Education is generally perceived as a public good which should be provided by the state. In Egypt, free and equal access to education has been guaranteed to all citizens since President Nasser’s socialist reforms in the 1950s. However, due to high population growth rates and a lack of financial resources, the public education system has been struggling to accommodate rapidly increasing numbers of students. While enrolment rates have risen steadily, the quality of state-provided services has deteriorated. Teachers and students have to cope with high class densities, insufficient facilities, a rigid syllabus and a centralized examination system. Today, teaching is among the lowest-paying occupations in the public sector. One strategy to cope with this situation is the widespread practice of private tutoring, which usually takes place at students’ homes or in commercial tutoring centers. Based on research carried out in Cairo in 2004/05 and 2006, I use an actor-centered approach to analyze the motivations of Egyptian teachers and students for participating in private tutoring and the impact that this practice has on the relationship between teachers and students. Students of all socio-economic backgrounds resort to tutoring in order to succeed in a highly competitive and exam-oriented education system. However, the form and quality of tutoring that can be accessed depends on the financial means of the family. For teachers, tutoring provides a good opportunity not only to supplement their income, but also, in the case of renowned “star teachers”, to improve their professional status and autonomy. On the informal “market of education” that has developed in Egypt during the last decades, the educational responsibilities of the state are increasingly being taken over by private actors, i.e. the process of teaching and learning is dissociated from the direct control of the state and from school as an institution. At the same time, education is turned into a marketable commodity. Despite the government’s efforts to provide free education to all citizens, the quality of social services that can be accessed in Egypt, thus, depends mainly on the financial means of the individual or the family.

Expanding access to preschool education is a particularly important policy issue in developing countries, where enrollment rates are generally much lower, and where private institutions constitute a much larger share of the formal preschool sector, than in developed countries. This paper examines if an expansion in the supply of public preschool crowds-out private enrollment using rich data for municipalities in Brazil from 2000 to 2006, where federal transfers to local governments change discontinuously with given population thresholds. Results from a regression-discontinuity design reveal that larger federal transfers lead to a significant expansion of local public preschool services, but show no evidence of crowding-out of private enrollment, nor of negative impacts on the quality of private providers. This finding is consistent with a theory in which households differ in willingness-to-pay for preschool services, and private suppliers optimally adjust prices in response to an expansion of lower-quality, free-of-charge public supply. In the context of the model, the absence of crowding-out effects of more public preschool providers can be rationalized by the existence of relatively large differences in willingness-to-pay for preschool services across different demand segments. Our theoretical and empirical findings therefore suggest that in developing country settings characterized by relatively high income inequality, an expansion in public preschool supply will likely significantly increase enrollment among the poorest segments of society, and need not have adverse effects on the quantity or quality of local private supply.

Die Privatisierung im Hochschulwesen ist eine neue internationale Tendenz, die in der Welt in den letzten 25 Jahren zu umfangreichen wissenschaftlichen Diskussionen zwischen den Experten dieses Gebietes geführt hat. Die private Hochschulbildung erstreckt sich über ein großes Feld der verschiedenen Studiengänge. Ihre Ziele und Aufgaben sowie ihre Bedeutung unterscheiden sich von Staat zu Staat. Ebenso ist die private Hochschulbildung unterschiedlich aufgebaut hinsichtlich ihrer Größe, Finanzierung usw. Die Errichtung einiger privater Hochschulen in Ägypten beeinflusste ebenfalls die wissenschaftliche Diskussion zwischen den Experten bis heute. Um die ägyptische Erfahrung in diesem Gebiet beurteilen zu können, wurde die deutsche Situation vergleichend betrachtet. Das Ziel der Dissertation ist die Beschreibung und Analyse des aktuellen Standes der Entwicklung des privaten Hochschulwesens in Ägypten und in Deutschland, um Ähnlichkeiten und Unterschiede herauszuarbeiten, Nachteile und Vorteile der Entwicklung in beiden Ländern zu bewerten sowie Vorschläge zur Verbesserung der Lage zu machen. Als Untersuchungsmethode wurde die Fallstudie benutzt, dabei wurden jeweils fünf repräsentative Hochschulen ausgewählt. Sie unterschieden sich in den Studienangeboten, der regionalen Lage, der Größe, der Hochschulart, der fachlichen Ausrichtung und dem Gründungsdatum. Das Thema wurde in zwei Teilen behandelt, in einem theoretischen und in einem praktischen Teil. Im theoretischen Teil werden die Geschichte des Hochschulwesens allgemein und seine Entwicklung, Ziele und Aufgaben sowie die gegenwärtige Situation behandelt. In diesem Kontext werden auch die Bedeutung der privaten Hochschulen, ihre Entstehung und Entwicklung, ihre Ziele und Aufgaben, ihre Finanzierung und ihre gesetzliche Lage untersucht; die ausgewählten privaten Hochschulen werden detailliert beschrieben. Der praktische Teil dieser Untersuchung erfolgte vorwiegend in Form von Befragungen an den ausgewählten privaten Hochschulen. Die wichtigsten behandelten Bereiche der Befragungen waren: - Beziehungen zwischen Staat und Hochschule, - Ziel und Aufgaben der Leistungsbewertung, - Finanzierung, - Auswahl der Studienbewerber, - Lehrkörper, - Lehrpläne und -programme. Ergebnisse: Die privaten Hochschulen in Ägypten konnten bis zum heutigen Tag ihre Ziele hinsichtlich der Lehre und der Forschung nicht erreichen. Aufgrund der häufigen Veränderungen bei den staatlichen Rahmenbedingungen wurde die angestrebte Flexibilität nicht erreicht. Zusätzlich leiden die neugegründeten privaten Hochschulen unter der mangelhaften Finanzierung, da sie sich vorwiegend aus Studiengebühren tragen. Deshalb leisten sie keinen Beitrag für die Gesamtfinanzierung des ägyptischen Hochschulsektors. Eine Ausnahme stellt die Französische Universität in Kairo dar. Die deutschen privaten Hochschulen haben ihre Ziele hinsichtlich der Lehre und der Forschung zu einem großen Anteil erreicht. Dies erfolgte vor allem durch eine größere Flexibilität, eine bessere finanzielle Ausstattung sowie zusätzliche unterschiedliche Quellen der Finanzierung. Der Beitrag einiger privater Hochschulen an der Gesamtfinanzierung des deutschen Hochschulwesens ist groß. Generell beruht die Qualität des privaten Hochschulwesens auf der Bildungsphilosophie sowie der allgemeinen Politik des Staates und darauf, wie weit den Anforderungen der Gesellschaft entsprochen wird und ob ein Beitrag zu Entwicklung des Hochschulwesens geleistet wird. Weiterhin ist deren Erfolg von einer ausreichenden Finanzierung abhängig.

Estimates of the e¤ect of education on GDP (the social return to education)have been hard to reconcile with micro evidence on the private return. We present a simple explanation that combines two ideas: imperfect substitution between worker types and endogenous skill biased technological progress. When types of workers are imperfect substitutes, the supply of human capital is negatively related to its return, and a higher education level compresses wage di¤erentials. We use cross-country panel data on income inequality to estimate the private return and GDP data to estimate the social return. The results show that the private return falls by 2 percentage points when the average education level increases by a year, which is consistent with Katz and Murphy's [1992] estimate of the elasticity of substitution between worker types. We find no evidence for dynamics in the private return, and certainly not for a reversal of the negative e¤ect as described in Acemoglu [2002]. The short run social return equals the private return.

Mostrem com els votants anticipen els efectes positius que té l’educació sobre les pensions futures. Així, el recolzament a un sistema educatiu públic s’incrementa si el sistema de pensions és més redistributiu, cosa que també es dóna entre els ciutadans que prefereixen una educació privada. També mostrem que el tipus d’equilibri “ends against the middle” pot ocórrer fins i tot quan la taxa impositiva preferida pels votants és decreixent amb la renda.

The 21st century is marked by a paradigm shift in education that has resulted both in threats and opportunities. It has brought new challenges and an opportunity for higher education. Higher education in India is undergoing rapid changes. The challenges ahead are multifaceted and multidimensional. Though the data show a massive growth in the number of students' enrollment in colleges/universities, holistic view reveals that still only a meager of the total population has access to higher education. Globalization and privatization are imposing new challenges but the nations are still entangled in solving the basic problems of accessibility to higher education for all. In the wake of the transition from elitist to mass education, universities worldwide are under pressure to enhance access and equity, on the one hand, and to maintain high standards of quality and excellence, on the other. Today the notion of equity not only implies greater access to higher education, but also opportunities for progress. In recent debates on higher education, the notions of equity and access go beyond minority to diversity. Affirmative action, too, has become raceexclusive and gender-neutral.1

The present study analyzes the expansion of Brazilian superior education, investigating how the public and the private sectors are inserted in this process, taking as analysis dimensions the philanthropic actions, the democratization and the mercantilism. The study had for general objective to analyze the dynamics of the expansion of superior education in Brazil, investigating how it configures the overlap between the public and the private in this process. More specifically was tried: a) to understand the process of participation of the non-state public, state and private sectors with lucrative goals in the expansion of superior education; b) to analyze the limits between the democratization and mercantilism in the process of expansion of superior education; c) to analyze the mechanisms that express the privatization in the process of expansion of superior education; d) to investigate, in a program of the government, how is materialized the overlap between the public and the private, in the expansion of superior education. In the development of the study, was adopted as theoretician and methodological way a historical and critical perspective, because is considered it allows to understand the mediations between the inquiry subject and the historical context in which it is developed, allowing, this way, the true explanation of the studied object. About the technician procedures, it was adopted documentary and bibliographical research. Also, secondary data were searched on the main governmental web sites (INEP, SISPROUNI, INEP, PNUD; IBGE) which produce statistics on superior education and sponsors of private institutions of superior education, as example ABMES and the Court of Accounts of the Union, amongst others. The study results had delineated a picture that allows to evidence that has been occurring, in the country, a process of expansion of superior education, marked for the articulated participation of the public state, private with lucrative ends and private without lucrative ends sectors, but it is distinguished in recent years the prevalence of the private sector with lucrative ends. In result, it is concluded that this process of expansion cannot be considered as dimension of the democratization because it occurs by means that move it away from the education as a right to be placed in the scope of the market, changing the right into a service that is appropriated by mercantile relations

O objetivo principal deste artigo é apresentar uma análise crítica das políticas de expansão da educação superior, no Brasil, instituídas pós-LDB/1996, com a finalidade de identificar e discutir as novas configurações dessa expansão, em especial a que vem sendo efetivada, a partir de 2007, com a criação de redes de empresas por meio da compra e (ou) fusão de instituições de ensino superior privadas do país, por empresas nacionais e internacionais de ensino superior e pela abertura de capitais destas nas bolsas de valores, configurando a formação de oligopólios. Para tanto, utilizamos como recurso metodológico a pesquisa bibliográfica, especificamente a consulta em fontes documentais diversas, em especial, web sites de empresas educacionais, bem como de órgãos da imprensa tradicional e da mídia eletrônica nacionais. Nas considerações finais, apontamos algumas tendências da mercantilização do ensino superior, no Brasil.
