The process of automatic handwriting investigation in forensic science is described. The general scheme of a computer-based handwriting analysis system is used to point out at the basic problems of image enhancement and segmentation, feature extraction and decision-making. Factors that may compromise the accuracy of expert’s conclusion are underlined and directions for future investigations are marked.

Introduction: Recently developed portable dental X-ray units increase the mobility of the forensic odontologists and allow more efficient X-ray work in a disaster field, especially when used in combination with digital sensors. This type of machines might also have potential for application in remote areas, military and humanitarian missions, dental care of patients with mobility limitation, as well as imaging in operating rooms. Objective: To evaluate radiographic image quality acquired by three portable X-ray devices in combination with four image receptors and to evaluate their medical physics parameters. Materials and methods: Images of five samples consisting of four teeth and one formalin-fixed mandible were acquired by one conventional wall-mounted X-ray unit, MinRay (R) 60/70 kVp, used as a clinical standard, and three portable dental X-ray devices: AnyRay (R) 60 kVp, Nomad (R) 60 kVp and Rextar (R) 70 kVp, in combination with a phosphor image plate (PSP), a CCD, or a CMOS sensor. Three observers evaluated images for standard image quality besides forensic diagnostic quality on a 4-point rating scale. Furthermore, all machines underwent tests for occupational as well as patient dosimetry. Results: Statistical analysis showed good quality imaging for all system, with the combination of Nomad (R) and PSP yielding the best score. A significant difference in image quality between the combination of the four X-ray devices and four sensors was established (p < 0.05). For patient safety, the exposure rate was determined and exit dose rates for MinRay (R) at 60 kVp, MinRay (R) at 70 kVp, AnyRay (R), Nomad (R) and Rextar (R) were 3.4 mGy/s, 4.5 mGy/s, 13.5 mGy/s, 3.8 mGy/s and 2.6 mGy/s respectively. The kVp of the AnyRay (R) system was the most stable, with a ripple of 3.7%. Short-term variations in the tube output of all the devices were less than 10%. AnyRay (R) presented higher estimated effective dose than other machines. Occupational dosimetry showed doses at the operator`s hand being lowest with protective shielding (Nomad (R): 0.1 mu Gy). It was also low while using remote control (distance > 1 m: Rextar (R) < 0.2 mu Gy, MinRay (R) < 0.1 mu Gy). Conclusions: The present study demonstrated the feasibility of three portable X-ray systems to be used for specific indications, based on acceptable image quality and sufficient accuracy of the machines and following the standard guidelines for radiation hygiene. The widespread use of digital imaging devices for surveillance (CCTV) and entertainment (e.g., mobile phones, compact cameras) has increased the number of images recorded and opportunities to consider the images as traces or documentation of criminal activity. The forensic science literature focuses almost exclusively on technical issues and evidence assessment [1]. Earlier steps in the investigation phase have been neglected and must be considered. This article is the first comprehensive description of a methodology to event reconstruction using images. This formal methodology was conceptualised from practical experiences and applied to different contexts and case studies to test and refine it. Based on this practical analysis, we propose a systematic approach that includes a preliminary analysis followed by four main steps. These steps form a sequence for which the results from each step rely on the previous step. However, the methodology is not linear, but it is a cyclic, iterative progression for obtaining knowledge about an event. The preliminary analysis is a pre-evaluation phase, wherein potential relevance of images is assessed. In the first step, images are detected and collected as pertinent trace material; the second step involves organising and assessing their quality and informative potential. The third step includes reconstruction using clues about space, time and actions. Finally, in the fourth step, the images are evaluated and selected as evidence. These steps are described and illustrated using practical examples. The paper outlines how images elicit information about persons, objects, space, time and actions throughout the investigation process to reconstruct an event step by step. We emphasise the hypothetico-deductive reasoning framework, which demonstrates the contribution of images to generating, refining or eliminating propositions or hypotheses. This methodology provides a sound basis for extending image use as evidence and, more generally, as clues in investigation and crime reconstruction processes.

A criminal investigation requires to search and to interpret vestiges of a criminal act that happened in a past time. The forensic investigator arises in this context as a critical reader of the investigation scene, in search of physical traces that should enable her to tell a story of the offence/crime which allegedly occurred. The challenge of any investigator is to detect and recognise relevant physical traces in order to provide forensic clues for investigation and intelligence purposes. Inspired by this obser- vation, the current research focuses on the following questions : What is a relevant physical trace? And, how does the forensic investigator know she is facing one ? The interest of such questions is to provide a definition of a dimension often used in forensic science but never studied in its implications and operations. This doctoral research investigates scientific paths that are not often explored in forensic science, by using semiotic and sociological tools combined with statistical data analysis. The results are shown following a semiotic path, strongly influenced by Peir- ce's studies, and a second track, called empirical, where investigations data were analysed and forensic investigators interviewed about their work practices in the field. By the semiotic track, a macroscopic view is given of a signification process running from the discove- red physical trace at the scene to what is evaluated as being relevant for the investigator. The physical trace is perceived in the form of several signs, whose meaning is culturally codified. The reasoning should consist of three main steps : 1- What kind of source does the discovered physical trace refer to ? 2- What cause/activity is at the origin of this source in the specific context of the case ? 3- What story can be told from these observations ? The stage 3 requires to reason in creating hypotheses that should explain the presence of the discovered trace coming from an activity ; the specific activity that is related to the investigated case. To validate this assumption, it would depend on their ability to respond to a rule of relevancy. The last step is the symbolisation of the relevancy. The rule would consist of two points : the recognition of the factual/circumstantial relevancy (Is the link between the trace and the case recognised with the formulated hypothesis ? ) and appropriate relevancy (What investment is required to collect and analyse the discovered trace considering the expected outcome at the investigation/intelligence level?). This process of meaning is based on observations and a conjectural reasoning subject to many influences. In this study, relevancy in forensic science is presented as a conventional dimension that is symbolised and conditioned by the context, the forensic investigator's practice and her workplace environment (culture of the place). In short, the current research states relevancy results of the interactions between parameters from situational, structural (or organisational) and individual orders. The detection, collection and analysis of relevant physical traces at scenes depends on the knowledge and culture mastered by the forensic investigator. In the study of the relation relevant trace-forensic investigator, this research introduces the KEE model as a conceptual map that illustrates three major areas of forensic knowledge and culture acquisition, involved in the research and evaluation of the relevant physical trace. Through the analysis of the investigation data and interviews, the relationship between those three parameters and the relevancy was highlighted. K, for knowing, embodies a rela- tionship to the immediate knowledge allowing to give an overview of the reality at a specific moment ; an important point since relevancy is signified in a context. E, for education, is considered through its relationship with relevancy via a culture that tends to become institutionalised ; it represents the theoretical knowledge. As for the parameter E, for experience, it exists in its relation to relevancy in the adjustments of the strategies of intervention (i.e a practical knowledge) of each practitioner having modulated her work in the light of success and setbacks case after case. The two E parameters constitute the library resources for the semiotic recognition process and the K parameter ensures the contextualisation required to set up the reasoning and to formulate explanatory hypotheses for the discovered physical traces, questioned in their relevancy. This research demonstrates that the relevancy is not absolute. It is temporal and contextual; it is a conventional and relative dimension that must be discussed. This is where the whole issue of the meaning of what is relevant to each stakeholder of the investigation process rests. By proposing a step by step approach to the meaning process from the physical trace to the forensic clue, this study aims to provide a more advanced understanding of the reasoning and its operation, in order to streng- then forensic investigators' training. This doctoral research presents a set of tools critical to both pedagogical and practical aspects for crime scene management while identifying key-influences with individual, structural and situational dimensions. - Une enquête criminelle consiste à rechercher et à faire parler les vestiges d'un acte incriminé passé. L'investigateur forensique se pose dans ce cadre comme un lecteur critique des lieux à la recherche de traces devant lui permettre de former son récit, soit l'histoire du délit/crime censé s'être produit. Le challenge de tout investigateur est de pouvoir détecter et reconnaître les traces dites pertinentes pour fournir des indices forensiques à buts d'enquête et de renseignement. Inspirée par un tel constat, la présente recherche pose au coeur de ses réflexions les questions suivantes : Qu'est-ce qu'une trace pertinente ? Et, comment fait le forensicien pour déterminer qu'il y fait face ? L'intérêt de tels questionnements se comprend dans la volonté de définir une dimension souvent utili- sée en science forensique, mais encore jamais étudiée dans ses implications et fonctionnements. Cette recherche se lance dans des voies d'étude encore peu explorées en usant d'outils sémiotiques et des pratiques d'enquêtes sociologiques combinés à des traitements statistiques de données. Les résultats sont représentés en suivant une piste sémiotique fortement influencée par les écrits de Peirce et une seconde piste dite empirique où des données d'interventions ont été analysées et des investigateurs forensiques interviewés sur leurs pratiques de travail sur le terrain. Par la piste sémiotique, une vision macroscopique du processus de signification de la trace en élément pertinent est représentée. La trace est perçue sous la forme de plusieurs signes dont la signification est codifiée culturellement. Le raisonnement se formaliserait en trois principales étapes : 1- Quel type de source évoque la trace détectée? 2- Quelle cause/activité est à l'origine de cette source dans le contexte précis du cas ? 3- Quelle histoire peut être racontée à partir de ces observations ? Cette dernière étape consiste à raisonner en créant des hypothèses devant expliquer la présence de la trace détectée suite à une activité posée comme étant en lien avec le cas investigué. Pour valider ces hypothèses, cela dépendrait de leur capacité à répondre à une règle, celle de la pertinence. Cette dernière étape consiste en la symbolisation de la pertinence. La règle se composerait de deux points : la reconnaissance de la pertinence factuelle (le lien entre la trace et le cas est-il reconnu dans l'hypothèse fournie?) et la pertinence appropriée (quel est l'investissement à fournir dans la collecte et l'exploitation de la trace pour le bénéfice attendu au niveau de l'investigation/renseignement?). Tout ce processus de signification se base sur des observations et un raisonnement conjectural soumis à de nombreuses influences. Dans cette étude, la pertinence en science forensique se formalise sous les traits d'une dimension conventionnelle, symbolisée, conditionnée par le contexte, la pratique de l'investigateur forensique et la culture du milieu ; en somme cette recherche avance que la pertinence est le fruit d'une interaction entre des paramètres d'ordre situationnel, structurel (ou organisationnel) et individuel. Garantir la détection, la collecte et l'exploitation des traces pertinentes sur les lieux dépend de la connaissance et d'une culture maîtrisées par le forensicien. Dans l'étude du rapport trace pertinente-investigateur forensique, la présente recherche pose le modèle SFE comme une carte conceptuelle illustrant trois grands axes d'acquisition de la connaissance et de la culture forensiques intervenant dans la recherche et l'évaluation de la trace pertinente. Par l'analyse des données d'in- terventions et des entretiens, le rapport entre ces trois paramètres et la pertinence a été mis en évidence. S, pour savoir, incarne un rapport à la connaissance immédiate pour se faire une représentation d'une réalité à un instant donné, un point important pour une pertinence qui se comprend dans un contexte. F, pour formation, se conçoit dans son rapport à la pertinence via cette culture qui tend à s'institutionnaliser (soit une connaissance théorique). Quant au paramètre E, pour expérience, il se comprend dans son rapport à la pertinence dans cet ajustement des stratégies d'intervention (soit une connaissance pratique) de chaque praticien ayant modulé leur travail au regard des succès et échecs enregistrés cas après cas. F et E formeraient la bibliothèque de ressources permettant le processus de reconnaissance sémiotique et S assurerait la contextualisation nécessaire pour poser le raisonnement et formuler les hypothèses explicatives pour les traces détectées et questionnées dans leur pertinence. Ce travail démontre que la pertinence n'est pas absolue. Elle est temporelle et contextuelle, c'est une dimension conventionnelle relative et interprétée qui se doit d'être discutée. C'est là que repose toute la problématique de la signification de ce qui est pertinent pour chaque participant du processus d'investigation. En proposant une lecture par étapes du processus de signification depuis la trace à l'indice, l'étude vise à offrir une compréhension plus poussée du raisonnement et de son fonctionnement pour renforcer la formation des intervenants forensiques. Cette recherche présente ainsi un ensemble d'outils critiques à portée tant pédagogiques que pratiques pour la gestion des lieux tout en identifiant des influences-clé jouées par des dimensions individuelles, structurelles et situationnelles.

The aim of this study was to compare the diagnostic value of post-mortem computed tomography angiography (PMCTA) to conventional, ante-mortem computed tomography (CT)-scan, CT-angiography (CTA) and digital subtraction angiography (DSA) in the detection and localization of the source of bleeding in cases of acute hemorrhage with fatal outcomes. The medical records and imaging scans of nine individuals who underwent a conventional, ante-mortem CT-scan, CTA or DSA and later died in the hospital as a result of an acute hemorrhage were reviewed. Post-mortem computed tomography angiography, using multi-phase post-mortem CTA, as well as medico-legal autopsies were performed. Localization accuracy of the bleeding was assessed by comparing the diagnostic findings of the different techniques. The results revealed that data from ante-mortem and post-mortem radiological examinations were similar, though the PMCTA showed a higher sensitivity for detecting the hemorrhage source than did ante-mortem radiological investigations. By comparing the results of PMCTA and conventional autopsy, much higher sensitivity was noted in PMCTA in identifying the source of the bleeding. In fact, the vessels involved were identified in eight out of nine cases using PMCTA and only in three cases through conventional autopsy. Our study showed that PMCTA, similar to clinical radiological investigations, is able to precisely identify lesions of arterial and/or venous vessels and thus determine the source of bleeding in cases of acute hemorrhages with fatal outcomes.

The Internet is becoming more and more popular among drug users. The use of websites and forums to obtain illicit drugs and relevant information about the means of consumption is a growing phenomenon mainly for new synthetic drugs. Gamma Butyrolactone (GBL), a chemical precursor of Gamma Hydroxy Butyric acid (GHB), is used as a "club drug" and also in drug facilitated sexual assaults. Its market takes place mainly on the Internet through online websites but the structure of the market remains unknown. This research aims to combine digital, physical and chemical information to help understand the distribution routes and the structure of the GBL market. Based on an Internet monitoring process, thirty-nine websites selling GBL, mainly in the Netherlands, were detected between January 2010 and December 2011. Seventeen websites were categorized into six groups based on digital traces (e.g. IP addresses and contact information). In parallel, twenty-five bulk GBL specimens were purchased from sixteen websites for packaging comparisons and carbon isotopic measurements. Packaging information showed a high correlation with digital data confirming the links previously established whereas chemical information revealed undetected links and provided complementary information. Indeed, while digital and packaging data give relevant information about the retailers, the supply routes and the distribution close to the consumer, the carbon isotopic data provides upstream information about the production level and in particular the synthesis pathways and the chemical precursors. A three-level structured market has been thereby identified with a production level mainly located in China and in Germany, an online distribution level mainly hosted in the Netherlands and the customers who order on the Internet.

A necessidade de lidar com a identificação, o desenvolvimento, a formalização e a implementação de estratégias na Criminalística da Polícia Federal leva a questionamentos quanto à presença das condições necessárias para a implantação efetiva de um processo de planejamento estratégico institucional no ambiente considerado, e cuja resposta constituiu o objetivo da presente pesquisa. Neste contexto, combinam-se elementos ligados à natureza de organização pública da Criminalística e conceitos da Administração advindos do ambiente da iniciativa privada, assim como idiossincrasias da categoria profissional formada pelos peritos criminais. E, por ser o planejamento estratégico uma atividade insólita na organização, está sujeito a uma série de riscos e ameaças sobre os quais ainda não se tem conhecimento suficiente. Este estudo valeu-se de entrevistas semiestruturadas para avaliar, a partir da percepção dos próprios peritos criminais federais, se estão presentes fatores relacionados a três perspectivas de destaque identificadas na literatura acadêmica que poderiam viabilizar a implantação do planejamento estratégico na Criminalística da Polícia Federal. A primeira perspectiva se refere ao contexto mais amplo de organização, extraída a partir de uma abordagem integradora sobre o processo de formação da estratégia, que considera a visão como elemento agregador entre a racionalidade do planejamento estratégico formalizado e a participatividade geradora das estratégias emergentes. A segunda diz respeito ao contexto mais restrito que abrange as organizações do setor público, em que as dimensões de propriedade comum, financiamento público e controle político resultam em uma série de especificidades em relação ao setor privado. Por fim, a terceira perspectiva trata da caracterização da Criminalística como organização profissional, em que a tensão entre controle gerencial e autonomia profissional assume importância de destaque. O resultado, obtido a partir de análise interpretativa fenomenológica das entrevistas, revelou que a falta de um senso comum sobre a direção a ser seguida pela organização, associada ao baixo envolvimento dos peritos, constitui um fator condicionante do sucesso do planejamento estratégico na Criminalística.

A presente pesquisa versa sobre a interiorização da Perícia Criminal da Polícia Federal, que consiste num projeto de implantação de Unidades Técnico-Científicas para a execução de exames periciais em algumas cidades do interior do Brasil onde existem delegacias da Polícia Federal. Após a abertura das primeiras unidades no interior do país surgiram alguns resultados positivos. Entretanto, também surgiram situações indesejáveis e aspectos negativos que não foram previstos. O objetivo do estudo foi avaliar as vantagens e as desvantagens da instalação de Unidades Técnico-Científicas no interior do país para a administração da Perícia Criminal Federal. A pesquisa foi realizada com 59 chefes das unidades de perícia criminal das capitais dos estados e das unidades do interior. O estudo demonstrou que alguns resultados positivos foram alcançados, como a maior rapidez no atendimento e a melhor interação com o usuário do serviço de perícia criminal. Mas foi constatado também que existem problemas relacionados à infraestrutura, recursos humanos e materiais nas unidades do interior. Com o estudo foi possível concluir que a continuidade do programa de interiorização da perícia criminal federal depende preliminarmente da realização dos investimentos necessários em recursos humanos e materiais para que as unidades atualmente existentes possam ter as condições adequadas para seu funcionamento.

Este estudo apresenta como questão central: Por que desconcentrar o Departamento de Polícia Técnica e Científica com a criação e implantação de coordenadorias nas sub-regiões da Secretaria de Segurança Pública, Defesa e Cidadania do Estado de Rondônia? Para responder tal questão que norteia o presente estudo volta-se o enfoque para a gestão dos serviços praticados pelos órgãos de perícia técnica nas diversas regiões do Estado visando o princípio da eficiência e da produtividade, bem como do aspecto social dos órgãos de segurança pública, pois, em última análise, são estes os que deveriam agir em conjunto com a sociedade visando a garantia da aplicação da lei e da justiça a todos, com o objetivo de contribuir na gestão dos órgãos regionais, além de atender ao controle social pelo cidadão, com a criação de coordenadorias regionais naquela instituição. Como instrumento para coleta de dados optou-se pelo questionário com perguntas selecionadas sobre os conceitos dos temas abordados, e sobre as perspectivas de mudanças de formatação diferenciada da perícia no interior do estado aplicado através do fórum dos Peritos Criminais do Estado de Rondônia, via internet. Também foram realizadas pesquisas bibliográficas, documentais e a análise de dados populacionais, geográficos, de ocorrências policiais e de número de peritos. Os dados mostram que entre os profissionais da área existe um desconhecimento da distinção entre os conceitos de desconcentração e de descentralização. Apesar desse fato, as respostas apontam para a unanimidade com relação à necessidade de haver uma desconcentração do setor, que visa o reconhecimento das unidades regionais e a melhoria do trabalho produzido para a sociedade. Ao confrontar os dados referentes à área de atuação de cada uma das sub-regiões do Instituto de Criminalística, dentre as quais as unidades existentes e as desarticuladas (com área geográfica de atuação, população atingida e número de ocorrências realizadas por período de tempo escolhido), com os dados obtidos simultaneamente na sede fixada à capital do estado, ficou ainda mais clara a necessidade de desconcentração da perícia criminal no interior do estado, constatando-se a urgente e necessária criação de polos gestores em sintonia com o órgão central, desde que tal seja realizado como política pública.

Este pesquisa, inserida no campo de estudo sobre mudanças organizacionais, buscou investigar como é realizada a gestão de mudanças na Criminalística da Polícia Federal. Para isso, partiu-se de um referencial teórico para a estruturação de categorias de análise essenciais para o estudo do tema, agrupadas em três dimensões: conteúdo da mudança, processo de implementação da mudança e contexto em que ocorreu a mudança. Dessa forma, essa pesquisa de caráter qualitativo avaliou o processo de gestão de mudança ocorrido por meio da implementação de indicadores de complexidade na Criminalística da Polícia Federal, à luz do modelo proposto por John P. Kotter para a implementação eficaz de mudanças nas organizações, considerando sua interação com as circunstâncias contextais prevalecentes. Para a coleta de dados foram utilizadas entrevistas semiestruturadas com os componentes do corpo gerencial e diretor da Criminalística, responsáveis pela condução do processo de implementação da mudança. A análise de documentos institucionais e a observação direta complementaram a coleta dos dados. Os resultados apontaram para uma significante concorrência dos fatores relacionados às três dimensões estudadas que impediu o alcance dos objetivos esperados com a mudança, destacando-se: a) aspecto negativo relacionado à própria natureza da mudança, que se enquadra no campo de avaliação de desempenho, questão polêmica que levanta muitas discussões; b) contexto organizacional desfavorável, por estar inserida em uma organização policial, com forte cultura disciplinar e punitiva; c) processo de gestão de mudança mal conduzido, de acordo com modelo teórico para a implementação eficaz de mudanças nas organizações proposto por Kotter (1995, 1997).

A collaborative work was carried out by the Spanish and Portuguese ISFG Working Group with a PCR multiplex for X chromosome STRs. Markers were selected among those described as polymorphic in humans and that have been used by some laboratories in forensics. Primers and various technical methods were investigated with the aim of optimizing a multiplex for the 10 selected X-STRs. Primer mix stock solutions were sent to the laboratories that were asked to analyse two female bloodstains, taking as reference the genetic profiles from 9947A, 9948 and NA3657 samples. In this work, we report the results obtained by 30 GEP-ISFG laboratories, using this Decaplex, as well as alternative technical conditions that also produced good results. © 2008 Elsevier B.V.
