Au tournant du XXe siècle, la neurasthénie – ou épuisement nerveux – est devenue une maladie populaire en Occident et jusqu’au Japon en raison de son association avec la modernité. De nombreux rapprochements ont été faits entre ce diagnostic introduit en 1869 aux États-Unis et certaines maladies contemporaines comme la dépression, le syndrome de fatigue chronique, l’épuisement professionnel et toute la panoplie des maladies causées par le stress. Les transformations socioculturelles qu’a connues le Viêt Nam sous colonisation, principalement au cours des décennies 1920 et 1930, ont été propices à la dissémination du langage des nerfs et à l’appropriation du diagnostic de neurasthénie. Ce mémoire de maîtrise en histoire se penche sur les transformations sociales survenues sous le gouvernement colonial français, dont l’urbanisation et l’instruction publique, au milieu desquelles ont émergé les nouvelles classes moyennes urbaines qui ont adopté le diagnostic de neurasthénie. À partir de la presse vietnamienne de la période, ce travail met l’accent sur l’appropriation, les causes et les traitements de la maladie. Utilisant une approche comparant la neurasthénie en Occident, au Japon et en Chine, pour ensuite présenter son entrée au Viêt Nam, il montre que la domination et donc la subalternité ont compliqué l’accès des colonisés au diagnostic de la maladie moderne neurasthénie, de même qu’à la modernité. Il fournit toutefois un éclairage sur les débuts de l’histoire du diagnostic, encore utilisé de nos jours au Viêt Nam, d’une maladie appelée « la maladie de l’époque ».

El documento muestra la sólida influencia de la corriente doctrinal del profesor francés León Duguit (1859 – 1928), en la reforma constitucional colombiana de 1936, desde tres perspectivas: El sistema jurídico, la función social de la propiedad y los servicios públicos. Para el primer tercio del siglo XX, en Colombia, al igual que sucedía en Norteamérica y los países europeos que encauzaban nuestra tradición jurídica, las tesis individualistas sobre el modelo de Estado y el derecho, habían envejecido, y se planteaban nuevas interpretaciones del sistema jurídico imperante y del papel del Estado en la sociedad, en Colombia, el francés, León Duguit secundaría de manera decisiva, aunque no exclusiva, tal proceso.

Desde el siglo XIX, Colombia ha vivido un sinnúmero de conflictos los cuales han cambiado de actores y de circunstancias. Una vez llegado el siglo XX, los conflictos antes que disminuir, aumentaron; por eso no es de sorprender que el período de La Violencia haya constituido uno de los períodos más violentos y sangrientos de la historia reciente del país. En medio de estos problemas, surgió el Frente Nacional, un pacto político entre los partidos políticos más importantes del país, el Conservador y el Liberal. En medio de este proyecto político surgió la Comisión Histórica de 1958, la cual pretendió estudiar el porqué de La Violencia. Una vez finalizada la Comisión, se crea un libro con toda la información recopilada en la misma; este libro, La Violencia en Colombia se convirtió en un suceso de gran importancia para la sociedad colombiana, debido a que fue una investigación académica innovadora para las Ciencias Sociales. Esta innovación está respaldada por documentos investigativos y sobre todo por la utilización de teorías sociológicas de gran relevancia para el momento y que por supuesto eran utilizadas por primera vez en Colombia. Muchas de estas teorías abrieron camino para la investigación de nuevos temas con nuevas metodologías. Asimismo, el libro La Violencia en Colombia terminó de empujar a las Ciencias Sociales a su transformación definitiva. El objetivo principal de este trabajo es evidenciar las transformaciones que las Ciencias Sociales tuvieron a mediados del siglo XX y estas transformaciones se dieron en parte gracias a dos sucesos importantes: Por una lado, la publicación del libro La Violencia en Colombia, el cual estaba estrechamente relacionado con la Comisión Histórica de 1958 y por otro lado, la llegada de investigadores nacionales con estudios en el extranjero lo que provocó la entrada a las Ciencias Sociales de nuevas formas de ver, entender, escribir y leer los diferentes procesos sociales que estaban ocurriendo en el país. Para ello es importante explorar la vida académica de los investigadores seleccionados, ya que, las corrientes teóricas que trajeron al país comenzaron a ser utilizadas en distintas investigaciones y porque algunos de estos investigadores estaban estrechamente relacionados con la escritura del libro La Violencia en Colombia.

El artículo ofrece una reflexión sobre la génesis histórica de la ciudadanía en el contexto de la modernidad; señala los nexos con la constitución de los estados nacionales, y el lugar que tuvo la educación en la creación de comunidades políticas conformadas por ciudadanos libres. El estudio destaca, en primer lugar, las profundas modificaciones que ha sufrido la ciudadanía a lo largo del siglo XX y, en segundo lugar, la necesidad de que la historiografía de la educación incorpore otros enfoques analíticos además de la teoría liberal, que ha ejercido una amplia influencia. Esta renovación analítica contribuirá con herramientas teóricas y metodológicas que permitan reelaborar la categoría de ciudadanía, para comprender mejor los procesos históricos de los últimos siglos, así como las expectativas planteadas a comienzos del siglo XXI.

The emergence of social action amid governance is relatively new, but has been cases and situations even in earlier centuries than the 20th century. The presence, however, of a permanent social action in the State as a regular form of action public institutions, further established in republican constitutions in Latin America, is a significant novelty in the exercise of public administration. This research deals with the analysis of this reality, still incipient, and the implications of the permanent presence of the society in the state function. A reference framework for treating relationship between society and State involvement in a deep dimension is no stranger to the analysis of ideologies, agencies, interests and policy management dimension. This study analyzes the current situation of this participation in the State, in the case of Ecuador, with some references with other countries in the region. The study concludes that this participation is still incipient, amid a complex dialectic of stakeholders. Finally research makes some proposals to operationalize such participation and make it real, deep and continuous.

The discourse surrounding the virtual has moved away from the utopian thinking accompanying the rise of the Internet in the 1990s. The Cyber-gurus of the last decades promised a technotopia removed from materiality and the confines of the flesh and the built environment, a liberation from old institutions and power structures. But since then, the virtual has grown into a distinct yet related sphere of cultural and political production that both parallels and occasionally flows over into the old world of material objects. The strict dichotomy of matter and digital purity has been replaced more recently with a more complex model where both the world of stuff and the world of knowledge support, resist and at the same time contain each other. Online social networks amplify and extend existing ones; other cultural interfaces like youtube have not replaced the communal experience of watching moving images in a semi-public space (the cinema) or the semi-private space (the family living room). Rather the experience of viewing is very much about sharing and communicating, offering interpretations and comments. Many of the web’s strongest entities (Amazon, eBay, Gumtree etc.) sit exactly at this juncture of applying tools taken from the knowledge management industry to organize the chaos of the material world along (post-)Fordist rationality. Since the early 1990s there have been many artistic and curatorial attempts to use the Internet as a platform of producing and exhibiting art, but a lot of these were reluctant to let go of the fantasy of digital freedom. Storage Room collapses the binary opposition of real and virtual space by using online data storage as a conduit for IRL art production. The artworks here will not be available for viewing online in a 'screen' environment but only as part of a downloadable package with the intention that the exhibition could be displayed (in a physical space) by any interested party and realised as ambitiously or minimally as the downloader wishes, based on their means. The artists will therefore also supply a set of instructions for the physical installation of the work alongside the digital files. In response to this curatorial initiative, File Transfer Protocol invites seven UK based artists to produce digital art for a physical environment, addressing the intersection between the virtual and the material. The files range from sound, video, digital prints and net art, blueprints for an action to take place, something to be made, a conceptual text piece, etc. About the works and artists: Polly Fibre is the pseudonym of London-based artist Christine Ellison. Ellison creates live music using domestic devices such as sewing machines, irons and slide projectors. Her costumes and stage sets propose a physical manifestation of the virtual space that is created inside software like Photoshop. For this exhibition, Polly Fibre invites the audience to create a musical composition using a pair of amplified scissors and a turntable. http://www.pollyfibre.com John Russell, a founding member of 1990s art group Bank, is an artist, curator and writer who explores in his work the contemporary political conditions of the work of art. In his digital print, Russell collages together visual representations of abstract philosophical ideas and transforms them into a post apocalyptic landscape that is complex and banal at the same time. www.john-russell.org The work of Bristol based artist Jem Nobel opens up a dialogue between the contemporary and the legacy of 20th century conceptual art around questions of collectivism and participation, authorship and individualism. His print SPACE concretizes the representation of the most common piece of Unicode: the vacant space between words. The fictitious parts don't add up to a convincing material reality, leaving the viewer with a failed amalgamation of simulations of sophisticated technologies. www.darrenbanks.co.uk FIELDCLUB is collaboration between artist Paul Chaney and researcher Kenna Hernly. Chaney and Hernly developed together a project that critically examines various proposals for the management of sustainable ecological systems. Their FIELDMACHINE invites the public to design an ideal agricultural field. By playing with different types of crops that are found in the south west of England, it is possible for the user, for example, to create a balanced, but protein poor, diet or to simply decide to 'get rid' of half the population. The meeting point of the Platonic field and it physical consequences, generates a geometric abstraction that investigates the relationship between modernist utopianism and contemporary actuality. www.fieldclub.co.uk Pil and Galia Kollectiv, who have also curated the exhibition are London-based artists and run the xero, kline & coma gallery. Here they present a dialogue between two computers. The conversation opens with a simple text book problem in business studies. But gradually the language, mimicking the application of game theory in the business sector, becomes more abstract. The crisis that affected the capitalist states during the last decade of the 20th century, put an end to the period of greatest expansion of the state, demanding alterations that brought, especially in economic terms, the ideals of the liberal state. The main goal of these changes was to optimize the administration of the public service by introducing into it more efficiency, transparency, and morality because the state had shown to be incapable of attending the demands of the society and its way of doing was inefficient and did not reach out to the public interest. In Brazil, like in other part of the world, recent scandals of corruption and misuse of public funds put in doubt the efficiency of the financial control system. Like any other political system Brazil has a complex set of external and internal control, institutions that work to prevent misuse of public funds and identify responsibilities if bad use occurred. All these elements highlight the mechanisms of control of the public administration, which came to be seen as essential instruments for the improvement of the management of the public resources, targeting the collective interest. Therefore, along with the traditional mechanisms of power suppression, such as the system of checks and balances, social control arises. This, when used together with the monitoring exercised by public inspection agencies, is defined as horizontal accountability activated by civil society, in which citizens and institutions gather efforts in order to promote a more effective charge of responsibility from public agents and politicians in case of misconducts. This study aimed to identify the opportunities and limitations of social control exercised by the complaint under the TCE-RJ. The results point to the need to develop measures to guarantee the anonymity of denouncers, to simplify the forms of access the TCE-RJ and to improve information spread to the citizen.

O presente trabalho tem como objetivo desenvolver o tema da Responsabilidade Social Empresarial bem como o uso das Parcerias Sociais como prática de atuação social das organizações, visando formular um modelo relacional entre as duas questões. Para isso, foi realizada uma revisão bibliográfica da evolução do conceito de RSE da segunda metade do século XX até os dias de hoje, uma revisão dos principais conceitos e modelos de RSE utilizados na literatura acadêmica. Foi realizada também uma revisão da literatura em torno das Parcerias Sociais e de suas principais tipologias. O Modelo Relacional proposto visa relacionar quais são os principais tipos de RSE que uma empresa pode adotar e quais os tipos de parceria que melhor se relacionariam para os determinados tipos de RSE. Para testar o modelo, um estudo de caso com a empresa Nestlé no Brasil foi conduzido. Como conclusão, o que se pode observar a partir do estudo de caso é que nem sempre as organizações visualizam as oportunidades existentes na realização de parcerias sociais, e que elas nem sempre se utilizam dos tipos de parcerias sociais que melhor se relacionam com a estratégia de RSE adotada.

Este artigo descreve o quadro de transformações históricas do Brasil, na segunda metade do século XX, para inserir aí a questão do idoso, numa perspectiva do envelhecimento da população. Situa as mudanças sociais, a perda de poder do idoso, fruto da urbanização e da modernização, com sua estrutura de empregos que transformou o antigo chefe da família extensa no aposentado. Propõe então medidas para recuperação da dignidade dessa importante categoria sociológica, a partir da educação da nova sociedade. Sugere ainda que, para os professores de crianças e adolescentes que receiam lidar com o Estatuto da Criança e do Adolescente, talvez um bom caminho para enfrentar a complexa área dos direitos humanos seja trabalhar com seus alunos na valorização da memória do idoso, o que significa ao mesmo tempo fazê-los adquirir conhecimentos e valorizar os mais velhos, reconhecendo-os como titulares de direitos.
