House File 2196 required the Department of Transportation (DOT) to study the acceptance of electronic payments at its customer service sites and sites operated by county treasurers. Specifically the legislation requires the following: “The department of transportation shall review the current methods the department employs for the collection of fees and other revenues at sites operated by county treasurers under chapter 321M and at customer service sites operated by the department. In conducting its review, the department, in cooperation with the treasurer of state, shall consider providing an electronic payment option for all of its customers. The department shall report its findings and recommendations by December 31, 2008, to the senate and house standing committees on transportation regarding the advantages and disadvantages of implementing one or more electronic payment systems.” This review focused on estimating the costs of providing an electronic payment option for customers of the DOT driver’s license stations and those of the 81 county treasurers. Customers at these sites engage in three primary financial transactions for which acceptance of electronic payments was studied: paying for a driver’s license (DL), paying for a non-operator identification card (ID), and paying certain civil penalties. Both consumer credit cards and PIN-based debit cards were reviewed as electronic payment options. It was assumed that most transactions would be made using a consumer credit card. Credit card companies charge a fee for each transaction for which they are used. The amount of these fees varies among credit card companies. The estimates for credit card fees used in this study were based on the State Treasurer of Iowa’s current credit card contract, which is due to expire in September 2009. Since credit card companies adjust their fees each year, estimates were based on the 2008 fee schedule. There is also a fee for the use of PIN-based debit cards. The estimates for PIN-based debit card transactions were based on information provided by Wells Fargo Merchant Services for current fees charged by debit card networks. Credit and debit card transactions would be processed through vendor-provided hardware and software. The costs would be determined through the competitive bidding process since several vendors provide this function; therefore, these costs are not reflected in this document.

Contexte et objectifs. Depuis plusieurs années, la criminalité économique génère des coûts économiques et sociaux importants. Plusieurs acteurs, dont les entreprises privées, se sont mobilisés pour lutter contre ce phénomène. La fraude par carte de débit est un crime économique en expansion contre lequel plusieurs organisations ont entrepris des actions. L’objectif de ce mémoire est d’améliorer les connaissances sur les effets des mesures de prévention situationnelle appliquées dans les succursales d’un commerce de détail et leur impact sur le processus décisionnel des délinquants impliquées dans le clonage de cartes de débit. Méthodologie. Les effets des mesures de prévention mises en place sont évalués à l’aide d’analyses de séries chronologiques interrompues. En complément des analyses statistiques, des entrevues et une analyse documentaire sont effectuées. Les entrevues sont réalisées avec des enquêteurs du service de sécurité de l’entreprise de commerce de détail. L’analyse documentaire est basée sur les rapports d’événement ouverts lors des fraudes par carte de débit. Résultats. Les mesures de prévention ont produit différents effets. Selon la mesure, il fut possible de constater soit une hausse ou une baisse dans le nombre de délits commis. Certaines mesures ont, en outre, provoqué un déplacement spatial, un déplacement dans le choix de la cible, un déplacement dans le type de crime commis et, finalement, un déplacement tactique. Conclusion. Les résultats suggèrent que les mesures de prévention adoptées ont empêché la réalisation des délits associés à la fraude par carte de débit. Par contre, la présence de plusieurs formes de déplacement indique que les fraudeurs se sont adaptés aux mesures de prévention. Afin de documenter adéquatement cette forme de crime et les déplacements générés, d’autres études s’avèrent nécessaires.

In considering these factors, strategic recommendations are provided for new players interested in enter either market. Further, factors such as existing and future opportunities as well as risks are considered.

This report describes recent updates to the custom-built data-acquisition hardware operated by the Center for Hypersonics. In 2006, an ISA-to-USB bridging card was developed as part of Luke Hillyard's final-year thesis. This card allows the hardware to be connected to any recent personal computers via a (USB or RS232) serial port and it provides a number of simple text-based commands for control of the hardware. A graphical user interface program was also updated to help the experimenter manage the data acquisition functions. Sampled data is stored in text files that have been compressed with the gzip for mat. To simplify the later archiving or transport of the data, all files specific to a shot are stored in a single directory. This includes a text file for the run description, the signal configuration file and the individual sampled-data files, one for each signal that was recorded.

Objectives. To investigate the test-retest stability of a standardized version of Nelson's (1976) Modified Card Sorting Test (MCST) and its relationships with demographic variables in a sample of healthy older adults. Design. A standard card order and administration were devised for the MCST and administered to participants at an initial assessment, and again at a second session conducted a minimum of six months later in order to examine its test-retest stability. Participants were also administered the WAIS-R at initial assessment in order to provide a measure of psychometric intelligence. Methods. Thirty-six (24 female, 12 male) healthy older adults aged 52 to 77 years with mean education 12.42 years (SD = 3.53) completed the MCST on two occasions approximately 7.5 months (SD = 1.61) apart. Stability coefficients and test-retest differences were calculated for the range of scores. The effect of gender on MCST performance was examined. Correlations between MCST scores and age, education and WAIS-R IQs were also determined. Results. Stability coefficients ranged from .26 for the percent perseverative errors measure to .49 for the failure to maintain set measure. Several measures were significantly correlated with age, education and WAIS-R IQs, although no effect of gender on MCST performance was found. Conclusions. None of the stability coefficients reached the level required for clinical decision making. The results indicate that participants' age, education, and intelligence need to be considered when interpreting MCST performance. Normative studies of MCST performance as well as further studies with patients with executive dysfunction are needed.

The Wisconsin Card Sorting Test (WCST) is the gold standard in the evaluation of executive dysfunction (ED) in patients with temporal lobe epilepsy (TLE). We evaluated 35 children with TLE and 25 healthy controls with the WCST and with a more comprehensive battery. Among the children with TLE, 77.14% showed impairment on the WCST. On other tests (Wechsler Intelligence Scale for Children-Digit Forward, Matching Familiar Figures Test, Trail Making Test, Word Fluency, Finger Windows, and Number-Letter Memory), impairment was demonstrated in 94.29%. The authors concluded that the WCST is a good paradigm to measure executive impairment in children with TLE: however, it may be not enough. Evaluation performed only with the WCST not only underestimated the number of patients with ED, but also missed relevant information regarding the type of ED. (C) 2009 Elsevier Inc. In a changing employment climate and with the growth of demand for careers guidance at all stages of life, careers guidance practice has moved from its positivist world view, with the counsellor as expert and client as passive responder, to more holistic 'constructivist' approaches. In essence, these approaches view the career as a holistic concept in which work and personal life are inextricably intertwined, and individuals are experts in their own lives, actively constructing their careers. The first to fully explore the constructivist approach, this book: provides a theoretical background to constructivism; outlines a range of constructivist approaches to career counselling; and gives examples of the practical application of constructivism. A conseq????ncia desta restri????o, tem sido um grande n??mero de mortes prematuras, em rela????o ao esperado para o tipo de patologia e tecnologia dispon??vel. Os pacientes que sobrevivem apresentam uma qualidade de vida muito aqu??m daquela que a medicina atual poderia lhes oferecer. Com a iniciativa, a efici??ncia de todo o processo passou a ser avaliada por instrumentos de coleta de dados que permitiram o dimensionamento dos custos previstos no setor e o aumento do n??mero de cirurgias no Estado do Rio de Janeiro, resultando na redu????o da mortalidade de pacientes com cardiopatias

O telemóvel tem-se transformado numa ferramenta essencial no nosso dia-a-dia, constantemente são lançadas novas tecnologias que potenciam o uso do telemóvel nas tarefas do nosso quotidiano. Atualmente a grande tendência passa por fazer o download de aplicações com o objetivo de obter mais e diferentes tipos de informação, existe o desejo de ler de forma simples e intuitiva o mundo que nos rodeia, como se cada elemento fosse um objeto sobre o qual conseguiremos obter informação através do telemóvel. A tecnologia Near Field Communication (NFC) ajuda a transformar este desejo ou necessidade numa realidade de simples alcance. Podemos anexar “identificadores” nos objetos e “ver” estes identificadores através do telemóvel recorrendo a aplicações que fazem a ponte com os sistemas que nos permitem obter mais informação, por exemplo, internet. O NFC especifica um padrão de comunicação de redes sem fios, que permite a transferência de dados entre dois dispositivos separados por uma distância máxima de 10cm. NFC foi desenhado para ser integrado em telemóveis, que podem comunicar com outros telemóveis equipados com NFC ou ler informação de cartões ou tags. A dissertação avalia as oportunidades que a tecnologia NFC oferece ao mundo das telecomunicações móveis, nomeadamente na realidade do operador Vodafone Portugal, principalmente numa relação Empresa - Cliente. Esta tecnologia reúne o interesse dos fabricantes dos telemóveis, dos operadores e de parceiros críticos que vão ajudar a potenciar o negócio, nomeadamente entidades bancárias e interbancárias. A tecnologia NFC permite utilizar o telemóvel como um cartão de crédito/debito, ticketing, ler informação de posters (Smart Poster) que despoletem navegação contextualizada para outras aplicações ou para a internet para obter mais informação ou concretizar compras, estes são alguns cenários identificados que mais valor o NFC consegue oferecer. A dissertação foca-se na avaliação técnica do NFC na área de Smart Posters e resulta na identificação num conjunto de novos cenários de utilização, que são especificados e complementados com o desenvolvimento de um protótipo.
