The paper looks at the link between human capital and regional economic performance in the EU. Using indicators of educational stock, the matching of educational supply and labour demand, and migration extracted from the European Community Household Panel (ECHP), it identifies that the economic performance of European regions over the last few years is generally associated with differences in human capital endowment. However, and in contrast to previous studies, the results highlight that factors such as the matching of educational supply and local labour needs, job satisfaction, and migration may have a stronger connection to economic performance than the traditional measures of educational stock.

No Brasil, a recente reformulação do Exame Nacional de Ensino Médio (ENEM) e a criação do Sistema de Seleção Unificada (SISU), um mecanismo de admissão centralizado que aloca os alunos às instituições, promoveram mudanças relevantes no Ensino Superior. Neste artigo, investigamos os efeitos da introdução do SISU na migração e evasão dos alunos ingressantes a partir dos dados do Censo de Educação Superior. Para tal, exploramos a variação temporal na adesão das instituições ao SISU e encontramos que a adoção do SISU está associada a um aumento da mobilidade entre municípios e entre estados dos alunos ingressantes em 3.8 pontos percentuais (p.p) e 1.6 p.p., respectivamente. Além disso, encontramos um aumento da evasão em 4.5 p.p. Nossos resultados indicam que custos associados à migração e comportamento estratégico são importantes determinantes da evasão dos alunos.

Este projeto de tese traça uma percepção etnográfica sobre a Oficina Popular de Audiovisual Latino-americano, projeto de aproximação audiovisual a jovens imigrantes latino-americanos residentes na cidade de São Paulo, através do seu acompanhamento e da filmagem partilhada das suas sessões, ocorridas durante os meses de junho, julho, agosto e setembro de 2014, realizadas no espaço do Cineclube latino-americano, sediado no Memorial da América Latina. Parte-se das premissas de que a latinoamericanidade é um imaginário identitário integracionista continuamente inventado e reinventado por vários agentes, ressignificado ininterruptamente por outros imaginários transregionais e locais, e de que entre as muitas vias da sua contínua reinvenção o audiovisual se dá como expressão estética mediadora de impressões locais e transregionais e como potencializador da reflexão coletiva sobre a existência social de cada um e a partilhada. Descreve-se em forma de relatório e de ensaio audiovisual etnográfico, a intersecção de imaginários identitários migrantes e latino-americanos mediados pelo audiovisual, a envolvência dos jovens com os temários da deslocação e da latinoamericanidade através da Oficina, da recepção de filmes latino-americanos contemporâneos e da criação coletiva de dois curtas-metragens.

La visée de ce mémoire est d’expliquer les récents changements des lois sur l’immigration et l’asile. À prime abord, le moment de ces changements suggère une influence des attentats du 11 septembre 2001. La littérature avance toutefois que ces changements dateraient plutôt de la fin de la Guerre froide. Nous avons donc vérifié deux hypothèses, la première étant que les changements législatifs découlent de l’évolution des flux migratoires, et la seconde voulant qu’ils résultent d’une « connexion sécurité‐migration ». Nous avons d’abord eu recours aux écrits sur les changements institutionnels et les politiques d’immigration et d’asile et sur la constitution des migrations comme enjeu sécuritaire. Ensuite, nous avons étudié le contenu des lois sur l’immigration et l’asile de pays membres de l’OCDE de 1989 à 2008. Deux typologies ont été construites pour évaluer l’effet des flux migratoires sur lesdits changements législatifs. Enfin, une analyse lexicométrique nous a permis d’évaluer le poids des enjeux sécuritaires dans les lois sur l’immigration et l’asile depuis 1989. Nous avons noté l’absence de corrélation entre changements législatifs et flux migratoires mais la présence d’un lien entre ces changements et la « connexion sécurité‐migration ». Le rôle joué par le 11 septembre et d’autres attaques terroristes a été vérifié pour les États‐Unis, le Royaume‐Uni et l’Union européenne. Ce mémoire démontre ainsi la mutation des lois sur l’immigration et l’asile qui sont passées du statut de « régulateur des migrations internationales » à celui de « garant de la sécurité nationale ».

Gleichwohl hat sich seit Beginn des neuen Jahrtausends in Deutschland das Selbstverständnis durchgesetzt, dass die Anwesenheit von Migrantinnen und Migranten weder marginal noch vorübergehend, sondern konstitutiv für gesellschaftliche Wirklichkeit ist. Die öffentlichen Diskurse, die politischen Debatten und Anstrengungen sowie die Ergebnisse der empirischen Bildungsforschung der letzten Jahre in Deutschland verweisen darauf, dass Migration zu den wichtigsten gesellschaftlichen Auseinandersetzungen der Gegenwart und Zukunft avanciert ist. Dies bestätigt auch das Feld, das sich aus pädagogischer Perspektive mit Kunst und Ästhetik befasst. [...] Der Autor möchte seinen Beitrag zu Fragen ästhetischer Bildung in der Migrationsgesellschaft mit einer kurzen Kritik der Besonderung durch die interkulturelle Perspektive einleiten (ausführlicher Mecheril u.a., 2010), um vom Brett dieser Kritik in eine alternative Perspektive zu springen, die er Migrationspädagogik nennt. The European Union has agreed on implementing the Policy Coherence for Development (PCD) principle in all policy sectors that are likely to have a direct impact on developing countries. This is in order to take account of and support the EU development cooperation objectives and the achievement of the internationally agreed Millennium Development Goals. The common EU migration policy and the newly introduced EU Blue Card directive present an example of the implementation of the principle in practice: the directive is not only designed to respond to the occurring EU labour demand by attracting highly skilled third-country professionals, but is also intended to contribute to the development objectives of the migrant-sending developing countries, primarily through the tool of circular migration and the consequent skills transfers. My objective in this study is to assess such twofold role of the EU Blue Card and to explore the idea that migration could be harnessed for the benefit of development in conformity with the notion that the two form a positive nexus. Seeing that the EU Blue Card fails to differentiate the most vulnerable countries and sectors from those that are in a better position to take advantage of the global migration flows, the developmental consequences of the directive must be accounted for even in the most severe settings. Accordingly, my intention is to question whether circular migration, as claimed, could address the problem of brain drain in the Malawian health sector, which has witnessed an excessive outflow of its professionals to the UK during the past decade. In order to assess the applicability, likelihood and relevance of circular migration and consequent skills transfers for development in the Malawian context, a field study of a total of 23 interviews with local health professionals was carried out in autumn 2010. The selected approach not only allows me to introduce a developing country perspective to the on-going discussion at the EU level, but also enables me to assess the development dimension of the EU Blue Card and the intended PCD principle through a local lens. Thus these interviews and local viewpoints are at the very heart of this study. Based on my findings from the field, the propensity of the EU Blue Card to result in circular migration and to address the persisting South-North migratory flows as well as the relevance of skills transfers can be called to question. This is as due to the bias in its twofold role the directive overlooks the importance of the sending country circumstances, which are known to determine any developmental outcomes of migration, and assumes that circular migration alone could bring about immediate benefits. Without initial emphasis on local conditions, however, positive outcomes for vulnerable countries such as Malawi are ever more distant. Indeed it seems as if the EU internal interests in migration policy forbid the fulfilment of the PCD principle and diminish the attempt to harness migration for development to bare rhetoric.

We show the impact of migration type on real wages over time. We create a migration and earnings history from the National Longitudinal Survey of Youth over the period 1979-2002. We estimate the effects of primary, onward, and two types of return migration on real wages using a panel data model with individual, location, and time fixed effects. Panel data are well suited for the study of the returns to U.S. internal migration because the influence of migration on wages has been found to occur years after the event. We differentiate return migration into two types: return to a location with ties that form a geographical anchor (home) and return to a prior place of work. We find that real wage growth varies by migration type. Education attainment is a significant factor in real wage growth. Our results show that onward migration is an important channel by which the monetary rewards to a college education are manifested.

BACKGROUND A low level of education and the migration background of parents are associated with the development of caries in children. The aim of this study was to evaluate whether a higher educational level of parents can overcome risks for the development of caries in immigrants in Vienna, Austria. METHODS The educational level of the parents, the school type, and the caries status of 736 randomly selected twelve-year-old children with and without migration background was determined in this cross sectional study. In children attending school in Vienna the decayed, missing, and filled teeth (DMFT) index was determined. For statistical analysis, a mixed negative-binomial-model was used. RESULTS The caries status of the children with migration background was significantly worse compared to that of the native Viennese population. A significant interaction was found between migration background and the educational level of the parents (p = 0.045). No interaction was found between the school type and either the migration background (p = 0.220) or the education level of the parents (p = 0.08). In parents with a higher scholarly education level, migration background (p < 0.01) and school type (p = 0.018) showed an association with DMFT values. In parents with a low education level, however, migration background and school type had no significant association with DMFT values. CONCLUSION These data indicate that children with a migration background are at higher risk to acquire caries than other Viennese children, even when the parents have received a higher education.

The complexity of migration issues is clearly reflected by states diverging national migration policy interests that exists within one state. In line with the Swiss Report on International Cooperation on Migration of the Swiss Federal Council , this complexity requires close coordination and cooperation between the governmental institutions and all offices. Only through a close and coherent cooperation between all governmental actors involved in migration issues the migration-development nexus can be strength. The present paper will suggest how intergovernmental cooperation can lead to better policy coherence in migration by interlinking all actors involved.
