This article reflects upon the possible connections between the processes of economic globalization, changes in the labour market and the new forms of poverty. The debate is framed by two different economic contexts: Portugal (characterized by slow and insufficient growth rates, a serious social crisis, and difficulties in asserting itself economically and politically in the European and world contexts) and Brazil (a dynamic emerging economy, with high growth rates and receding poverty levels). This allows us to assess some of the economic and social impacts arising from the global pressure to be economically competitive, which have led to new forms of poverty, social precariousness and job insecurity in both societies.

This article aims to further discuss the Local Productive Arrangements (APLs), considering some geographical visions thinking about spatial configuration and the economic and social processes that characterize them, configuring a wide range of territorialities and productive territories that mark the landscape current Brazilian. In this sense, APLs are present today in both the figure of those who study analytical concept for regional development, and as a public policy supporting networks and supply chains in their territorial bases, especially small businesses. Thus, this arrangements can be read, geographically, as territorial productive specializations that are configured in spatial circuits of production, integrated with other regions, localities and supply chains through the morphology of networks and districts and grounded in networks of urban networks of material and immaterial flows which are bringing urban centers of different sizes. Considering the multidimensionality of the subject, the clusters have certain weaknesses in terms of their assumptions and perspectives, especially the limitations of the tool if designed just for resources and policies applied at the local level. Suggest the approach of a "geography of APLs" is to seek treat it from a territorial and socio reading.

The Urban Solid Residues are the rests of human activity, popularly known by trash and considered by population like useless, undesirable and disposable. On the other hand, for the waste pickers, solid residues are the beginning of a cycle: they see in the other's people trash the only income, an economic value. Currently, in brazilian cities, one million collectors act, alone or in cooperatives, socially excluded by the work they do. The National Policy of Solid Residues (PNRS), instituted in 2010, established guidelines to the execution of integrated residues management, with should be practiced by city halls and other governmental institutions.
