Esta Tese tem por objetivo analisar o processo decisório do Programa Nacional de Produção e Uso do Biodiesel (PNPB), destacando duas especificidades: o PNPB traz entre suas diretrizes o componente social – algo até então inédito entre as políticas agroenergéticas – e o seu arranjo decisório inovou ao trazer para o processo de formulação atores com interesses historicamente opostos – representantes dos produtores de biodiesel, da agricultura empresarial e da agricultura familiar. O estudo, que combinou a análise institucional do sistema político brasileiro com abordagens teóricas de políticas públicas focadas no papel dos atores, foi guiado pela hipótese que as especificidades do processo decisório do PNPB devem-se tanto às influências da estrutura institucional introduzida com a Constituição de 1988, como do contexto político no qual foi formulado, qual seja, o governo Lula, cuja estratégia governamental esteve pautada no binômio inclusão social/participação orientando suas políticas públicas. Para a condução dessa empreitada, recorreu-se ao método da perspectiva comparada, por meio da análise do Proálcool e do Probiodiesel, políticas públicas federais de fomento à agroenergia anteriores ao PNPB, formuladas em ambientes institucionais e contextos políticos distintos.

A preocupação com o meio ambiente a partir dos anos 70, evidencia a necessidade de substituição dos combustíveis fósseis, e o Brasil, como referência mundial na produção e utilização de fontes renováveis de energia lança o Programa Nacional de Produção e Uso do Biodiesel (PNPB) em 2004 tendo como diferencial o estímulo à geração de renda através da produção e comercialização das matérias-primas pela agricultura familiar, através do “Selo Combustível Social”, o qual será concedido às empresas produtoras do biodiesel que adquiram matéria-prima desses agricultores. A pesquisa aborda a produção de dendê (Elaeis guineensis Jacq.) proveniente do trabalho dos agricultores familiares assentados via Instituto Nacional de Colonização e Reforma Agrária (INCRA), no Projeto de Assentamento (PA) Calmaria II, no município de Moju, com área contínua aos plantios da Empresa Agropalma que, organizados em uma associação, têm como foco a produção e a comercialização do dendê como vetor de renda e também inclusão social. Estes se inserem através dos financiamentos do PRONAF junto ao Banco da Amazônia S.A. Visa assim verificar de que forma se dá sua inclusão e sua conseqüente contribuição para o desenvolvimento sustentável da região, a qual ainda encontra-se distanciada da modernização do campo verificada nas demais regiões do país.

The recent insertion of biodiesel derived from oily vegetables in the Brazilian energetic matrix calls for the study of some aspects that belong to it. The analysis of the carbonized energetic pattern concerns the paradigm of economic development that is constitutionally enshrined sustainable development which make environmental protection compatible with the needs of the economic rationality. This text is structured according to the ideas of modern hermeneutic that sees substantial value in the principles capable of create a harmonious relationship between law and society. The study of the constitutional principles to conduct a legal analysis about the National Program for Production and Use of Biodiesel - PNPB. The aim of the research is the study of PNPB ahead with the constitutional principles governing the economic order. To achieve this end we studied the sustainable development as a constitutional principle. We start with the notion that the thematic principles, and fundamental to understanding the dimension of sustainable development institute, since its concept is closely related to the applications of the principles enshrined in virtually all the constitutional order of the Western world. Then this was the National Energy Policy, initiating the approach by guiding principles of the National Energy Policy to develop the theme of public policy in the energy sector. Therefore, we studied the National Program of Biodiesel Production and Use - PNPB. From a technical introduction to the concept of biodiesel and a brief historical background, analyzing their advantages compared to fossil fuels predominantly used. Then it became a regulatory overview of the Brazilian legislation on the subject, central to understanding the plans and objectives pursued by the Brazilian government with encouraging the production of biodiesel. Finally discussed the tax incentives for production and use of biodiesel in Brazil. From the idea of federalism, characterized the tax as an instrument of state intervention in the economy. And finally it brought the tax incentives of Law No. 11.116/2005 in the face of the constitutional principles of economy and tax, and tax incentives from projects related to the Kyoto Protocol

This research aims to understand the use of the territory from the Rio Grande do Norte to the circuit spatial of production from the Biodiesel understanding it as part of the national context. The introduction of biodiesel into the Brazilian energy matrix begins to take shape in the year 2005 with the implementation of the National Program for Production and Use of Biodiesel (NPPB). This is anchored on three pillars: social inclusion (through family agriculture), environmental sustainability and economic viability. The NPPB consists of a set of standards, which turned into shares and distributed by almost all the national territory. Our reflection assumes that the places accommodating different forms of productive activities and, thus, the performance of the circuit space of biodiesel production depends on several factors, including the configuration of the territory they receive this new nexus economic. Understanding that the places by their technical content determine the realization of productive activities, it was found that the inclusion of this circuit space production in Rio Grande do Norte, reveals the reality expressed in the national territory, where some places are endowed with a privileged technical content and other extremely poor infrastructure. As our research could confirm the circuit space of biodiesel production that is expressed in the way plants are distributed within the country (mostly in South-Central), in more significant participation of small farmers in the South in the supply of raw material for the production of biodiesel and the main raw material used for the production of agrofuels (soybeans, whose production sector is highly consolidated and technified). Already the project materialization of NPPB regarding the settlements and communities of the Rio Grande do Norte State, we observed that the "event" or advent of realization encountered a technical means lacking in infrastructure that need to be molded to the needs of production, or is to cultivate castor beans or sunflower would be needed inputs and implements that farmers don´t have. Given the above, the research concludes that, as proposed previously, the use of the territory of Rio Grande do Norte to this circuit has summarized the performance of experiments, either with regard to the participation of family farmers as suppliers of raw materials, including the development of related research in the stage of production fuel oil by Petrobras. This finding came from research done from the concept of "spatial circuits of production," which allowed the verification of the circuit that steps outlined in Potiguar territory. Regarding the inclusion of family farmers in the productive circuit in RN, research reveals that, in the manner as has been done, it is doomed to failure. Furthermore, we dare say that this persistence in trying to put these family farmers, the way is being made, and the resulting successive failures, indicating that social inclusion advocated by NPPB not take place, and that this production circuit relies on the same logic circuit concentrated and exclusive space for ethanol production

The need to become energy self-sufficient a country with which Brazil has sought renewable energy sources due to the possibility of depletion of oil in coming decades. This paper will examine the perspective of social inclusion the latest energy plan developed by the Federal Government: the National Program of Biodiesel Production and Use - PNPB. It aims to find out whether that work with family farmers who participated in the PNPB socially included and what limits its inclusion. Secondly, the objective is to analyze the Brazilian biodiesel production and its uses. The methodology used for the preparation of this study was to examine the literature, visits to the study area, conducting interviews with the leadership of the settlement, questionnaires and semi-structured interviews with families producing sunflower. Finally, the research dealt with the statistical data. After analyzing the data was verified that the instrument PNPB is able to promote the social inclusion of family farmers, but this occurred in the initial stages because the families involved need a minimum framework of organization and infrastructure to develop activities related to biodiesel

Faced with the global discussion about the development of new alternative energy sources, this work tries to contribute to the understanding of the introduction of biodiesel in the energy market, identifying the barriers in the social logic, economic and productive in different spaces, rural and urban. Based on the guidelines of the National Biodiesel Production and Use Program (PNPB), it intended to accompany the implementation of public policies in relation to family farmers settled in the Pontal, located in the western region of São Paulo. In parallel, we will analyze the organizational structure and logistics of the production of biodiesel in the city, although it does not dependent on agricultural production and it is not a target of public policies, it takes advantage of the demand created by PNPB when it comes to increasing the amount of biodiesel blended with mineral origin diesel. The activity examined in the urban space is the collection of used frying oil held by Ecosanta Biofuels, a company located in the town of Maua, São Paulo metropolitan region. The monograph aims to broaden our understanding despite the urban-rural issue regarding the obstacles and opportunities in expanding renewable energy

O Selo Combustível Social instituído pelo Governo Federal como Política Pública de Estado, a finalidade de concessão de créditos aos produtores de biodiesel que promovam a inclusão social e o desenvolvimento regional por meio da compra de 10% da matéria-prima para fabricação do biodiesel de pequenos produtores rurais. Nesse contexto, estão inseridos os pequenos agricultores nos Assentamentos do Município de Campo Verde – MT que comercializam parte da produção com empresas como a BIOCAMP e a BIOBRAS . Diante da realidade descrita, a presente pesquisa busca investigar em que medida o Selo Combustível Social, aplicado à política do Biodiesel em Mato Grosso, propicia a maior autonomia do pequeno produtor rural. A metodologia utilizada foi a pesquisa social empregando técnicas de análise documental, observação direta e a realização de entrevistas estruturadas e semi- estruturadas. Observou-se que para as empresas o selo combustível social é uma maneira de participar do leilão da Petrobrás. Para o poder público, o Selo Social uma maneira de apoiar o Pequeno Produtor Rural, através de parcerias, mas é notável que o mesmo não consegue gerenciar a sua produção, gerenciado pelo Empresário. Na visão dos assentados, esse selo é “só documento”, ficando o pequeno produtor sempre com os prejuízos.

Since the beginning of the National Program for Production and Use of Biodiesel in Brazil, in 2004, different raw materials were evaluated for biodiesel production, trying to combine the agricultural diversity of the country to the desire to reduce production coasts. To determine the chemical composition of biodiesel produced from common vegetables oils, international methods have been used widely in Brazil. However, for analyzing biodiesel samples produced from some alternative raw materials analytical problems have been detected. That was the case of biodiesel from castor oil. Due the need to overcome these problems, new methodologies were developed using different chromatographic columns, standards and quantitative methods. The priority was simplifying the equipment configuration, realizing faster analyses, reducing the costs and facilitating the routine of biodiesel research and production laboratories. For quantifying free glycerin, the ethylene glycol was used in instead of 1,2,4-butanetriol, without loss of quality results. The ethylene glycol is a cheaper and easier standard. For methanol analyses the headspace was not used and the cost of the equipment used was lower. A detailed determination of the esters helped the deeper knowledge of the biodiesel composition. The report of the experiments and conclusions of the research that resulted in the development of alternative methods for quality control of the composition of the biodiesel produced in Brazil, a country with considerable variability of species in agriculture, are the goals of this thesis and are reported in the following pages

Meaning fuel and renewal energy source s derivative additives, the term biodiesel exists in Brazil since 1980, when it was signed its first patent by Expedito Parente. Since then, its importance has grown gradually due to the worsening of the ambient problems, since its use has became a highly promising alternative to the pollution decrease, as in the carbon dioxide issue as with the smoke and sulfur oxide. In Brazil, it was created the National Program of Production, whose objective is to insert the new product in the country s energy matrix, strengthening the economy and creating new employment opportunities, being an important product to the national energetic independence, since Brazil still imports diesel to its domestic consumption. This study aims to identify the ambient, social and economic perception of the teachers from the Technology Center of Natal city (CTGÁS-RN) to the biodiesel. For that, it was used a questionnaire closed questions, organized in the likart scale, directed to the tree spheres of the research analysis, the biodiesel and its social, ambient and economic nuances, totaling 31 questionnaires full answered. In its objectives, the research was descriptive and in its approach it was qualitative. To the data analysis it was used statistical tools (Statistic software, 6.1 version and Microsoft Excel 2003). The research revealed the predominance of the ambient aspect in the sight of the teachers, followed by the social ones. Biodiesel is a reality in Brazil, due to the National Program of Biodiesel Production and Use (PNPB), which became mandatory in 2008 in adding 2% biodiesel in all diesel sold in a blend known as B2. The agribusiness sector responded to the federal program, facing many difficulties in biodiesel production, which highlights the supply of raw material. Problems related to biodiesel production were mainly the shortage of vegetable oil, because of demand from domestic and foreign markets, and rising prices of raw materials available for production, making this biofuel production economically feasible, even in Brazil, where agricultural production costs are among the most competitive in the world. The crambe is a specie that has aroused the interest of Brazilian producers due to oil content, hardiness, and mechanized cultivation, mainly for being a winter crop, it becomes one more option for farmers in this period. In addition, you can compose systems of crop rotation as well as being used as ground cover in winter. The aim of this study was to evaluate the potential for productive and cost of production of crambe, conducted in no-tillage system, to compare these parameters with other oil crops such as sunflower, canola and soybean. The trial was conducted in the agricultural year 2008 at the Experimental Farm Lageado belonging to the Faculty of Agronomic Sciences - UNESP, located in Botucatu - SP. The estimated yield was 1.507,05 kg ha-1, resulting in a production of 561,94 liters of oil per hectare. The cost of installation and conduct of crambe per hectare was R$ 875,87, resulting in a cost of R$ 1,56 per liter of oil, the lowest cost among the oilseed crops analyzed.
