La mayoría de los estudios coinciden en que hoy en día en el mundo hay suficientes recursos hídricos para satisfacer la demanda de alimentos, aunque con disponibilidad geográfica desigual. La crisis del agua se trata de un problema de mala gestión en relación con varios aspectos (Aldaya et al, 2008; Rogers et ai, 2006; UNDP, 2006; CAWMA, 2007). En este contexto, la globalización de los mercados, que redistribuye los recursos hídricos por medio del comercio de agua virtual, presenta retos y oportunidades para alcanzar una buena gobernanza del agua.

Facing the frequent failure of projects in rural areas with top-down approaches, there has been a promotion of participation of the local people in decisions that affect their territories (bottom-up approach) to promote sustainable regional development (Chambers, 1997; Lusthaus et al., 1999; Horton, 2004; Vazquez-Barquero, 2000). In fact participation was deemed necessary to ensure the success and sustainability of projects (UNDP, 2006; WRI, 2008; Davies, 2009). Hence, the progressive strengthening of the local population should be promoted so that they can acquire a range of skills and knowledge that allow them to manage resources properly and undertake productive activities in their territory (Contreras, 2000). These are intangibles and therefore difficult to measure. Hence, in this research a model of integration of intangibles in rural development projects management is proposed. The model designed supplements and enriches the conceptual framework ?Working with People? WWP (Cazorla et al, 2013).

Habitualmente, la estimación de la vulnerabilidad sísmica se centra en el comportamiento estructural de los edificios. Sólo algunas metodologías, como el proyecto Risk‐UE,consideran la influencia de otros factores no estructurales o urbanísticos, tales como el piso blando, la irregularidad en alzado, la irregularidad en planta, etc. Estos factores,denominados también modificadores por comportamiento, pueden tener una incidencia en el daño observado, y la confluencia de varios de ellos puede variar sustancialmente la vulnerabilidad. Los modificadores por comportamiento se han identificado de forma empírica, a través de la observación de patrones de daño típicos en terremotos, teniendo en cuenta las inspecciones visuales (ATC 21 1988, Benedetti y Petrini 1984, UNDP/UNIDO 1985) y otras propuestas (Coburn y Spence 1992). La puntuación del modificador ha sido dada por el conocimiento de expertos en terremotos tras analizar evaluaciones de vulnerabilidad anteriores y bases de datos del daño producido en edificios. En esta comunicación estudiaremos los modificadores que derivan de características urbanísticas. Esta línea de investigación considera que un parámetro modificador deriva de características urbanísticas si puede ser regulado en la Normativa Urbanística de un Plan General de Ordenación Urbana. Se realiza una descripción de cada modificador según cada metodología o investigador (Risk‐UE, Giovinazzi, Lantada y Feriche) y una comparativa entre las distintas ponderaciones de los modificadores. Este análisis nos permite poder tener una primera visión de la posible cuantificación de cada modificador y la tendencia que ha tenido la calibración desde el año 2003 con el proyecto Risk‐UE hasta el año 2012 con la tesis de Feriche. Finalmente se presentan los resultados del estudio exploratorio de los parámetros urbanísticos de tres zonas seleccionados de la ciudad de Lorca según el tipo de suelo en el que se encuentren y se indican aquellos parámetros que han podido influir en el daño provocado por el terremoto de mayo de 2011.

Between 2003 and 2014 the European Union’s (EU) Border Management Programme in Central Asia was implemented by the United Nations Development Programme (UNDP). However, the latter’s implementing responsibilities have just come to an end, with the next phase of the programme to be implemented by an EU member state consortium. This paper seeks to explain why the EU chose the UNDP to implement the programme in the first place; why the programme was redelegated to the UNDP over successive phases; and why, in the end, the EU has opted for a member state consortium to implement the next phase of the programme. The paper will draw on two alternative accounts of delegation: the principal-agent approach and normative institutionalism. Ultimately, it will be argued that both the EU’s decision(s) to delegate (and redelegate) implementing responsibilities to the UNDP, and its subsequent decision to drop the organisation in favour of an EU member state consortium, were driven for the most part by a rationalist ‘logic of consequentiality’. At the same time, a potential secondary role of a normative institutionalist ‘logic of appropriateness’ – as a supplementary approach – will not be discounted.

Esta dissertação trata de um tema relativamente novo, com literatura escassa, praticamente sem estudos teóricos que o abordem. Referenciais são encontrados em publicações feitas em seminários e palestras bem como em artigos e notas jornalísticas. Esta dissertação se trata de trabalho exploratório, analítico descritivo com base documental. O Programa Bolsa Família, tema central deste trabalho, é uma ferramenta para distribuição de renda que funciona de forma simples e tem sido efetiva para o atendimento de famílias que vivem abaixo da linha de pobreza. Ele é resultado da fusão de vários outros programas dispersos e com efetividade questionável Bolsa Escola, Auxílio Gás e Cartão Alimentação. O Programa Bolsa Família beneficia famílias em situação de pobreza com renda mensal de R$ 70 a R$ 140 per capita e em extrema pobreza com renda mensal abaixo de R$ 70 reais per capita. Também estabelece condicionalidades de educação e saúde. Atualmente, há cerca de 13 milhões de famílias inscritas no Programa Bolsa Família que cumprem as condições do Cadastro Único esta é praticamente a totalidade das famílias pobres segundo critérios do PNAD 2006 (Pesquisa Nacional de Domicílios). Na realidade, houve substancial injeção de recursos em áreas outrora relegadas ao acaso, criando novos consumidores, bem como empreendedores, além de atrair investimentos. Quanto à educação, nota-se que há redução do analfabetismo. Há um crescimento vegetativo do Índice de Desenvolvimento Humano (IDH) no qual o Brasil situa-se em 84⁰ lugar dentre as 187 nações controladas pelo PNUD (Programa das Nações Unidas para o Desenvolvimento) em 2011. As variáveis que compõem o índice crescem timidamente, destaca-se queda no item expectativa de escolaridade esperada das crianças em idade de ingresso na escola (no Brasil, aos seis anos), que caiu no período 2000-2011, esse fato pode indicar falha estrutural no ensino brasileiro. Esse estudo indica que há desenvolvimento socioeconômico em áreas carentes, particularmente na Região Nordeste. Observa-se também a reversão da migração que historicamente era de norte/nordeste a sudeste. Também nota-se redução da taxa de fecundidade das brasileiras, o que é vantajoso. O Brasil também está com a vantagem do Bônus demográfico , quando a população economicamente ativa supera a população dependente, o que é um excelente fator de crescimento por atrair investimentos. Apesar de melhorias observadas na década 2000-2010, elas ainda são insuficientes. Quanto ao desenvolvimento humano , o Brasil está muito distante das nações desenvolvidas, com IDH de 0,718, que cresceu na última década à taxa de 0,769% ao ano. Nesse ritmo, até alcançarmos o IDH norueguês -- primeiro colocado, ou o australiano -- segundo colocado, que é de 0,943 serão necessários 35/36 anos. Isso nos leva a pensar que, a não ser que o acaso nos ajude, o sonho de nos juntarmos aos primeiros é questionável. Com respeito ao Programa Bolsa Família, esse prova ser uma frente social para a eliminação da desigualdade, seus beneficiários eram classificados como pobres e extremamente pobres e foram resgatados.

With the growing environmental crisis affecting our globe, ideas to weigh economic or social progress by the ‘energy input’ necessary to achieve it are increasingly gaining acceptance. This question is intriguing and is being dealt with by a growing number of studies, focusing on the environmental price of human progress. Even more intriguing, however, is the question of which factors of social organization contribute to a responsible use of the resources of our planet to achieve a given social result (‘smart development’). In this essay, we present the first systematic study on how migration – or rather, more concretely, received worker remittances per GDP – helps the nations of our globe to enjoy social and economic progress at a relatively small environmental price. We look at the effects of migration on the balance sheets of societal accounting, based on the ‘ecological price’ of the combined performance of democracy, economic growth, gender equality, human development, research and development, and social cohesion. Feminism in power, economic freedom, population density, the UNDP education index as well as the receipt of worker remittances all significantly contribute towards a ‘smart overall development’, while high military expenditures and a high world economic openness are a bottleneck for ‘smart overall development’.

T he socio - economy of the coastal municipalities of Rio Grande do Norte semiarid coast was analyzed th r ou g h by the actors, ant hropogenic implications, fishing environment and composition of its fish fauna, as well as the trend of product ion landed by the artisanal fleet with the aim of identifying the sustainability and management. In this study, were used participatory methodologies, monthly data of rainfall between September 2001 and December 2010; landings of the artisanal fleet during January 2001 to December 2010; and socioeconomic (IBGE, 2002/2010), (IDEMA, 2011/2012), (MPA, 2010; 2012), UNDP and MS (2013). Based on these data, we performed analysis of variance were performed using the method of Analytic Hierarchy Process (HAP) and s tatistical models of multiple regression and time series. It was identified that the occupation of the coastal and marine zone through salt industry, tourism, shrimp farming, oil and gas and wind energy reconfigured the environment and attracted new actors . Rainfall influenced the catches, of which 35% occur in the rainy season, 40% in the dry season and 25% independent. Production increased 55%, in the period analyzed , being landed in 31 ports spread over 11 municipalities, cap tured in environments mangrov e/ estuarine (23%), coastal (46%) and oceanic (31%). Despite market up 41 species, were commercialized in the region production concentrated in eight, mainly landed in Macau and Caiçara North, by vessels of small and medium - sized (motorized and sailboats) . Highlights included three species ( Hirundichthys affins , Coryphaena hippurus and Opisthonema oglinum ), which together accounted for 63.3% of the whole volume. It was found that the motorized vessels tripled in number while sailboats reduced by half. Landin gs by different types of vessels tend to increase over time, while the small sailboats vessels, decrease. The introduction of more new motorized vessels and sailboats also tend to increase production. The study concluded that GDP and HDI of coastal countie s increased however inequality persisted. The potential of artisanal fishing is in the stage “ unfavorable ” of development and the trend in fish production is to grow over time and with the entry of more vessels. However, it is urgent that the state actions to promote and enhance planning to restore fish stocks in a sustainable and profitable fisheries standards. Therefore, it is recommend the strategic use of natural resources in a sustainable development perspective.

In developing countries, access to modern energy for cooking and heating still remains a challenge to raising households out of poverty. About 2.5 billion people depend on solid fuels such as biomass, wood, charcoal and animal dung. The use of solid fuels has negative outcomes for health, the environment and economic development (Universal Energy Access, UNDP). In low income countries, 1.3 million deaths occur due to indoor smoke or air pollution from burning solid fuels in small, confined and unventilated kitchens or homes. In addition, pollutants such as black carbon, methane and ozone, emitted when burning inefficient fuels, are responsible for a fraction of the climate change and air pollution. There are international efforts to promote the use of clean cookstoves in developing countries but limited evidence on the economic benefits of such distribution programs. This study undertook a systematic economic evaluation of a program that distributed subsidized improved cookstoves to rural households in India. The evaluation examined the effect of different levels of subsidies on the net benefits to the household and to society. This paper answers the question, “Ex post, what are the economic benefits to various stakeholders of a program that distributed subsidized improved cookstoves?” In addressing this question, the evaluation used empirical data from India applied to a cost-benefit model to examine how subsidies affect the costs and the benefits of the biomass improved cookstove and the electric improved cookstove to different stakeholders.

Climate change and sea level rise continue to devastate communities around the globe. The impacts have a disproportionate effect on those of lower socio-economic levels, and the consequences are frequently not borne equally amongst impacted individuals (UNDP, 2013). Community-based adaptation has been widely used to assess vulnerabilities and impacts at the community level, with an inclusive process that addresses root causes of risk. The process provides the opportunity for local government to empower and engaged impacted communities in identifying and prioritizing their urgent adaptation needs. This study aims to understand East Palo Alto community vulnerabilities by assessing local knowledge and perception of risk to climate change. East Palo Alto, an urban city in California with socio-economic challenges, is vulnerable to flooding and coastal inundation. The limited financial and institutional capacity of the local government and community increases vulnerability and risk. Recommendations and steps are presented to guide actions and programs that are crucial in addressing community priorities and concerns.

International migration sets in motion a range of significant transnational processes that connect countries and people. How migration interacts with development and how policies might promote and enhance such interactions have, since the turn of the millennium, gained attention on the international agenda. The recognition that transnational practices connect migrants and their families across sending and receiving societies forms part of this debate. The ways in which policy debate employs and understands transnational family ties nevertheless remain underexplored. This article sets out to discern the understandings of the family in two (often intermingled) debates concerned with transnational interactions: The largely state and policydriven discourse on the potential benefits of migration on economic development, and the largely academic transnational family literature focusing on issues of care and the micro-politics of gender and generation. Emphasizing the relation between diverse migration-development dynamics and specific family positions, we ask whether an analytical point of departure in respective transnational motherhood, fatherhood or childhood is linked to emphasizing certain outcomes. We conclude by sketching important strands of inclusions and exclusions of family matters in policy discourse and suggest ways to better integrate a transnational family perspective in global migration-development policy.

In Marxist frameworks “distributive justice” depends on extracting value through a centralized state. Many new social movements—peer to peer economy, maker activism, community agriculture, queer ecology, etc.—take the opposite approach, keeping value in its unalienated form and allowing it to freely circulate from the bottom up. Unlike Marxism, there is no general theory for bottom-up, unalienated value circulation. This paper examines the concept of “generative justice” through an historical contrast between Marx’s writings and the indigenous cultures that he drew upon. Marx erroneously concluded that while indigenous cultures had unalienated forms of production, only centralized value extraction could allow the productivity needed for a high quality of life. To the contrary, indigenous cultures now provide a robust model for the “gift economy” that underpins open source technological production, agroecology, and restorative approaches to civil rights. Expanding Marx’s concept of unalienated labor value to include unalienated ecological (nonhuman) value, as well as the domain of freedom in speech, sexual orientation, spirituality and other forms of “expressive” value, we arrive at an historically informed perspective for generative justice.

En el archipiélago Sabana-Camagüey, Cuba, y sus áreas marino-costeras, se ha logrado un avance importante en la implementación del Manejo Integrado Costero(MIC) a través del establecimiento de Programas Demostrativos de implementación al nivel de municipios. Para ello fue decisiva la ejecución del proyecto PNUD/GEF Ecosistema Sabana-Camagüey durante casi 20 años. Se describen logros destacados, estrategias y acciones aplicadas, lecciones aprendidas y la importancia de estas para la protección y uso sostenible de la biodiversidad y el enfrentamiento de los peligros de la variabilidad del clima y el cambio climático. Fueron claves: (1) una intensa y sistemática educación, concienciación y capacitación de los actores claves, en temas pertinentes al MIC y a la biodiversidad, desde el comienzo del proyecto, a nivel nacional, provincial y municipios involucrados; (2) la inserción de la ejecución del proyecto dentro del tejido institucional del país; y (3) una fuerte participación de los actores claves (gobiernos, sectores productivos, instituciones científicas y docentes, comunidades y organizaciones no gubernamentales). El proceso de gobernanza de MIC se basó en la concepción y metodología de ECOCOSTAS/Coastal Resource Center-University of Rhode Island,incluyendo la aplicación del conocido ciclo de generación de MIC, los cuatro órdenes de resultados, y el apoyo en los resultados de la ciencia y en el mejor conocimiento general disponibles. Se brindan los resultados recientes de la aplicación, por el proyecto PNUD/ GEF Ecosistema Sabana-Camagüey, de un formulario de autoevaluación anual de desempeño operativo de MIC. La misma se realizó de manera participativa en siete Programas demostrativos de Manejo Integrado Costero para el Ecosistema Sabana-Camagüey, cuyas áreas de intervención fueron declaradas y certificadas por el Ministerio de Ciencia, Tecnología y Medio Ambiente, como “Zonas bajo régimen de Manejo Integrado Costero”. Cada programa de MIC estuvo conducido por el gobierno local y tuvo su estructura particular de composición e de integración. ABSTRACT: In the Sabana-Camagüey archipelago, Cuba, and its coastal marine areas, advances in the implementation of Integrated Coastal Management have been achieved through the establishment of Demonstrative Programs among other actions. For that, the execution of the “Sabana Camagüey Ecosystem” UNDP/ GEF Project during 20 years was decisive. Outstanding outcomes, applied strategies and actions, lessons learned, and their importance for protecting and sustainably use of biodiversity and for facing threats of both climate change and variability are described herein. Key actions were: (1) an intense and systematic stakeholder education, awareness and capacity building to key stakeholders about issues related to ICM and biodiversity since the beginning of the Project, at the involved national, province and municipality levels; as well as (3) a strong participation of key stakeholders (government, productive sectors, scientific and teaching institutions, communities, and non-governmental organizations). The governance process was based on the ECOCOSTAS/Coastal Resource Center-University of Rhode Island conception and methodology, including the application of the known MIC generation cycle, the four result orders, and the support from science and the best available knowledge. Recent results are provided about the application, by the UNDP/GEF Sabana-Camagüey Ecosystem Project, of an annual ICM operative performance self-assessment form. This was carried out in a participative way in seven ICM demonstrative Programs for the Sabana-Camagüey Ecosystem, which intervention areas were declared and certified as “Zones under Integrated Coastal Management Regime”. Each ICM program was led by the local government and had it particular composition and integration structure.

The starting point for this study was the consideration of future climate change scenarios and their uncertainties. The paper presents the global projections from the Intergovernmental Panel on Climate Change (IPCC) Fifth Assessment Report (AR5) and compares them with regional scenarios (downscaling) developed by the Brazilian National Institute for Space Research (Instituto Nacional de Pesquisas Espaciais - INPE), with a focus on two main IPCC scenarios (RCP4.5 and RCP8.5) and two main global models (MIROC and Hadley Centre) for the periods 2011-2040 and 2041-2070. It aims to identify the main trends in terms of changes in temperature and precipitation for the North and Northeast regions of Brazil (more specifically, in the Amazon, semi-arid and cerrado biomes).

Esta investigación se interesa en evaluar los logros y retos que ha presentado el proyecto ASEAN Community en cada una de sus tres áreas de acción (Comunidad económica, comunidad de política y seguridad, y comunidad socio-cultural) ante su aplicación en Tailandia. De esta manera, se busca analizar la incidencia que ha tenido el proyecto en el Desarrollo Humano de Tailandia durante el periodo 2004-2014. A través del análisis del estatus actual a la luz del concepto de libertades instrumentales se realiza la evaluación de los resultados de los proyectos y su conveniencia o no para el desarrollo humano de la sociedad tailandesa.
