Le travail appréhende la question du retour des réfugiés et des personnes déplacées en Croatie et en Bosnie-Herzégovine, dans le cadre des opérations de consolidation de la paix qui se sont déroulées dans la région. En effet, la réintégration des populations déplacées dans leur domicile d’origine a été présentée comme l’une des priorités par la communauté internationale, et comme la solution idéale afin d’encourager la réconciliation dans la région et, surtout, d’y restituer la diversité ethnique. Or, les bilans respectifs des deux anciennes républiques à l’égard du retour des minorités, présentent des différences significatives. Les facteurs internes auxquels se butaient les processus de retour dans les deux pays étaient sensiblement les mêmes. Dans ces conditions, la variable déterminante semble s’être trouvé au niveau de la nature des interventions internationales qui se sont déployées en Bosnie-Herzégovine et en Croatie. Dans l’ensemble, la Bosnie-Herzégovine a bénéficié, de la part des divers acteurs internationaux, d’une attention plus soutenue à cet égard que la Croatie. Cette situation s’est traduite par le fait que le premier pays s’est vu accordé davantage de ressources financières, logistiques et diplomatiques afin de propulser le retour des minorités ethniques. En outre, elle met en exergue l’inconsistence de la rhétorique internationale qui défend des principes associés à la défense des droits humains, du pluralisme et de la multiethnicité mais dont l’application concrète se heurte aux impératifs domestiques des pays impliqués et aux autres exigences relatives à la reconstruction post-conflit.

Le rôle de la communauté militaire internationale dans le cadre des opérations de maintien de la paix (OMP) s’est profondément transformé depuis la fin de la Guerre froide. En effet, elle intervient de plus en plus fréquemment dans des guerres civiles ou intra-étatiques, particulièrement lorsque les autorités en place ne sont plus en mesure d’assurer la sécurité de la population. Par ailleurs, le rôle des militaires ne se limite plus à la fonction traditionnelle de combattants. Ils doivent maintenant assumer des tâches qui visent beaucoup plus le développement de relations avec la population civile dont la coopération est un élément essentiel à la réussite de ce type d’intervention. L’objectif de ce mémoire est d’analyser l’opinion de la population civile de la région de Bihać par rapport à l’intervention des militaires dans le cadre de l’OMP en Bosnie-Herzégovine. L’historique du conflit dans cette région, l’état des connaissances sur les sources d’insatisfaction de la population par rapport au déroulement des OMP en général, ainsi que des entrevues avec des informateurs-clés nous permettent d’identifier deux problématiques distinctes, soit : (1) l’écart important entre les attentes et les besoins de la population et le mandat confié par l’ONU; et (2) la dichotomie entre la formation de base des militaires et ce qui est attendu d’eux dans le cadre de ces interventions.

El interés de esta monografía es analizar los alcances y las limitaciones de la actuación de UNAMID en la defensa de los Derechos Humanos de las mujeres en el conflicto en Darfur (2008-2012). Lo anterior, para dar cuenta de que si bien UNAMID ha tenido avances significativos en el aumento de denuncias por violación sexual, en la educación y en la inclusión de la mujer en Darfur, la intervención tardía, la falta de personal cualificado y el lento despliegue ha limitado su actuación para erradicar la violencia sexual como arma de guerra. Sin embargo, la baja internalización de la norma por parte del Estado de Sudán ha sido el mayor limitante para la Misión de Paz. Este análisis se realiza mediante el concepto de Responsabilidad de proteger y el enfoque de Alexander Wendt y Nicholas Onuf.

Dos organizaciones catalanas, Mestres per Bòsnia y Lleida Solidària junto al Ayuntamiento de Barcelona, contribuyen a reconstruir la escuela 'Puentes de Amistad' que acaba de reabrir sus puertas en Sarajevo. La intervención se divide en dos fases. La primera consiste en la visita de tres profesoras y una pedagoga pertenecientes a la escuela bosnia para observar y compartir la metodología de trabajo, la relación maestro-alumno, las nuevas tecnologías aplicadas a la educación, la intervención de las familias, etc. La segunda fase del proyecto consiste en la elaboración de un proyecto de centro según los objetivos a los que se quieran dar prioridad. Se describe el actual sistema educativo de Bosnia-Herzegovina y las propuestas de reforma, intercambio y reconciliación existentes.

Restocking is a favoured option in supporting livelihoods after a disaster. With the depletion of local livestock populations, the introduction of new species and breeds will clearly affect biodiversity. Nevertheless, the impact of restocking on Animal Genetic Resources has been largely ignored. The aim of this paper, therefore, is to examine the consequences of restocking on biodiversity via a simple model. Utilising a hypothetical project based on cattle, the model demonstrates that more than one-third of the population was related to the original restocked animals after three generations. Under conditions of random breed selection, the figure declined to 20 per cent. The tool was then applied to a donor-led restocking project implemented in Bosnia-Herzegovina. By restocking primarily with Simmental cattle, the model demonstrated that the implementation of a single restocking project is likely to have accelerated the decline of the indigenous Busa breed by a further nine per cent. Thus, greater awareness of the long-term implications of restocking on biodiversity is required.

This article discusses the ways in which languages can be integrated into histories of war and conflict, by exploring ongoing research in two case studies: the liberation and occupation of Western Europe (1944–47), and peacekeeping/peace building in Bosnia-Herzegovina (1995–2000). The article suggests that three methodological approaches have been of particular value in this research: adopting an historical framework; following the “translation” of languages into war situations; and contextualizing the figure of the interpreter/translator. The process of incorporating languages into histories of conflict, the article argues, has helped to uncover a broader languages landscape within the theatres of war.

Laws of war have been carefully defined by individual nations’ own codes of law as well as by supranational bodies. Yet the international scene has seen an increasing movement away from traditionally declared war toward multinational peacekeeping missions geared at containing local conflicts when perceived as potential threats to their respective regions’ political stability. While individual nations’ laws governing warfare presuppose national sovereignty, the multinational nature of peacekeeping scenarios can blur the lines of command structures, soldiers’ national loyalties, occupational jurisdiction, and raise profound questions as to which countries’ moral sense/governmental system is to be the one upheld. Historically increasingly complex international relations have driven increasingly detailed internationally drafted guidelines for countries’ interactions while at war, yet there are operational, legislative, and moral issues arising in multinational peacekeeping situations which these laws do not address at all. The author analyzes three unique peacekeeping operations in light of these legislative voids and suggests systematic points to consider to the end of protecting the peacekeepers, the national interests of the countries involved, operational matters, and clearly delineating both the objective and logical boundaries of a given multinational peacekeeping mission.

In 2011 the GSB/USB caving group of Bologna has discovered, in the southern fossil branches of Govjestica cave (Valle di Praça, Bosnia) a fossil deposit of vertebrates containing bones of Ursus spelaeus, Capra ibex, Cricetulus migratorius and Microtus. On the basis of the U/Th ages of the bones, teeth and carbonate flowstone covering the fossils (60 ka), datings carried out in the laboratories of U-Series at Bologna, and on the disposition of the bones, a past connection between Govjestica and the nearby Banja Stjena cave is hypothesised. The closure of this passage has occurred suddenly through a collapse that has forced the last cave bears awakened from their winter sleep to stay blocked in Govjestica, and die. The connecting passage has later been covered with calcite flowstones and is no longer visible. This hypothesis is sustained by the rather scarce number of skeletons of cave bears found in Govjestica (a dozen of skulls against the often large amounts of cave bears found in similar caves): Govjestica cave, and especially the Room of the Bones in its southern part, has been used by cave bears only for a couple of centuries before these parts became inaccessible. Furthermore, the entrance of Banja Stjena cave was probably located close to or at the level of the Praça river, that has excavated its thalweg for around 20 metres in the last 60 ka.

We employ the case of USAID's Linking Agricultural Markets with Producers (LAMP) project to address opportunities and obstacles to development assistance. Framed within LAMP's identification of constraints to growth within Bosnia's agricultural market, we explore the complex interorganizational linkages required for success. We identify three distinct linkage types inherent to development situations. Relationships exist (1) within the international community, (2) within the local Bosnian community and (3) between international and local organizations.

One of the aims of this project was to understand the way in which external environment or situation affects children's behaviour. Emotional experiences are developed and acquired under the influence of the environment, and a good family relationship is necessary for young people to grow, develop and socialise at all ages. Stress causes specific negative emotions, including concern, anxiety, sorrow and hostility. A pathologic environment in childhood forces the development of special abilities, both creative and destructive, It supports the development of an abnormal state of mind in which the usual relations between body and mind, reality and imagination, knowledge and memory are changed. Here the environment considered was that of the war and aggression in Bosnia & Herzegovina, where children, particularly those from Podrinje, witnessed arrests, killing, deforming and slaughtering of adults and children, in many cases members of their immediate families. Sehovic analysed the content of drawings by children exposed to various degrees of stress, to discover how these indicate various degrees of stress with the aim of using these as a projective technique in diagnostic work with children. The sample included around 600 children expelled from their homes, of both sexes aged between 6 and 12.

Mr. Tutnjevic set out to define the position of the Muslim community within the overall framework of literature in Serbo-Croat, particularly in terms of its relation to the Serbian and Croatian Literatures, on the basis of an extensive comparative study of primary and secondary sources relating to the most important Muslim writers in Serbo-Croat. Carried out against the background of an unprecedented civil war between these national groups, his research focused rather on the encounters between them on the historical and literary stages. He concludes that the Muslim national community was established and developed on a foundation of Slavic self-consciousness and oriental influences. The constantly changing relative weights of the influence of these two factors on the community shaped the specific nature of its literature as well as its place in the cultural environment of its neighbouring national communities, and Muslim literary traditions are inseparably linked with the total literature in Serbo-Croat. A real Muslim literature first emerged at the end of the nineteenth century and virtually all authors writing about this at the time emphasised its educational character and its importance for the process of national identification. At the same time there were visible results of the self-awareness process in which Muslim authors affiliated with Serbian or Croatian literary tradition, sometimes even substituting one with another. During the period between the two world wars Muslim literature reached maturity and while Muslim authors generally focused on their national milieu in terms of subject matter, their forms of expression and their understanding of the function of literature showed the same preoccupation as other Yugoslav authors of the period. When the ideological and class-related concept of society replaced the national character of literature after 1945, Muslim writers found themselves in the same position as writers from other ethnic groups. As in earlier times, writers sought to present themselves to as wide a market as possible and would provide grounds for consideration as Serbian or Croatian writers, sometimes even explicitly presenting themselves as such. Most of the writers of this period are described at times as Yugoslav, at others as Bosnian-Herzegovina, and at still others as Serbian, Croatian or Muslim. Mr. Tutnjevic quotes, for example, the case of Camil Sijaric, a Muslim from Sandzak who also wrote in Sarajevo and falls within the boundaries of Bosnian-Herzegovnian literature, but is also described as a Muslim, Montenegrin and Serbian writer, together with a number of other such examples. An understanding of this process provides the basis for a completely new perception of the intertwining of Serbian, Croatian and Muslim literary traditions, without the earlier visible prejudice on all three sides.
