes palangreras de investigación capturaron más barrilete en aguas en las que la temperatura se aproximaba a los límites más altos o bajos de la temperatura en la distribución del barrilete (18-21 C y 26-28 C), que en el caso de la pesca superficial de barrilete; las comparaciones tentativas de la captura de barrilete con palangre, con el sistema de las corrientes del Pacífico, sugieren una abundancia inferior de barrilete tanto en las aguas del Pacífico central del norte como en las del Pacífico ecuatorial del norte; la proporcíon sexual examinada en una pequeña muestra de barriletes, fue de 95 machos y 63 hembras; los palangreros capturan barriletes de tres grupos de edad y posiblemente de más; en las muestras estudiadas de la composición de las tallas de barrilete, el grupo modal más pequeño (65 cm), observado en enero-marzo en el Pacífico noroeste (160 0E-180° y 20 oN-45°N), corresponde en talla al grupo modal más grande que aparece en la pesca de superficie a fines del verano frente a las Islas Izu-Bonín al sudeste del Japón, y se compara también con la talla modal del barrilete obtenido en la pesca hawaiana en la época de primavera; el análisis de las capturas de barrilete por medio del estudio de la posición de los anzuelos en el palangre y por la tasa de mortalidad, indica que parte de la captura se efectúa cuando el equipo está en movimiento cerca a la superficie y una parte inferior de la captura se realiza, cuando las artes se estabilizan a una profundidad de 70 a 140 m. Se ofrece una breve discusión sobre varias hipótesis de otros autores, en vista de la nueva información presentada referente a la estructura poblacional y a la migración del barrilete en el Océano Pacífico. ENGLISH: Catch and effort statistics from the Japanese longline fishery operating in the eastern Pacific Ocean east of 130°W, from 1964 through 1966, were examined to study the geographic distribution, trends in apparent abundance, sexual maturity, and size composition of the tunas and billfishes. Yellowfin and bigeye tuna are generally most abundant in the equatorial regions of the high seas between about 10°N and 20°S, but west of 95°W. The marlins are more coastal in distribution, usually occurring to the east, and to the north and south of the heavy concentration of tropical tunas. Sailfish tend to be associated with coastal areas also, whereas shortbill spearfish are more frequently captured on the high seas. Swordfish are found most abundantly in the coastal regions off northern Mexico, and off northern Peru and southern Ecuador. The albacore, a temperate-water species of tuna, is most abundant in the high-seas area of the southeastern Pacific, Trends in apparent abundance were measured by the hook-rate (i.e. catch per 100 hooks). Hook-rates for bigeye tuna have decreased from about 3.5 fish per 100 hooks in 1958 to about 1.1 fish per 100 hooks in 1966. During the same period, effort was increased substantially and total catch has decreased since 1963. It does not appear that increased effort will result in sustained increased catches of bigeye. Hook-rates for yellowfin tuna in recent years have decreased to about one third of their initial levels. The surface fishery for yellowfin in the eastern Pacific apparently affects recruitment to the longline fishery. Assuming that present conditions in the surface fishery do not change appreciably, increased effort in the longline fishery probably would not produce sustained increased catches, but might in fact result in reduced catch rates. Unlike the situation for the other tunas of the eastern Pacific, it appears that the albacore fishery east of 130°W is not having a marked effect on their abundance. Although a high degree of variability was observed in the hookrates for striped marlin, no obvious trends are evident. Catches have decreased slightly from 13,500 tons in 1964 to about 11,000 tons in 1966. Heavy fishing for sailfish began in 1964 with a hook-rate of 10.6 fish per 100 hooks; by 1966 it had dropped to 5.8. Catches of this species in the area of major concentration dropped from 329,900 fish in 1965 to 173,600 fish in 1966. This fishery has operated for too short a period of time to enable one to determine its effect on the sustainable yield. Length-frequency measurements and gonad samples from yellowfin and bigeye tunas collected in the eastern Pacific were analyzed to determine sexual maturity and growth characteristics. The results corroborate the findings of earlier investigators. Los atunes aleta amarilla y ojo grande son generalmente más abundantes en las regiones ecuatoriales de alta entre unos 10°N y 20°S, pero al oeste de los 95°W. Profit maximization in fishery protects cod of western Baltic Sea against overfishing – Only a theoretical approach? The frame for the management of fish stocks politically given contains – apart from ecological and social goals – also an economic goal, which is considered here in particular. From the point of view of fishery enterprises the main management goal for the exploitation of fish stocks is the maximization of profit. There are models for the yield optimization since long time. They are mainly used so far to optimize fishing mortality. Here the Beverton and Holt yield model was used. Apart from the optimization of fishing effort the model was used to optimize age of first capture and thus mesh opening. Starting point of the considerations is a given age group of a fish stock. If this age group is completely fished the yield obtained from this age group is maximized. The investigations show that the term overfishing is not exclusively linked as frequently assumed with a too large fishing mortality, but likewise with a mismatch of the mesh opening. For the calculated example Baltic cod data are used. At present the cod is caught far from reaching its mass optimum. Therefore, the profit of fishery enterprises can in the long term be considerably increased by the optimization of the mesh opening. During the conversion from the state of the art to fishing with optimised mesh sizes, however, a loss of profit has to be expected. The title of the paper sounds provocative. However, the stock of the Baltic Sea cod is better protected by a long-term maximum-profit oriented exploitation than by the precautionary approach applied now.

Since 1990 North-east Atlantic fish species – arctic cod, saithe, haddock, redfish and Greenland halibut – have been investigated by on-board observers on the German commercial trawler FMS Kiel. These investigations are part of the national data collection regulation established by the European Union in recent years. Collected data are basic data for the scientific assessment of these important fish stocks of the European fisheries. The results of the observed cruises are used by the Arctic Fisheries Working Group of the International Council for the Exploration of the Seas (ICES). Biological investigations were carried out in Norwegian waters and the Barents Sea (ICES Divisions IIa and IIb) on board FMS Kiel in January to March and in August/September 2004. This report presents results of these cruises and an overview about the general fishery situation in 2004.

From 1993 to 2003 special surveys were conducted to analyse temporal and spatial aspects of the spawning activities of cod in the Baltic Sea. The ICES advice for cod in the Baltic Sea is based on yearly stock assessments of two separate stocks the western (SD 22 – 24) and the eastern stock (SD 25 – 32). Both stocks are characterized by different spawning seasons. The general progression of the maturity suggests that two types of development can be distinguished. In the western Baltic Sea (SD 22) the maturity development is temporal stable, with a relative short, main spawning period from March to April - spring spawner. In the Arkona Sea and Bornholm Basin the main spawning season starts in June and probably finishes in September - summer spawner. The proportion of spawners in summer is significantly higher than in spring in the Arkona Sea and Bornholm Basin. This again underlines the importance of the Arkona Sea for the reproduction success of the eastern Baltic cod stock. The analysis furthermore show, that the proportion of male spawners was significantly higher than the proportion of female spawners in all areas and the investigated months. This observation suggests that the reproductive success is only limited by the number of female cod which participates in the spawning process.

Surveys were conducted to analyse temporal and spatial aspects of the spawning activities of cod in the Baltic Sea from 1993 to 2003. Part I of the article describes the general maturity development and the spawning activities in the western Baltic Sea, the Arkona Sea and the Bornholm Sea. The studies suggest that two types of spawner can be distinguished, the spring spawner in the western Baltic Sea and the summer spawner in the Arkona Sea and the Bornholm Basin. The descriptive analysis is supported by statistical studies presented in this article. It is shown, that the proportion of spawning individuals is significantly higher in summer than in spring in the ArkonaSea and the Bornholm Sea. Furthermore, it is shown that reproductive mixing of both types of spawner is possible in the Arkona Sea in May/June due to the hydrographical conditions in the Arkona Sea which were suitable in 8 of 10 years for successful reproduction of both Baltic cod stocks, and that spatial expansion of spawning activities of the eastern Baltic cod stock into the Arkona Sea is positive correlated with the size of spawning stock in the Bornholm Sea.

Cod, haddock, whiting, saithe, plaice, sole and Norway lobster are 7 main target species of the demersal mixed fisheries in the North Sea, Skagerrak and Eastern Channel. Gadoids and Norway lobsters are mainly taken in the nor-thern North Sea by towed gears except beam trawls while the flatfish fisheries are conducted in the southern North Sea mainly using beam trawls. Recently, the central North Sea appears less fished by demersal gears. Towed nets including seines and beam trawls equipped with meshes of more than 100 mm resp. more than 80 mm were identified as the main gears effecting the depleted cod and reduced plaice stocks. The saithe sector, using towed nets with meshes of more than110 mm, longlines, gill nets and others, appears to affect the 7 species to a lesser extend. These results support the interim effort limitations by gear types, vessel and month as enforced by the European Commission since 2003. TAC regulations alone are considered inefficient to sustainably harvest stocks by mixed fisheries. A fleet-effort management method is developed estimating the fleets’ effects based on the sum of partial exploitation rates of the species in mixed fisheries weighted by the ratio of the precautionary reference Bpa and the actual SSB size as ecological quality objective. Applying such fleet effort management could result in increased catch possibilities of some stocks by fleets selecting mainly few and non-overexploited stocks while respecting precautionary management constraints in minimum SSB or maximum exploitation rates at the same time.

“Wrong trawl, wrong rigging – that’s why research ship cannot find cod” – in a polemic article in the April number of “Fishing News International” British fishermen accuse fishery scientists of using the wrong trawl for their bottom trawl surveys in the North Sea. They wrote the GOV is unsuited to catch cod and therefore the cod stock could be in a much better shape than assessed by the scientists. In this paper the characteristics of a scientific survey trawl and the results of comparison fishing experiments are listed.

A primary objective of the Common Fishery Policy of the European Union is the reduction of discards and unwanted by-catches in the fishery. In principle this could be achieved if the catching methods were optimised for this. Still high numbers of undersized flatfish are caught in the bottom trawls. Although EU regulations make the use of the BACOMA codend mandatory in the Baltic Sea cod areable to escape through square mesh escape window of the BACOMA net the whereas flatfish still remain in the cod-end. Gear experiments have been carried out with the aim to better separate cod from the flatfish fraction already when entering the rear belly, making use of the natural behaviour of the fish, i. e. the preferred swimming distance from the bottom of the net in the funnel. As cod have a natural tendency to keep a relativly great distance from the bottom, flatfish tend to stay close to it. It was attempted to separate both fractions by splitting the funnel into an upper and lower part with a horizontal panel. This wastested for two different nets, a cod trawl to separate cod from flatfish, and an eel-trawl to separate cod and flatfish from eel. Cod and flatfish separation is best at a panel distance of 50 cm from the bottom. Thus, 74 % of the cod were found in the upper panel, whereas 75 % of the flounder were in the lower section. A separation of eel from cod was however not possible, since eel tend to rise to the upper part of the net, together with cod.
