It is the author’s position that the framework for WID/GAD, as academic field and practice concerned primarily with developing countries should be broadened so as to incorporate Japan’s own gender and development issues in its scope. Unlike other developed countries, activists and scholars in Japan rarely connected, as was also the case with the fields of women’s/gender studies and WID/GAD. However, this was not due to any lack of interest among Japanese women regarding the lives of women in developing countries. Rather the points of fissure were the notions of ‘difference’ and ‘development’ held by Japanese women. These analytical concepts were narrowly defined, which resulted in limited interaction between discourse on women’s issues in Japan and WID/GAD related to ‘other’ women. By re-examining these notions and looking more deeply into perceived differences in the local context of ‘development’, not only can we strategize on ‘differences’ in such a way that we draw strength from the very fact of being different, but also prevent ‘differences’ from being used as grounds for discrimination. As a whole, we could gain substantially by broadening the field of Gender and Development and, as such, it is imperative that this field be broadened with urgency as development itself changes in this ever-interconnected world

This honors thesis is an anthropological exploration of women's cooperatives in two regions of rural Morocco. Specifically, I am interested in how contemporary development projects such as the cooperative are understood by the peoples of these regions. By conducting first-hand ethnographic research among women's cooperatives in two drastically different environments of rural Morocco, I gain further insight into the roles that culture and geography play in determining the 'success' of cooperatives inlocal communities. In using the term 'success,' I will compare notions of success as used by both Western development organizations as well as local people in Morocco. I examine and analyze the very delicate and complex interaction that occurs between largely Western development agencies and local cultures particularly through the lens of gender. I will also convey the importance of an exchange of cultural practices through development projects rather than the imposition of one cultural system on another. In writing this thesis, I hope to contribute to the growing field of the anthropologyof development, a subset of cultural anthropology that examines international development practices and the economic, social, and political factors that have an impact on the local culture. I examine cooperatives from the perspectives of both the people whoparticipate in them through personal interviews as well as development institutions through an ongoing body of published literature. Focusing on gender implications that such development initiatives have on the rural cultures of Morocco, I argue that gender identities are crucial aspects of local cultures that must be addressed within development practices. On a broader scale, I argue that a deeper knowledge of local cultures is essential if development agencies are to be 'successful' in non-Western cultures.

Purpose – The purpose of this paper is to determine the patterns of transitional employment (TE) aspirations and training and development (T&D) needs of women within local government. Design/methodology/approach – A quantitative survey methodology was used to identify aspirations in a sample of 1,068 employees from the Australian Local Government Association. Findings – Mature-aged women were very interested in continuous learning at work despite their limited formal education. Their training preferences consisted of informal delivery face-to-face or online in the areas of management or administration. Younger women were interested in undertaking university courses, while a minority were interested in blue collar occupations. Practical implications – Through the identification of patterns of TE and T&D aspirations, long term strategies to develop and retain women in local government may be developed. Findings suggest that mature-aged women would benefit from additional T&D to facilitate entry into management and senior administration positions, as well as strategies to facilitate a shift in organizational climate. Social implications – Mature-aged women were found to be a potentially untapped resource for management and senior administrative roles owing to their interest in developing skills in these fields and pursuing TE. Younger women may also benefit from T&D to maintain their capacity during breaks from employment. Encouragement of women in non-traditional areas may also address skill shortages in the local government. The paper examines the concept of the feminization of poverty and reviews the limited evidence on the extent of poverty among women. It then examines the arguments that poor women can be highly effective change agents for the eradication of poverty. However, all the women may be considered as instruments for eliminating poverty, lack of understanding an appreciation of the impact of their sex roles and of gender roles and stereotypes continue to prevent the realization of this potential. Therefore, the paper moves on to summarize the differences between sex and gender and examines how both women's sexes roles and the imp gender roles and stereotypes lead to the feminization of poverty and exclude women from the participation in development and programmes to eliminate poverty. The paper reviews the major approaches: women in development or WID, gender and development or GAD and extension of GAD known as mainstreaming. Finally, it considers the issue of poverty, women and gender in Nigeria. It also advances a number of recommendations on women and gender poverty and rural development for the consideration of policy-makers in Nigeria

Over the course of the last two decades, IFIs (most prominently the World Bank) have begun acknowledging the centrality of human development as an essential element of the economic development process if the growth aimed at is to be holistic and sustainable. Strikingly, there is no agreement on the manner in which this approach is to be achieved, especially in the field of gender and development. This paper focuses on the issue of whether the Multilateral Development Banks’ policies have truly attempted at implementing their stated model of gender mainstreaming through their programmes and projects in India, with a specific focus on the legal sector, since that sector has both instrumental and intrinsic value for gender rights advocates. This article will aim at reviewing their approach towards rule of law projects and the manner in which gender equality norms have or have not been addressed within that framework; it will end with recommendations as to the necessary issues which gender programmes must address within the rule of law framework in order to achieve the Millennium Development Goal of gender equity.

This cross-sectional study examines the role of L1-L2 differences and structural distance in the processing of gender and number agreement by English-speaking learners of Spanish at three different levels of proficiency. Preliminary results show that differences between the L1 and L2 impact L2 development, as sensitivity to gender agreement violations, as opposed to number agreement violations, emerges only in learners at advanced levels of proficiency. Results also show that the establishment of agreement dependencies is impacted by the structural distance between the agreeing elements for native speakers and for learners at intermediate and advanced levels of proficiency but not for low proficiency. The overall pattern of results suggests that the linguistic factors examined here impact development but do not constrain ultimate attainment; for advanced learners, results suggest that second language processing is qualitatively similar to native processing.

It has now been five years since the landmark United Nations Millennium Declaration and related Development Goals (MDGs), wad adopted by Member States. The Declaration is a blueprint for action and has created a political momentum which holds great potential not only for improving the rights and empowerment of women, but more fundamentally for achieving the MDGs. The targets and indicators represent concrete benchmarks to measure progress on the eight development goals. The 2000 Millennium Declaration commits States to promote gender equality and the empowerment of women as effective ways to combat poverty, hunger, disease and to stimulate development that is truly sustainable. The acknowledgement that the achievement of women’s rights and equality is central to the achievement of social and economic development is a significant achievement. This issue of Gender Dialogue, looks at gender equality and women’s empowerment and the achievement of the MDGs.
