La medición de la desigualdad de oportunidades con las bases de PISA implican varias limitaciones: (i) la muestra sólo representa una fracción limitada de las cohortes de jóvenes de 15 años en los países en desarrollo y (ii) estas fracciones no son uniformes entre países ni entre periodos. Lo anterior genera dudas sobre la confiabilidad de estas mediciones cuando se usan para comparaciones internacionales: mayor equidad puede ser resultado de una muestra más restringida y más homogénea. A diferencia de enfoques previos basados en reconstrucción de las muestras, el enfoque del documento consiste en proveer un índice bidimensional que incluye logro y acceso como dimensiones del índice. Se utilizan varios métodos de agregación y se observan cambios considerables en los rankings de (in) equidad de oportunidades cuando solo se observa el logro y cuando se observan ambas dimensiones en las pruebas de PISA 2006/2009. Finalmente se propone una generalización del enfoque permitiendo otras dimensiones adicionales y otros pesos utilizados en la agregación.

This paper documents the extent of inequality of educational opportunity in India spanning the period 1983–2004 using National Sample Surveys. We build on recent developments in the literature that have operationalized concepts of inequality of opportunity theory and construct several indices of inequality of educational opportunity for an adult sample. Kerala stands out as the least opportunity-unequal state. Rajasthan, Gujarat, and Uttar Pradesh experienced large-scale falls in the ranking of inequality of opportunities. By contrast, West Bengal and Orissa made significant progress in reducing inequality of opportunity. We also examine the links between progress toward equality of opportunity and a selection of pro-poor policies.

Substantial increases in participation rates at secondary and third level in recent years have often been assumed to be associated with increased equality of opportunity. However, there is little evidence from elsewhere that expansion per se, except when it takes the form of saturation of the demand from higher classes, leads to a reduction in class inequalities. In exploring the factors that contribute to trends over time, or to a distinctive position in comparison with other countries, we have drawn on the recent literature to argue that the crucial factors are those which affect decisions to continue in education. We have also operated on the assumption that students and their parents rationally consider the costs and benefits associated with educational choices. The most recent evidence relating to the adult population provides no support for the existence of any trend towards equality of educational opportunity. It is, rather consistent with the class reproduction perspective that stresses the ability of privileged classes to maintain their advantages.

Cadbury showed concern for the welfare of its labour force in a variety of ways and not least in the provision of educational and educative-recreational facilities. The firm regarded the education of employees as having a positive effect on the efficiency of the business at the same time as being of benefit to the individual, the local community and the nation. The life-long education of people was seen as essential for personal fulfilament, social improvement, economic competitiveness and the proper functioning of democratic procedures. The educational system built up at Cadbury, and the philosophy on which it was founded, acquired both a domestic and international reputation. Its main components were the day continuation education of juniors; the Bournville Works Evening Institute; vocational and non-vocational scholarships; emphasis on the primary importance of general education as a basis for life, work and technical training; stress on equality of educational opportunity for females; and leisure and sporting amenities which the firm felt to be educative in the sense that they contributed to personal psychological and physical development and social skills. The system was primarily shaped and constructed in the first three decades of the twentieth century and went into decline and eventual demise in the 1960's and 1970's as a result of economic pressures, social changes, enhanced state arrangements for education, shifts in Cadbury management thinking and the merger with Schweppes in 1969.

The report on the findings of extensive empirical research on equality of educational opportunities carried out in the US on a very large sample of public schools by Coleman and his colleagues has had a major impact on education policy and has given rise to a large amount of research and various interpretations. However, as some interpreters have highlighted, even more important than the findings of the survey themselves has been Coleman’s redefinition of equality of opportunity, abandoning the then prevailing conception of equality of educational opportunities as equality of starting points and replacing it with the concept of equality of educational opportunities as equality of educational outcomes. The question is, therefore, whether equality of outcomes really is one of the two types of equality of opportunity. The purpose of the present article is to show that equality of opportunity and equality of outcomes are two different types of equality. If they are different, the interpretation that Coleman has redefined the concept of “equality of educational opportunity” turns out to be incorrect. (DIPF/Orig.)

"The second of the Oral History Workshops conducted by Associate Professor Helen Klaebe and the Oral History team from the Queensland University of Technology in Brisbane, was conducted in El Arish on the last weekend in September 2011. The first workshop was held in Cardwell in March 2011. Historical Society members and other researchers from both the Cardwell and El Arish areas combined to organise and fund the workshops, which have produced a growing collection of recordings of personal stories from people with a wide variety of experiences during and after cyclone Yasi. Aside from being productive in documenting history, the workshops have offered a greatly appreciated educational opportunity for many people, most of whom have never before had access to such benefits. Not only were they able to learn history gathering methodologies and the relevant technical skills, but they also gained new experience in the use of computers to apply these skills. These far northern oral history workshops took the form of a shortened version of the 5 series workshops being presented at QUT in Brisbane this year. The agenda was aligned to the wishes and requirements of the participants who attended from the Cassowary Coast and Tableland regions."

Taka ‘i fonua mahu is a Tongan proverb, which means: "Going about or living in a fruitful land". This thesis analyses the experiences and impacts on migration on being Tongan, particularly Tongan youth in an adopted fruitful land, South East Queensland. The thesis argues that being Tongan in Tonga, has new meaning in the diaspora because of remittances, job prospects, educational opportunity, adapting to a multicultural society, and social justice. These issues are revealed by comparisons made with the experiences of the first generation Tongan migrants, and second generation Tongan migrants, as well as those in New Zealand and America. It argues that the Church, the family and kainga (extended family) impact on the anga fakatonga (Tongan way) and the essence of community as experienced by the first and second generation Tongan migrants. The framework for this analysis is a study of transnationalism, and being Tongan as it is maintained and changed in the diaspora.

This book brings together internationally recognised scholars with an interest in how to use the power of assessment to improve student learning and to engage with accountability priorities at both national and global levels. It includes distinguished writers who have worked together for some two decades to shift the assessment paradigm from a dominant focus on assessment as measurement towards assessment as central to efforts to improve learning. These writers have worked with the teaching profession and, in so doing, have researched and generated key insights into different ways of understanding assessment and its relationship to learning. The volume contributes to the theorising of assessment in contexts characterised by heightened accountability requirements and constant change. The book’s structure and content reflect already significant and growing international interest in assessment as contextualised practice, as well as theories of learning and teaching that underpin and drive particular assessment approaches. Learning theories and practices, assessment literacies, teachers’ responsibilities in assessment, the role of leadership, and assessment futures are the organisers within the book’s structure and content. The contributors to this book have in common the view that quality assessment, and quality learning and teaching are integrally related. Another shared view is that the alignment of assessment with curriculum, teaching and learning is linchpin to efforts to improve both learning opportunities and outcomes for all. Essentially, the book presents new perspectives on the enabling power of assessment. In so doing, the writers recognise that validity and reliability - the traditional canons of assessment – remain foundational and therefore necessary. However, they are not of themselves sufficient for quality education. The book argues that assessment needs to be radically reconsidered in the context of unprecedented societal change. Increasingly, communities are segregating more by wealth, with clear signs of social, political, economic and environmental instability. These changes raise important issues relating to ethics and equity, taken to be core dimensions in enabling the power of assessment to contribute to quality learning for all. This book offers readers new knowledge about how assessment can be used to re/engage learners across all phases of education.

Com a presente tese, buscou-se investigar as desigualdades educacionais que permeiam o ensino médio, principal gargalo do sistema educacional brasileiro. Inicialmente, questionou-se o papel central da educação como legitimadora das desigualdades sociais nas sociedades democráticas. Apresentaram-se os estudos pioneiros da Sociologia da Educação que procuraram explicar as desigualdades educacionais para, então, abordar as hipóteses teóricas elaboradas sobre as tendências da desigualdade de oportunidades educacionais (DOE) ao longo do tempo. Em seguida, testaram-se empiricamente essas hipóteses a partir de modelos de regressão logística sequenciais que permitiram estimar a evolução do efeito das características da família de origem nas chances condicionais de entrada e conclusão do ensino médio durante um período de mais de vinte anos. Observou-se de forma inédita, de 1986 a 2009, que a DOE relativa ao ingresso e à conclusão desse nível de ensino se manteve significativa e relativamente constante, mesmo no período mais recente no qual as taxas de transição no ensino médio vivenciaram seu maior crescimento. Esses resultados corroboram aqueles previstos pela hipótese da Desigualdade Maximamente Mantida (MMI) e aqueles encontrados por estudos anteriores. Incluiu-se também uma análise das mudanças qualitativas da DOE, evidenciando-se um significativo crescimento, entre o ano de 1982 e a década de 2000, no impacto das variáveis que medem o capital cultural e econômico dos estudantes nas chances destes frequentarem a rede de ensino médio particular. Logo, a estratificação entre a rede pública e particular no ensino médio está cada vez mais marcada pela desigualdade na seleção dos seus respectivos alunos, reforçando a dualidade de desempenho que caracteriza essas duas redes de ensino, conforme previsto pela hipótese da Desigualdade Efetivamente Mantida (EMI). Além dessas análises da evolução quantitativa e qualitativa da DOE no ensino médio, investigou-se o quadro geral de desigualdades que incidem sobre o ensino médio técnico à luz das experiências internacionais, tendo em vista que essa é uma modalidade ainda incipiente no Brasil, mas cuja rede está em rápida expansão. Diferentemente do que ocorre na maioria dos países, os jovens de origem menos privilegiada não são os maiores beneficiários dessa modalidade. Apesar de a mesma ser propagada como principal solução para a falta de qualificação juvenil, a ampliação desse tipo de ensino deve ser avaliada com cautela, tendo em vista o público que está sendo efetivamente atingido e o potencial impacto negativo em termos de estratificação educacional observado nos países que seguiram esse caminho.

Over the next five years, computer games will find their way into a vast number of American homes, creating a unique educational opportunity: the development of "computer coaches" for the serious intellectual skills required by some of these games. From the player's perspective, the coach will provide advice regarding strategy and tactics for better play. But, from the perspective of the coach, the request for help is an opportunity to tutor basic mathematical, scientific or other kinds of knowledge that the game exercises.
