The prevalence and the causes of childhood visual impairment in Finland during the 1970s and the 1980s were investigated, with special attention to risk factors and further prevention of visual impairment in children. The primary data on children with visual impairment were obtained from the Finnish Register of Visual Impairment, one of the patient registers kept up by the National Research and Development Centre for Welfare and Health (Stakes). The data were supplemented from other registers in Stakes and from patient records of the children in Finnish central hospitals. Visual impairment had been registered in 556 children from a population of 1,138,326 children between ages 0-17, born from 1972 through 1989. The age-specific prevalence of registered visual impairment was 49/100,000 in total. Of them, 23/100,000 were blind children and 11/100,000 were children born prematurely. Boys were impaired more often and more severely than girls. Congenital malformations (52%), systemic diseases (48%), and multiple impairments (50%) were common. The main ophthalmic groups of visual impairment were retinal diseases (35%), ocular malformations (29%), and neuro-ophthalmological disorders (29%). Optic nerve atrophy was the most common diagnosis of visual impairment (22%), followed by congenital cataract (11%), retinopathy of prematurity (10%), and cerebral visual impairment (8%). Genetic factors (42%) were the most common etiologies of visual impairment, followed by prenatal (30%) and perinatal (21%) factors. The highest rates of blindness were seen in cerebral visual impairment (83%) and retinopathy of prematurity (82%). Retinopathy of prematurity had developed in the children born at a gestational age of 32 weeks or earlier. Significant risks for visual impairment were found in the association with preterm births, prenatal infections, birth asphyxia, neonatal respiratory difficulties, mechanical ventilation lasting over two weeks, and hyperbilirubinemia. A rise in blind and multi-impaired children was seen during the study period, associating with increases in the survival of preterm infants with extremely low birth weight. The incidence of visual impairment in children born prematurely was seven times higher than in children born at full term. A reliable profile of childhood visual impairment was obtained. The importance of highly qualified antenatal, neonatal, and ophthalmological care was clearly proved. The risks associated with pre- and perinatal disorders during pregnancy must be emphasized, e.g. the risks associated with maternal infections and the use of tobacco, alcohol, and drugs during pregnancy. Obvious needs for gene therapies and other new treatments for hereditary diseases were also proved.

In 2015, Victoria passed laws removing the time limit in which a survivor of child sexual abuse can commence a civil claim for personal injury. The law applies also to physical abuse, and to psychological injury arising from those forms of abuse. In 2016, New South Wales made almost identical legal reforms. These reforms were partly motivated by the recommendations of inquiries into institutional child abuse. Of particular relevance is that the Australian Royal Commission Into Institutional Responses to Child Sexual Abuse recommended in 2015 that all States and Territories remove their time limits for civil claims. This presentation explores the problems with standard time limits when applied to child sexual abuse cases (whether occurring within or beyond institutions), the scientific, ethical and legal justifications for lifting the time limits, and solutions for future law reform.

The dissertation examines the foreign policies of the United States through the prism of science and technology. In the focal point of scrutiny is the policy establishing the International Institute for Applied Systems Analysis (IIASA) and the development of the multilateral part of bridge building in American foreign policy during the 1960s and early 1970s. After a long and arduous negotiation process, the institute was finally established by twelve national member organizations from the following countries: Bulgaria, Canada, Czechoslovakia, Federal Republic of Germany (FRG), France, German Democratic Republic (GDR), Great Britain, Italy, Japan, Poland, Soviet Union and United States; a few years later Sweden, Finland and the Netherlands also joined. It is said that the goal of the institute was to bring together researchers from East and West to solve pertinent problems caused by the modernization process experienced in industrialized world. It originates from President Lyndon B. Johnson s bridge building policies that were launched in 1964, and was set in a well-contested and crowded domain of other international organizations of environmental and social planning. Since the distinct need for yet another organization was not evident, the process of negotiations in this multinational environment enlightens the foreign policy ambitions of the United States on the road to the Cold War détente. The study places this project within its political era, and juxtaposes it with other international organizations, especially that of the OECD, ECE and NATO. Conventionally, Lyndon Johnson s bridge building policies have been seen as a means to normalize its international relations bilaterally with different East European countries, and the multilateral dimension of the policy has been ignored. This is why IIASA s establishment process in this multilateral environment brings forth new information on US foreign policy goals, the means to achieve these goals, as well as its relations to other advanced industrialized societies before the time of détente, during the 1960s and early 1970s. Furthermore, the substance of the institute applied systems analysis illuminates the differences between European and American methodological thinking in social planning. Systems analysis is closely associated with (American) science and technology policies of the 1960s, especially in its military administrative applications, thus analysis within the foreign policy environment of the United States proved particularly fruitful. In the 1960s the institutional structures of European continent with faltering, and the growing tendencies of integration were in flux. One example of this was the long, drawn-out process of British membership in the EEC, another is de Gaulle s withdrawal from NATO s military-political cooperation. On the other hand, however, economic cooperation in Europe between East and West, and especially with the Soviet Union was expanding rapidly. This American initiative to form a new institutional actor has to be seen in that structural context, showing that bridge building was needed not only to the East, but also to the West. The narrative amounts to an analysis of how the United States managed both cooperation and conflict in its hegemonic aspirations in the emerging modern world, and how it used its special relationship with the United Kingdom to achieve its goals. The research is based on the archives of the United States, Great Britain, Sweden, Finland, and IIASA. The primary sources have been complemented with both contemporary and present day research literature, periodicals, and interviews.

Suomessa säädettiin vuonna 1968 laki koulujärjestelmän perusteista. Sen nojalla maassa siirryttiin rinnakkaiskoulujärjestelmästä kunnalliseen yhtenäiskouluun eli peruskouluun vuosina 1972-1977. Laissa varattiin yksityisille oppikouluille mahdollisuus toimia uudessa järjestelmässä, koulun omistajayhteisön niin halutessa, kunnan peruskoulua korvaavana kouluna. Vuonna 1974 lakia muutettiin siten, että kunta sai päättää, ottiko se yksityisen koulun koulusuunnitelmaansa vai ei. Suomeen jäi nelisenkymmentä yksityistä koulua, joista pääosa sijaitsi Helsingissä. Korvaavia kouluja näistä oli 24. Tässä pro gradu -tutkielmassa tarkastellaan Yksityisoppikoulujen Liiton (YOL) toimintaa peruskouluuudistuksen täytäntöönpanovuosina 1970-1977. Liiton päätavoitteena oli yksityiskoululaitoksen säilyttäminen. Pyrkimyksenä on selvittää YOL:n aiemmin lähes käyttämättömän arkistoaineiston avulla, millainen liitto oli rakenteeltaan, millaisilla intresseillä ja resursseilla se toimi ja millaisia suhdeverkostoja se koulutaistelun yhteydessä rakensi. Samalla pyritään luomaan laajempi kuva siitä, mitkä yhteiskunnalliset tahot puolustivat yksityiskoululaitoksen säilyttämistä Suomessa ja millaisin motiivein. Tästä syystä tutkimuksen lähdeaineistona hyödynnetään mm. Vapaan koulutuksen tukisäätiön arkistoaineistoa, opettajien ammattijärjestöjen lehtiä sekä peruskoulu-uudistusta koskevaa kirjallisuutta. Laadullisen verkostotutkimuksen keinoin yksityiskoululaitosta kannattaneet piirit hahmotetaan sosiaalisena verkostona, joka rakentui yhteisten intressien pohjalle. Tästä verkostosta käytetään termiä yksityisoppikouluväki. Tutkimustuloksena on, että yksityisoppikouluväki sosiaalisena verkostona rakentui ennen kaikkea ideologisten intressien pohjalle. Kyse oli pyrkimyksistä puolustaa porvarillista suomalaista yhteiskuntamuotoa ja vastustaa vasemmiston vaikutusvallan kasvua. YOL oli 1970-luvun Suomessa yksi monista porvariston taisteluelimistä. Yhdessä vuonna 1973 perustetun Vapaan koulutuksen tukisäätiön kanssa se kävi puolustustaistelua suojellakseen epäpoliittisena instituutiona pitämäänsä koululaitosta, jonka nähtiin joutuneen ideologisen hyökkäyksen kohteeksi. Yksityisoppikouluväki oli pieni, mutta sangen vaikutusvaltainen ryhmittymä. Ydinjoukko koostui muutamasta kymmenestä suomalaisen yhteiskunnan vaikuttajasta, joita yhdisti korkea koulutus, porvarillis-isänmaallinen arvomaailma ja jossain määrin myös yhteiset kokemukset sotavuosilta. Joukkoa leimasi halu rakentaa suomalaista yhteiskuntaa oman arvomaailmansa pohjalta; niin ikään se korosti kansalaisten oikeutta vapaaseen ja omaehtoiseen kasvatukseen sekä yksilölliseen omistusoikeuteen. Tavoitteessaan yksityisoppikouluväki onnistui kohtalaisesti. Ilman sen aktiviteettia ja tehokasta verkostoitumista sekä ennen muuta vahvoja poliittisia ja taloudellisia tukijoita tämä tuskin olisi onnistunut. Oman lisänsä onnistumiseen antoi julkisuuteen vuonna 1975 noussut Pirkkalan koulukokeilu, joka osaltaan lietsoi porvarillista arvomaailmaa edustavien tahojen epäluuloja vasemmiston koulutuspolitiikkaa kohtaan ja altisti heitä tukemaan yksityiskouluja. Vaikka taistelu osin onnistuikin, suurta kannatusta se ei saavuttanut. Moni näki yksityisoppikouluväen toiminnan taantumuksellisena reaktiona ja yrityksenä säilyttää vanhoja, epätasa-arvoisuutta ylläpitäviä valtarakenteita. Esiin maalailtu pelko siitä, että kunnallinen peruskoulu veisi Suomen sosialismiin, ei saanut joukkoja liikkeelle yksityiskoulujen puolesta. Esimerkiksi opettajien myönteinen suhtautuminen kunnalliseen koululaitokseen osoittaa, etteivät he pääsääntöisesti nähneet koulu-uudistuksessa tämänkaltaista ideologista vaaraa.

Gottigere lake with a water spread area of about 14.98 ha is located in the Bellandur Lake catchment of the South Pennar River basin. In recent years, this lake catchment has been subjected to environmental stress mainly due to the rampant unplanned developmental activities in the catchment. The functional ability of the ecosystem is impaired due to structural changes in the ecosystem. This is evident from poor water quality, breeding of disease vectors, contamination of groundwater in the catchment, frequent flooding in the catchment due to topography alteration, decline in groundwater table, erosion in lake bed, etc. The development plans of the region (current as well as the proposed) ignore the integrated planning approaches considering all components of the ecosystem. Serious threats to the sustainability of the region due to lack of holistic approaches in aquatic resources management are land use changes (removal of vegetation cover, etc.), point and non-point sources of pollution impairing water quality, dumping of solid waste (building waste, etc.). Conservation of lake ecosystem is possible only when the physical and chemical integrity of its catchment is maintained. Alteration in the catchment either due to land use changes (leading to paved surface area from vegetation cover), alteration in topography, construction of roads in the immediate vicinity are detrimental to water yield in the catchment and hence, the sustenance of the lake. Open spaces in the form of lakes and parks aid as kidney and lung in an urban ecosystem, which maintain the health of the people residing in the locality. Identification of core buffer zones and conservation of buffer zones (500 to 1000 m from shore) is to be taken up on priority for conservation and sustainable management of Bangalore lakes. Bangalore is located over a ridge delineating four watersheds, viz. Hebbal, Koramangala, Challaghatta and Vrishabhavathi. Lakes and tanks are an integral part of natural drainage and help in retaining water during rainfall, which otherwise get drained off as flash floods. Each lake harvests rainwater from its catchment and surplus flows downstream spilling into the next lake in the chain. The topography of Bangalore has uniquely supported the creation of a large number of lakes. These lakes form chains, being a series of impoundments across streams. This emphasises the interconnectivity among Bangalore lakes, which has to be retained to prevent Bangalore from flooding or from water scarcity. The main source of replenishment of groundwater is the rainfall. The slope of the terrain allows most of the rainwater to flow as run-off. With the steep gradients available in the major valleys of Bangalore, the rainwater will flow out of the city within four to five hours. Only a small fraction of the rainwater infiltrates into the soil. The infiltration of water into the subsoil has declined with more and more buildings and paved road being constructed in the city. Thus the natural drainage of Bangalore is governed by flows from the central ridge to all lower contours and is connected with various tanks and ponds. There are no major rivers flowing in Bangalore and there is an urgent need to sustain these vital ecosystems through proper conservation and management measures. The proposed peripheral ring road connecting Hosur Road (NH 7) and Mysore Road (SH 17) at Gottigere lake falls within the buffer zone of the lake. This would alter the catchment integrity and hence water yield affecting flora, fauna and local people, and ultimately lead to the disappearance of Gottigere lake. Developmental activities in lake catchments, which has altered lake’s ecological integrity is in violation of the Indian Fisheries Act – 1857, the Indian Forest Act – 1927, Wildlife (Protection) Act – 1972, Water (Prevention and Control of Pollution) Act – 1974, Water (Prevention and Control of Pollution) Act – 1977, Forest (Conservation Act) – 1980, Environmental (Protection) Act – 1986, Wildlife (Protection) Amendment Act – 1991 and National Conservation Strategy and Policy Statement on Environment and Development – 1992. Considering 65% decline of waterbodies in Bangalore (during last three decades), decision makers should immediately take preventive measures to ensure that lake ecosystems are not affected. This report discusses the impacts due to the proposed infrastructure developmental activities in the vicinity of Gottigere tank.
