Percy Carruthers Band was born on November 27, 1892 in Toronto, Ontario to Charles Walter Band, a grain merchant and Jessie Camp Shaw Band. He graduated from Upper Canada College and became a broker. He worked at the Dominion Bank and then at Maple Leaf Milling Company. He was stationed at Port Colborne for a while. Before leaving for the front, he was with Bankers Bond Company of Toronto and is also listed as working with the firm of Bailey, Wood and Cross. Lieutenant Band received a Certificate of Military Qualifications on Dec. 24th, 1914. He received his Certificate of Military Instruction on Nov. 30, 1915. He received these certificates while with the 48th Regiment (Highlanders). He enlisted in 1914 and went overseas in August of 1915 as an officer in the 35th Battalion. By August 26, 1915, he is listed as being with the 23rd Reserve Battalion. A year later, in August of 1916 Lieutenant Band arrived in France and was posted to the 2nd Battalion – “The Second Iron”. In 1916, Band was the victim of shell shock received during a charge. He was wounded in April of 1917 at Vimy Ridge yet he remained on duty. At this time he received a gunshot wound to his right jaw. He earned a promotion to Captain on September 16th, 1917. He was wounded again in November of 1917 at Passchendaele where he suffered a gunshot wound to the ear. For his courage and determination Percy Band received the Military Cross on February 18, 1918. He led his company under difficult circumstances even though he was wounded. He was awarded a bar to the Military Cross for gallantry during a successful attack on two villages on December 2nd, 1918. During this attack he led his company against enemy machine guns. It is said that he displayed exceptional leadership qualities and skill during this time. On the 30th of August in 1918, he made a daring reconnaissance to the front under heavy fire in an attack on Upton Wood. He was also commended on his gallantry during attacks on Cagnicourt and the Canal du Nord in September of 1918. He was awarded the second bar to the Military Cross on February 1, 1919. The award of the Croix de Guerre was conferred on Captain Percy Carruthers Band by the President of the French Republic on December 15th, 1918 for distinguished service rendered during the course of the campaign. His general demobilization took place on April 25, 1919. Percy Band married Margaret Julia Woodruff on November 25, 1919, and they had three children: Charles Woodruff Band (1921), Margaret Elizabeth Band (1924) and Robert DeVeaux Woodruff Band (1927). After the war, Mr. Band was a manager at Geo. Weston Bread and Cakes Limited, St. Catharines. Percy Band was also an avid collector. His collections included antique toys and art. He died suddenly on May 19, 1961. The Toronto Telegram published this about him: “Captain Percy Carruthers Band, M.C. with two Bars, Croix de Guerre with Palm – was an officer whose buoyant spirit and gallantry mirrored the vibrant soul of the Battalion. Blythe of heart, yet endowed with a fine sense of responsibility, he gave inspired leadership of No. 3 Company.”

La conclusi??n a la que se llega en este art??culo, despu??s de analizar diversos escritos de los principales int??rpretes de la pol??tica educativa liberal de mitad del siglo XIX, as?? como de los documentos legislativos m??s significativos es que los gobiernos liberales no se ocuparon debidamente de la instrucci??n p??blica, y en especial de la segunda ense??anza. Desde Gil y Z??rate a Posada Herrera, y a trav??s de las Sesiones de Cortes y Colecciones Legislativas, se comprueba c??mo se produce un falseamiento en la estructuraci??n de la segunda ense??anza tal como fue concebida por los primeros gobiernos liberales y establecida por el Duque de Rivas en 1836, sacrificando de esta manera la propia ense??anza primaria.

El objetivo general de la investigación es elaborar una retrospectiva pedagógica de uno de los pedagogos, el primero en España tal vez, más llamativos e influyentes en la educación española. El trabajo es de carácter totalmente teórico. Está estructurado en seis capítulos. En el primero de ellos se habla de la decisiva influencia de Cossío en España (1857-1882), esto es el krausismo y la relación con Giner de los Ríos. En el segundo capítulo se alude al momento en el que Cossío accedió a la dirección del Museo Pedagógico (1883-1895). El tercero de los capítulos hace referencia a una España en crisis (1896-1915), destacando aspectos como: de la crisis al resurgir educativo, la reforma en la educación nacional, o las influencias en la política nacional. El capítulo cuarto destaca dos aspectos importantes en la vida de Cossío: la muerte de Giner y el rectorado de la Institución Libre de Enseñanza (1916-1929), haciendo referencia a sus años de soledad al frente de las instituciones, los años de decadencia y a los homenajes y despedida docente. El capítulo quinto destaca su época de jubilación, coincidente con la Segunda República (1925-1935). El último capítulo está dedicado a su obra magisterial: las Misiones Pedagógicas, haciendo referencia a aspectos tales como sus comienzos y desarrollo legislativo, estructura y desarrollo de las Misiones Pedagógicas, descripción de éstas, los servicios que prestaban. Las conclusiones son: 1-.La trayectoria y la obra pedagógica de Cossío revelan la figura y el semblante de un indivíduo que lo fue todo para la educación española. 2-.Las medidas de reforma promovidas por el gobierno español en la LOGSE no se habían puesto en práctica desde la II República, y está demostrada la influencia que Cossío ejerció sobre los pruncipios educativos de la reforma, principios como la coeducación, el desarrollo integral del niño, la educación en valores, la función socializadora y cívica de la escuela, la relación con el contexto y el contorno de la escuela,... medidas que ya fueron experimentadas popr la Institución Libre de Enseñanza, el Museo Pedagógico o la República.

PURPOSE: The purpose was to study the emergency management of patients with suspected meningitis to identify potential areas for improvement. METHODS: All patients who underwent cerebrospinal fluid puncture at the emergency department of the University Hospital of Bern from January 31, 2004, to October 30, 2008, were included. A total of 396 patients were included in the study. For each patient, we analyzed the sequence and timing for the following management steps: first contact with medical staff, administration of the first antibiotic dose, lumbar puncture (LP), head imaging, and blood cultures. The results were analyzed in relation to clinical characteristics and the referral diagnosis on admission. RESULTS: Of the 396 patient analyzed, 15 (3.7%) had a discharge diagnosis of bacterial meningitis, 119 (30%) had nonbacterial meningitis, and 262 (66.3%) had no evidence of meningitis. Suspicion of meningitis led to earlier antibiotic therapy than suspicion of an acute cerebral event or nonacute cerebral event (P < .0001). In patients with bacterial meningitis, the average time to antibiotics was 136 minutes, with a range of 0 to 340 minutes. Most patients (60.1%) had brain imaging studies performed before LP. On the other hand, half of the patients with a referral diagnosis of meningitis (50%) received antibiotics before performance of an LP. CONCLUSIONS: Few patients with suspected meningitis received antimicrobial therapy within the first 30 minutes after arrival, but most patients with pneumococcal meningitis and typical symptoms were treated early; patients with bacterial meningitis who received treatment late had complex medical histories or atypical presentations.
