This paper maps the initiatives to support access to finance for small- and medium-sized enterprises (SMEs) that were available at national level in 2012 in the five biggest European economies (Germany, France, the UK, Italy and Spain). This mapping distinguishes initiatives promoted and financed primarily through public resources from those developed independently by the market. A second breakdown is proposed for those sources of finance with different targets, i.e. whether the target is debt financing (typically bank loans at favourable conditions, public guarantees on loans, etc.) or equity financing (typically venture capital funds, tax incentives on equity investments, etc.). A broad set of initiatives has been implemented to close the funding gap of SMEs in these five countries. The total amount of public spending for SMEs, however, has remained well below 1% of GDP. Public subsidisation of bank loans has been by far the most diffused type of intervention. Despite the fact that this strategy might prove to be effective in the short term, it fails to address long-term sustainability issues via a more diversified set of financing tools.

In a new CEPS Essay, Michael Emerson assesses the initiatives taken by the UK and Dutch governments to cut out excessive EU regulatory intrusion, namely in the form of the ongoing British Balance of Competences Review and the Dutch list of 54 items of EU regulation that they would like to see repealed or reformed. He concludes that while one can approve of a campaign for better EU regulation and for cutting out unnecessary micro-regulation, it would require impressive commitment by all member states and the EU institutions to follow the best features of the British and Dutch leads for this to have a real effect in the fight against populist euroscepticism. In his view, that battle will have to be won primarily with bigger weapons – some combination of better macroeconomic results, bigger foreign policy achievements and the emergence of a European-level political leadership to which the people can relate. In short, there has to be due proportionality in the diagnosis of the responsibility of inadequate subsidiarity for the EU’s ills.

The objective of this research is to present cluster initiative approaches in post industrial regions characterized by similar economic history and challenges, with additional emphasis on their role in promoting innovation among regional businesses. The research is based on a comparison study of two environmental industry clusters: Environmental Technology Cluster (ET) from British West Midlands and ACLIMA from Spanish Basque Country. The study analyzes clusters' design and their role in fostering innovation based on environment industry clusters. In both regions environmental industry clusters represent strong potential for further dynamic development with grow opportunities driven by legislation introduced at EU, national or regional levels. The paper compares clusters' heterogeneity, goals and priorities, financing schemes, management structure, types of projects, character of private-public partnerships, challenges, as well as clusters' collaboration at regional/national/international levels. Also focus is given on how the clusters enhance innovation and what types of projects are executed by the regions in this field.

One million signatures from at least seven European Member States: Fulfilling the conditions of the European Citizens’ Initiative requires a communication campaign, which manages to reach and touch the citizens, as well as to encourage them to act. This empirical study analyses, which methods in this regard are successful or rather counterproductive. It comes to the conclusion that a variety of factors are decisive, and that these factors can differ in their manifestation – such as the availability of financial resources, the emotional potential of the issue or a sophisticated network of supporters.

L’action collective raisonnée, connue sous le nom d’activisme, orientée vers la résolution de problèmes de la société, offre des possibilités d'apprentissage tout au long de la vie et permet aux étudiants de développer des connaissances du domaine de la science et de la technologie. Dans une société où les découvertes scientifiques et les progrès technologiques sont constants, les potentialités de cette approche sont également reconnues dans la formation de citoyens responsables, capables d'agir et de résoudre des problèmes, tout en essayant d'influencer d'autres citoyens à prendre des décisions sur les problèmes complexes tels que ceux que présentent les questions socialement vives. Considérant que la formation de jeunes et d’adultes plus responsables et scientifiquement informés est fondamentale, cette recherche-action visait: a) à munir les futurs enseignants de compétences dans la conception, la mise en oeuvre et l'évaluation des activités orientées vers l'action sociopolitique sur les questions socialement vives; b) promouvoir chez les participants les valeurs de citoyenneté et de sensibilisation à l'environnement; c) identifier les difficultés et le potentiel de ces initiatives; d) comprendre l'impact de ce type d'expérience éducative chez les futurs enseignants. Les participants à l'étude étaient des étudiants préparant une licence en éducation élémentaire (futurs professeurs des écoles primaires et maternelles) dans le contexte de la discipline d’Éducation à l’Environnement. L'analyse des narratives produites par les futurs enseignants a permis de constater que tous avaient développé des compétences au niveau de la planification et de l'intervention dans la société, en recourant à différents types d'initiatives. Cette expérience de formation a ainsi permis, aux participants le développement de capacités à l'action et à la transformation sociale et environnementale. Il a également été possible de sensibiliser le public-cible des actions réalisées par les futurs enseignants à agir de façon plus responsable sur l'environnement.
