Over the last decade, we have seen a massive increase in the construction of wind farms in northern Fennoscandia. Wind farms comprising hundreds of wind turbines are being built, with little knowledge of the possible cumulative adverse effects on the habitat use and migration of semi-domesticated free-ranging reindeer. We assessed how reindeer responded to wind farm construction in an already fragmented landscape, with specific reference to the effects on use of movement corridors and reindeer habitat selection. We used GPS-data from reindeer during calving and post-calving in the MalAyen reindeer herding community in Sweden. We analysed data from the pre-development years compared to the construction years of two relatively small wind farms. During construction of the wind farms, use of original migration routes and movement corridors within 2 km of development declined by 76 %. This decline in use corresponded to an increase in activity of the reindeer measured by increased step lengths within 0-5 km. The step length was highest nearest the development and declining with distance, as animals moved towards migration corridors and turned around or were observed in holding patterns while not crossing. During construction, reindeer avoided the wind farms at both regional and landscape scale of selection. The combined construction activities associated with even a few wind turbines combined with power lines and roads in or close to central movement corridors caused a reduction in the use of such corridors and grazing habitat and increased the fragmentation of the reindeer calving ranges.

We discuss the development and performance of a low-power sensor node (hardware, software and algorithms) that autonomously controls the sampling interval of a suite of sensors based on local state estimates and future predictions of water flow. The problem is motivated by the need to accurately reconstruct abrupt state changes in urban watersheds and stormwater systems. Presently, the detection of these events is limited by the temporal resolution of sensor data. It is often infeasible, however, to increase measurement frequency due to energy and sampling constraints. This is particularly true for real-time water quality measurements, where sampling frequency is limited by reagent availability, sensor power consumption, and, in the case of automated samplers, the number of available sample containers. These constraints pose a significant barrier to the ubiquitous and cost effective instrumentation of large hydraulic and hydrologic systems. Each of our sensor nodes is equipped with a low-power microcontroller and a wireless module to take advantage of urban cellular coverage. The node persistently updates a local, embedded model of flow conditions while IP-connectivity permits each node to continually query public weather servers for hourly precipitation forecasts. The sampling frequency is then adjusted to increase the likelihood of capturing abrupt changes in a sensor signal, such as the rise in the hydrograph – an event that is often difficult to capture through traditional sampling techniques. Our architecture forms an embedded processing chain, leveraging local computational resources to assess uncertainty by analyzing data as it is collected. A network is presently being deployed in an urban watershed in Michigan and initial results indicate that the system accurately reconstructs signals of interest while significantly reducing energy consumption and the use of sampling resources. We also expand our analysis by discussing the role of this approach for the efficient real-time measurement of stormwater systems.

The organization climate research is a widely used human resources tool grounded on the managerial discourse that preaches that listening to employees's opinions is relevant for the identification of corporate aspects that demand improvement. This study aims at desmistifying this discourse by means of analytical tools from the Critical Administration Studies, namely: denaturalized view of administration, detachment between intentions and performance and search for emancipation. The study is grounded on the assumption that the organizational climate research derives from functionalist theory, which benefits a dominating class, in name of productivity and for the maintenance of the status quo, therefore contributing for individual alienation at work. The study was designed to identify elements that show the relation between an organizational climate research tool and the social control over individuals in an organization - here the research conducted in 2005 by Centrais Elétricas Brasileiras S/A - Eletrobrás, the Brazilian power sector holding company. The theoretical section presents an overview of corporate paradigms relevant for a sound understanding of the organizational climate concept. Data analysis was conducted by means of the post-modern method of binary deconstruction: the questions contained in the tool's questionnaire were grouped into categories and then analyzed in terms of the fallowing conceptual pairs: well-being/productivity, autonomy/control, ethics/ competitiveness and participation/alienation. The analysis showed that the organization climate research tool is used as a resource for social control and power, because it contributes to individual alienation as it satisfies some specific individual demands, therefore preventing the individual form a thorough understanding of how the system works. Besides, the helps anticipate, mitigate and conceal the conflicts arising from the opposing interests of capital and labor.

Esse estudo buscou identificar vantagens e desvantagens da estrutura de holding na Administração Pública a partir da análise da constituição e organização do Ministério da Defesa. Realizamos um estudo de caso e, para a preparação do mesmo, partimos de referenciais teóricos que nos permitissem entender a estrutura de holding e controladas, a administração privada, a pública e a diferença entre elas. Foram realizadas doze entrevistas em duas etapas. A primeira abrangeu consultas a especialistas sobre holdings, e a segunda, pessoas com conhecimento sobre o Ministério da Defesa e Forças Armadas. As respostas das entrevistas foram analisadas tomando como base o que foi apresentado no Referencial Teórico. De forma geral, os entrevistados apresentaram como vantagens de uma holding na administração pública: facilitar maior integração e diálogo entre as partes; centralizar o poder norteando o rumo da organização; facilitar o desempenho estratégico e a visão; fomentar a governança; intensificar o diálogo, pensamento conjunto e atuação sistêmica; identificar maior poder de barganha e representatividade política; gerar maior eficácia por conta do entendimento entre as partes e melhor aproveitamento dos recursos; permitir a tradução de objetivos em diretrizes; aumentar a possibilidade de reduzir as desigualdades quando não pensa só no lucro; e buscar o benefício público. Como desvantagens foram citados o aumento de problemas no compartilhamento entre as controladas; a intensificação da possibilidade de choques de culturas diferentes; a possibilidade de cada gestor se voltar mais para sua organização quando os recursos são limitados; o maior esvaziamento da discussão de assuntos importantes na controlada; brecha para a ocorrência de retrabalho; possibilidade de atrasos na entrega das compras, que agora são centralizadas; maior exposição à politização e influência política; insuficiência de mecanismos de controle de desempenho; limitação das decisões e da gestão pelo que é estabelecido pela lei; existência de Forças políticas atuando e negociando; inexistência de carreiras civis em certas áreas aumentando essa exposição; falta de blindagem política e ingerência política; capacitação e estruturação não satisfatórios.

This paper considers challenges of Human Resource Management (HRM) in Open Innovation processes. It examines which strategies managers used to overcome these problems in the case of the Brazilian Oil and Gas company Petrobras. By conducting an inductive case study it develops a contextual model based on the use of grounded theory. It argues that the most important categories were to overcome problems of (a) the interpersonal relationship, (b) power shifting inside the organization, and (c) making people more valuable to the organization and shows how managers tackled these challenges. It contributes with a deep analysis of HRM challenges in Open Innovation that is important for a better understanding of management problems that can come along with Open Innovation processes.

Este estudo objetiva identificar os principais desafios que a Agência X encontrou no caminho do desenvolvimento de um modelo de gestão de pessoas por competências e quais as possíveis formas de superar esses desafios, tendo como foco a percepção e o entendimento dos entrevistados. A organização estudada procura, há tempos, amadurecer o processo de elaboração de um plano de cargos e salários baseado em mérito e competência, que culminou na aprovação da nova modelagem institucional em gestão de recursos humanos. Com este ferramental típico da iniciativa privada, dedica-se a Agência X, fortemente, à criação de um ambiente favorável para uma gestão eficiente e produtiva, claramente alinhada aos conceitos de uma adhocracia e de uma organização inovadora sustentável. Ocorre que todo processo de mudança organizacional encontra seus desafios e seus obstáculos. No complexo ambiente das empresas públicas, este processo não é diferente, sendo ainda mais forte e evidente. Elaboraram-se, nesta pesquisa, três tipologias de grupos organizacionais, tendo como base a forma de entrada na organização: o Grupo 01 “da Oposição” – os funcionários com entrada pró-forma, o Grupo 02 “Favorável Financeiro” – os funcionários com entrada por concurso público e o Grupo 03 “Favorável Meritocrático” – os funcionários com entrada por concurso público e que exercem cargo de confiança. As análises demonstraram que os funcionários com entrada pró-forma são contrários ao novo plano por motivos que perpassam condições financeiras e motivos de ordem técnica. Os demais grupos são favoráveis ao novo plano exatamente pela lógica inversa, ou seja, motivos financeiros e motivos de ordem técnica são identificados como os principais incentivadores da nova modelagem institucional. Os maiores desafios encontrados pela Agência X foram: o enorme período apático da própria organização em relação às questões meritocráticas, como na demora pela realização de seu primeiro concurso público, a falta, no passado, de um comando superior dentro da empresa com o intuito de fortalecer a instituição no cenário nacional e internacional com foco na valorização das atividades e ações realizadas pelo seu corpo funcional, e a acomodação instalada nos empregados, fruto de gestões passadas que não se preocupavam com a gestão por resultados, perdendo o foco no desenvolvimento sustentável. Por fim, neste cenário de estagnação, a Agência X entendeu a lógica de poder e os aspectos culturais envolvidos nos grupos organizacionais, e optou, mesmo sabendo das resistências que seriam encontradas, pela priorização da profissionalização, e gestão por resultados e competência. Desenvolver as competências individuais e coletivas alinhadas com as estratégias organizacionais foram fatores determinantes para a Agência X vencer obstáculos e conseguir, depois de muitos anos, implementar uma ferramenta típica da gestão privada na esfera pública, com foco em competências, mérito e resultados, sendo assim, o maior avanço histórico da organização no sentido de fortalecer seus funcionários e robustecer a empresa dentro do cenário político nacional e internacional.

Energy policies and technological progress in the development of wind turbines have made wind power the fastest growing renewable power source worldwide. The inherent variability of this resource requires special attention when analyzing the impacts of high penetration on the distribution network. A time-series steady-state analysis is proposed that assesses technical issues such as energy export, losses, and short-circuit levels. A multiobjective programming approach based on the nondominated sorting genetic algorithm (NSGA) is applied in order to find configurations that maximize the integration of distributed wind power generation (DWPG) while satisfying voltage and thermal limits. The approach has been applied to a medium voltage distribution network considering hourly demand and wind profiles for part of the U.K. The Pareto optimal solutions obtained highlight the drawbacks of using a single demand and generation scenario, and indicate the importance of appropriate substation voltage settings for maximizing the connection of MPG.

Nowadays, natural gas is viewed as the solution to the problem of energy supply for Latin America, Europe and North America for the next few decades; Brazil is increasingly becoming dependent upon the Bolivian natural-gas supply - many industries and some entrepreneurs are deciding to construct industrial cogeneration systems and new thermal power-stations burning natural gas because of its low environmental impact and attractive price. However, natural gas is a finite resource: this will cause, in the future, an increase of its unit price. This paper details questions involved in the energy generation and presents solid-waste burning as a possible alternative fuel for the future, especially in the context of cogeneration practice in which the thermal and electric energy are used primarily for the industries located in an industrial district. Two cogeneration schemes are proposed for the burning of municipal solid wastes, associated or not with natural gas, and their technical and economic feasibilities are examined. The Brazilian relief, predominantly composed by small mountains and plateaus, contributed to formation of rivers with high amount of falls. With exception to North-eastern Brazil, the climate of this country are rainy, which contributes to maintain water flows high. These elements are essential to a high hydroelectric potential, contributing to the choice of hydroelectric power plants as the main technology of electricity generation in Brazil. Though this is a renewable source, whose utilized resource is free, dams must to be established which generates a high environmental and social impact. The objective of this study is to evaluate the impact caused by these dams through the use of environmental indexes. These indexes are ratio formed by installed power with dam area of a hydro power plant, and ratio formed by firm power with this dam area. In this study, the greatest media values were found in South, Southeast, and Northeast regions respectively, and the smallest media values were found in North and Mid-West regions, respectively. The greatest encountered media indexes were also found in dams established in the 1950s. In the last six decades, the smallest indexes were registered by darns established in the 1980s. These indexes could be utilized as important instruments for environmental impact assessments, and could enable a dam to be established that depletes an ecosystem as less as possible.

Researches on control for power electronics have looked for original solutions in order to advance renewable resources feasibility, specially the photovoltaic (PV). In this context, for PV renewable energy source the usage of compact, high efficiency, low cost and reliable converters are very attractive. In this context, two improved simplified converters, namely Tri-state Boost and Tri-state Buck-Boost integrated single-phase inverters, are achieved with the presented Tri-state modulation and control schemes, which guarantees the input to output power decoupling control. This feature enhances the field of single-phase PV inverters once the energy storage is mainly inductive. The main features of the proposal are confirmed with some simulations and experimental results. © 2012 IEEE.

Abstract The goal of this project is to assess the knowledge and attitudes of Nebraskans on the issue of wind power. The point of this research is to learn whether the presence of wind power has a positive effect on a person’s knowledge about and attitudes toward wind power and wind turbines. Using mail surveys, qualitative and quantitative data were collected from the towns of Pierce and Ainsworth Nebraska. The surveys aided in seeing patterns of knowledge about wind power and wind turbines and positive and negative attitudes and major concerns regarding wind power.

This paper discusses the power allocation with fixed rate constraint problem in multi-carrier code division multiple access (MC-CDMA) networks, that has been solved through game theoretic perspective by the use of an iterative water-filling algorithm (IWFA). The problem is analyzed under various interference density configurations, and its reliability is studied in terms of solution existence and uniqueness. Moreover, numerical results reveal the approach shortcoming, thus a new method combining swarm intelligence and IWFA is proposed to make practicable the use of game theoretic approaches in realistic MC-CDMA systems scenarios. The contribution of this paper is twofold: (i) provide a complete analysis for the existence and uniqueness of the game solution, from simple to more realist and complex interference scenarios; (ii) propose a hybrid power allocation optimization method combining swarm intelligence, game theory and IWFA. To corroborate the effectiveness of the proposed method, an outage probability analysis in realistic interference scenarios, and a complexity comparison with the classical IWFA are presented. Electronic applications are nowadays converging under the umbrella of the cloud computing vision. The future ecosystem of information and communication technology is going to integrate clouds of portable clients and embedded devices exchanging information, through the internet layer, with processing clusters of servers, data-centers and high performance computing systems. Even thus the whole society is waiting to embrace this revolution, there is a backside of the story. Portable devices require battery to work far from the power plugs and their storage capacity does not scale as the increasing power requirement does. At the other end processing clusters, such as data-centers and server farms, are build upon the integration of thousands multiprocessors. For each of them during the last decade the technology scaling has produced a dramatic increase in power density with significant spatial and temporal variability. This leads to power and temperature hot-spots, which may cause non-uniform ageing and accelerated chip failure. Nonetheless all the heat removed from the silicon translates in high cooling costs. Moreover trend in ICT carbon footprint shows that run-time power consumption of the all spectrum of devices accounts for a significant slice of entire world carbon emissions. This thesis work embrace the full ICT ecosystem and dynamic power consumption concerns by describing a set of new and promising system levels resource management techniques to reduce the power consumption and related issues for two corner cases: Mobile Devices and High Performance Computing.

Wireless Sensor Networks (WSNs) offer a new solution for distributed monitoring, processing and communication. First of all, the stringent energy constraints to which sensing nodes are typically subjected. WSNs are often battery powered and placed where it is not possible to recharge or replace batteries. Energy can be harvested from the external environment but it is a limited resource that must be used efficiently. Energy efficiency is a key requirement for a credible WSNs design. From the power source's perspective, aggressive energy management techniques remain the most effective way to prolong the lifetime of a WSN. A new adaptive algorithm will be presented, which minimizes the consumption of wireless sensor nodes in sleep mode, when the power source has to be regulated using DC-DC converters. Another important aspect addressed is the time synchronisation in WSNs. WSNs are used for real-world applications where physical time plays an important role. An innovative low-overhead synchronisation approach will be presented, based on a Temperature Compensation Algorithm (TCA). The last aspect addressed is related to self-powered WSNs with Energy Harvesting (EH) solutions. Wireless sensor nodes with EH require some form of energy storage, which enables systems to continue operating during periods of insufficient environmental energy. However, the size of the energy storage strongly restricts the use of WSNs with EH in real-world applications. A new approach will be presented, which enables computation to be sustained during intermittent power supply. The discussed approaches will be used for real-world WSN applications. The first presented scenario is related to the experience gathered during an European Project (3ENCULT Project), regarding the design and implementation of an innovative network for monitoring heritage buildings. The second scenario is related to the experience with Telecom Italia, regarding the design of smart energy meters for monitoring the usage of household's appliances.
