Mountains are among the regions most affected by climate change. The implications of climate change will reach far beyond mountain areas, as the contributions in the present publication prepared for the Conference of the Parties to the United Nations Framework Convention on Climate Change (COP 20) in Lima 2014 show. Themes discussed are water, glaciers and permafrost, hazards, biodiversity, food security and economy. The case studies included show that concrete adaptive action has been taken in many mountain areas of the world. The publication concludes with a series of recommendations for sustainable mountain development in the face of climate change.

In 2014, the Dispute Settlement Body (DSB) of the World Trade Organization (WTO) adopted seven panel reports and six Appellate Body rulings. Two of the cases relate to anti-dumping measures. Three cases, comprising five complaints, are of particular interest and these are summarized and discussed below. China – Rare Earths further refines the relationship between protocols of accession and the general provisions of WTO agreements, in particular the exceptions of Article XX GATT. Recourse to that provision is no longer excluded but depends on a careful case-by-case analysis. While China failed to comply with the conditions for export restrictions, the case reiterates the problem of insufficiently developed disciplines on export restrictions on strategic minerals and other commodities in WTO law. EC – Seals Products is a landmark case for two reasons. Firstly, it limits the application of the Agreement on Technical Barriers to Trade (TBT Agreement) resulting henceforth in a narrow reading of technical regulations. Normative rules prescribing conditions for importation are to be dealt with under the rules of the General Agreement on Tariffs and Trade (GATT) instead. Secondly, the ruling permits recourse to public morals in justifying import restrictions essentially on the basis of process and production methods (PPMs). Meanwhile, the more detailed implications for extraterritorial application of such rules and for the concept of PPMs remain open as these key issues were not raised by the parties to the case. Peru – Agricultural Products adds to the interpretation of the Agreement on Agriculture (AoA), but most importantly, it confirms the existing segregation of WTO law and the law of free trade agreements. The case is of particular importance for Switzerland in its relations with the European Union (EU). The case raises, but does not fully answer, the question whether in a bilateral agreement, Switzerland or the EU can, as a matter of WTO law, lawfully waive their right of lodging complaints against each other under WTO law within the scope of their bilateral agreement, for example the Agreement on Agriculture where such a clause exists.

Childhood obesity is a significant public health problem. Over 15 percent of children in the United States are obese, and about 25 percent of children in Texas are overweight (CDC NHANES). Furthermore, about 30 percent of elementary school aged children in Harris County, Texas are overweight or obese (Children at Risk Institute 2010). In addition to actions such as increasing physical activity, decreasing television watching and video game time, decreasing snacking on low nutrient calorie dense foods and sugar sweetened beverages, children need to consume more fruits and vegetables. According to the National Health and Nutrition Examination Survey (NHANES) from 2002, about 26 percent of U.S. children are meeting the recommendations for daily fruit intake and about 16 percent are meeting the recommendations for daily vegetable intake (CDC NHANES). In 2004, the average total intake of vegetables was 0.9 cups per day and 1.1 cups of fruit per day by children ages four to nine years old in the U.S. (CDC NHANES). Not only do children need effective nutrition education to learn about fruits and vegetables, they also need access and repeated exposure to fruits and vegetables (Anderson 2009, Briefel 2009). Nutrition education interventions that provide a structured, hands-on curriculum such as school gardens have produced significant changes in child fruit and vegetable intake (Blair 2009, McAleese 2007). To prevent childhood obesity from continuing into adolescence and adulthood, effective nutrition education interventions need to be implemented immediately and for the long-term. However, research has shown short-term nutrition education interventions such as summer camps to be effective for significant changes in child fruit and vegetable intake, preferences, and knowledge (Heim 2009). ^ A four week summer camp based on cooking and gardening was implemented at 6 Multi-Service centers in a large, urban city. The participants included children ranging in age from 7 to 14 years old (n=64). The purpose of the camp was to introduce children to their food from the seed to the plate through the utilization of gardening and culinary exercises. The summer camp activities were aimed at increasing the children's exposure, willingness to try, preferences, knowledge, and intake of fruits and vegetables. A survey was given on the first day of camp and again on the last day of camp that measured the pre- and post differences in knowledge, intake, willingness to try, and preferences of fruits and vegetables. The present study examined the short-term effectiveness of a cooking and garden-based nutrition education program on the knowledge, willingness, preferences, and intake among children aged 8 to 13 years old (n=40). The final sample of participants (n=40) was controlled for those who completed pre- and post-test surveys and who were in or above the third grade level. Results showed a statistically significant increase in the reported intake of vegetables and preferences for vegetables, specifically green beans, and fruits. There was also a significant increase in preferences for fruits among boys and participants ages 11 to 13 years. The results showed a change in the expected direction of willingness to try, preferences for vegetables, and intake of fruit, however these were not statistically significant. Interestingly, the results also showed a decrease in the intake of low nutrient calorie dense foods such as sweets and candy.^

Dos elementos permiten reflexionar sobre el futuro de los seres humanos: La buena noticia es que a través de la ciencia los seres humanos pueden vivir más de 80 años. La noticia negativa es que de acuerdo con las estadísticas, entre los 60 y 80 años de edad las personas van a sufrir algún tipo de discapacidad. Esta situación hace que muchos países trabajen hoy para hacer una contribución, por pequeña que parezca, que ayude a mantener los aspectos sanitarios susceptibles a la enfermedad. Estas contribuciones están directamente vinculadas a las acciones de atención primaria, educación en salud oral en las instituciones educativas que reúnen a los niños con discapacidad, sus familias y profesores, y teniendo en cuenta que los bebés y los niños con discapacidad se encuentran en vulnerabilidad desde la salud oral. Los objetivos de este trabajo son: compartir experiencias de educación para la salud oral en instituciones educativas especiales en Perú y Argentina y proporcionar recursos didácticos a través de herramientas educativas que permitan ayudar a los niños, maestros, padres y comunidad en el aprendizaje del cuidado de la salud oral en especial las instituciones educativas de ambos países. Desde la población en estudio se seleccionó una muestra aleatoria entre 2.010 escuelas especiales en la región de Lima, Perú y Mendoza, Argentina. Se acordaron temas básicos de promoción de la salud bucal como: higiene bucal, salud bucal, enfermedades prevalentes, caries, enfermedad periodontal, maloclusión, medidas de prevención, nutrición, etc. y se realizó una encuesta entre los padres para evaluar los conocimientos en los tópicos mencionados y el grado de compromiso de los maestros para aplicar estrategias de higiene en el ámbito escolar. Conclusión: La creación de espacios comunitarios para insertar la salud oral es un desafío. Ambos países desarrollan metodologías similares, resultando muy rica la experiencia de compartir las actividades que realizan cada uno de ellos. La premisa “Lo normal es ser diferente" es compartida por nosotros desde la idea de personalizar e individualizar las acciones con un fin común. En Promoción de la Salud Bucal para niños especiales Perú y Argentina se encuentran en la misma dirección.

La crisis de representación política en Argentina a fines de los noventa es abordada en esta tesina desde diversas vías de análisis. Se presentan las contradicciones propias de la democracia en un sistema representativo que limita la posibilidad del llamado "gobierno del pueblo", así como los dilemas de la relación entre representante y representado. Los cambios políticos, la crisis del Estado de Bienestar y las transformaciones de los partidos ofrecen el marco general para el análisis de las distintas interpretaciones sobre el problema de la crisis en Argentina. Las teorías utilizadas en este estudio ofrecen una amplia mirada sobre el tema, desde las que consideran que se trata de un problema de representatividad de los partidos hasta las que tratan otras dimensiones tales como el Estado, el régimen político, los políticos, la ciudadanía, los liderazgos, entre otros. Los niveles de análisis abordados permiten configurar el estado de situación del problema de la crisis de representación, se incluyen cuestiones de la democracia per se y se relacionan los problemas políticos generales que han afectado a varios países con aquellos específicos de la crisis de representación en Argentina.

The term "Smart Product" has become commonly used in recent years. This is because there has been an increasing interest in these kinds of products as part of the consumer goods industry, impacting everyday life and industry. Nevertheless, the term "Smart Product" is used with different meanings in different contexts and application domains. The use of the term "Smart Product" with different meanings and underlying semantics can create important misunderstandings and dissent. The aim of this paper is to analyze the different definitions of Smart Product available in the literature, and to explore and analyze their commonalities and differences, in order to provide a consensus definition that satisfies, and can therefore be used by, all parties. To embrace the identified definitions, the concept of "Smart Thing" is introduced. The methodology used was a systematic literature review. The definition is expressed as an ontology.

The United Nations Climate Change Conference, Durban 2011, delivered a breakthrough on the international community's response to climate change. In the second largest meeting of its kind, the negotiations advanced, in a balanced fashion, the implementation of the Convention and the Kyoto Protocol, the Bali Action Plan, and the Cancun Agreements. The outcomes included a decision by Parties to adopt a universal legal agreement on climate change as soon as possible, and no later than 2015. One of the decisions adopted by COP 17 and CMP 7 regard to the land use, land-use change and forestry, and invites the Intergovernmental Panel on Climate Change to review and, if necessary, update supplementary methodologies for estimating anthropogenic greenhouse gas emissions by sources and removals by sinks resulting from land use, land-use change and forestry activities under Article 3, paragraphs 3 and 4, of the Kyoto Protocol. Land degradation is a human-induced or natural process which negatively affects the productivity of land within an ecosystem. The direct causes of land degradation are geographically specific. Climate change, including changes in short-term variation, as well as long-term gradual changes in temperature and precipitation, is expected to be an additional stress on rates of land degradation. Cascade is an information reconciliation protocol proposed in the context of secret key agreement in quantum cryptography. This protocol allows removing discrepancies in two partially correlated sequences that belong to distant parties, connected through a public noiseless channel. It is highly interactive, thus requiring a large number of channel communications between the parties to proceed and, although its efficiency is not optimal, it has become the de-facto standard for practical implementations of information reconciliation in quantum key distribution. The aim of this work is to analyze the performance of Cascade, to discuss its strengths, weaknesses and optimization possibilities, comparing with some of the modified versions that have been proposed in the literature. When looking at all design trade-offs, a new view emerges that allows to put forward a number of guidelines and propose near optimal parameters for the practical implementation of Cascade improving performance significantly in comparison with all previous proposals.

Secret-key agreement, a well-known problem in cryptography, allows two parties holding correlated sequences to agree on a secret key communicating over a public channel. It is usually divided into three different procedures: advantage distillation, information reconciliation and privacy amplification. The efficiency of each one of these procedures is needed if a positive key rate is to be attained from the legitimate parties? correlated sequences. Quantum key distribution (QKD) allows the two parties to obtain correlated sequences, provided that they have access to an authenticated channel. The new generation of QKD devices is able to work at higher speeds and in noisier or more absorbing environments. This exposes the weaknesses of current information reconciliation protocols, a key component to their performance. Here we present a new protocol based in low-density parity-check (LDPC) codes that presents the advantages of low interactivity, rate adaptability and high efficiency,characteristics that make it highly suitable for next generation QKD devices.

Vivemos um período de transformações políticas, econômicas, sociais e culturais que, a todo instante, nos impõe desafios. Neste contexto, nas últimas décadas, o uso da tecnologia tem sido ampliado na realização de diversas atividades cotidianas, na divulgação de informações, na comunicação, como forma de expressão e organização da sociedade. A escola, enquanto instituição social, precisa reconhecer esta nova realidade, esta diferente possibilidade de aquisição e transformação de saber, para que possa intervir, ressignificar e redirecionar sua ação, a fim de atender as demandas de seu tempo. O objetivo geral desta pesquisa, a partir da apresentação e análise de experiências realizadas com o uso de Tecnologias da Informação e Conhecimento, é o de refletir sobre como inserir estas ferramentas no processo de ensinar e aprender na escola a partir da visão de professores e alunos, visando a formação integral do educando. Deste modo, no desenvolvimento, entendemos como necessário conhecer e considerar o contexto histórico, bem como as perspectivas relacionadas a escola e seus protagonistas (professores e estudantes) na chamada Sociedade da Informação e do Conhecimento. Ressaltamos a importância do docente (sua formação) e seu papel de mediador nos processos de aprendizagem, assim como a recepção à tecnologia, observando função e espaço de atuação desta. Destacamos experiências com a utilização de TDIC, realizada por professores e alunos, como a produção de game, revistas científicas, escrita de histórias, produções artísticas, blogs, vlogs, discussões em grupos presentes em redes sociais. A metodologia utilizada nesta pesquisa é qualitativa, na modalidade de pesquisa-ação e narrativa, em função do envolvimento com o grupo e com as atividades desenvolvidas, nas quais os participantes compartilham com o pesquisador suas histórias pessoais e de aprendizagem relacionadas às ações ou às atividades que realiza, fornecendo informações e indícios relevantes sobre o seu processo de formação ao longo do tempo. A revisão de literatura foi realizada por meio de análise bibliográfica e documental em livros, teses, dissertações, periódicos específicos sobre o assunto, além de artigos publicados na Internet. A coleta de dados foi realizada a partir de conversas informais, entrevistas semiestruturadas e filmagem dos relatos. A análise foi realizada a partir da abordagem hermenêutico-fenomenológica, que busca descrever e interpretar fenômenos da experiência humana, a fim de investigar a essência por meio da identificação de temas. Os resultados apontam para a necessidade e possibilidade da ampliação da utilização de TDIC como recurso no processo de ensino e aprendizagem, por meio de formação, diálogo, interação, intencionalidade, expectativas, esperança e seus desdobramentos.

Mitochondria have been proposed to possess base excision repair processes to correct oxidative damage to the mitochondrial genome. As the only DNA polymerase (pol) present in mitochondria, pol γ is necessarily implicated in such processes. Therefore, we tested the ability of the catalytic subunit of human pol γ to participate in uracil-provoked base excision repair reconstituted in vitro with purified components. Subsequent to actions of uracil-DNA glycosylase and apurinic/apyrimidinic endonuclease, human pol γ was able to fill a single nucleotide gap in the presence of a 5′ terminal deoxyribose phosphate (dRP) flap. We report here that the catalytic subunit of human pol γ catalyzes release of the dRP residue from incised apurinic/apyrimidinic sites to produce a substrate for DNA ligase. The heat sensitivity of this activity suggests the dRP lyase function requires a three-dimensional protein structure. The dRP lyase activity does not require divalent metal ions, and the ability to trap covalent enzyme-DNA complexes with NaBH4 strongly implicates a Schiff base intermediate in a β-elimination reaction mechanism.

Many problems in human society reflect the inability of selfish parties to cooperate. The “Iterated Prisoner’s Dilemma” has been used widely as a model for the evolution of cooperation in societies. Axelrod’s computer tournaments and the extensive simulations of evolution by Nowak and Sigmund and others have shown that natural selection can favor cooperative strategies in the Prisoner’s Dilemma. Rigorous empirical tests, however, lag behind the progress made by theorists. Clear predictions differ depending on the players’ capacity to remember previous rounds of the game. To test whether humans use the kind of cooperative strategies predicted, we asked students to play the iterated Prisoner’s Dilemma game either continuously or interrupted after each round by a secondary memory task (i.e., playing the game “Memory”) that constrained the students’ working-memory capacity. When playing without interruption, most students used “Pavlovian” strategies, as predicted, for greater memory capacity, and the rest used “generous tit-for-tat” strategies. The proportion of generous tit-for-tat strategies increased when games of Memory interfered with the subjects’ working memory, as predicted. Students who continued to use complex Pavlovian strategies were less successful in the Memory game, but more successful in the Prisoner’s Dilemma, which indicates a trade-off in memory capacity for the two tasks. Our results suggest that the set of strategies predicted by game theorists approximates human reality.
