Empirikus vizsgálatok szerint a vállalatok fejlesztési törekvéseit Magyarországon is elsősorban a piaci kilátások határozzák meg, a finanszírozási körülmények szerepe jóval gyengébb. A beruházások és innovációk végrehajtása elsősorban a műszaki végzettségűek iránti keresletet növelheti, a szakképzetlen dolgozók körében viszont gyakran leépítésekre vezet. A vállalatok igénye és az állást keresők kompetenciái azonban nemcsak a szakmastruktúrában térnek el. A korábban megvalósított fejlesztéseknek a válság idején munkahelymegtartó szerepe volt. A jövőbeni fejlesztések munkaerőigényének kielégítésében mind az üzleti szektor szereplőinek, mind a szakpolitikáknak fontos tennivalói vannak. _______ According to recent empirical research development efforts of companies in Hungary are primarily determined by the market outlook, the role of financing conditions is much weaker. Implementation of investments and innovation can increase in first row the demand for technical professionals and often causes dismissals in unskilled labour. The demand of companies and competences of job seekers diverge not only in the professional structure. Earlier fulfilled development had workplace keeping role during the recession. Both actors of business sector and policies have important tasks to do in satisfying labour demand of future developments.

A szerző tanulmányában a 2000 és 2010 közötti gazdasági és társadalmi változásokat és a munkával kapcsolatos értékek és attitűdök alakulását állítja időbeli párhuzamba, és azokra a kérdésekre keresi a választ, hogy milyen prioritások jellemzik 2010-ben a munka egyes aspektusaihoz való viszonyulást Közép-Kelet- Európa uniós tagállamaiban, és közöttük kiemelten Magyarországon? Vajon változtak-e ezek a jellemzők az elmúlt tíz év során, s ha igen, milyen irányú az elmozdulás. Azonos tendenciájúak-e a változások a vizsgált országokban? Megállapíthatók-e jellegzetes különbségek három kiválasztott, magas életszínvonalú, régebbi uniós (EU-15) tagországhoz viszonyítva? Elemzése jelentős mértékben támaszkodik az EVSfelmérés 2010-ben közzétett adataira, melynek alapját a 2008 és 2009 során lefolytatott adatgyűjtés képezi. Tanulmányában azokra a közép-kelet-európai országokra összpontosít, amelyek az elmúlt évtized során az unió tagjai lettek, és a 2000-es felmérésben is részt vettek már. _____ The author sets into parallelism economic and social changes and the development of values and attitudes regarding labour between 2000 and 2010, and looks for answers to questions what priorities characterize in 2010 the attitude to some aspects of labour in EU member countries of CEE, and especially in Hungary. Have these features changed in the last decade and in positive case, what is the direction of the shift? Are changes of similar tendency in countries under consideration? Can considerable differences be stated as compared to three selected, earlier EU 15 member countries with high living standard? The analysis largely relies on data of EVS survey, published in 2010 whose basis is the data collection carried out in 2008-2009. The essay focuses on Central Eastern European countries which have become members of the Union during the last decade and took part already in the survey of 2000.

A fenntarthatóság kérdésköre napjainkban egyre inkább a figyelem középpontjába kerül. Egyes szerzők egyenesen a következő, a minőségi és az információs forradalomhoz hasonló megatrendnek tartják a fenntarthatóságot (Lubin – Esty, 2010). A tanulmány célja megvizsgálni, mennyiben érvényesül ez a megatrend Magyarországon: mennyiben kezelik stratégiai, versenyképességi kérdésként a magyar vállalatok a környezetvédelmet és a fenntarthatóságot? A szerző tanulmányában bemutatja a fenntartható fejlődés vállalati vonatkozásait, majd megvizsgálja, mennyiben jelennek meg a hazai vállalatok stratégiájában és gyakorlatában a fenntarthatóság aspektusai. Az elemzéshez a Budapesti Corvinus Egyetem Versenyképesség Kutató Központjában 2009-ben lebonyolított kérdőíves felmérés adatait használta fel. _______ Sustainability has been receiving an ever increasing attention in recent years. Some authors even cite sustainability as the next megatrend after quality and IT revolutions (Lubin–Esty, 2010). This paper aims to examine to what extent this megatrend prevails in Hungary: do Hungarian companies treat environmental protection and sustainability as a strategic element of competitiveness? The paper studies the concept of corporate sustainability, then examines the presence of the three aspects of sustainability in the strategy and practice of Hungarian firms. The analysis is based on the results of a survey on competitiveness carried out by the Competitiveness Research Centre of Corvinus University of Budapest in 2009.

In 2013-15 there was a new type of post graduate training elaborated and piloted in Hungary at the Institute of Executive Training and Continuing Education (VTKI) within the National University of Public Service (NKE). Although the pilot financed by the State Administration Reform Operative Program (ÁROP) had not lacked the previously established attempts to include interactivity in the training, it was the first to observe and apply the actual principles of the European Union 2020 expressed in the threefold criteria of economic growth: smartness, sustainability and inclusiveness. All of them are represented by a pillar of the program like e-learning, class training and field training with the inclusion of local society. According to the objectives of the program there were at least 10 thousand attendees from the civil service sphere set as project indicators, so it has been a large scale training program that took place in 2014 in Hungary. The following article shows the innovations included in this new approach model of post graduate training civil servants.

The improving performance of public administration and the reform of public financing system have been on agenda in Hungary for many years, in accordance with the international trends. However, governments have not expected and supported creating of a performance-oriented public administration in a comprehensive and explicit way. Nevertheless, there are bottom-up initiatives at organizational level, which target performance-oriented organizational function. The research focuses on organizations of central public administration where the successful application of performance management methods is most likely based on the international literature. These are the so called agency-type organizations, which are in Hungary called autonomous state-administration organizations independent of the Government (e.g. Hungarian Competition Authority), government bureaus (e.g. Hungarian Central Statistical Office), and central offices subordinated to the government (either the cabinet or a ministry) (e.g. Hungarian Meteorological Service). The studied agencies are legally independent organizations with managerial autonomy based on public law. The purpose of this study is to get an overview on organizational level performance management tools applied by Hungarian agencies, and to reveal the reasons and drivers of the application of these tools. The empirical research is based on a mixed methods approach which combines both quantitative methods and qualitative procedures. The first – quantitative – phase of the author’s research was content analysis of homepages of the studied organizations. As a results she got information about all agencies and their practice related to some performance management tools. The second – qualitative – phase was based on semi-structured face-to-face interviews with some senior managers of agencies. The author selected the interviewees based on the results of the first phase, the relatively strong performance orientation was an important selection criteria.

A tanulmány - amely Coase és az új intézményi közgazdaságtan alapján keresi a címbeli kérdésre adható választ - a kapitalizmus alapvető interakciós formájaként a kölcsönösen előnyös cserét azonosítja, amely az emberi együttműködés megnyilvánulása. A gazdasági fejlődés feltétele e kooperáció költségeit csökkentő társadalmi játékszabályok, intézmények kialakítása. A jól működő kapitalizmus intézményi rendje sűrű és sokrétű, a részleteit tekintve időben és térben igen változó, jelentős részben nem állami, hanem magáneredetű. Ez a rend nem tervezhető meg, és jelenlegi tudásunk alapján nem is érthető meg konzisztens, összefüggő rendszerként. A magyar gazdaság fejlődési célját ezért nem lehet nemzetgazdasági szintű rendszerként vagy modellként megfogalmazni. A tényleges feladat az intézményi rend középszintű elemeinek fokozatos, kísérletező változtatása, figyelembe véve a már létező intézményi környezet történetileg adott, helyhez és időhöz kötött sajátosságait. De az intézményi "barkácsolásnak" mindvégig szem előtt kell tartania a kapitalizmus alapelvét: az önkéntes, kölcsönösen előnyös tranzakciók támogatását. _____ The study draws on Coase s lighthouse" of new institutional economics in addressing this question. It identifies mutually beneficial exchange, a manifestation of human cooperation, as the underlying form of interaction in capitalism, while stressing that economic development depends on creating social rules of the game (institutions) that decrease the costs of exchange. The institutional order of well-functioning capitalism is thickly woven with many features, often of private rather than public (legal or political) origin. Details vary greatly in time and space. Such an order cannot be planned, and with current knowledge, it cannot be seen as a consistent system. So the goal in Hungary s economic development should not be defined as a system or model for a national economy. It should set out to change intermediate-level institutions in gradual, experimental ways that pay heed to the time and space-bound idiosyncrasies of existing ones. Moreover institutional tinkering" should observe capitalism s basic institutional principle: facilitation of voluntary, mutually beneficial transactions.

There is growing interest among researchers working in the areas of product-country image effects, and more generally international consumer behaviour, in the potential relationship between consumers’ familiarity with, and evaluation of, products from various countries. We use data from a consumer survey in Hungary to attempt an initial exploration of this relationship. The data support findings from earlier similar studies but also suggest that affective considerations may be playing a considerable role in the evaluations of domestic products, and that the relationship of familiarity with product evaluations may vary significantly from country to country and may not be as strong as previously thought.

Innovation helps to uncover the future social and economic possibilities. Subsequently familiarising with innovation processes, mapping those involved in innovation and researching the relations and influencing factors is becoming more and more valuable. The authors carried out innovation research in three middle-sized and small towns in Hungary on the basis of a request by a municipality among enterprises involved in the intelligent specialisation strategic program. In the course of the research the role of regional universities, the relationship between organisations involved in social innovation and the researched enterprises, as well as traditional innovation areas were dealt with. The innovation performance of enterprises in all three regions are – despite smaller differences – around the Hungarian average. The presence of a university in the region can be felt, however, it does not remarkably influence the innovation potential of enterprises. It seemed that outside the traditional links to chambers of commerce and industry there were no other civic protagonists in the processes of creating knowledge, and even the relations are rather loose, or mediocre. In the wake of these results, the authors formulated specific suggestions for improving the economic and social possibilities of the involved regions by establishing innovative environments.

The discussions about social justice date from ancient times, but despite the enduring interest in the topic and the progress made, we are still witnessing injustices throughout the world. Thus, the search for social justice, under some form, is an inseparable part of our lives. In general, social justice may be considered as a critical idea that challenges us to reform our institutions and practices in the name of greater fairness (Miller 1999, p. x). In political and policy debates, social justice is often related to fair access (Brown, 2013) but at the same time its meanings seem to vary when we consider different definitions, perspectives and social theories (Zajda, Majhanovich, & Rust, 2006). When seen in the context of higher education, social justice appears in relevant literature as a buzzword (Patton, Shahjahan, Riyad, & Osei-Kofi, 2010). Within the recent studies of higher education and public debates related to the development of higher education, more emphasis is placed on the link between higher education and the economic growth and how higher education could be more responsive to the labour market demands, and little emphasis has been put on social justice. Given this, the present study attempts to at least partially fill the gap with regard to this apparently very topical issue, especially in the context of the unprecedented worldwide expansion of higher education in the last century (Schofer & Meyer, 2005), an expansion that is expected to continue in the next decades. More specifically, the expansion of higher education intensified in the second part of the 20th century, especially after World War II. It was seen as a result of the intertwined dynamics related to demographic, economic and political pressures (Goastellec, 2008a). This trend undoubtedly contributed to the increase of the size of the student body. To illustrate this trend, we may point out that in the period between 2000 and 2007, the number of tertiary students in the world increased from 98,303,539 to 150,656,459 (UNESCO, 2009, p. 205). This growth occurred in all regions of the world, including Central and Eastern Europe, North America and Western Europe, and contributed to raising the number of tertiary graduates. Thus, in the period between 2000 and 2008, the total number of tertiary graduates in the European Union (EU) 27 increased by a total of 35 percent (or 4.5 percent per year). However, this growth was very uneven, ranging from 21.1 percent in Romania to 0.7 percent in Hungary (European Commission working staff document, 2011). The increase of the number of students and graduates was seen as enhancing the social justice in higher education, since it is assumed that expansion “extends a valued good to a broader spectrum of the population” (Arum, Gamoran, & Shavit, 2007, p. 29). However, concerns for a deep contradiction for 21st-century higher education also emerged with regard to its expansion.

As Mr. Brown states, his stories are "true in essence but not in form".

This article fi rst summarizes the structural reforms of pensions (total or partial privatization) in Latin America and Central and Eastern Europe, identifying their advantages and disadvantages, and does the same with the international process of re-reforms of pensions with a greater role of the state. Second, chooses Chile as a case study, as a world pioneer in both types of reforms; describes their characteristics and effects on social welfare of the structural reform of 1981 and the re-reform of 2008. Such effects are evaluated based on ten basic principles of social security from the International Labour Offi ce (ILO): 1) social dialogue to approve the reforms, 2) universal coverage of the population, 3) equal treatment of insured persons, 4) social solidarity, 5) gender equity, 6) suffi ciency of benefi ts, 7) effi ciency and reasonable administrative cost, 8) social participation in the management of the system, 9) role of the state and supervision, and 10) fi nancial sustainability. Third, it summarizes the advantages and disadvantages-challenges of the re-reform and informs on the current debate for further reforms.

Ao longo das últimas três décadas, o envolvimento das comunidades na formulação de políticas locais tem vindo a ganhar cada vez mais atenção como uma abordagem sustentável para o desenvolvimento rural na União Europeia (UE) e no mundo. Emergendo da globalização, novas estruturas de governação têm desafiado a base territorial restricta da autoridade do Estado soberano através do envolvimento de uma rede complexa e de autoorganização de atores governamentais e não-governamentais na tomada de decisões coletivas. A reestruturação territorial e institucional das zonas rurais, associada à expansão da governança rural, ganhou atenção considerável na literatura. No entanto, o potencial de empregar princípios de governança como fatores que determinam as direções de desenvolvimento rural através de desempenho organizacional e apoio no turismo não tem sido amplamente explorado na literatura. Deste modo, o principal objetivo desta tese consiste no emprego de ‘integração’, ‘participação’ e ‘empowerment’ como fatores críticos que influenciam os rumos do desenvolvimento rural (1) através do desempenho organizacional das organizações de governança rural e (2) apoio no turismo de organizações de desenvolvimento rural tendo em vista a validação da abordagem de governança para o turismo integrado. Ao longo deste duplo objectivo geral, a tese é dividida numa componente qualitativa de ‘desempenho’ e numa componente quantitativa de ‘apoio’. Seguindo uma abordagem sistemática baseada num sistema conceptual, foram realizadas 38 entrevistas em profundidade com pessoas chave envolvendo gestores do programa LEADER da UE na Hungria (34% do número total de Grupos de Ação Local [GAL]), seguido por um levantamento de campo transversal realizado através de um sistema de recolha de dados na Internet, tendo resultado em 662 questionários válidos para uma taxa de resposta de 63.6%. Os resultados da componente “desempenho” revelaram padrões na implementação dos princípios de governança, que por sua vez permitiram a identificação de fatores que permitem e restringem o desempenho organizacional. Os resultados da componente “apoio” permitiram destacar que o ponto de vista de redes de desenvolvimento local nos princípios de governança não é homogéneo. Diferenças significativas foram encontradas entre organizações responsáveis pelo planeamento e os grupos de aconselhamento. Contudo, os resultados sugeriram que a dimensão sustentável de turismo rural integrado é um prognosticador da contribuição do turismo para o desenvolvimento global da comunicade e para o apoio do turismo ao longo das redes de desenvolvimento local. Este estudo responde a uma necessidade crescente de investigação, que resulta da proliferação à escala mundial de formações de governança em sistemas de administração pública, tanto no lado dos investigadores como no lado dos praticantes.

En el año 2010 el gobierno húngaro implementó el Impuesto Excepcional de Crisis, que grava a las empresas del sector de telecomunicaciones, energía y agroalimentario con el fin de hacer frente a los graves problemas fiscales que aquejaban a Hungría. Dicho impuesto se enmarca dentro de la política de autonomía fiscal de los Estados miembros de la UE, ya que cada gobierno tiene potestad para determinar la cuantía de los impuestos sobre las empresas con el fin de que se puedan cumplir los intereses económicos nacionales; aun así, dicha autonomía se basa en el respeto al tratado de Maastricht y al pacto de estabilidad y crecimiento, que establecen que las políticas fiscales de los Estados miembros deben estar en armonía con la libre circulación de mercancías, servicios y capitales, así como un trato equitativo a todas las empresas, ya sean nacionales o extranjeras. Este gravamen recae principalmente en empresas ligadas al sector de las exportaciones en Hungría, con nacionalidad de Austria y Alemania, los principales socios comerciales de Hungría, afectando de esta forma las relaciones comerciales de los actores en mención. Así, el trabajo analiza las implicaciones que tiene dicho impuesto para la consecución del interés económico de Hungría, a partir de su incidencia en las metas fiscales y el comercio que este Estado tiene con Austria y Alemania.

El presente trabajo de grado estudia las relaciones internacionales entre España y Rumania en virtud de la migración de rumanos a España en el periodo 2004-2012. El estudio analiza los antecedentes y vínculos migratorios entre España y Rumania y el perfil migratorio rumano. Así mismo, describe el proceso de adhesión de Rumania a la Unión Europea y analiza la compleja integración de los rumanos al espacio comunitario y las discutidas acciones estatales por parte de España en este contexto. La evolución en las relaciones entre España y Rumania, es pieza clave para comprender los diferentes momentos de su relación migratoria, dicha evolución afectó, el proceso de “integración” de los inmigrantes rumanos, situación que alcanzó su punto más crítico durante la reciente crisis económica española. Teniendo en cuenta, datos de fuentes estadísticas y académicas, se evaluaron las redes migratorias como mecanismo para el asentamiento y crecimiento de los rumanos en España.
