Requirements Engineering (RE) has received much attention in research and practice due to its importance to software project success. Its inter-disciplinary nature, the dependency to the customer, and its inherent uncertainty still render the discipline diffcult to investigate. This results in a lack of empirical data. These are necessary, however, to demonstrate which practically relevant RE problems exist and to what extent they matter. Motivated by this situation, we initiated the Naming the Pain in Requirements Engineering (NaPiRE) initiative which constitutes a globally distributed, bi-yearly replicated family of surveys on the status quo and problems in practical RE.

In this article, we report on the analysis of data obtained from 228 companies in 10 countries. We apply Grounded Theory to the data obtained from NaPiRE and reveal which contemporary problems practitioners encounter. To this end, we analyse 21 problems derived from the literature with respect to their relevance and criticality in dependency to their context, and we complement this picture with a cause-effect analysis showing the causes and effects surrounding the most critical problems.

Our results give us a better understanding of which problems exist and how they manifest themselves in practical environments. Thus, we provide a rst step to ground contributions to RE on empirical observations which, by now, were dominated by conventional wisdom only.

Education for a Technological Society. Public School Curriculum Construction, 1945-1952. The subject of my research is the significance of technology in the construction process of the public school curriculum during the years 1945-1952. During the period the war reparation and rebuilding placed demands and actions to rationalise and dramatise industry and agriculture. Thereby the ambitions of building a technological country and the reformation of curriculum took place simultaneously. Fordistian terms of reference, of which the principles were mass production, rationalisation and standardisation, a hierarchical division of labour and partition of assignments, provided a model for the developing curriculum. In the research the curriculum is examined as an artefact, which shapes socio-technically under the influence of social and technical factors. In the perspective of socio-technical construction the artefact is represented by the viewpoints of members of relevant social groups. The groups give meaning to the curriculum artefact, which determines the components of the curriculum. The weakness of the curriculum was its ineffectiveness, which was due to three critical problems. Firstly, the curriculum was to be based on scientific work, which meant the development of schools through experiments and scientific research. Secondly, the civilised conseption in the curriculum was to be composed of theoretical knowledge, as well as practical skills. Practical education was useful for both the individual and society. Thirdly, the curriculum was to be reformed in a way that the individuality of the pupil would be taken into account. It was useful for the society that talents and natural abilities of every pupil were observed and used to direct the pupil to the proper place in the social division of labour, according to the "right man in a right place" principle. The solutions to critical problems formed the instructions of the public school curriculum, which described the nature and content of education. Technology and its development were on essential part of the whole school curriculum process. The quality words connected to the development of technology - progress, rationality and effectiveness - were also suitable qualifiers and reasons for the reform of the curriculum. On the other hand, technology set a point of comparison and demand for the development of all phases of education. The view of technology was not clearly deterministic - it was also possible to shape technological society with the help of education. The public school curriculum process indicates how originally the principles of technological systems were shaped to the language of education and accepted in educational content.

One of the critical problems currently being faced by agriculture industry in developing nations is the alarming rate of groundwater depletion. Irrigation accounts for over 70% of the total groundwater withdrawn everyday. Compounding this issue is the use of polluting diesel generators to pump groundwater for irrigation. This has made irrigation not only the biggest consumer of groundwater but also one of the major contributors to green house gases. The aim of this thesis is to present a solution to the energy-water nexus. To make agriculture less dependent on fossil fuels, the use of a solar-powered Stirling engine as the power generator for on-farm energy needs is discussed. The Stirling cycle is revisited and practical and ideal Stirling cycles are compared. Based on agricultural needs and financial constraints faced by farmers in developing countries, the use of a Fresnel lens as a solar-concentrator and a Beta-type Stirling engine unit is suggested for sustainable power generation on the farms. To reduce the groundwater consumption and to make irrigation more sustainable, the conceptual idea of using a Stirling engine in drip irrigation is presented. To tackle the shortage of over 37 million tonnes of cold-storage in India, the idea of cost-effective solar-powered on-farm cold storage unit is discussed.

Most animals have significant behavioral expertise built in without having to explicitly learn it all from scratch. This expertise is a product of evolution of the organism; it can be viewed as a very long term form of learning which provides a structured system within which individuals might learn more specialized skills or abilities. This paper suggests one possible mechanism for analagous robot evolution by describing a carefully designed series of networks, each one being a strict augmentation of the previous one, which control a six legged walking machine capable of walking over rough terrain and following a person passively sensed in the infrared spectrum. As the completely decentralized networks are augmented, the robot's performance and behavior repertoire demonstrably improve. The rationale for such demonstrations is that they may provide a hint as to the requirements for automatically building massive networks to carry out complex sensory-motor tasks. The experiments with an actual robot ensure that an essence of reality is maintained and that no critical problems have been ignored.

In a constantly changing world, humans are adapted to alternate routinely between attending to familiar objects and testing hypotheses about novel ones. We can rapidly learn to recognize and narne novel objects without unselectively disrupting our memories of familiar ones. We can notice fine details that differentiate nearly identical objects and generalize across broad classes of dissimilar objects. This chapter describes a class of self-organizing neural network architectures--called ARTMAP-- that are capable of fast, yet stable, on-line recognition learning, hypothesis testing, and naming in response to an arbitrary stream of input patterns (Carpenter, Grossberg, Markuzon, Reynolds, and Rosen, 1992; Carpenter, Grossberg, and Reynolds, 1991). The intrinsic stability of ARTMAP allows the system to learn incrementally for an unlimited period of time. System stability properties can be traced to the structure of its learned memories, which encode clusters of attended features into its recognition categories, rather than slow averages of category inputs. The level of detail in the learned attentional focus is determined moment-by-moment, depending on predictive success: an error due to over-generalization automatically focuses attention on additional input details enough of which are learned in a new recognition category so that the predictive error will not be repeated. An ARTMAP system creates an evolving map between a variable number of learned categories that compress one feature space (e.g., visual features) to learned categories of another feature space (e.g., auditory features). Input vectors can be either binary or analog. Computational properties of the networks enable them to perform significantly better in benchmark studies than alternative machine learning, genetic algorithm, or neural network models. Some of the critical problems that challenge and constrain any such autonomous learning system will next be illustrated. Design principles that work together to solve these problems are then outlined. These principles are realized in the ARTMAP architecture, which is specified as an algorithm. Finally, ARTMAP dynamics are illustrated by means of a series of benchmark simulations.

O trabalho apresentado nesta dissertação teve por objectivo principal a concepção, modelação e desenvolvimento de uma plataforma de middleware que permitisse a integração de sistemas de informação, em todos os seus níveis (dados, lógico e apresentação), perfazendo uma federação de bibliotecas digitais distribuídas e ecléticas. Para este fim, foram estudadas as várias abordagens de modelação e organização das bibliotecas digitais, assim como os diversos sistemas e tecnologias de suporte existentes no momento inicial do trabalho. Compreendendo a existência de muitas lacunas ainda neste domínio, nomeadamente ao nível da interoperabilidade de sistemas heterogéneos e integração da semântica de metadados, decidiu-se proceder a um trabalho de investigação e desenvolvimento que pudesse apresentar eventuais soluções para o preenchimento de tais lacunas. Desta forma, surgem neste trabalho duas tecnologias, o XML e o Dublin Core, que servem de base a todas as restantes tecnologias usadas para a interoperabilidade e para a integração. Ainda utilizando estas tecnologias base, foram estudados e desenvolvidos meios simples, mas eficientes, de salvaguarda, indexação e pesquisa de informação, tentando manter a independência face aos grandes produtores de bases de dados, que só por si não resolvem alguns dos problemas mais críticos da investigação no domínio das bibliotecas digitais. ABSTRACT: The main objective of the work presented in this dissertation is the design, modulation and development of a middleware framework to allow information systems interoperability, in all their scope (data, logic and presentation), to accomplish a distributed and eclectic digital libraries federation. Several modulations and organizations were approached, and several support systems and technologies were studied. Understanding the existence of many gaps in this domain, namely in heterogeneous information systems interoperation and metadata semantic integration, it was decided to conduct a research and development work, which, eventually, could present some solutions to fill in these gaps. In this way, two technologies, XML and Dublin Core, appear to serve as the basis of all remaining technologies, to interoperate and to achieve semantic integration. Using yet these technologies, it was also studied and developed simple means, but efficient ones, to save, index and query information, preserving the independence from major data base producers, which by their selves don’t solve critical problems in the digital libraries research domain.

Dans de nombreux comportements qui reposent sur le rappel et la production de séquences, des groupements temporels émergent spontanément, créés par des délais ou des allongements. Ce « chunking » a été observé tant chez les humains que chez certains animaux et plusieurs auteurs l’attribuent à un processus général de chunking perceptif qui est conforme à la capacité de la mémoire à court terme. Cependant, aucune étude n’a établi comment ce chunking perceptif s’applique à la parole. Nous présentons une recension de la littérature qui fait ressortir certains problèmes critiques qui ont nui à la recherche sur cette question. C’est en revoyant ces problèmes qu’on propose une démonstration spécifique du chunking perceptif de la parole et de l’effet de ce processus sur la mémoire immédiate (ou mémoire de travail). Ces deux thèmes de notre thèse sont présentés séparément dans deux articles. Article 1 : The perceptual chunking of speech: a demonstration using ERPs Afin d’observer le chunking de la parole en temps réel, nous avons utilisé un paradigme de potentiels évoqués (PÉ) propice à susciter la Closure Positive Shift (CPS), une composante associée, entre autres, au traitement de marques de groupes prosodiques. Nos stimuli consistaient en des énoncés et des séries de syllabes sans sens comprenant des groupes intonatifs et des marques de groupements temporels qui pouvaient concorder, ou non, avec les marques de groupes intonatifs. Les analyses démontrent que la CPS est suscitée spécifiquement par les allongements marquant la fin des groupes temporels, indépendamment des autres variables. Notons que ces marques d’allongement, qui apparaissent universellement dans la langue parlée, créent le même type de chunking que celui qui émerge lors de l’apprentissage de séquences par des humains et des animaux. Nos résultats appuient donc l’idée que l’auditeur chunk la parole en groupes temporels et que ce chunking perceptif opère de façon similaire avec des comportements verbaux et non verbaux. Par ailleurs, les observations de l’Article 1 remettent en question des études où on associe la CPS au traitement de syntagmes intonatifs sans considérer les effets de marques temporels. Article 2 : Perceptual chunking and its effect on memory in speech processing:ERP and behavioral evidence Nous avons aussi observé comment le chunking perceptif d’énoncés en groupes temporels de différentes tailles influence la mémoire immédiate d’éléments entendus. Afin d’observer ces effets, nous avons utilisé des mesures comportementales et des PÉ, dont la composante N400 qui permettait d’évaluer la qualité de la trace mnésique d’éléments cibles étendus dans des groupes temporels. La modulation de l’amplitude relative de la N400 montre que les cibles présentées dans des groupes de 3 syllabes ont bénéficié d’une meilleure mise en mémoire immédiate que celles présentées dans des groupes plus longs. D’autres mesures comportementales et une analyse de la composante P300 ont aussi permis d’isoler l’effet de la position du groupe temporel (dans l’énoncé) sur les processus de mise en mémoire. Les études ci-dessus sont les premières à démontrer le chunking perceptif de la parole en temps réel et ses effets sur la mémoire immédiate d’éléments entendus. Dans l’ensemble, nos résultats suggèrent qu’un processus général de chunking perceptif favorise la mise en mémoire d’information séquentielle et une interprétation de la parole « chunk par chunk ».

Today India is seeking a speedy transformation of her semi-stagnant economy to a dynamic one by means of economic planning in a democratic set up. In the context of this growth oriented endeavour public sector has a vital role to play. After three decades of planned development, it has become important that India must make fresh appraisals on the role of public sector in the economic renaissance of the country. Almost no comprehensive study has been made on this vital segment of the economy vis-a-vis the growth economics. This study is an attempt to fill this need in a very modest way. It presents the subject in a new perspective. An earnest attempt is made to reveal the critical problems inhibiting the growth of the public sector from a new angle which focusses the spot-light on the economics of development.

This research project focuses on contemporary eagle-taming falconry practice of the Altaic Kazakhs animal herding society in Bayan Ulgii Province in Western Mongolia. It aims to contributing both theoretical and empirical criteria for cultural preservation of Asian falconry. This cultural as well as environmental discourse is illustrated with concentrated field research framed by ecological anthropology and ethno-ornithology from the viewpoint of “Human-Animal Interaction (HAI)” and “Human-Animal Behavior (HAB)”. Part I (Chapter 2 & 3) explores ethno-archaeological and ethno-ornithological dimensions by interpretive research of archaeological artefacts which trace the historical depth of Asian falconry culture. Part II (Chapter 4 & 5) provides an extensive ethnographic narrative of Altaic Kazakh falconry, which is the central part of this research project. The “Traditional Art and Knowledge (TAK)” in human-raptor interactions, comprising the entire cycle of capture, perch, feeding, training, hunting, and release, is presented with specific emphasis on its relation to environmental and societal context. Traditional falconry as integral part of a nomadic lifestyle has to face some critical problems nowadays which necessitate preventing the complete disappearance of this outstanding indigenous cultural heritage. Part III (Chapter 6 & 7) thus focuses on the cultural sustainability of Altaic Kazakh falconry. Changing livelihoods, sedentarisation, and decontextualisation are identified as major threats. The role of Golden Eagle Festivals is critically analysed with regard to positive and negative impact. This part also intends to contribute to the academic definition of eagle falconry as an intangible cultural heritage, and to provide scientific criteria for a preservation master plan, as well as stipulate local resilience by pointing to successive actions needed for conservation. This research project concludes that cultural sustainability of Altaic Kazakh falconry needs to be supported from the angles of three theoretical frameworks; (1) Cultural affairs for protection based on the concept of nature-guardianship in its cultural domain, (2) Sustainable development and improvement of animal herding productivity and herder’s livelihood, (3) Natural resource management, especially supporting the population of Golden Eagles, their potential prey animals, and their nesting environment.

Interviews with more than 40 leaders in the Boston area health care industry have identified a range of broadly-felt critical problems. This document synthesizes these problems and places them in the context of work and family issues implicit in the organization of health care workplaces. It concludes with questions about possible ways to address such issues. The defining circumstance for the health care industry nationally as well as regionally at present is an extraordinary reorganization, not yet fully negotiated, in the provision and financing of health care. Hoped-for controls on increased costs of medical care – specifically the widespread replacement of indemnity insurance by market-based managed care and business models of operation--have fallen far short of their promise. Pressures to limit expenditures have produced dispiriting conditions for the entire healthcare workforce, from technicians and aides to nurses and physicians. Under such strains, relations between managers and workers providing care are uneasy, ranging from determined efforts to maintain respectful cooperation to adversarial negotiation. Taken together, the interviews identify five key issues affecting a broad cross-section of occupational groups, albeit in different ways: Staffing shortages of various kinds throughout the health care workforce create problems for managers and workers and also for the quality of patient care. Long work hours and inflexible schedules place pressure on virtually every part of the healthcare workforce, including physicians. Degraded and unsupportive working conditions, often the result of workplace "deskilling" and "speed up," undercut previous modes of clinical practice. Lack of opportunities for training and advancement exacerbate workforce problems in an industry where occupational categories and terms of work are in a constant state of flux. Professional and employee voices are insufficiently heard in conditions of rapid institutional reorganization and consolidation. Interviewees describe multiple impacts of these issues--on the operation of health care workplaces, on the well being of the health care workforce, and on the quality of patient care. Also apparent in the interviews, but not clearly named and defined, is the impact of these issues on the ability of workers to attend well to the needs of their families--and the reciprocal impact of workers' family tensions on workplace performance. In other words, the same things that affect patient care also affect families, and vice versa. Some workers describe feeling both guilty about raising their own family issues when their patients' needs are at stake, and resentful about the exploitation of these feelings by administrators making workplace policy. The different institutions making up the health care system have responded to their most pressing issues with a variety of specific stratagems but few that address the complexities connecting relations between work and family. The MIT Workplace Center proposes a collaborative exploration of next steps to probe these complications and to identify possible locations within the health care system for workplace experimentation with outcomes benefiting all parties.

Optimization methods that employ the classical Powell-Hestenes-Rockafellar augmented Lagrangian are useful tools for solving nonlinear programming problems. Their reputation decreased in the last 10 years due to the comparative success of interior-point Newtonian algorithms, which are asymptotically faster. In this research, a combination of both approaches is evaluated. The idea is to produce a competitive method, being more robust and efficient than its `pure` counterparts for critical problems. Moreover, an additional hybrid algorithm is defined, in which the interior-point method is replaced by the Newtonian resolution of a Karush-Kuhn-Tucker (KKT) system identified by the augmented Lagrangian algorithm. Spontaneous volunteers always emerge under emergency scenarios and are vital to a successful community response, yet some uncertainty subsists around their role and its inherent acceptance by official entities under emergency scenarios. In our research we have identified that most of the spontaneous volunteers do have none or little support from official entities, hence they end up facing critical problems as situational awareness, safety instructions and guidance, motivation and group organization. We argue that official entities still play a crucial role and should change some of their behaviors regarding spontaneous volunteerism. We aim with this thesis to design a software architecture and a framework in order to implement a solution to support spontaneous volunteerism under emergency scenarios along with a set of guidelines for the design of open information management systems. Together with the collaboration from both citizens and emergency professionals we have been able to attain several important contributions, as the clear identification of the roles taken by both spontaneous volunteers and professionals, the importance of volunteerism in overall community response and the role which open collaborative information management systems have in the community volunteering efforts. These conclusions have directly supported the design guidelines of our software solution proposal. In what concerns to methodology, we first review literature on technologies support to emergencies and how spontaneous volunteers actually challenge these systems. Following, we have performed a field research where we have observed that the emerging of spontaneous volunteer’s efforts imposes new requirements for the design of such systems, which leaded to the creation of a cluster of design guidelines that supported our software solution proposal to address the volunteers’ requirements. Finally we have architected and developed an online open information management tool which has been evaluated via usability engineering methods, usability user tests and heuristic evaluations.

A crescente degradação do meio ambiente e o reconhecimento, por parte da sociedade contemporânea, da existência de problemas considerados críticos, acentuadamente a questão energética, intensifica a preocupação em incorporar nas atividades de ensino aspectos da relação do ser humano com o ambiente. A necessidade de abordar, durante atividades de ensino de ciências, questões relacionadas com a dimensão valorativa e aspectos da relação entre ciência, tecnologia e sociedade passa a ser reconhecida tanto por educadores de maneira geral quanto por especialistas da área, de maneira particular. O movimento Ciência, Tecnologia e Sociedade (CTS) como um conjunto de propostas para o ensino de ciências é uma conseqüência concreta desta tendência. No caso do Brasil são poucas as pesquisas em ensino de ciências que exploram essa possibilidade e são poucas as experiências em termos de trabalhos em sala de aula que abordam esta questão. Este trabalho, realizado entre maio e novembro de 1996, sistematiza os dados coletados em uma classe de 6ª série do ensino fundamental que teve como tema de estudos o Projeto Pro-Álcool. Foi planejado e desenvolvido um conjunto de atividades, utilizando-se de um número bastante diversificado de procedimentos didáticos. Os resultados de pesquisa indicam que, um trabalho que ofereça aos alunos oportunidades de discussões e reflexões, a partir de procedimentos e material didático diversificado e rico em termos de solicitações e propostas aos alunos, pode promover a incorporação, em sala de aula, de diferentes dimensões relacionadas com a ciência, tecnologia, sociedade e ambiente.

A constructive heuristic algorithm to solve the transmission system expansion planning problem is proposed with the aim of circumventing some critical problems of classical heuristic algorithms that employ relaxed mathematical models to calculate a sensitivity index that guides the circuit additions. The proposed heuristic algorithm is in a branch-and-bound algorithm structure, which can be used with any planning model, such as Transportation model, DC model, AC model or Hybrid models. Tests of the proposed algorithm are presented on real Brazilian systems.
