Virtual reality has the potential to improve visualisation of building design and construction, but its implementation in the industry has yet to reach maturity. Present day translation of building data to virtual reality is often unidirectional and unsatisfactory. Three different approaches to the creation of models are identified and described in this paper. Consideration is given to the potential of both advances in computer-aided design and the emerging standards for data exchange to facilitate an integrated use of virtual reality. Commonalities and differences between computer-aided design and virtual reality packages are reviewed, and trials of current system, are described. The trials have been conducted to explore the technical issues related to the integrated use of CAD and virtual environments within the house building sector of the construction industry and to investigate the practical use of the new technology.

Data assimilation is predominantly used for state estimation; combining observational data with model predictions to produce an updated model state that most accurately approximates the true system state whilst keeping the model parameters fixed. This updated model state is then used to initiate the next model forecast. Even with perfect initial data, inaccurate model parameters will lead to the growth of prediction errors. To generate reliable forecasts we need good estimates of both the current system state and the model parameters. This paper presents research into data assimilation methods for morphodynamic model state and parameter estimation. First, we focus on state estimation and describe implementation of a three dimensional variational(3D-Var) data assimilation scheme in a simple 2D morphodynamic model of Morecambe Bay, UK. The assimilation of observations of bathymetry derived from SAR satellite imagery and a ship-borne survey is shown to significantly improve the predictive capability of the model over a 2 year run. Here, the model parameters are set by manual calibration; this is laborious and is found to produce different parameter values depending on the type and coverage of the validation dataset. The second part of this paper considers the problem of model parameter estimation in more detail. We explain how, by employing the technique of state augmentation, it is possible to use data assimilation to estimate uncertain model parameters concurrently with the model state. This approach removes inefficiencies associated with manual calibration and enables more effective use of observational data. We outline the development of a novel hybrid sequential 3D-Var data assimilation algorithm for joint state-parameter estimation and demonstrate its efficacy using an idealised 1D sediment transport model. The results of this study are extremely positive and suggest that there is great potential for the use of data assimilation-based state-parameter estimation in coastal morphodynamic modelling.

An analysis of observational data in the Barents Sea along a meridian at 33°30' E between 70°30' and 72°30' N has reported a negative correlation between El Niño/La Niña Southern Oscillation (ENSO) events and water temperature in the top 200 m: the temperature drops about 0.5 °C during warm ENSO events while during cold ENSO events the top 200 m layer of the Barents Sea is warmer. Results from 1 and 1/4-degree global NEMO models show a similar response for the whole Barents Sea. During the strong warm ENSO event in 1997–1998 an anomalous anticyclonic atmospheric circulation over the Barents Sea enhances heat loses, as well as substantially influencing the Barents Sea inflow from the North Atlantic, via changes in ocean currents. Under normal conditions along the Scandinavian peninsula there is a warm current entering the Barents Sea from the North Atlantic, however after the 1997–1998 event this current is weakened. During 1997–1998 the model annual mean temperature in the Barents Sea is decreased by about 0.8 °C, also resulting in a higher sea ice volume. In contrast during the cold ENSO events in 1999–2000 and 2007–2008, the model shows a lower sea ice volume, and higher annual mean temperatures in the upper layer of the Barents Sea of about 0.7 °C. An analysis of model data shows that the strength of the Atlantic inflow in the Barents Sea is the main cause of heat content variability, and is forced by changing pressure and winds in the North Atlantic. However, surface heat-exchange with the atmosphere provides the means by which the Barents sea heat budget relaxes to normal in the subsequent year after the ENSO events.

The reality of the current international order makes it imperative that a just and effective climate regime balance the historical responsibility of developed countries with the increasing absolute emissions from many developing nations. In this short outlook article, key pillars are proposed for a new international climate architecture that envisions replacing the current annex system with two new annexes –Annex α, for countries with high current emissions and historically high emissions, and Annex β, for countries with high current emissions and historically low emissions. Countries in both annexes would implement legally binding targets under this framework. Additionally, this proposal includes tweaks and revisions to funding and technology transfer mechanisms to correct for weaknesses and inequities under the current Kyoto architecture. The proposed framework stems from a belief that a top-down, international approach to climate policy remains the most effective for ensuring environmental integrity. Given the slow rate of institutional learning, reforming and improving the current system is held as a more efficient course of action than abandoning the progress already achieved. It is argued that the proposed framework effectively accommodates key equity, environmental integrity and political feasibility concerns.

Optimal estimation (OE) improves sea surface temperature (SST) estimated from satellite infrared imagery in the “split-window”, in comparison to SST retrieved using the usual multi-channel (MCSST) or non-linear (NLSST) estimators. This is demonstrated using three months of observations of the Advanced Very High Resolution Radiometer (AVHRR) on the first Meteorological Operational satellite (Metop-A), matched in time and space to drifter SSTs collected on the global telecommunications system. There are 32,175 matches. The prior for the OE is forecast atmospheric fields from the Météo-France global numerical weather prediction system (ARPEGE), the forward model is RTTOV8.7, and a reduced state vector comprising SST and total column water vapour (TCWV) is used. Operational NLSST coefficients give mean and standard deviation (SD) of the difference between satellite and drifter SSTs of 0.00 and 0.72 K. The “best possible” NLSST and MCSST coefficients, empirically regressed on the data themselves, give zero mean difference and SDs of 0.66 K and 0.73 K respectively. Significant contributions to the global SD arise from regional systematic errors (biases) of several tenths of kelvin in the NLSST. With no bias corrections to either prior fields or forward model, the SSTs retrieved by OE minus drifter SSTs have mean and SD of − 0.16 and 0.49 K respectively. The reduction in SD below the “best possible” regression results shows that OE deals with structural limitations of the NLSST and MCSST algorithms. Using simple empirical bias corrections to improve the OE, retrieved minus drifter SSTs are obtained with mean and SD of − 0.06 and 0.44 K respectively. Regional biases are greatly reduced, such that the absolute bias is less than 0.1 K in 61% of 10°-latitude by 30°-longitude cells. OE also allows a statistic of the agreement between modelled and measured brightness temperatures to be calculated. We show that this measure is more efficient than the current system of confidence levels at identifying reliable retrievals, and that the best 75% of satellite SSTs by this measure have negligible bias and retrieval error of order 0.25 K.

Using 1D Vlasov drift-kinetic computer simulations, it is shown that electron trapping in long period standing shear Alfven waves (SAWs) provides an efficient energy sink for wave energy that is much more effective than Landau damping. It is also suggested that the plasma environment of low altitude auroral-zone geomagnetic field lines is more suited to electron acceleration by inertial or kinetic scale Alfven waves. This is due to the self-consistent response of the electron distribution function to SAWs, which must accommodate the low altitude large-scale current system in standing waves. We characterize these effects in terms of the relative magnitude of the wave phase and electron thermal velocities. While particle trapping is shown to be significant across a wide range of plasma temperatures and wave frequencies, we find that electron beam formation in long period waves is more effective in relatively cold plasma.

We present observations of a poleward propagating substorm-disturbed region which was observed by the European Incoherent SCATter (EISCAT) radar and the Svalbard International Monitor for Auroral Geomagnetic Effects (IMAGE) magnetometers in the postmidnight sector. The expansion of the disturbance was launched by a substorm intensification which started similar to 25 min after the initial onset, and similar to 10 min before the disturbance arrived over Svalbard. In association with the magnetic disturbance, a poleward expanding enduring enhancement in the F region electron temperature was observed, indicative of soft electron precipitation, with a narrow band of enhanced ion temperature straddling its poleward edge, indicative of fast ion flows and ion-neutral collisional heating. This electron temperature boundary was coincident with the poleward propagating electrojet current system detected by the high-latitude IMAGE magnetometer stations and is taken to be a proxy for the observation of a substorm auroral bulge. The electron temperature boundary is inferred to have a width comparable or less than one radar range gate (similar to 60 km transverse to the magnetic field), while the region of high ion temperature was found to be approximately three gates wide, extending approximately two gates (similar to 120 km) poleward of the electron temperature boundary, and approximately one gate (similar to 60 km) equatorward. The two-beam radar line-of-sight velocity data are found to be consistent with the existence of a layer of high-speed flow in the boundary, peaking at values similar to1.5-3 km s(-1), roughly consistent with the ion temperature data. The flow is directed either east or west along the boundary depending on the direction of the flow in the poleward region. We infer that the flow is deflected along and around the boundary of the substorm-disturbed region due to the high conductivity of the latter. Variations in the flow poleward of the boundary produced no discernible magnetic effects on the ground, confirming the low conductivity of the preboundary ionosphere.

This review presents recent observations of high-latitude ionospheric plasma convection, obtained using the EISCAT radar in the 'Polar' experiment mode. The paper is divided into two main parts. Firstly, the delay in the response of dayside high-latitude flows to changes in the interplanetary magnetic field is discussed. The results show the importance for the excitation of dayside convection of the transfer of magnetic flux from the dayside into the tail lobe. Consequently, ionospheric convection should be thought of as the sum of two intrinsically time-dependent flow patterns. The first of these patterns is directly driven by solar wind-magnetosphere coupling, dominates ionospheric flows on the dayside, is associated with an expanding polar cap area and is the F-region flow equivalent of the DP-2 E-region current system. The second of the two patterns is driven by the release of energy stored in the geomagnetic tail, dominates ionospheric flows on the nightside, is associated with a contracting polar cap and is equivalent to the DP-1, or substorm, current system. In the second half of the paper, various transient flow bursts observed in the vicinity of the dayside cusp are studied. These radar data, combined with simultaneous optical observations of transient dayside aurorae, strongly suggest that momentum is transferred across the magnetopause and into the ionosphere in a series of bursts, each associated with voltages of 30-80 kV. Similarities between these bursts and flux transfer events observed at the magnetopause are discussed.

Conjunctive measurements made by the Dynamics Explorer 1 and 2 spacecraft on October 22, 1981, under conditions of southward IMF, suggest the existence of a cusp ion injection from a region at the magnetopause with a scale size of ∼ 1/2 to 1 R E . Current signatures observed by the LAPI and MAGB instruments on board DE-2 indicate the existence of a rotation in the magnetic field that is consistent with a filamentary current system. The observed current structure can be interpreted as the ionospheric signature of a flux transfer event (FTE). In addition to this large-scale current structure there exist three small-scale filamentary current pairs. These current pairs close locally and thus, if our interpretation of this event as an FTE is correct, represent the first reported observations of FTE interior structure at low-altitudes.

The effects of flux transfer events (FTE) on the dayside auroral ionosphere are studied, using a simple twin-vortex model of induced ionospheric plasma flow. It is shown that the predicted and observed velocities of these flows are sufficient to drive nonthermal plasma in the F region, not only within the newly opened flux tube of the FTE, but also on the closed, or "old" open, field lines around it. In fact, with the expected poleward neutral wind, the plasma is more highly nonthermal on the flanks of, but outside, the open flux tube: EISCAT observations indicate that plasma is indeed driven into nonthermal distributions in these regions. The nonthermal plasma is thereby subject to additional upforce due to the resulting ion temperature anisotropy and transient expansion due to Joule heating and also to ion accelerations associated with the FTE field aligned current system. Any upflows produced on closed field lines in the vicinity of the FTE are effectively bunched-up in the "wake" of the FTE. Observations from the AMPTE-UKS satellite at the magnetopause reveal ion upflows of energy ∼100 eV flowing out from the ionosphere on closed field lines which are only found in the wake of the FTE. Such flows are also only found shortly after two, out of all the FTEs observed by AMPTE-UKS. The outflow from the ionosphere is two orders of magnitude greater than predicted for the "classical" polar wind. It is shown that such ionospheric ion flows are only expected in association with FTEs on the magnetopause which are well removed from the sub-solar point-either towards dusk or, as in the UKS example discussed here, towards dawn. It is suggested that such ionospheric ions will only be observed if the center of the FTE open flux tube passes very close to the satellite. Consequently, we conclude the ion upflows presented here are probably driven by the second of two possible source FTEs and are observed at the satellite with a lag after the FTE which is less than their time-of-flight.

Rings shed in the Agulhas Retroflection region play an important role in the global thermohaline circulation. The shedding of these rings has been considered very irregular. In this paper, we present evidence for remote control of the timing and frequency of the ring shedding events. This turns out to be a far more regular process, at a frequency of 4–5 cycles per year. The movement of the Agulhas Retroflection, and thereby the shedding of rings, is timed by incoming eddies from the upstream regions. Eddies from the Mozambique Channel, and from the East Madagascar current reach the retroflection region at the frequency of 4–5 times per year. The existence of these eddies can be related to incoming Rossby waves that cross the Indian Ocean and reach the Agulhas Current system. These may in turn be part of a basin-wide oscillation. The irregularity found in ring shedding statistics can be ascribed to processes occurring between the actual shedding and the first unambiguous observation of a separated ring.

The current system of controlling oil spills involves a complex relationship of international, federal and state law, which has not proven to be very effective. The multiple layers of regulation often leave shipowners unsure of the laws facing them. Furthemore, nations have had difficulty enforcing these legal requirements. This thesis deals with the role marine insurance can play within the existing system of legislation to provide a strong preventative influence that is simple and cost-effective to enforce. In principle, insurance has two ways of enforcing higher safety standards and limiting the risk of an accident occurring. The first is through the use of insurance premiums that are based on the level of care taken by the insured. This means that a person engaging in riskier behavior faces a higher insurance premium, because their actions increase the probability of an accident occurring. The second method, available to the insurer, is collectively known as cancellation provisions or underwriting clauses. These are clauses written into an insurance contract that invalidates the agreement when certain conditions are not met by the insured The problem has been that obtaining information about the behavior of an insured party requires monitoring and that incurs a cost to the insurer. The application of these principles proves to be a more complicated matter. The modern marine insurance industry is a complicated system of multiple contracts, through different insurers, that covers the many facets of oil transportation. Their business practices have resulted in policy packages that cross the neat bounds of individual, specific insurance coverage. This paper shows that insurance can improve safety standards in three general areas -crew training, hull and equipment construction and maintenance, and routing schemes and exclusionary zones. With crew, hull and equipment, underwriting clauses can be used to ensure that minimum standards are met by the insured. Premiums can then be structured to reflect the additional care taken by the insured above and beyond these minimum standards. Routing schemes are traffic flow systems applied to congested waterways, such as the entrance to New York harbor. Using natural obstacles or manmade dividers, ships are separated into two lanes of opposing traffic, similar to a road. Exclusionary zones are marine areas designated off limits to tanker traffic either because of a sensitive ecosystem or because local knowledge is required of the region to ensure safe navigation. Underwriting clauses can be used to nullify an insurance contract when a tanker is not in compliance with established exclusionary zones or routing schemes.

A pesquisa versa sobre a importância da liderança para uma eficiente prestação jurisdicional, a qual resulta de um concatenado trabalho de equipe entre o juiz e os servidores de uma determinada unidade judicial. A necessidade de o magistrado contribuir para a formação de uma equipe de alto desempenho para o enfrentamento da intempestividade da prestação jurisdicional, principal problema do Poder Judiciário, buscando as almejadas celeridade e efetividade da justiça. A qualidade da prestação jurisdicional dependerá da gestão imprimida pelo juiz na sua unidade. A pesquisa aponta para a necessidade de o juiz exercer sua atividade meio como um líder, dominando técnicas modernas de gestão e também influenciando sua equipe em busca da excelência. Será analisado o tipo de liderança que melhor se amolda à judicatura, que é a servidora. Nela o magistrado identifica as necessidades de seus funcionários e trata de supri-las, recebendo em troca a máxima dedicação e motivação possíveis. O juiz líder administra sua unidade e forja uma equipe qualificada e motivada. Em face da impossibilidade de conceituar o juiz líder, são apontados os seus traços característicos, que o tornam o novo modelo do juiz brasileiro: o juiz líder servidor. Identificação dessas características na dimensão organizacional, na dimensão interpessoal, bem como as habilidades pessoais que o definem. Por fim, é abordada a necessidade de o Judiciário refletir sobre o atual sistema de recrutamento seletivo dos magistrados, priorizando a escolha sobre pessoas vocacionadas e, após a seleção, investir na constante formação de líderes nos seus quadros que, alinhados, proporcionarão uma justiça célere, humana, justa e efetiva.

After having done an accurate analysis of the Registry Office in Brazil it was found out that there are some distortions, as the one which makes possible the existence of significant contingent of population - 'the registeredless' ('os sem-registros' ) - people who live on the margins of society. This system is based on private patterns coming from the extrajudicial registry offices performance and through a government official concession, the registry offices have obtained the legal right to take over registration services.The maintenance of this model has been put in question and debates have been taking place all over Brazil. This process, on the other hand, produces data which are collected, processed and disseminated by IBGE (Instituto Brasileiro de Geografia e Estatística) and could be the source of very important statistical information if there were not blanks created by the 'subregistration' caused by offical records evasion and/ or by late offical records. The main purpose of this work is to show how deficient is the current system in Brazil, not only by pointing out the problems which still happen nowadays but also by thinking carefully about the difficulties to search for process improvement. In conclusion, there is a latent need to rethink the way the Registry Office system is structured in Brazil. Discussions can act as a stimulus to find out more suitable and definitive solutions for all the Brazilian citizens who are interested in consolidate democracy in Brazil.

Com o fim da Guerra Fria e os acontecimentos que marcaram o “onze de setembro”, novas ameaças surgiram, impactando negativamente a percepção de segurança coletiva, e impondo profundas modificações nas estruturas e no modo de atuação do Poder Militar de diversas nações. A marginalidade social, o narcotráfico, o crime organizado, a degradação do meio ambiente e outras tantas ameaças, fizeram com que algumas nações se vissem motivadas a empregar suas Forças Armadas, prioritariamente, no combate a estas mazelas, ou seja, nas operações de não-guerra. Este fenômeno vem causando uma ebulição nas ciências militares, com reflexo no campo social, político e econômico, provocando um processo conhecido como “Transformação da Defesa”, que só é viável com a ruptura de alguns modelos tradicionais de administração e com a introdução de uma nova cultura organizacional que promova um ambi-ente adequado ao processo de inovações no setor de Defesa. Para fazer gestão deste processo, deve haver um sistema de inovação setorial de Defesa, já que o atual modelo, conforme apon-tou a investigação, é fragmentado e desarticulado, que produz, fundamentalmente, inovações incrementais e, raramente as de ruptura. Trata-se de um sistema virtual, que não existe for-malmente como tal, mas que possui toda a infraestrutura necessária para funcionar como um sistema formal e gerenciável. A pesquisa, de caráter epistemológico estruturalista, teve por objetivo desenvolver um modelo conceitual para gestão do sistema de inovação do setor de Defesa (segmento de não-guerra), com base em uma estrutura subjacente desvelada, que, de forma oculta, dá suporte ao sistema atual. O desvelamento desta estrutura permitiu concluir que, no campo estudado, os agentes do sistema de inovação, agindo de acordo com seus inte-resses, mobilizam, de forma consciente ou inconsciente, os fatores valorativos da inovação presentes na cultura organizacional em que estão imersos, os quais, juntamente com a influên-cia dos fatores de suporte (o Capital), são fundamentais para a formação de alianças e, em consequência, para o processo de inovação no segmento de não-guerra do setor de Defesa. Como era esperado, o desvelamento da estrutura subjacente propiciou a realização de um di-agnóstico preciso do sistema estudado, permitindo ao pesquisador o lançamento de um olhar crítico sobre o mesmo, o que contribui para a proposição de uma intervenção segura no modelo vigente. O modelo proposto buscou incentivar, também, a criação, o avanço e a difusão das inovações não-tecnológicas, contrapondo-se ao atual, que privilegia fundamentalmente a abordagem tecnológica. Adicionalmente, foram sugeridas algumas medidas, no sentido de incrementar as interações entre os principais agentes do sistema.
