The paper assumes that fear presents a certain degree of ambivalence. To say it with Hans Jonas (1903-1993), fear is not only a negative emotion, but may teach us something very important: we recognize what is relevant when we perceive that it is at stake. Under this respect, fear may be assumed as a guide to responsibility, a virtue that is becoming increasingly important, because of the role played by human technology in the current ecological crisis. Secondly, fear and responsibility concern both dimensions of human action: private-individual and publiccollective. What the ‘heuristics of fear’ teaches us, is to become aware of a deeper ambivalence, namely the one which characterizes as such human freedom, which may aim to good or bad, to self-preservation or self-destruction. Any public discussion concerning political or economic issues related with human action (at an individual or collective level) ought not to leave this essential idea out of consideration.

As climate change continues to impact socio-ecological systems, tools that assist conservation managers to understand vulnerability and target adaptations are essential. Quantitative assessments of vulnerability are rare because available frameworks are complex and lack guidance for dealing with data limitations and integrating across scales and disciplines. This paper describes a semi-quantitative method for assessing vulnerability to climate change that integrates socio-ecological factors to address management objectives and support decision-making. The method applies a framework first adopted by the Intergovernmental Panel on Climate Change and uses a structured 10-step process. The scores for each framework element are normalized and multiplied to produce a vulnerability score and then the assessed components are ranked from high to low vulnerability. Sensitivity analyses determine which indicators most influence the analysis and the resultant decision-making process so data quality for these indicators can be reviewed to increase robustness. Prioritisation of components for conservation considers other economic, social and cultural values with vulnerability rankings to target actions that reduce vulnerability to climate change by decreasing exposure or sensitivity and/or increasing adaptive capacity. This framework provides practical decision-support and has been applied to marine ecosystems and fisheries, with two case applications provided as examples: (1) food security in Pacific Island nations under climate-driven fish declines, and (2) fisheries in the Gulf of Carpentaria, northern Australia. The step-wise process outlined here is broadly applicable and can be undertaken with minimal resources using existing data, thereby having great potential to inform adaptive natural resource management in diverse locations.

Marine protected areas (MPAs) have been widely recognized as a tool to achieve both fisheries management and conservation goals. Simultaneously achieving these multiple goals is difficult due to conflicts between conservation (often long-term) and economic (often short-term) objectives. MPA implementation often includes additional control measures on fisheries (e.g. vessel size restrictions, gear exclusion, catch controls) that in the short-term may have impacts on local fishers' communities. Thus, monitoring fisheries catches before, during and after MPA implementation is essential to document changes in fisheries activities and to evaluate the impact of MPAs in fishers' communities. Remarkably, in contrast with standard fisheries-independent biological surveys, these data are rarely measured at appropriate spatial scales following MPA implementation. Here, the effects of MPA implementation on local fisheries are assessed in a temperate MPA (Arrabida Marine Park, Portugal), using fisheries monitoring methods combining spatial distribution of fishing effort, on-board observations and official landings statistics at scales appropriate to the Marine Park. Fisheries spatial distribution, fishing effort, on-board data collection and official landings registered for the same vessels over time were analysed between 2004 and 2010. The applicability and reliability of using landings statistics alone was tested (i.e. when no sampling data are available) and we conclude that landings data alone only allow the identification of general patterns. The combination of landings information (which is known to be unreliable in many coastal communities) with other methods, provides an effective tool to evaluate fisheries dynamics in response to MPA implementation. As resources for monitoring socio-ecological responses to MPAs are frequently scarce, the use of landings data calibrated with fisheries information (from vessels, gear distribution and on-board data) is a valuable tool applicable to many worldwide coastal small-scale fisheries. Con el inicio del periodo Post-Guerra Fría el Sistema Internacional comienza a experimentar un incremento en el fortalecimiento de su componente social; la Sociedad de Estados alcanza un mayor nivel de homogenización, el estado, unidad predominante de esta, comienzan atravesar una serie de transformaciones que obedecerán a una serie de cambios y continuidades respecto al periodo anterior. Desde la perspectiva del Realismo Subalterno de las Relaciones Internacionales se destacan el proceso de construcción de estado e inserción al sistema como las variables que determinan el sentimiento de inseguridad experimentado por las elites estatales del Tercer Mundo; procesos que en el contexto de un nuevo y turbulento periodo en el sistema, tomara algunas características particulares que darán un sentido especifico al sentimiento de inseguridad y las acciones a través de las cuales las elites buscan disminuirlo. La dimensión externa del sentimiento de inseguridad, el nuevo papel que toma la resistencia popular como factor determinante del sentimiento de inseguridad y de la cooperación, así como del conflicto, entre los miembros de la Sociedad Internacional, la inserción como promotor de estrategias de construcción de Estado, son alguno de los temas puntuales, que desde la perspectiva subalterna, parecen salir a flote tras el análisis del sistema en lo que se ha considerado como el periodo Post-Guerra Fría. En este sentido Yemen, se muestra como un caso adecuado no solo para poner a prueba las postulados de la teoría subalterna, veinte años después de su obra más prominente (The third world security Predicament), escrita por M. Ayoob, sino como un caso pertinente que permite acercarse más a la comprensión del papel del Tercer Mundo al interior de la Sociedad Internacional de Estados.

El manejo del ecosistema agua tratado desde el enfoque moderno provoca una profunda crisis ecológica a escala planetaria, generando que la ciencia y los científicos se enfrenten a nuevos retos, como la necesidad de evaluar ecológicamente su manejo en un contexto de sustentabilidad. Situados como dos modos diferentes de apropiación o manejo del ecosistema agua, el modo sustentable y el modo convencional conforman las dos maneras de manejar el agua, que se evidencian en nueve atributos de carácter ecológico, energético, económico. agrario, cognitivo y cultural (ver Cuadro 2). La dominación interna/externa a que está sometida nuestra realidad impide el surgimiento de toda conciencia político-ecológica, crítica en el individuo.Abstract: The management of the water ecosystem under the modern approach provokes a deep ecological crisis at planetary scale, generating that science and scientists face new challenges, such as the necessity Lo evaluate ecologically its management in a context of sustainability. Wetlands are the most productive ecosystems, recognized globally for its vital role in sustaining a wide array of biodiversity and provide goods and services. However despite their important role in maintaining the ecology and economy, wetlands in India are endangered by inattention and lack of appreciation for their role. Increased anthropogenic activities such as intense agriculture practices, indiscriminate disposal of industrial effluents and sewage wastes have altered the physical, chemical as well as biological integrity of the ecosystem. This has resulted in the ecological degradation, which is evident from the current ecosystem valuation of Varthur wetland. Global valuation of coastal wetland ecosystem shows a total of 14,785/ha US$ annual economic value. An earlier study of relatively pristine wetland in Bangalore shows the value of Rs. 10,435/ha/day while the polluted wetland shows the value of Rs.20/ha/day. In contrast to this, Varthur, a sewage fed wetland has a value of Rs.118.9/ha/day. The pollutants and subsequent contamination of the wetland has telling effects such as disappearance of native species, dominance of invasive exotic species (such as African catfish), in addition to profuse breeding of disease vectors and pathogens. Water quality analysis revealed of high phosphates (4.22-5.76 ppm) level in addition to the enhanced BOD (119-140 ppm) and decreased DO (0-1.06 ppm). The amplified decline of ecosystem goods and services with degradation of water quality necessitates the implementation of sustainable management strategies to recover the lost wetland benefits.

Das Mahafaly Plateau im südwestlichen Madagaskar ist gekennzeichnet durch raue klimatische Bedingungen, vor allem regelmäßige Dürren und Trockenperioden, geringe Infrastruktur, steigende Unsicherheit, hohe Analphabetenrate und regelmäßige Zerstörung der Ernte durch Heuschreckenplagen. Da 97% der Bevölkerung von der Landwirtschaft abhängen, ist eine Steigerung der Produktivität von Anbausystemen die Grundlage für eine Verbesserung der Lebensbedingungen und Ernährungssicherheit in der Mahafaly Region. Da wenig über die Produktivität von traditionellen extensiven und neu eingeführten Anbaumethoden in diesem Gebiet bekannt ist, waren die Zielsetzungen der vorliegenden Arbeit, die limitierenden Faktoren und vielversprechende alternative Anbaumethoden zu identifizieren und diese unter Feldbedingungen zu testen. Wir untersuchten die Auswirkungen von lokalem Viehmist und Holzkohle auf die Erträge von Maniok, der Hauptanbaufrucht der Region, sowie die Beiträge von weiteren Faktoren, die im Untersuchungsgebiet ertragslimitierend sind. Darüber hinaus wurde in der Küstenregion das Potenzial für bewässerten Gemüseanbau mit Mist und Holzkohle untersucht, um zu einer Diversifizierung von Einkommen und Ernährung beizutragen. Ein weiterer Schwerpunkt dieser Arbeit war die Schätzung von Taubildung und deren Beitrag in der Jahreswasserbilanz durch Testen eines neu entworfenen Taumessgerätes. Maniok wurde über drei Jahre und in drei Versuchsfeldern in zwei Dörfern auf dem Plateau angebaut, mit applizierten Zeburindermistraten von 5 und 10 t ha-1, Holzkohleraten von 0,5 und 2 t ha-1 und Maniokpflanzdichten von 4500 Pflanzen ha-1. Maniokknollenerträge auf Kontrollflächen erreichten 1 bis 1,8 t Trockenmasse (TM) ha-1. Mist führte zu einer Knollenertragssteigerung um 30 - 40% nach drei Jahren in einem kontinuierlich bewirtschafteten Feld mit geringer Bodenfruchtbarkeit, hatte aber keinen Effekt auf den anderen Versuchsfeldern. Holzkohle hatte keinen Einfluss auf Erträge über den gesamten Testzeitraum, während die Infektion mit Cassava-Mosaikvirus zu Ertragseinbußen um bis zu 30% führte. Pflanzenbestände wurden felder-und jahresübergreifend um 4-54% des vollen Bestandes reduziert, was vermutlich auf das Auftreten von Trockenperioden und geringe Vitalität von Pflanzmaterial zurückzuführen ist. Karotten (Daucus carota L. var. Nantaise) und Zwiebeln (Allium cepa L. var. Red Créole) wurden über zwei Trockenzeiten mit lokal erhältlichem Saatgut angebaut. Wir testeten die Auswirkungen von lokalem Rindermist mit einer Rate von 40 t ha-1, Holzkohle mit einer Rate von 10 t ha-1, sowie Beschattung auf die Gemüseernteerträge. Lokale Bewässerungswasser hatte einen Salzgehalt von 7,65 mS cm-1. Karotten- und Zwiebelerträge über Behandlungen und Jahre erreichten 0,24 bis 2,56 t TM ha-1 beziehungsweise 0,30 bis 4,07 DM t ha-1. Mist und Holzkohle hatten keinen Einfluss auf die Erträge beider Kulturen. Beschattung verringerte Karottenerträge um 33% im ersten Jahr, während sich die Erträge im zweiten Jahr um 65% erhöhten. Zwiebelerträge wurden unter Beschattung um 148% und 208% im ersten und zweiten Jahr erhöht. Salines Bewässerungswasser sowie Qualität des lokal verfügbaren Saatgutes reduzierten die Keimungsraten deutlich. Taubildung im Küstendorf Efoetsy betrug 58,4 mm und repräsentierte damit 19% der Niederschlagsmenge innerhalb des gesamten Beobachtungszeitraum von 18 Monaten. Dies weist darauf hin, dass Tau in der Tat einen wichtigen Beitrag zur jährlichen Wasserbilanz darstellt. Tageshöchstwerte erreichten 0,48 mm. Die getestete Tauwaage-Vorrichtung war in der Lage, die nächtliche Taubildung auf der metallischen Kondensationsplatte zuverlässig zu bestimmen. Im abschließenden Kapitel werden die limitierenden Faktoren für eine nachhaltige Intensivierung der Landwirtschaft in der Untersuchungsregion diskutiert.

The goal of this paper is to investigate how the Untied States federal government, specifically through the National Endowment for the Arts, or NEA, has acted in the position of an arts patron in the past few decades. Specifically, this paper will focus on the past decade and a half since the 'arts crisis' of the late 1980s and the social and political backlash against the art community in the 1990s, which was only against ‘offensive’ art that was seen as morally and culturally corruptive. I explore the political, social, and economic forms the backlash took, particularly rooted in a perceived fear of degenerative arts as a corruption of and a catalyst for the eventual collapse of American culture and values. Additionally, I analyse the role the federal government played in ‘ameliorating’ the situation. I investigate how state arts patronage has affected and continues to affect both the concepts behind and the manifestations of art, as well as who is encouraged, sanctioned, or neglected in the production of art. To accomplish this, I explore how and why the federal government employs the arts to define and redefine morality and culture, and how does it express/allow the expressions of these through art.
