Software and information services (SIS) have become a field of increasing opportunities for international trade due to the worldwide diffusion of a combination of technological and organizational innovations. In several regions, the software industry is organized in clusters, usually referred to as "knowledge cities" because of the growing importance of knowledge-intensive services in their economy. This paper has two primary objectives. First, it raises three major questions related to the attractiveness of different cities in Argentina and Brazil for hosting software companies and to their impact on local development. Second, a new taxonomy is proposed for grouping clusters according to their dominant business segment, ownership pattern and scope of operations. The purpose of this taxonomy is to encourage further studies and provide an exploratory analytical tool for analyzing software clusters.

O empreendedorismo social tem vindo, nas últimas décadas, a ser denominado como um novo paradigma determinante para o funcionamento da economia, em grande parte, porque a economia social tornou-se basilar na sociedade, por um lado, pelo crescimento exponencial da exclusão social, elevado desemprego e envelhecimento da população e, por outro, devido às dificuldades orçamentais dos governos. O empreendedorismo social, utilizado por Instituições Particulares de Solidariedade Social sem fins lucrativos, procura resolver problemas sociais de forma inovadora e sustentável, com a finalidade de dar resposta aos grandes desafios sociais da atualidade, através da ação social na prevenção e no apoio nas diversas situações de fragilidade, exclusão ou carência humana, promovendo a inclusão, a integração social e o desenvolvimento local. O objetivo fundamental do presente trabalho, pretende verificar até que ponto as IPSS podem ser definidas como empreendedores sociais, através da prestação de serviços, nas variadas áreas à população local, de forma a alcançar o valor social. Neste estudo enveredou-se pela metodologia qualitativa, utilizando o método do estudo de caso único, recorrendo ao questionário como instrumento de recolha de dados numa instituição particular de solidariedade social do concelho da Maia. Deste estudo foi possível concluir a IPSS tem uma proximidade às populações, através das diversas valências vocacionadas para a resolução de problemas sociais emergentes, promovendo a inclusão a integração social, e alcançar o valor social. Assim, consideramos a IPSS estudada como sendo parte integrante e promotora do empreendedorismo social.

A presente dissertação pretende analisar a luta contra a pobreza na Comunidade para o Desenvolvimento da África Austral (SADC), através do estudo do “Caso de Moçambique, 1987 – 2000”. Este estudo analisa também aspetos pertinentes para a Regionalização do Sistema Internacional, dando maior enfase ao surgimento da SADC, os seus obstáculos e a Segurança na região. Relativamente à luta contra a pobreza na Região, Moçambique tem como posição que o combate à pobreza é a forma de luta pela segurança, pois considera um risco existirem “pessoas que vegetam na pobreza e serem facilmente recrutados por grupos interessados em por em causa a segurança mundial, aliás a pobreza provou que é uma ameaça sistémica e sistemática à paz mundial” (Teleinforma 27/09/2013). Neste contexto, este trabalho enfoca o Plano de Ação para a Redução da Pobreza Absoluta (PARPA), estudando o caso do Fundo para o Desenvolvimento Local, vulgo 7 milhões de meticais em Moçambique, alocados anualmente aos Distritos e Municípios. Da pesquisa efetuada verifica-se que, a forma usada para a atribuição do Fundo para o Desenvolvimento Local aos camponeses, não tem sido a mais criteriosa, razão pela qual não reembolsam, depois dos prazos estabelecidos. Nota-se ainda, existência de fraca capacidade de controlo de aplicação pela entidade gestora. Como tal, conclui-se que o Governo tem agido como Banco, vocação que não lhe é competente. Assim, se propõe: a) Criação de um Instituto de Apoio ao Desenvolvimento Local onde cada Distrito teria um Gabinete de Apoio e Monotorização ao Fundo. b) O Gabinete assessoraria os camponeses na promoção dos produtos de forma a rentabilizar os projetos, devido a fraca sensibilização das comunidades locais na gestão do fundo, na elaboração de projetos que possam ser elegíveis ao financiamento bancário.

This study focuses on the granite mountain known as Monte Pindo (627 m above sea level) in the Autonomous Community of Galicia (NW Spain). This territory is included in the area classified as “Costa da Morte” in the “Politica de Ordenación Litoral” (POL) (Coastal Planning Policy) for the region of Galicia. This coastal unit, located between “Rías Baixas” and “Cape Fisterra” has great potential for demonstrating geological processes and its geomorphological heritage is characterized by a high degree of geodiversity of granite landforms. The main objective of our work is to assess the geomorphological heritage of the site, thus revealing its wide geodiversity. We shall analyze and highlight: its scientific value, developing an inventory of granite landforms; its educational valuel and its geotouristic potential. It must be ensured that the Administration understands that natural diversity is composed of both geodiversity and biodiversity. Only then will the sustainable management of Monte Pindo become possible by integrating natural and cultural heritage values. The goal is to ensure that Monte Pindo and its immediate surroundings become a geopark with the aim of promoting local development projects based on the conservation and valorization of its geological heritage.

Em ambiente de workshop intensivo, alunos do 1º ano dos cursos de teatro e design, desenvolvem um projeto conjunto com uma comunidade local num território específico. Cinco casas, cinco famílias, cinco objetos e cinco grupos, foi o mote para construir com a comunidade um espetáculo, que dá voz às memórias materiais e imateriais de um lugar, Couros, que é um eixo estratégico no centro histórico de Guimarães. Mais do que a iniciação às metodologias participativas, o modelo de ensino‐aprendizagem do design para inovação social, pretende criar competências para trabalhar com as comunidades, de forma a cooperar no desenvolvimento integrado da zona de Couros aproximando vivências, interesses e expectativas de alguns do seus ocupantes, neste caso, alunos, professores e habitantes locais. A colaboração no sentido da socialização entre múltiplos criadores funcionou como uma ferramenta de trabalho do design na valorização e na revitalização social e cultural da zona do campus urbis da Universidade do Minho.

RésuméCette thèse traite d'un domaine d'application de l'écologie industrielle, les symbioses industrielles, comme stratégie d'amélioration de la consommation des ressources matérielles et énergétiques et de la gestion des déchets par les activités économiques. Les symbioses industrielles cherchent à créer de nouvelles collaborations directement entre les acteurs économiques d'un territoire dans le but d'échanger de l'information, des matières premières et des déchets, et d'intensifier les mutualisations de services et d'infrastructures possibles entre entreprises voisines. Ces quatre types de collaboration sont représentés schématiquement dans la figure ci-dessous.Dans ce travail, la détection et la mise en oeuvre de symbioses industrielles sont abordées sous plusieurs angles. Les recherches réalisées concernent le développement de procédures de mise en oeuvre s'adressant aux collectivités publiques, aux institutions académiques et aux bureaux de conseil dans le domaine de l'environnement. Les objectifs des procédures sont de créer une dynamique de collaboration et de confiance entre les acteurs économiques et l'administration publique d'un territoire afin de détecter des symbioses industrielles potentielles. Ces procédures requièrent la gestion de grandes quantités d'informations relatives aux flux de matière et d'énergie.Un travail de terrain, réalisé sur les territoires du canton de Genève et de Lausanne Région et utilisé comme études de cas, a permis de mettre en évidence un grand nombre de symbioses industrielles qui existent déjà en Suisse romande. Plusieurs dizaines d'exemples ont été identifiés principalement dans lesdomaines de la gestion de l'eau, de l'énergie, des produits chimiques et des matériaux de construction. La législation suisse autoriserait cependant la concrétisation de nombreuses autres opportunités. Dans cette recherche, celles-ci sont évaluées techniquement, légalement, économiquement et environnementalement. La création d'un référentiel d'évaluation des opportunités permet de déterminer quelles sont les symbioses industrielles techniquement réalisables et pertinentes dans le contexte suisse et dans quels cas celles-ci représenteraient une réelle plus-value par rapport à l'utilisation actuelle de la ressource et aux filières existantes de collecte et de valorisation des déchets.Finalement, un logiciel, SymbioGIS, destiné à soutenir la détection et l'évaluation de symbioses industrielles potentielles a été développé. Il s'agit d'une interface web accessible pour de nombreux utilisateurs, couplée à une interface de systèmes d'information géographique. En plus de la détection de symbioses industrielles, plusieurs fonctionnalités sont proposées pour faciliter la prise en compte des flux de matière et d'énergie dans les problématiques liées à l'aménagement du territoire et au positionnement des activités économiques.En conclusion, cette recherche met en évidence la nécessité de rapprocher les institutions publiques en charge de la protection de l'environnement, de la promotion économique et de l'aménagement du territoire pour favoriser l'essor des symbioses industrielles comme stratégie pour la gestion des ressources matérielles et énergétiques. Elle propose des pistes pour intensifier les collaborations entre ces domaines et accélérer le partage des connaissances liées aux flux de matière et d'énergie et à leur cheminement au sein des activités économiques afin de rendre le système industriel existant en Suisse romande viable à long terme. Parallèlement, elle étudie les possibilités de transposer ces considérations et les procédures et outils développés dans le contexte économique et social de la région Asie-Pacifique, où se trouvent aujourd'hui de nombreuses activités de production.SummaryIndustrial symbioses: A new strategy for improving how economic activities use material and energy resourcesThis thesis focuses on one application of industrial ecology, industrial symbioses, as a strategy for improving how economic activities consume material and energy resources. Industrial symbioses seek to create new collaborations among economic players with the goal of exchanging information, raw materials, and waste directly among area businesses, and to step up the potential pooling of services and infrastructure among neighboring companies.The identification and implementation of industrial symbioses are studied from several angles. The research first examines the development of implementation procedures for government bodies, academic institutions, and environmental consulting services. The purpose of the procedures is to create a dynamic of collaboration and trust between the economic players and the public officials in a region in order to identify potential industrial symbioses. The procedures necessitate managing large amounts of information about material and energy flows.Fieldwork conducted in the canton of Geneva and the Lausanne region, and used as case studies for the research, highlights a great number of industrial symbioses that already exist in French-speaking Switzerland. Several dozen examples are identified, primarily in the areas of water management, energy, chemical products, and building materials; however, Swiss law would permit many others. The research evaluates these opportunities from a technical, legal, economic, and environmental standpoint. By developing an assessment framework it is possible to determine which industrial symbioses are technically feasible and pertinent in Switzerland, and under what circumstances they would represent real added value compared to the current use of the resource and to existing systems for collecting and reusing waste.Lastly, SymbioGIS software was developed to help identify and assess potential industrial symbioses. The program's Web-based interface can be accessed by multiple users and is coupled with an interface that provides geographic information. In addition to identifying industrial symbioses, several program functionalities make it easier to consider material and energy flows with regard to local development issues and siting economic activities.In conclusion, the research highlights the need to bring together public institutions charged with protecting the environment, promoting economic activity, and overseeing development in order to foster the expansion of industrial symbioses as a strategy for managing material and energy resources. It proposes solutions for stepping up collaboration among these players and accelerating the sharing of knowledge about material and energy flows and their paths within economic activities with the goal of making theexisting industrial system in French-speaking Switzerland viable long-term. Also examined were thepossibilities of transposing these considerations and the study's findings about Switzerland to the economic and social context of the Asia-Pacific region, where much production is now located.

The Institute of Public Health in Ireland (IPH) promotes co-operation between Northern Ireland and the Republic of Ireland. It aims to improve health by working to combat health inequalities and influence public policies in favour of health. IPH promotes co-operation in research, training, information and policy in order to contribute to policies which tackle inequalities in health. IPH welcomes the Food Standards Agency Strategy for 2010 to 2015 and the opportunity to comment on the publication. We restrict our comments to the “Healthy Eating for All” aspect of FSA’s purpose with particular reference to local development in Northern Ireland.

This research was based on a study of social enterprises in Brazil, to find out if and how these organizations plan and manage the succession process for their senior positions. The study investigated the subset of the associations dedicated to collectively producing goods and services, because they are formally set up and aimed at speeding up the dynamism of local development. The empirical research consisted of two stages. The first was a survey covering a sample of 378 organizations, to find out which of those had already undergone or were undergoing a succession process. The second interviewed the main manager of 32 organizations, to obtain a description of their succession experience. In this stage, the research aimed to analyze how the Individual, Organization and Environment dimensions interact to configure the succession process, identifying which factors of each of these dimensions can facilitate or limit this process. The following guiding elements were taken as the analytical basis: Individual dimension - leadership roles, skill and styles; Organization dimension - structure, planning, advisory boards, communication (transparency), control and evaluation; and Environment dimension - influence of the stakeholders (community, suppliers, clients, and business partners) on the succession process. The results indicated that succession in the researched associations is in the construction stage: it adapts to the requirements of current circumstances but is evidently in need of improvement in order for more effective planning and shared management of the process to be achieved.
