OBJECTIVE To analyze the dynamics of operation of the Bipartite Committees in health care in the Brazilian states.METHODS The research included visits to 24 states, direct observation, document analysis, and performance of semi-structured interviews with state and local leaders. The characterization of each committee was performed between 2007 and 2010, and four dimensions were considered: (i) level of institutionality, classified as advanced, intermediate, or incipient; (ii) agenda of intergovernmental negotiations, classified as diversified/restricted, adapted/not adapted to the reality of each state, and shared/unshared between the state and municipalities; (iii) political processes, considering the character and scope of intergovernmental relations; and (iv) capacity of operation, assessed as high, moderate, or low.RESULTS Ten committees had advanced level of institutionality. The agenda of the negotiations was diversified in all states, and most of them were adapted to the state reality. However, one-third of the committees showed power inequalities between the government levels. Cooperative and interactive intergovernmental relations predominated in 54.0% of the states. The level of institutionality, scope of negotiations, and political processes influenced Bipartite Committees’ ability to formulate policies and coordinate health care at the federal level. Bipartite Committees with a high capacity of operation predominated in the South and Southeast regions, while those with a low capacity of operations predominated in the North and Northeast.CONCLUSIONS The regional differences in operation among Bipartite Interagency Committees suggest the influence of historical-structural variables (socioeconomic development, geographic barriers, characteristics of the health care system) in their capacity of intergovernmental health care management. However, structural problems can be overcome in some states through institutional and political changes. The creation of federal investments, varied by regions and states, is critical in overcoming the structural inequalities that affect political institutions. The operation of Bipartite Committees is a step forward; however, strengthening their ability to coordinate health care is crucial in the regional organization of the health care system in the Brazilian states.

A presente investigação procura inscrever-se no domínio da epistemologia dos estudos literários, fazendo apelo a uma abordagem interdisciplinar que aponta para a necessidade de um comparatismo literário africano e, ao mesmo tempo, mundial. O conceito-chave com que operamos neste trabalho é o de disciplinarização, tendo em conta o seu potencial explicativo para entender o processo que nos irá conduzir à integração dos Estudos Literários Africanos no sistema disciplinar actual. Por disciplinarização entendemos o processo de definição que consiste na demarcação de uma determinada disciplina, por força de dinâmicas endógenas e exógenas, durante o qual se transita de uma fase pré-disciplinar para outra disciplinar, admitindo-se a existência de uma compatibilidade entre os fundamentos epistemológicos e metodológicos da produção e transmissão de conhecimentos e, por outro lado, a consagração da institucionalidade da disciplina como objecto de estudo. A profissionalização disciplinar será uma consequência desse processo e da formação de comunidades de agentes epistémicos que, conhecendo profundamente a história e os universos de referência da disciplina, sejam capazes de aplicar as metodologias mais adequadas no domínio da investigação e do ensino. Para compreender os fundamentos epistemológicos dos Estudos Literários Africanos, importa refletir sobre o momento a partir do qual se constituem como campo disciplinar na história da produção do conhecimento sobre o continente africano. Por outro lado, com o presente trabalho pretende-se avaliar o estatuto disciplinar da Literatura Angolana, num exercício que procura justificar as determinações da epistemologia disciplinar, operacionalizando os sentidos em que se pode analisar o conceito de disciplina. Deste modo, a atribuição do referido estatuto pressupõe o domínio de um instrumental teórico que implica a descrição dos tipos de conhecimento veiculados através dos processos de transmissão que caracterizam as disciplinas escolares e as disciplinas académicas.

This article deals with the conditioned income-transfer developed by the governments of Lula and Dilma, in the Brazilian case, and by Cristina Fernández de Kirchner, in Argentina. In other words, the programs Bolsa Família and "Asignación Universal por Hijo para Protección Social". They are comparatively analyzed with regard to their institutionality, the access criteria, the conditionings and the concept of poverty, in order to discuss whether they constitute or not a social right and the relative importance of the amount given.

Desde 1958 hasta el presente el sistema político venezolano ha pasado de ser una democracia representativa, entre 1958 y 1998, para convertirse en un régimen autoritario electoral entre los años 1999 y 2006, durante la presidencia de Hugo Chávez. Este cambio de régimen ha tenido un impacto significativo y negativo sobre la institucionalidad electoral en el país, pues a diferencia del pasado reciente, los comicios en Venezuela han dejado de ser un mecanismo competitivo, con capacidad para expresar fidedignamente la voluntad colectiva y traducirla en esquemas idóneos de representación. En las páginas que siguen se examinan las recientes transformaciones del sistema político venezolano, su impacto sobre las reglas y condiciones del juego electoral, y las opciones y retos que enfrentan las fuerzas gubernamentales y las de oposición ante las elecciones presidenciales de diciembre 2006 en el marco del nuevo régimen autoritario electoral.-----From 1958 to the present, the Venezuelan political system has shifted from the representative democracy it was in the 1958–1998 period, to an authoritarian electoral regime from 1999 to 2006 under the presidency of Hugo Chávez. This change in the nature of the regime has had a significant and negative impact on the country’s electoral institutions and on its ‘institutionality’ since, unlike the recent past, elections in Venezuela are no longer a competition mechanism capable of reliably giving room to the expression of collective will and translating it into suitable representative frameworks. The paper examines these recent transformations undergone by the Venezuelan political system, their impact on the rules and conditions of the electoral contest, and the alternatives and challenges faced by both the government strongholds and the opposition vis-à-vis the coming December 2006 presidential elections in the midst of the new authoritarian regime’s electoral framework.
