This dissertation is an analysis of how is happening in practice, the control of relations between the public sector and civil society organisations (NGOs) after the establishment of the legal framework of the third sector at the end of the decade of 90. This analysis focuses on the prospects of two organisations of the Brazilian government: Tribunal de Contas da União (TCU) and Tribunal de Contas do Estado do Rio de Janeiro (TCE-RJ). This study addresses the problem from the description of the historical context in relation to recent changes in the role of the state and public management. We proceed a review of the literature on the new models of public management, detailing the relevant aspects. It was also, briefly, as Brazil is facing these changes, the new legal framework of the third sector and the question of control of the relationship between state and civil society organizations. To evaluate the situation on the control of NGOs is held, initially, a survey of information collected in several audits conducted by TCU and TEC-RJ, as well as interviews with representatives of these organisations to achieve the main issues involving the control of transfers of public resources for these entities in the third sector. The analysis of results suggests that the control of the results expected in the new legal framework of the third sector is not consolidated in practice, and even in relation to traditional bureaucratic control there remain significant gaps that put at risk the correct application of public funds earmarked for NGOs.

The importance of small and medium enterprises for the economy of a country is fundamental because they have several strategic social and economic roles. Besides contributing to the production of national wealth, they also counterbalance the vulnerabilities of large companies providing the necessary economic balance. Socially their contribution is directly related to the lessening of unemployment, functioning also as source of stability in the community, as a means of reducing inequalities in the distribution of income among regions and economic groups, and contributes, decisively, to limit migration to urbans area. The capacity to innovate is now a key component for the survival and development of small organizations. The future today is increasingly less predictable using past parameters and the business world is more turbulent. The objective of this is to point out the need to revise the models which serve as examples for their adoption of competitive alternatives of development and to offer theoretical-practical knowledge to make possible the implementation of the innovative culture in small enterprises. It emphasizes, moreover, that in the present context, flexibility and skills to work in ambiguous situations and to find creative solutions become central concerns of businessmen and managers.

The paper's main goal is to promote a deeper reflection on the use of the most important tools concerning business management, by respecting certain changes, in order to fit private elementary schools - both kindergarten and primary schools. It focuses on the main functions and support functions related to business administration, marketing elements concerning both related services and the department structures, in order to sketch the elementary school's reference matrixes. The study was carried out in Curitiba-Pr, between June and October/2001, gathering data from five different elementary school's management strategies and models, chosen according to their importance in the marketplace and structure. After this database had been created, the analogous study on the case report - São Judas Tadeu de Curitiba School - proceeded, focusing on its main management elements.

The present work consists on the development and exploration of a knowledge mapping model. It is aimed in presenting and testing that model in an exploratory manner for the operationalization in theoretical terms and its practical application. For this proposal, it approaches ¿knowledge management¿ by three dimensions of management: processes control, results control and leadership. Assuming the inherently personal character of knowledge and admitting the impossibility for the management to command the individuals knowledge mental processes, this study states the possibility for management to control the organizations information processes, to state and to monitor the objectives and to lead people. Therefore, the developed tool searches to graphically represent the people¿s knowledge, which becomes, consequently, information. Also it evaluates the individual¿s maturity against the identified knowledge and prescribes, according to the Situational Leadership Theory, a style of leadership in compliance with the respective maturities. The knowledge map considered here translates the graphical representation of the relevant knowledge that is said to reach the objectives of the organization. That fact allows the results management for two reasons: first, the knowledge items are directly or indirectly connected to an objective and second, the knowledge map developed indicates a importance grade of the identified knowledge for the main objective stated. The research strategy adopted to explore the model of knowledge mapping and to test its applicability, also identifying its possible contributions and limitations, is the Actionresearch. Following the research strategy¿s prescribed stages, the knowledge map, as considered by this study, was applied in a software development company to hospitals, clinics and restaurants management which is called ¿Tergus Systems and Consulting¿. More precisely, the knowledge map was applied in the customer support company¿s area for hospitals. The research¿s empirical evidences had concluded that the model is applicable with low level of complexity, but with great demand of time. The more important contributions are related to the identification of the relevant knowledge to the department objectives in set with a prescription of the knowledge capture and transference necessities, as well as, the orientation for the appropriate leadership style for each subordinate related to the knowledge item in question.

This work analyses the application of the so-called corporative university model in business enterprises in Brazil. What are the impacts observed in the training and development structures in companies that adopt learning systems defined within the corporative university? It aims to offer an analytical basis to those interested in the educational tendency of knowledge management as a strategy for a sustained competitive edge in business nowadays.

Nowadays, management of Intellectual Capital seems to be one of the most efficacious alternatives so that companies may permanently develop competitive differentials to enable their survival in a market that confers paradigma status to globalization. Managers are searching for solutions aiming to attract and maintain in their boards professionals that might be able to develop these competitive differentials and assure to their companies the expected results and the business growth. In this environment, the manager¿s functions appears as a strategic function towards the organization¿s routine and yet suggests an evaluation about the professionals performance concerning challenges (efforts) that market requires. The amount of scientific knowledge which these professionals detain about power should be measured as well as the thought that this can improve their performance regarding their capacity to convince (induce) people. This research concerns those that look for empirical evidences and scientific arguments to confirm the supposition that power knowledge may in fact provide a superior performance of those professionals that are in charge of management functions. The reason and results here presented allow to: reevaluate managers duties in private organizations, improve executive training programs so as to be more productive and appropriated, change the selection methods used to recognize such executives and finally suggest a reevaluation about the real adequation of graduation and master degree courses in regards to professionals graduation which are capable to ingress in business market and take over leadership positions.

The motivation of this study is based on the expectation of understanding, at least in part, the reason why the brazilian academic production ¿ which is among the largest if compared to the developing countries, has not been translated in a useful way into concrete technology transference for the production sector. The supposition that different cultures and subcultures, in terms of values, behavior, practices among organizations and groups of selected actors involved in that process,- which is the central problem of this study, and peculiar to the technology context, has elected that relationship process the object of this research this study theoretical fundaments rely on culture and technology to analyze the subcultures which manifest themselves through the typified groups of researchers, in the public organizations, small scale employers, acting on technology based companies in the private sector (ebts) and mediators. Who also act in the process the preliminary step was the case study. Several qualitative methods an procedures were used. And the investigation has advanced toward interacting interviews, at the end added by the focal group method. The conclusions reject the existence of incompatibility among the subject groups points of view, however, points out some divergent values, the presence of mutual stereotypes and also confirms the supposition that the research platform is strongly influenced by the financial factor. Although, the study reveals that the presence of common objectives which lay behind the cited divergences make possible to present a core of practical suggestions to implement the studied relationships for the benefit of the production sector as well. The peculiarities perceived while dealing with that singular context suggest futures research to clarify possible new and obscure areas in that complex relationships.

Este estudo teve como interesse principal o desenvolvimento de um modelo de Gestão do Conhecimento - GC, que pudesse ser aplicado em uma organização pública, contribuindo de maneira pragmática na evolução dessa abordagem. Para isso buscouse obter uma maior compreensão do fenômeno que representa um conjunto de processos que governa a criação, armazenagem, disseminação e a utilização do conhecimento para atingir a excelência organizacional, a partir do estudo de suas principais características, da melhor forma de compartilhamento dos conhecimentos individuais para a formação do conhecimento organizacional, da motivação como questão-chave para uma bem sucedida Gestão do Conhecimento, as competências essências, habilidades e tecnologias, e a metodologia para disseminar o conhecimento. O estudo foi desenvolvido sob um enfoque qualitativo, pretendendo-se analisar as abordagens e modelos atualmente existentes, sinalizando para gerentes e executivos de organizações públicas aspectos relevantes em sua implantação, trazendo, assim, um panorama sobre a temática que gera novas alternativas para esse público, na adoção de ações em relação ao assunto. Foi realizada uma revisão da literatura sobre a aprendizagem individual e organizacional sobre a gestão do conhecimento, cujo conteúdo, nesta última, se apresenta ainda reduzido. O estudo criterioso e a análise atenta de todo o material de pesquisa coletado nortearam a proposição desse modelo~ que poderá ser implantado no Ministério da Justiça e, por que não, Serviço Público Federal.

This work is about the organizations guided to attend the clients/customers in all aspects focusing their characteristics, needs and expectations and that do their best to produce goods or do services which can permanently increase their clients' satisfactions. To reach this aim has been the challenge of their managers and administrators who work to make them be considered as state-of-the-art by other organizations and their clients or customers. Many different strategies have been taken to achieve it; since having the focus on the process , then on the products, and more recently on the clients/customers, meaning that their satisfaction has turned to be their new target; as their are the ones who will rate or evaluate their quality. This work is more especifically about the organizations in the make-up and beauty products retail market which carry out researches with the customers of stores, managers and members of their demonstration and sales teams. This research identifies the attributes the customers/clients appreciate most in the stores and how hard their managers and business owners work to satisfy their needs and expectations, showing how far they follow the principles of the organizations guided to clients/customers. This study approaches the question of organizations in search for competitiveness when globalization, knowledge and technological advances in the First World is a challenge in developing countries. The case study research focus on Bahia Sul ¿ a large organization which belongs to the important sector of paper and cellulose, especially in terms of exports. This study analyses an organization in that underpriviledged situation of a third world country in which the majority of organizational strategies are heavily thrown on people who are simultaneously reduced to instruments for economic results and who are highly demanded in terms of productivity and creativity. Due to that reality, references chosen present two key contrasting concepts. Mass man, going back to Taylor¿s blue collars as well as to Marcel¿s knowledgeable but empty words man, whose abilities do not feet his needs, in contrast with rogerian expectations of person as a mutable and continuously enriched human being and with habermasian position looking for political and decision making participation in work an social situations. Results show a strong presence of mass man, despite his technological knowledge, and scarce indications of the social man and which appears in mere aspirations out of labor situations. Conclusions emphasize a need for coherence between organizational practices in search for competitiveness and expectations on persons¿ performance because they stimulate exchanges in terms of working places for obedience and some material comfort which is aggravated by the fact that any possibility of personal fulfillment is interpreted as only possible in out of work situations. Competitiveness in such a context is not to be expected.

Organizations have shown a speech focused on Knowledge Management and share of knowledge that reveal the relevance of both the age of knowledge and the capture and transference of individual and colective knowledge. Due to its continued repetition, the speech has been legitimated, not establishing, however, what can be shared, which methods shall provide it and which personal and corporate reasons can stimulate sharing the knowledge. This speech tries to convince that the implementation depends exclusively on the actions promoted by the firm. It also admits the presence of necessary environment conditions to make share of knowledge possible. The speech makes one believe that individuals and teams, formal or informal, are prepared and desire to share their knowledge, not considering feelings, wishes or availability to do so. The research has revealed the difficulty of sharing knowledge within service companies, which are strongly results oriented, due to the competition among employees in order to catch better jobs, the fight to retain power and the lack of time to develop daily tasks. Such organizations prevent people from the desire and the availability to share knowledge.

Esta dissertação de mestrado, apresentada junto a Fundação Getulio Vargas, Escola Brasileira de Administração Pública, Centro de Formação Acadêmica e Pesquisa, tem como foco o estudo dos rumores na comunicação organizacional, defmindo o Metaendomarketing, como base da pesquisa no caso da empresa SIMENS METERING INEPAR no Paraná no ano de 2001. O objetivo deste trabalho está no desenvolvimento de um mecanismo/ferramental que minimize a influência negativa dos rumores na comunicação organizacional, utilizando como base a análise do processo de desenvolvimento e repercussão da informação sem bases verídicas nos meios de comunicação das organizações. Busca-se desta forma, junto a empresa pesquisada, concomitantemente as sustentações bibliográficas relacionadas à Teoria do Comportamento, Comunicação Integrada e Desenvolvimento Organizacional, soluções para este problema.

Esta dissertação procura abordar a adoção de teorias de gerenciamento organizacional centradas na racionalidade instrumental e estrutural capazes de contribuir para promover mudanças em organizações públicas ou privadas. Como pesquisa e estudo de caso investigaremos as intervenções realizadas na gestão dos subsistemas social, técnico e diretivo da DRV - Diretoria de Registro de Veículos do Departamento Estadual de Trânsito do Estado do Rio de Janeiro - Detran/RJ no período de 1996 a 1998, particularmente, demonstrando até que ponto a adoção, na prática, de alguns preceitos das teorias organizacionais de gerenciamento clássicas, fundamentadas na centralização do poder e na descentralização operacional, puderam contribuir para a transformação de uma organização institucionalmente entrópica, gerando maior efetividade na prestação de serviços através da implementação de inovações em tecnologia de administração e informação, com reflexos em todas as demais ações da instituição e nos resultados altamente significativos para a população e para a segurança pública, com a obtenção de efetividade organizacional no tocante à qualidade dos serviços para os usuários e aumento da receita.

This dissertation examines the implications of the organizational capability for the performance of organizations of the Third Sector. That relationship is examined in a sample of five organizations with headquarters in the city of the Rio de Janeiro, and acting in peculiar segments, like health, childhood and adolescence, sustainable development, environment and social inclusion. The organizational capability was studied from existing analytical frameworks available in the international literature, and adapted for this dissertation. The kinds of empirical evidences are quantitative and qualitative on first hand, and were obtained by multiple techniques: interviews, direct-site observation, exam of documents and casual meetings. These evidences indicators were examined in used in two levels: individual, specific of each one of the organizations, and general, common to all the organizations researched. Concerning organizational capability, the exam of the empirical evidences revealed that the organizations that had had the most significant development in terms of the dimensions identified by Tremblay (1998) as of high performance - that¿s the case of CIEDS and CDI -, were the ones with the best organizational performance. Another relevant point shown by the evidences is the importance of the dimension management attitude to human resources development, similar to previous studies presented by Tremblay (1998), Leonard-Barton (1998) and Figueiredo (2003). The study also shows that the organizations which developed projects aiming at the review and the improvement of managerial practices, approaching them to the models adopted by private companies, had the best performances among the researched group.

Este trabalho mostra caminhos para encontrar respostas práticas e objetivas para a aplicação de teorias, conceitos e dogmas, da teoria administrativa no sistema empresarial, com foco claro no binômio empresa e mercado. É a busca de uma relação que traga maior compartilhamento de informações entre estes mundos, procurando um comportamento empresarial que atenda as necessidades de um mercado mutante e em constante alteração. Assim esperamos atenuar o nível de impacto causado pela utilização das teOlias administrativas - consagradas ao sucesso - num universo de mercado que apresenta multiplicidade de aspectos, crescimento de forma desordenada, e no caso brasileiro, uma cultura heterogênea e diversificada. Como resultado final, observou-se que a percepção das empresas pesquisa das, por meio de seus executivos, quanto à Orientação para o Mercado na relação proposta das variáveis analisadas - Capacidade de Resposta - Geração de Inteligência - Disseminação da Inteligência - Orientação para Competidorapresenta uma forte dificuldade de ação em detrimento de uma crescente Geração e disseminação de Inteligência, com preocupações quanto ao Competidor. Outros resultados encontrados no modelo proposto deixam claro que o que os executivos acreditam que suas empresas são mais orientadas para mercado do que realmente ocorre.
