How to "bring the [European] Union closer to its citizens" is a vexed and vital problem of European integration. Article 11 TEU on participatory democracy, recently introduced by the Lisbon Treaty, is meant to be part of the solution. The EU Economic and Social Committee has gone so far as to define this provision "a milestone on the road to a people's Europe that is real and feasible". This appears to be an overly optimistic assessment - partly because art. 11 relies heavily on the involvement of civil society organisations, which political science literature suggests is conceptually and/or practically irrelevant to citizen involvement; partly because it largely formalizes participatory practices that have been in existence for years without cognizable effects on citizen participation; and partly because even its most innovative element - the European citizens' initiative (ECI) - does not bring significant changes to the Union's constitutional arrangements in terms of redistributing decision-making power. In addition to that, secondary legislation places significant hurdles on the submission of ECIs and might prevent or delay their becoming a standard democratic practice. This is not to say that art. 11 TEU has no potential at all. Its insertion in the Treaty might provide impetus to rethink and develop past participatory practices, such as horizontal civil dialogue. Moreover, the effects of "popular input" in the form of ECIs on EU institutional dynamics is as yet unknown - and perhaps not negligible, to judge from the keen interest that the European Parliament and other bodies have demonstrated in "appropriating" it as a political asset. Finally, art. 11 raises the stakes of the Union's democratic challenge and might pressure EU institutions to make full use of its potential. Or, if eventually proved inadequate, art. 11 might constitute a constitutional experiment on the way to meaningful forms of direct democracy at EU level.

The referendum is a poorly used mechanism for direct participation in the Spanish system, at both state and regional level. The discussion on the feasibility of this system at regional level has been examined by the Constitutional Court. Influenced by the reluctance with which constituents viewed the mechanisms of direct democracy, they still have a reductive view of the referendum. The State therefore reserves the right to exercise very intensive controls on the provision and authorization of referendums and on the specific exercise of each referendum

There is evidence concerning the participation of reactive oxygen species in the etiology and physiopathology of human diseases, such as neurodegenerative disorders, inflammation, viral infections, autoimmune pathologies, and digestive system disorders such as gastrointestinal inflammation and gastric ulcer. The role of these reactive oxygen species in several diseases and the potential antioxidant protective effect of natural compounds on affected tissues are topics of high current interest. To consider a natural compound or a drug as an antioxidant substance it is necessary to investigate its antioxidant properties in vitro and then to evaluate its antioxidant functions in biological systems. In this review article, we shall consider the role of natural antioxidants derived from popular plants to reduce or prevent the oxidative stress in gastric ulcer induced by ethanol.

En se basant sur le principe organisationnel des deux types d’ensembles politiques rencontrés au Bénin, le but de cette recherche est d’explorer un ou des modèles conjoints, classiques et coutumiers, de participation en vue de promouvoir une démocratie participative plus proche des citoyens. Trois échelons spatiaux ont constitué le terrain de la recherche : l’Afrique, le Bénin centre et les milieux proches des anciennes royautés. La documentation et les données d’observations et d’entrevues ont été analysées par la démarche de théorisation ancrée et l’appréhension des phénomènes socio-spatiaux. Des quatre modèles originaux avec les critères endogènes d’appréciation de la participation mis en évidence et caractérisés dans les cultures du Bénin, deux, Togbésso-Hon-Togbassa et Daŋnou, émergent comme représentatifs des exigences d’une démocratie avec des formes territorialisées de la participation. La mise en perspective de la participation au Bénin avec les États d’Afrique montre une bonne performance qui le fait référencer comme le plus performant pour ses procédures et pratiques et comme source d’inspiration de mise en place des dispositifs participatifs dans le palmarès des grandes démocraties. Ses deux instruments de la décision, l’analyse participative et l’audience publique, restent perfectibles. La première, une innovation intéressante à encadrer, limite la participation à des acteurs choisis selon des critères généralement non énoncés. L’audience publique reste insatisfaisante par son inadéquation à la production de la décision collective et un modèle antinomique de la pensée politique africaine qui vise le consensus dans une démarche inclusive à essence délibérative sous forme de palabre. Fondement de la démocratie participative, la palabre offre le soubassement pour un modèle synergique basé sur les principes de délibération collective, d’offre de l’initiative de la décision au citoyen, de l’invitation aux débats et de l’écoute active (DROIE), d’un dispositif décisionnel flexible et adapté, au centre duquel se trouvent la délibération, le huis clos, la validation populaire et la reddition de compte, le recours et la réparation ainsi que le contrôle de qualité de la décision, essentiels à la gestion, et structurants à l’évaluation environnementale.

o texto mostra um estudo de caso, de caráter qualitativo, sobre o desempenho do Conselho Municipal de Saúde do Recife/CMS-Recife, numa perspectiva democrática de gestão. Visa, prioritariamente, a identificar as condições sob as quais se torna possível obter consensos que sejam representativos das necessidades de saúde da população por ele abrangida. A partir de um tratamento conceitual sobre a tríade "democracia, descentralização e participação", descreve os processos que levam à definição - na carta constitucional de 1988 - do Sistema Único de SaúdeSUS, e à instituição formal do Conselho, no município estudado. Evidencia a possibilidade e pertinência da aplicação da teoria do agir comunicativo, do filósofo alemão Jürgen Habermas, no ponto em que estabelece a vinculação entre a identificação das necessidades de saúde e a definição de modelos de organização das práticas do setor, através dos conselhos municipais. Sob tal enfoque, com o recurso do método hermenêutico-dialético, investiga o material obtido nas pesquisas bibliográfica e documental, nas entrevistas e pela técnica da observação aplicada em reuniões realizadas pelo Conselho, em atividade a partir de agosto de 1993. Revela, para o momento atual, seu distanciamento em relação ao conceito de "situação de fala ideal", ao mesmo tempo em que, face os avanços obtidos, justifica sua valorização como instrumento de construção democrática e consolidação da cidadania.

Esta pesquisa tem como objetivo verificar se as Comissões de Legislação Participativa da Câmara dos Deputados e do Senado Federal facilitaram a participação social no processo legislativo frente ao tradicional instituto da Iniciativa Popular de lei. Essa investigação será pautada pelo estudo dogmático do processo legislativo federal; pela investigação de como a participação social está prescrita na Constituição Federal e nos Regimentos Internos das Casas do Legislativo, visando constatar como a participação política se implementa no processo de produção legislativa; ademais do estudo sobre a relação entre representação e participação. Para tanto, foi utilizada revisão bibliográfica, análise documental, levantamento de dados, estudo de caso e entrevistas. A pesquisa realizada permite afirmar que as Comissões facilitaram a participação social na produção legislativa no que se refere à eliminação de parte dos requisitos formais que a obstaculizavam via Iniciativa Popular; além de ampliar o rol dos tipos de proposições legislativas que a sociedade pode apresentar. Entretanto, esses novos mecanismos reproduziram limitações que a Iniciativa Popular apresenta, ademais de desconsiderar na sua estruturação elementos essenciais à consecução de um processo legislativo efetivamente participativo, os quais são contemplados pelo instituto tradicional, permitindo, então, afirmar que as Comissões são inovações institucionais limitadas frente ao instituto da Iniciativa Popular.

The organizations are characterized as dynamic spaces, they are being revisited and redefined, because they constitute structural human spaces and new vain outlines won expression. As it begins, of the non consensus in its conception, it is explicit the complexity degree that is identified in the plurality and diversity, brought by the people that compose them, characterizing it as accomplishment space, of happiness and also of conflict, of relationships of power and organizational limits and from birth and burial of faiths, values, norms, symbols, knowledge and rituals, therefore, deeply human. In that way, to know the administration of the organization is preponderant condition for the format of the human relationships to be delineated in its living. Like this the work makes an option in knowing the social administration, this work tries to know and analyze the values and beginnings of the social administration; revealling characteristics and specificities of the organizational performance of UNIPOP that contribute to the formation of the conception of Social Administration, it tends as source of the information the managers of the institution; to identify the formative values of UNIPOP that contribute to the youths' partner-political action in the community, tends for reference the current students of the organization and last to evaluate values structurates and supporting that interconnection between the organizational Administration, formation youth's program, participation and autonomy and attendance, starting from the existences gained by the exits, of that program. This way, the research will be qualitative, looking for understanding starting from their documents, the existence of those values

The Participatory Democracy is disseminated throughout the Principle of Popular Sovereignty. Since it spurs the participation of the people in the exercise of political power, it emerges as a conciliatory alternative to the Representative Regime - one of questionable legitimacy in account of the distortion it causes on the will of the public. It does so specially vis-à-vis the legislative, where the law is created. It s known that our Constitution (arts. 1º e 14, CF/88) provides for the means through which the members of the public may take part in the political process of the country, for it consecrates the plebiscite, the referendum and the popular initiative, all of them incipiently regulated by the Lei nº 9.709/98. It s our task, thus, to inquire, through deductive reasoning as well as the legal exegeses, the enforceability of the Popular Initiative as a means of popular emancipation, given that it enables the citizens to conscientiously participate in the public sphere. It has also an educational ethos which builds the capacity of individual to act, and, therefore, through thoughtful choices, enhance the legal system. Furthermore, the Lei da Ficha Limpa (LC nº 135/2010) surely represents a milestone in the Brazilian political history, since it accrued from a new way of social interaction allowed by the usage of communication technology on the pursuit of political morality. As a matter of fact, this bill is a clear example of how a legal act was legitimately proposed through Public Initiative. Hence, it s beneficial to actually make use of the Public Initiative, under the influence of the New Constitutional Hermeneutics, with a view to supporting social claims and promoting a dialogical relationship with the State in order to help it in the decisionmaking process. Thereat, we can achieve important civic spaces through which the fundamental right to democracy shall be materialized, tearing apart the old paradigms of inequality and, thus, promoting social justice

Popular Health Education in its emancipatory dimension refers to individuals and groups to exchange knowledge and experiences, allowing them to associate health to the outcomes of their living conditions. Under this view, health workers and health users are subjects of the educative process. Thus, this study aims to identify the key clinical and socio sanitary attributes and promote educational activities with patients with Diabetes Mellitus (DM) in a Family Health Care Unit of the Western Sanitary District, in the city of Natal / RN. It is an action research which uses the references of the Theory of Liberating Education, which is based on a problem-solving pedagogy and that values dialogue in the process of understanding oneself and the world. Thirty-six diabetics, who are residents of the area covered by the health care unit, and thirty health workers participated in the survey. Each group had an average of twelve participants, and the meetings took place at the Unit´s hall, using conversation wheels, group dynamics, life narratives, experiences telling, movie exhibition and discussions, music, knowledge telling, desires, limitations, beliefs and values socially constructed. Data collection took place during the second half of two thousand and thirteen through Free Word Association Technique (FWAT), recordings of conversation wheels, participative observation, group dynamics, testimonies, questionnaires, life narratives and photographs. The empirical material was organized and subjected to three analyzes: thematic content (Bardin), textual statistics analysis by software IRAMUTEQ (Ratinaud), and photographic analysis (Edmund Feldman). The data analyses originated words, expressions, categories, themes and creative situations showing that popular health education is in process of construction, but still very incipient in primary care. The National Policy on Popular Health Education shows us the necessary ways for the transformation of health practices and the build of a more shared and solidary society. The meetings could be place to reverse that normative logic that has been happening over the years in primary care, but that by itself is not enough. It is possible to conclude that the use of active practices, increasing of listening and training on Popular Health Education will enable changes in the scenario where users and health workers deal with diabetes mellitus. Thus we see the popular health education is being timidly incorporated to the educational process of the subjects involved in this study, and far away from the principles of participation, organization of political work, increase opportunities for dialogue, respect, solidarity and tolerance among different actors involved in addressing the health problems that are fundamental to the improvement in building healthy practices of primary care
