Employees in the public and private sectors experience different working conditions and employment relationships. Therefore, it can be assumed that their attitudes toward their job and organizations, and relationships between them, are different. The existing literature has identified the relationship between organizational commitment and job satisfaction as interesting in this context. The present field study examines the satisfaction–commitment link with respect to differences between private and public sector employees. A sample of 617 Greek employees (257 from the private sector and 360 from the public sector) completed standardized questionnaires. Results confirmed the hypothesized relationship differences: Extrinsic satisfaction and intrinsic satisfaction are more strongly related to affective commitment and normative commitment for public sector employees than for private sector ones. The results are discussed, limitations are considered, and directions for future research are proposed.

Az Európai Bizottság nemrég véglegesítette a javaslatait a Közös Agrárpolitika 2014-2020 közötti időszakára vonatkozóan. A javaslatok, amelyek egy korábbi, 2010. novemberi Bizottsági kommunikáción alapulnak, elindították az új szabályozásról való egyeztetések jogi folyamatát. A javaslatok egyik legfontosabb témaköre, amely különösen érdekes a távoli vidéki területek számára, a Közös Agrárpolitika szerepe a közjavak előállításában. A cikk célja kettős: egyrészt áttekinti a főbb megoldási javaslatokat és véleményeket a szakirodalomban és a Bizottsági kommunikációban a közjavak 2013 utáni szabályozását illetően, másrészt kritikus szemmel reagál az ötletekre és igyekszik konkrét megoldásokat javasolni. Az eredmények szerint a mezőgazdasághoz kötődő közjavak előállítása érdekében történő állami beavatkozás egyik legnagyobb problémája a mérési módszerek tökéletlensége. A cikk megkérdőjelezi, hogy vajon a kompenzáció logikája mennyiben illeszkedik a közjavak problematikájához és hogy vajon a kézenfekvő megoldás – a közjavak előállítása államilag finanszírozott kompenzációs kifizetésekkel – ténylegesen megoldást nyújt-e a háttérben meghúzódó problémákra. _____ The European Commission has finalised legislative proposals that set out the overall direction of CAP reform for 2013-2020. These proposals, building on an earlier Communication of the Commission in November 2010, initiate the legislative procedure to agree the new regulations. One of the key issues in the Communications, particularly important for remote areas, was the role of future CAP to ensure the delivery of public goods. The aim of this paper is twofold. First, it reviews the major options and opinions being advanced in the literature and the Communication on the role of public goods in the CAP after 2013. Second, through a reflective critique, it reacts to the ideas and tries to identify appropriate solutions. Results suggest that one of the biggest problems with the public intervention for the provision of public goods in agriculture lies in the insufficiency of measurement methods. The paper questions whether the logic of compensation properly appreciates the nature of the public good problems and whether the apparently obvious solution – provision of compensatory payments from the public purse – actually solves any of the underlying problems.

The prospect of water wars and conflict over water are ideas that are frequently dramatized in media and also studied by scholars. It is well-established that bona fide wars are not started over water resources, but conflict over water does exist and is not well understood. One would suppose, as scholars often do, that dyads composed of two democratic nations would be the best at mitigating conflict and promoting cooperation over freshwater resources. General conflict research supports that supposition, as does the argument that democracies must be best at avoiding conflicts over resources because they excel at distributing public goods. This study provides empirical evidence showing how interstate dyads composed of various governance types conflict and cooperate over general water and water quantity issues relative to each other. After evaluating the water conflict mitigating ability of democratic-democratic, democratic-autocratic, and autocratic-autocratic dyads, this study found that democracy-autocracy dyads are less likely to cooperate over general water issues and water quantity issues than the other two dyad types. Nothing certain can be said about how the three dyad types compare to each other in terms of likelihood to conflict over water quantity issues. However, two-autocracy dyads seem to be most likely to cooperate over water quantity issues. These findings support the established belief that democratic-autocratic pairs struggle to cooperate while also encouraging greater scrutiny of the belief that democracies must be best at cooperating over water resources.

This article deals with several international instruments which provide legal guarantees for media diversity, which is essential for the promotion of cultural diversity. Based on several articles of the Convention of cultural diversity, the General Comment of the Committee on Economic, Social and Cultural Rights No. 21 on the right to take part in cultural life, as well as the work of the UN Independent Expert on Cultural Rights, this article aims to identify legal tools for the establishing of measures promoting cultural diversity in the media. This article looks at the case study of Honduran Garifuna community radios. It emphasizes the importance of taking into account the economic aspects of cultural and communicational rights.

The purpose of the article is to present different conceptualizations of health as a public good. Author considers whether analytical tools and conceptual framework developed in the studies on the issue of public goods might be useful in order to analyze health. It was noted that health belongs to the special group of exceptional goods, since it carries the characteristics of both private and public good. It was emphasized that the distribution of public goods is a complex issue that requires an appropriate system of incentives as well as instruments in charge of its proper functioning. In the article it is argued that the widespread social anxiety and growing fear of further integration and globalization to a large extend results from the wrong management and unequal provision of global public goods.

Les juges belges ne peuvent en principe accueillir d’actions judiciaires contre des Etats étrangers ou des organisations internationales pour les violations du droit international que leurs autorités auraient pu commettre dans l’exercice de leurs fonctions publiques en raison de l’immunité qui leur est généralement reconnue. Cela signifie-t-il pour autant que les juges n’exercent aucune forme de contrôle à l’égard de l’appareil étatique étranger ou du fonctionnement des organisations supranationales au regard du droit des gens ?L’objectif de cet ouvrage consiste à répondre à cette question en déterminant la mesure dans laquelle les juges belges peuvent ou doivent vérifier la conformité au droit international d’actes publics étrangers ou de décisions adoptées par des organisations supranationales avant d’en tenir compte ou d’en faire application dans les affaires dont ils sont saisis.

Objective: To assess the epidemiological evidence on dietary fiber intake and chronic diseases and make public health recommendations for the population in Romania based on their consumption. Populations that consume more dietary fiber from cereals, fruits and vegetables have less chronic disease. Dietary Reference Intakes recommend consumption of 14 g dietary fiber per 1,000 kcal, or 25 g for adult women and 38 g for adult men, based on epidemiologic studies showing protection against cardiovascular disease, stroke, hypertension, diabetes, obesity, metabolic syndrome, gastrointestinal disorders, colorectal -, breast -, gastric -, endometrial -, ovarian - and prostate cancer. Furthermore, increased consumption of dietary fiber improves serum lipid concentrations, lowers blood pressure, blood glucose leads to low glycemic index, aids in weight loss, improve immune function, reduce inflammatory marker levels, reduce indicators of inflammation. Dietary fibers contain an unique blend of bioactive components including resistant starches, vitamins, minerals, phytochemicals and antioxidants. Dietary fiber components have important physiological effects on glucose, lipid, protein metabolism and mineral bioavailability needed to prevent chronic diseases. Materials and methods: Data regarding diet was collected based on questionnaires. We used mathematical formulas to calculate the mean dietary fiber intake of Romanian adult population and compared the results with international public health recommendations. Results: Based on the intakes of vegetables, fruits and whole cereals we calculated the Mean Dietary Fiber Intake/day/person (MDFI). Our research shows that the national average MDFI was 9.8 g fiber/day/person, meaning 38% of Dietary Requirements, and the rest of 62% representing a “fiber gap” that we have to take into account. This deficiency predisposes to chronic diseases. Conclusions and recommendations:The poor control of relationship between dietary fiber intake and chronic diseases is a major issue that can result in adverse clinical and economic outcomes. The population in Romania is at risk to develop such diseases due to the deficient fiber consumption. A model of chronic diseases costs is needed to aid attempts to reduce them while permitting optimal management of the chronic diseases. This paper presents a discussion of the burden of chronical disease and its socio-economic implications and proposes a model to predict the costs reduction by adequate intake of dietary fiber.

Gli investimenti alle infrastrutture di trasporto sono stati per lungo tempo considerati misure di politica generale di competenza esclusiva degli Stati membri, nonostante il generale divieto di misure di sostegno pubblico a favore delle imprese ai sensi dell’art. 107 TFUE. Le sentenze rese dalle corti eurounitarie in relazione agli aeroporti di Parigi e di Lipsia Halle hanno dato avvio ad un vero e proprio revirement giurisprudenziale, in considerazione delle trasformazioni economiche internazionali, rimettendo in discussione il concetto di impresa, nonché la ferma interpretazione secondo cui il finanziamento alle infrastrutture – in quanto beni pubblici intesi a soddisfare i bisogni di mobilità dei cittadini – sfuggirebbe all’applicazione della disciplina degli aiuti di Stato. Nonostante le esigenze di costante ammodernamento e sviluppo delle infrastrutture, il nuovo quadro regolatorio adottato dall’Unione europea a seguire ha condotto inevitabilmente gli Stati membri a dover sottoporre al vaglio preventivo della Commissione ogni nuovo investimento infrastrutturale. La presente trattazione, muovendo dall’analisi della disciplina degli aiuti di Stato di cui agli artt. 107 e ss. TFUE, analizza i principi di creazione giurisprudenziale e dottrinale che derivano dall’interpretazione delle fonti primarie, mettendo in evidenza le principali problematiche giuridiche sottese, anche in considerazione delle peculiarità delle infrastrutture in questione, dei modelli proprietari e di governance, delle competenze e dei poteri decisionali in merito a nuovi progetti di investimento. Infine, la trattazione si concentra sui grandi progetti infrastrutturali a livello europeo e internazionale che interessano le reti di trasporto, analizzando le nuove sfide, pur considerando la necessità di assicurare, anche rispetto ad essi, la salvaguardia del cd. level playing field e l’osservanza sostanziale delle norme sugli aiuti di Stato.

This research addresses the use of ex ante contracts to arbitrate tort claims in domestic settings using law and economics research methodologies. Potential economic benefits from using arbitration, particularly between informed and knowledgeable parties and in international business transactions, are not guaranteed in domestic disputes. Arbitration can potentially be used to manipulate the adjudication process. This research has several findings. There is a lack of information available concerning the use of arbitration to adjudicate tort claims. Proxy measurements concerning the demand for third party adjudication and other legal indicators are a poor substitute for the information hidden behind the veil of arbitration. There is the potential for the strategic use of ex ante contracts to arbitrate tort claims by repeat player tortfeasors to domestic tort claims, both individually and in concert with other repeat player firms. These strategic efforts aim to: manipulate enforcement errors for tort claims, avoid procedural rules which have the effect of lowering enforcement errors, enable a unique type of domestic forum arbitrage, shirk from taking due care, capture the economic benefit of using arbitration, manipulate the stock of precedents and production of public goods from courts, collude in these underlying efforts, restrain competition, indirectly fix prices, and other aims which increase the repeat player tortfeasor’s or their industries economic gains related to their underlying contracts and tort disputes. This research also demonstrates how this subject is appropriate for further academic research and why states should be cautious of giving carte blanche to arbitrate all domestic tort claims.

Tropical countries face special specific problems in implementing sustainable forest management (SFM). In many countries, questions are raised on whether tropical forests should be publicly, commonly or privately owned and managed in order to enhance sustainability. Other debates also focus on whether small-scale enterprises are better positioned than large-scale industrial concessions to reduce poverty and attain sustainable management. In countries where large tracts of forest are state-owned, concessions are viewed as a means of delivering services of public and collective interest through an association of private investment and public regulation. However, the success of an industrial concession model in countries with large forest resource endowment to achieve multiple goals such as sustainable forest management and local/regional development depends on two critical assumptions. First, forest functions and services should be managed and maintained as public goods. In many cases, additional uses - and corresponding rights - can take place alongside logging activities. Industrial concessions can be more efficient than other tenure models (such as community-based forest management and small-scale enterprises) in achieving SFM, add value to raw material and comply with growing environmental norms. This is especially the case in market-remote areas with low population density and poor infrastructure. Secondly, to achieve these different outcomes, any concession system needs to be monitored and regulated, especially in contexts dominated by asymmetrical information between regulating authorities and concessionaires. New institutional responses have recently been put forward in several countries, providing valuable materials to design a renewed policy mix which associates public and private incentives. This paper provides a survey of the experience of forest concessions in several Central African and South American countries. The concession system is examined in order to clarify the issues involved, the problems encountered, and what can be learned from the shared experience of these countries in the last decade. This paper argues that despite a sometimes patchy record, concessions can help promote SFM so long as they are packaged with a certain number of specific measures. (C) 2008 Elsevier B.V. This paper reports the results of an experiment involving a sample of 204 members of the public who were assessed on three occasions about their willingness to pay for the conservation of the mahogany glider. They were asked this question prior to information being provided to them about the glider and other focal wildlife species; after such information was provided, and finally after participants had had an opportunity to see live specimens of this glider. The mean willingness to pay of the relevant samples are compared and found to show significant variations. Theories are considered that help explain the dynamics of these variations. Serious concerns are raised about the capacity of information provision to reveal ‘true’ contingent valuations of public goods.

As in the standard land assembly problem, a developer wants to buy two adjacent blocks of land belonging to two different owners. The value of the two blocks of land to the developer is greater than the sum of the individual values of the blocks for each owner. Unlike the land assembly literature, however, our focus is on the incentive that each lot owner has to delay the start of negotiations, rather than on the public goods nature of the problem. An incentive for delay exists, for example, when owners perceive that being last to sell will allow them to capture a larger share of the joint surplus from the development. We show that competition at point of sale can cause equilibrium delay, and that cooperation at point of sale will eliminate delay. This suggests that strategic delay is another source for the inefficient allocation of land, in addition to the public-good type externality pointed out by Grossman and Hart [Bell Journal of Economics 11 (1980) 42] and O'Flaherty [Regional Science and Urban Economics 24 (1994) 287]. Reports experimental results involving 204 members of the public who were asked their willingness to pay for the conservation of the mahogany glider Petaurus gracilis on three occasions: prior to information being provided to them about the glider and other wildlife species; after such information was provided, and after participants had an opportunity to see live specimens of this endangered species. Variations in the mean willingness to pay are analysed. Concerns arise about whether information provision and experience reveal ‘true’ contingent valuations of public goods and about the choice of the relevant contingent valuation measure.

As perspectivas de um mercado cada vez mais global, impostas pela intensificação da concorrência, aumento da competitividade e surgimento de economias de escala, têm desafiado os países a construírem identidades nacionais cada vez mais fortes e diferenciadoras, procurando alcançar uma vantagem competitiva que permita, não só um desempenho positivo nas relações comerciais, mas, igualmente, a valorização dos produtos nos mercados internacionais. Procura-se com o presente trabalho analisar o modo como Portugal se tem vindo a posicionar no panorama internacional, no âmbito do sector vitivinícola. Este é um sector que tem vindo a dar provas do seu forte potencial estratégico e, com recurso à construção da marca Wines of Portugal, os vinhos portugueses usufruem, actualmente, de mecanismos para a expressão da sua identidade nos mercados externos, permitindo um reforço do seu posicionamento estratégico. As noções de “marca país” e “comunicação institucional” surgem como ponto de partida para a análise do plano de comunicação proposto pela ViniPortugal para a marca Wines of Portugal, procurando compreender quais os contributos das relações públicas na construção e expressão da identidade dos vinhos portugueses num contexto internacional.
