Le vieillissement de la population canadienne qui est appréhendé dans les années à venir entrainera son lot de défis pour l’administration des soins et services de longue durée. Par contre, une amélioration de l’état de santé fonctionnelle de la population pourrait atténuer le rythme de croissance du nombre d’aînés en état d’incapacité. Utilisant les données transversales de l’Enquête nationale sur la santé de la population (ENSP) et de l’Enquête de santé dans les collectivités canadiennes (ESCC), cette recherche analyse les tendances dans les niveaux d’incapacité chez les personnes de 65 ans et plus vivant dans les ménages privés au Canada entre 1994 et 2005, ainsi que les caractéristiques sociodémographiques associées au risque d’être en incapacité. Les résultats montrent que la prévalence de l’incapacité est à la baisse durant la période, et que parmi les personnes en incapacité, la proportion présentant une incapacité légère a diminué. Tout étant égal par ailleurs, certaines caractéristiques sociodémographiques augmentent le risque pour une personne âgée d’être en incapacité, notamment l’âge, être une femme, la faible scolarité, et être veuf, séparé ou divorcé. Cependant, les limites relativement importantes quant à la qualité des données font en sorte que nous devons interpréter ces résultats avec prudence.

The article discusses the present status of weblogs and examines whether legal standards applicable to traditional press and media should be applied to that specific forum. The analysis is based on two key documents: the Draft Report on the concentration and pluralism in the media in European Union (2007/2253(INI)) of the European Parliament Committee on Culture and Education presented in March 2008 and a landmark decision of the Polish Supreme Court from July 26, 2007 (IV KK 174/07) in the light of present judicial tendency in other European countries. The first of the mentioned documents calls for the “clarification of the legal status of different categories of weblog authors and publishers as well as disclosure of interests and voluntary labelling of weblogs”. It emphasizes that the “undetermined and unindicated status of authors and publishers of weblogs causes uncertainties regarding impartiality, reliability, source protection, applicability of ethical codes and the assignment of liability in the event of lawsuits”. The position of the European Parliament, expressed in the document, raises serious questions on the limits of freedom of thought and speech on the Internet and on the degree of acceptable state control. A recent Polish Supreme Court decision, which caused quite a stir in the Polish Internet community, seems to head in the very direction recommended by the EP Culture Committee. In a case of two editors of a web journal (“czasopismo internetowe”) called “Szyciepoprzemysku”, available on-line, accused of publishing a journal without the proper registration, the Polish Supreme Court stated that “journals and periodicals do not lose the character of a press release due solely to the fact that they appear in the form of an Internet transmission”, and that ‘’the publishing of press in an electronic form, available on the Internet, requires registration”. The decision was most surprising, as prior lower courts decisions declined the possibility to register Internet periodicals. The accused were acquitted in the name of the constitutional principle of the rule of law (art. 7 of the Polish Constitution) and the ensuing obligation to protect the trust of a citizen to the state (a conviction in this case would break the collateral estoppel rule), however the decision quickly awoke media frenzy and raised the fear of a need to register all websites that were regularly updated. The spokesman of the Polish Supreme Court later explained that the sentence of the Court was not intended to cause a mass registration of all Internet “periodicals” and that neither weblogs nor Internet sites, that were regularly updated, needed registration. Such an interpretation of the Polish press law did not appear clear based only on the original text of the judgment and the decision as such still raises serious practical questions. The article aims to examine the status of Internet logs as press and seeks the compromise between the concerns expressed by European authorities and the freedom of thought and speech exercised on the Internet.

The UK Professional Standards Framework (UK PSF) for teaching and supporting learning, launched in February 2006, is a flexible framework which uses a descriptor-based approach to professional standards. There are three standard descriptors each of which is applicable to a number of staff roles and to different career stages of those engaged in teaching and supporting learning. The standard descriptors are underpinned by areas of professional activity, core knowledge and professional values. The framework provides a reference point for institutions and individuals as well as supporting ongoing development within any one standard descriptor.

The materials provide reflective activities designed to engage teachers with some of the key issues in working with international students and practical ideas for ways in which these can be addressed. This book explores the question, what can society learn about disability through the way it is portrayed in TV, films and plays? The text examines and analyses the way disability is portrayed in drama, and how that portrayal may be interpreted by young audiences. Investigating how disabilities have been represented on stage in the past, this book discusses what may be inferred from plays which feature disabled characters through a variety of critical approaches. The book provides an annotated chronology that traces the history of plays that have featured disabled characters. It analyses how disability is used as a dramatic metaphor and considers the ethics of dramatising a disabled character. Critical accounts of units of work in mainstream school seeking to raise disability awareness through engagement with practical drama and dramatic texts are given along with detailed discussions of the issues underpinning two previously unpublished playscripts written for young audiences and description and evaluation of a drama project in a special school. In tackling questions and issues that have not, hitherto, been well covered, Drama, Disability and Education will be of enormous interest to drama students, teachers, researchers and pedagogues who work with disabled people or are concerned with raising awareness and understanding of disability.

There has been an ongoing concern about the lack of reliable data on disabled children in schools. To date there has been no consistent way of identifying and categorising disabilities. Schools in England are currentlyrequired to collect data on children with Special Educational Need (SEN), but this does not capture information about all disabled children. The lack of this information may seriously restrict capacity at all levels of policy and practice to understand and respond to the needs of disabled children and their families in line with Disability Discrimination Act (2005) and the single Equality Act (2010). The aim of the project was to test the draft tools for identifying disability and accompanying guidance in a sample of all types of maintained schools in order to assess their usability and reliability and whether they resulted in the generation of robust and consistent data that could reliably inform school returns for the annual School Census.

Esta pesquisa investigou as implicações da Prova Brasil na política de formação dos professores da Secretaria Municipal de Educação de Belém – Pará, portanto nosso objeto de estudo se concentrou na política de avaliação externa chamada de Prova Brasil e na área da formação de professores. Objetivamos identificar o contexto do surgimento dessa política de avaliação externa da educação básica, assim como analisar a relação da Prova Brasil com a política de formação de professores desta Secretaria e verificar as orientações pedagógicas que foram trabalhadas com esses profissionais. A metodologia que utilizamos para construir a caminhada do estudo foi respaldada pela pesquisa bibliográfica e pela análise de conteúdo de documentos. Essas análises nos permitiram identificar também as diversas implicações decorrentes desse modelo de avaliação externa da educação básica. Tais implicações estão relacionadas com a competitividade entre escolas e professores, com a criação de padrões de aprendizagem com foco em algumas áreas do conhecimento, com a limitação dos currículos escolares e das formações dos professores, dentre outros. Essas análises nos permitiram entender a relação da Prova Brasil com a política de formação de professores da Secretaria Municipal de Educação de Belém. Com isso, conseguimos verificar que as orientações pedagógicas que foram trabalhadas com os professores que atuam nas séries avaliadas pela Prova Brasil se fortaleceram por meio do programa de formação de professores chamado de alfabetização matemática leitura e escrita, que se adequou totalmente às diretrizes, aos tópicos, aos temas e aos descritores dessa política de avaliação.
