We consider the problem of developing privacy-preserving machine learning algorithms in a dis-tributed multiparty setting. Here different parties own different parts of a data set, and the goal is to learn a classifier from the entire data set with-out any party revealing any information about the individual data points it owns. Pathak et al [7]recently proposed a solution to this problem in which each party learns a local classifier from its own data, and a third party then aggregates these classifiers in a privacy-preserving manner using a cryptographic scheme. The generaliza-tion performance of their algorithm is sensitive to the number of parties and the relative frac-tions of data owned by the different parties. In this paper, we describe a new differentially pri-vate algorithm for the multiparty setting that uses a stochastic gradient descent based procedure to directly optimize the overall multiparty ob-jective rather than combining classifiers learned from optimizing local objectives. The algorithm achieves a slightly weaker form of differential privacy than that of [7], but provides improved generalization guarantees that do not depend on the number of parties or the relative sizes of the individual data sets. Experimental results corrob-orate our theoretical findings.

Resumen: El trabajo analiza la evolución de los retornos privados a la educación superior en Argentina durante el período 1974–2002 y cómo éstos se vieron afectados por el desempleo. La conclusión es que los retornos a la educación son mayores si se los corrige teniendo en cuenta el desempleo para cada nivel educativo, ya que a mayor nivel, menor tasa de desempleo. Al evaluar invertir en educación no se debería considerar simplemente el diferencial de ingresos sino también la mayor probabilidad de tener un trabajo. Esto es relevante en un país como Argentina que pasó de tener tasas de desempleo cercanas a 5% en la década del ochenta a tener tasas de dos dígitos a fines del siglo XX y comienzos del XXI.

In this paper we study the effect of population age distribution upon private consumption expenditure in Spain from 1964 to 1997 using aggregate data. We obtain four main results. First, changes in the population pyramid have substantial effects upon the behaviour of private consumption. Second, the pattern of the coefficients of the demographic variables is not consistent with the simplest version of the life cycle hypothesis. Third, we estimate the impact of the demographic transition upon consumption and find positive values associated with episodes in which the shares of groups of individuals with expenditure levels higher (lower) than the mean increased (decreased). Fourth, the results are robust to alternative specifications for the population age distribution.

For over a decade now, work has been ongoing on the professional organization and management of town centre retail spaces in Spain under what is known as the Open Shopping Centre model. Introducing this model has involved a process of public-private collaboration in several different phases, conditioned to a large extent by the specific context of each initiative. With a view to furthering the process of benchmarking developed out of the experiences of recent years, we shall use case analysis to explain trends in initiatives for retail regeneration and stimulation undertaken in the Basque Country (an autonomous community in the north of Spain) since 2000. We analyze the factors that have prompted these initiatives, assessing and comparing the landmarks and conditions that have marked, or are determining, progress in the dynamic of collaboration between municipal authorities and retailers for a competitive improvement both in the retail sector and in the environment in which it operates: the city. Finally we list witch are these key factors.

This study is concerned with the measurement of total factor prodnctivity in the marine fishing industries in general and in the Pacific coast trawl fishery in particular. The study is divided into two parts. Part I contains suitable empirical and introductory theoretical material for the examination of productivity in the Pacific coast trawl Deet. It is self-contained, and contains the basic formulae, empirical results, and discussion. Because the economic theory of index numbers and productivity is constantly evolving and is widely scattered throughout the economics literature, Part D draws together the theoretical literature into one place to allow ready access for readers interested in more details. The major methodological focus of the study is upon the type of economic index number that is most appropriate for use by economists with the National Marine Fisheries Service. This study recommends that the following types of economic index numbers be used: chain rather than fIxed base; bilateral rather than multilateral; one of the class of superlative indices, such as the Tornqvist or Fisher Ideal. ENGLISH: Logbook records of tuna vessels fishing in the eastern Pacific Ocean were used to prepare charts showing the distribution of yellowfin tuna and skipjack catches by i-degree area, by quarter of the year, and by gear, for the years 1967-1970. Recent changes in the geographical distribution of yellowfin catch are illustrated. Also given are annual catch statistics and the composition of the international tuna fishing fleets which operated in the Commission's Yellowfin Regulatory Area each year, 1962-1970. SPANISH: Los registros de los cuadernos de bitácora de los barcos pesqueros de atún en el Océano Pacífico oriental se usaron para preparar gráficos que presentan para los años de 1967-1970, la distribución de captura del atún aleta amarilla y barrilete por área de 1 grado, trimestre del año y, por las artes. Se ilustran los recientes cambios en la distribución geográfica de la captura del atún aleta amarilla. Se presentan también las estadísticas de captura anual y la composición de la flota internacional de pesca, que explota cada año el Area Reglamentaria de la Comisión, 1962-1970. The Alliance for Coastal Technologies (ACT) Workshop on Towed Vehicles: Undulating Platforms As Tools for Mapping Coastal Processes and Water Quality Assessment was convened February 5-7,2007 at The Embassy Suites Hotel, Seaside, California and sponsored by the ACT-Pacific Coast partnership at the Moss Landing Marine Laboratories (MLML). The TUV workshop was co-chaired by Richard Burt (Chelsea Technology Group) and Stewart Lamerdin (MLML Marine Operations). Invited participants were selected to provide a uniform representation of the academic researchers, private sector product developers, and existing and potential data product users from the resource management community to enable development of broad consensus opinions on the application of TUV platforms in coastal resource assessment and management. The workshop was organized to address recognized limitations of point-based monitoring programs, which, while providing valuable data, are incapable of describing the spatial heterogeneity and the extent of features distributed in the bulk solution. This is particularly true as surveys approach the coastal zone where tidal and estuarine influences result in spatially and temporally heterogeneous water masses and entrained biological components. Aerial or satellite based remote sensing can provide an assessment of the aerial extent of plumes and blooms, yet provide no information regarding the third dimension of these features. Towed vehicles offer a cost-effective solution to this problem by providing platforms, which can sample in the horizontal, vertical, and time-based domains. Towed undulating vehicles (henceforth TUVs) represent useful platforms for event-response characterization. This workshop reviewed the current status of towed vehicle technology focusing on limitations of depth, data telemetry, instrument power demands, and ship requirements in an attempt to identify means to incorporate such technology more routinely in monitoring and event-response programs. Specifically, the participants were charged to address the following: (1) Summarize the state of the art in TUV technologies; (2) Identify how TUV platforms are used and how they can assist coastal managers in fulfilling their regulatory and management responsibilities; (3) Identify barriers and challenges to the application of TUV technologies in management and research activities, and (4) Recommend a series of community actions to overcome identified barriers and challenges. A series of plenary presentation were provided to enhance subsequent breakout discussions by the participants. Dave Nelson (University of Rhode Island) provided extensive summaries and real-world assessment of the operational features of a variety of TUV platforms available in the UNOLs scientific fleet. Dr. Burke Hales (Oregon State University) described the modification of TUV to provide a novel sampling platform for high resolution mapping of chemical distributions in near real time. Dr. Sonia Batten (Sir Alister Hardy Foundation for Ocean Sciences) provided an overview on the deployment of specialized towed vehicles equipped with rugged continuous plankton recorders on ships of opportunity to obtain long-term, basin wide surveys of zooplankton community structure, enhancing our understanding of trends in secondary production in the upper ocean. ENGLISH: The fishing power of the tuna purse-seine fleet of the eastern Pacific Ocean has increased since the early 1960's. Because the entire fleet seems to have adopted equipment and techniques to increase its efficiency in capturing tunas, traditional methods of adjusting catch rates to a reference vessel type of fixed efficiency to index tuna abundance from fishing success are inapplicable. Instead, a methodology for such adjustment based on a mathematical representation of purse seining activities is developed. Observed changes in efficiency in subprocesses of purse seining are then used to adjust catch rates when computing abundance histories for yellowfin and skipjack in large regions of the eastern Pacific Ocean. SPANISH: La eficacia de pesca de la flota de cerco atunera en el Océano Pacífico oriental ha aumentado desde el comienzo del decenio de 1960. Como toda la flota parece haber adoptado equipo y métodos para incrementar su eficaciaen capturar atunes, no se pueden aplicar los métodos tradicionales de ajustar los índices de captura a un tipo normalizado de barco (es decir de eficacia fija) para indicar la abundancia del atún según los resultados de pesca. En su lugar se ha desarrollado un método para realizar tal ajuste basado en una representación matemática de las actividades de las embarcaciones de cerco. Cuando se calcula la abundancia histórica del atún aleta amarilla y barrilete en grandes regiones del Océano Pacífico oriental, se usan entonces los cambios observados en la eficacia de los subprocesos cerqueros para ajustar los índices de captura. ENGLISH: Logbook records of purse seiners and baitboats fishing for yellowfin and skipjack tunas in the eastern Pacific Ocean were used to prepare charts showing the distribution of catches by l-degree area and quarter of the year for each gear and regulation status, for the years 1971-1974. Changes in geographical distribution of the catch over the four-year period are discernible. Information on annual catch statistics and fleet composition by country is presented. SPANISH: Los registros de bitácora de los cerqueros y clíperes (barcos de carnada) que pescan atún aleta amarilla y barrilete en el Océano Pacífico oriental se emplearon para preparar los diagramas en los que se indica la distribución de las capturas por área de 1 grado y trimestre, correspondiente a cada arte y condición reglamentaria en los años de 1971 a 1974. Se pueden distinguir los cambios en la distribución geográfica de la captura durante el período de cuatro años. Se presenta la información por país sobre las estadísticas de la captura anual y la composicón de la flota. (PDF contains 116 pages.)
