On the 25th anniversary of Economic Affairs this article examines the history of the journal from its founding in 1980 to the present. It presents an account of the key themes that have featured in the journal during that time and argues that its most important contribution has been to explain how markets operate and why well-meaning government intervention seldom improves upon the imperfect outcomes produced by markets.

Provisional supervision (PS) is Hong Kong’s proposed new corporate rescue procedure. In essence, it is a procedure for the preparation by a professional, usually an accountant or a solicitor, of a proposal for a voluntary arrangement, supported by a moratorium. There should be little court involvement in the process and it is anticipated that the costs and delays of the process would be less than alternate, currently available procedures. This article will retrace some of the key events and issues arising from the numerous policy and legislative debates about PS in Hong Kong. At present the Hong Kong government is in the midst of drafting a new Bill on corporate rescue procedure to be introduced to the HKSAR Legislative Council. This will be the third attempt. Setting aside the controversies and the content of this new effort by the Hong Kong administration, the Global Financial Crisis in 2008 has signalled to the international policy and business community, free markets alone cannot be an effective regulatory mechanism. Having legal safeguards and clear rules to regulate procedures and conduct of market participants are imperative to avoid future financial meltdowns.

The shift of economic gravity towards East Asia requires a critical examination of law's role in the Asian Century. This volume explores the diverse scholarly perspectives on law's role in the economic rise of East Asia and moves from general debates, such as whether law enjoys primacy over culture, state intervention or free markets in East Asian capitalism, to specific case studies looking at the nature of law in East Asian negotiations, contracts, trade policy and corporate governance. The collection of articles exposes the clefts and cleavages in the scholarly literature explaining law's form, function and future in the Asian Century.

Las teorías en desarrollo rural en el país no han sido abordadas adecuadamente para solventar los problemas estructurales del campo y los modelos de apertura económica y de agroexportaciones no han cumplido su propósito de mejor el nivel de vida de los habitantes, es por esto que se hace necesario a partir de un análisis del contexto actual del campo colombiano replantear las políticas públicas encaminadas a este fin. El análisis se realiza a partir de las políticas públicas del gobierno de Álvaro Uribe Vélez a la luz del concepto de Nueva Ruralidad.

Este trabajo contribuye al análisis de la incidencia del paradigma del Desarrollo Urbano Sostenible en el proceso de toma de decisiones legislativas en Colombia, concentrándose en la discusión y definición de la agenda legislativa sobre asuntos urbanos, durante el periodo 1991-2006.

El autor destaca la importancia en términos de compromisos políticos del Ecuador hacia una relación más estrecha con los países del Asia-Pacífico. El nuevo gobierno debe diseñar sus políticas en correspondencia con el escenario impuesto por la democracia liberal y el libre mercado, considerar incentivos para el desarrollo del comercio exterior y atracci6n de inversiones y tomar en cuenta la importancia de la competitividad interna. El sector privado debe revertir el comportamiento irregular de la exportaciones hacia algunos países de Asia-Pacífico y el Ministerio de Relaciones Exteriores fortalecer los lazos a nivel político-diplomático. Finalmente, el autor enfatiza la necesidad de una rápida modernización del sector público.

Regarding the location of a facility, the presumption in the widely used p-median model is that the customer opts for the shortest route to the nearest facility. However, this assumption is problematic on free markets since the customer is presumed to gravitate to a facility by the distance to and the attractiveness of it. The recently introduced gravity p-median model offers an extension to the p-median model that account for this. The model is therefore potentially interesting, although it has not yet been implemented and tested empirically. In this paper, we have implemented the model in an empirical problem of locating vehicle inspections, locksmiths, and retail stores of vehicle spare-parts for the purpose of investigating its superiority to the p-median model. We found, however, the gravity p-median model to be of limited use for the problem of locating facilities as it either gives solutions similar to the p-median model, or it gives unstable solutions due to a non-concave objective function.

O objetivo do presente estudo foi a determinação das perdas físicas e econômicas de banana em diferentes equipamentos varejistas na Cidade de Botucatu - SP e suas possíveis causas. Os equipamentos foram sorteados aleatoriamente. As informações foram coletadas através da aplicação de questionário para a determinação das perdas de três variedades de banana. O resultado mostrou perda global de 39 toneladas, correspondente a 11,1% da quantidade comercializada, sendo 10,5% em supermercados, 15,0% em quitandas/sacolões e 10,6% em feiras livres. O valor total das perdas anuais atingiu R$ 35.038,00, em valores de maio de 2002. A manipulação excessiva do cliente, excedente de oferta, uso de embalagem inadequada e baixa qualidade da fruta foram as principais causas de perdas. Conclui-se pela necessidade de conscientização do cliente, do uso de embalagens plásticas e de cuidados no manuseio da fruta durante toda pós-colheita.

The objective of this study was to detect possible carriers of parasites and/or commensals between the horticulturists of Fair of the Producer from Upper Paranaiba, Minas Gerais. A total of 30 horticulturists were instructed to collect three stool samples on alternate days during the months of August and September 2007. Horticulturists were positive 40% for one or more parasite and / or dinner, and found: Giardia lamblia (3.5%), Entamoeba histolytica / E. dispar (7%), Entamoeba coli (13%), Endolimax nana (13%) and Ascaris lumbricoides (3.5%). Stool of gardeners is of importance in monitoring parasite sanitary conditions of vegetables sold in urban environments.

This paper deals with the difference between risk and insecurity from an anthropological perspective using a critical New Institutionalist approach. Risk refers to the ability to reduce undesirable outcomes, based on a range of information actors have on possible outcomes; insecurity refers to the lack of this information. With regard to the neo-liberal setting of a resource rich area in Zambia, Central Africa, local actors – men and women – face risk and insecurity in market constellations between rural and urban areas. They attempt to cope with risk using technical means and diversification of livelihood strategies. But as common-pool resources have been transformed from common property institutions to open access, also leading to unpredictability of competitors and partners in “free” markets, actors rely on magic options to reduce insecurity and transform it into risk-assessing strategies as an adaptation to modern times. Mexico has a long history of structuralized violence against its most vulnerable socioeconomic strata, the peasantry, also referred to as Campesinos. From the Spanish invasion, to the contemporary neoliberal development project, corn production has been intimately associated with disparate power relations both within Mexican society, and without, particularly in relations with the United States. This study sheds light on the incongruities of modernism implicit within neoliberal policy instruments such as Structural Adjustment Programs (SAP) and free trade agreements. It will demonstrate that while such policies benefit some, they principally exacerbate existing power disparities via disarticulated trade economics, subordinating rather than liberating Mexico's most vulnerable citizenry.

In their policy proposals on how best to stimulate economic growth, economists have been increasingly emphasizing free markets. It is, however, possible that free-market-led economic growth can lead to increased income inequity which can further increase poverty. One of the more interesting but thus far insufficiently explored mechanisms for the latter is food–feed competition. Using Peruvian Living Standard Survey (PLSS) data for 1985–86 and 1990, the paper examines the demand patterns of households and concludes that the empirical evidence is in agreement with the hypotheses underlying the theory of food–feed competition.
