Este artigo contempla as relações entre a satisfação do cliente com serviços de assistência técnica automotiva (SATISSER) e sua lealdade ao fabricante do veículo (LEALDFAB), algo que não tem sido experimentalmente investigado a contento no marketing. Começando com uma revisão teórica, empreendeu-se uma análise empírica com uma amostra de 225 usuários de veículos brasileiros das montadoras Fiat, Ford, General Motors e Volkswagen. Com o método da modelagem de equações estruturais, evidenciou-se como significante o vínculo entre a variável exógena latente SATISSER (como causa) e a variável endógena latente LEALDFAB (como efeito). Essa comprovação pode ter um efeito indutivo de diligências dos produtores de bens e prestadores de serviços em geral (não só das concessionárias de veículos) para o aprimoramento dos serviços em suas ofertas.

Neste artigo se analisa a política externa do Brasil na gestão do general João Baptista de Oliveira Figueiredo, último presidente do ciclo militar iniciado com o Golpe de 1964. O Brasil viveu, neste período, processo de abertura política e de recondução do país ao regime democrático. Neste contexto, a Política Exterior da nação conhecida por parte da historiografia como Universalismo caracterizou-se pela aproximação comercial com diversos países nos quatro cantos do mundo e pelo discurso de denúncia das desigualdades existentes no sistema internacional. Entretanto, devido à crise manifestada, no período, em várias dimensões da vida nacional, o Universalismo não se estabeleceu em bases consensuais no aparato burocrático do Estado brasileiro. Houve claras manifestações de descontentamento em relação àquela política externa capitaneada pelo chanceler Ramiro Saraiva Guerreiro. Assim, o argumento centra-se na discussão e demonstração do contraste entre o Universalismo e seus críticos, buscando contribuir para o melhor detalhamento da política exterior do Brasil.

In the past thirty years, a series of plans have been developed by successive Brazilian governments in a continuing effort to maximize the nation's resources for economic and social growth. This planning history has been quantitatively rich but qualitatively poor. The disjunction has stimulated Professor Mello e Souza to address himself to the problem of national planning and to offer some criticisms of Brazilian planning experience. Though political instability has obviously been a factor promoting discontinuity, his criticisms are aimed at the attitudes and strategic concepts which have sought to link planning to national goals and administration. He criticizes the fascination with techniques and plans to the exclusion of proper diagnosis of the socio-political reality, developing instruments to coordinate and carry out objectives, and creating an administrative structure centralized enough to make national decisions and decentralized enough to perform on the basis of those decisions. Thus, fixed, quantified objectives abound while the problem of functioning mechanisms for the coordinated, rational use of resources has been left unattended. Although his interest and criticism are focused on the process and experience of national planning, he recognized variation in the level and results of Brazilian planning. National plans have failed due to faulty conception of the function of planning. Sectorial plans, save in the sector of the petroleum industry under government responsibility, ha e not succeeded in overcoming the problems of formulation and execution thereby repeating old technical errors. Planning for the private sector has a somewhat brighter history due to the use of Grupos Executivos which has enabled the planning process to transcend the formalism and tradition-bound attitudes of the regular bureaucracy. Regional planning offers two relatively successful experiences, Sudene and the strategy of the regionally oriented autarchy. Thus, planning history in Brazil is not entirely black but a certain shade of grey. The major part of the article, however, is devoted to a descriptive analysis of the national planning experience. The plans included in this analysis are: The Works and Equipment Plan (POE); The Health, Food, Transportation and Energy Plan (Salte); The Program of Goals; The Trienal Plan of Economic and Social Development; and the Plan of Governmental Economic Action (Paeg). Using these five plans for his historical experience the author sets out a series of errors of formulation and execution by which he analyzes that experience. With respect to formulation, he speaks of a lack of elaboration of programs and projects, of coordination among diverse goals, and of provision of qualified staff and techniques. He mentions the absence of the definition of resources necessary to the financing of the plan and the inadequate quantification of sectorial and national goals due to the lack of reliable statistical information. Finally, he notes the failure to coordinate the annual budget with the multi-year plans. He sees the problems of execution as beginning in the absence of coordination between the various sectors of the public administration, the failure to develop an operative system of decentralization, the absence of any system of financial and fiscal control over execution, the difficulties imposed by the system of public accounting, and the absence of an adequate program of allocation for the liberation of resources. He ends by pointing to the failure to develop and use an integrated system of political economic tools in a mode compatible with the objective of the plans. The body of the article analyzes national planning experience in Brazil using these lists of errors as rough model of criticism. Several conclusions emerge from this analysis with regard to planning in Brazil and in developing countries, in general. Plans have generally been of little avail in Brazil because of the lack of a continuous, bureaucratized (in the Weberian sense) planning organization set in an instrumentally suitable administrative structure and based on thorough diagnoses of socio-economic conditions and problems. Plans have become the justification for planning. Planning has come to be conceived as a rational method of orienting the process of decisions through the establishment of a precise and quantified relation between means and ends. But this conception has led to a planning history rimmed with frustration, and failure, because of its rigidity in the face of flexible and changing reality. Rather, he suggests a conception of planning which understands it "as a rational process of formulating decisions about the policy, economy, and society whose only demand is that of managing the instrumentarium in a harmonious and integrated form in order to reach explicit, but not quantified ends". He calls this "planning without plans": the establishment of broad-scale tendencies through diagnosis whose implementation is carried out through an adjustable, coherent instrumentarium of political-economic tools. Administration according to a plan of multiple, integrated goals is a sound procedure if the nation's administrative machinery contains the technical development needed to control the multiple variables linked to any situation of socio-economic change. Brazil does not possess this level of refinement and any strategy of planning relevant to its problems must recognize this. The reforms which have been attempted fail to make this recognition as is true of the conception of planning informing the Brazilian experience. Therefore, unworkable plans, ill-diagnosed with little or no supportive instrumentarium or flexibility have been Brazil's legacy. This legacy seems likely to continue until the conception of planning comes to live in the reality of Brazil.

O objetivo do artigo foi identificar a magnitude e a situação de alguns direitos humanos, conforme expressos na United Nations General Assembly Special Session on HIV/AIDS, de crianças e adolescentes portadores de HIV/Aids, afetados não-órfãos e órfãos por Aids, com base em pesquisa sobre o tema na literatura científica nacional e internacional. Os principais achados não permitiram indicar com segurança quantos seriam as crianças e os adolescentes portadores do HIV e afetados não-órfãos. Há informações sobre o número de portadores de Aids e de órfãos. Estas estimativas, sejam elas oriundas do sistema de vigilância, modelos matemáticos ou inquéritos, são discutidas em suas limitações e possibilidades. Apesar da literatura ainda ser relativamente pequena, há indícios de comprometimento de vários direitos como saúde, educação, moradia, alimentação, não discriminação, integridade física e mental. Verificou-se que o Brasil ainda precisa avançar para responder às necessidades adicionais dos órfãos e outras crianças vulneráveis. A resposta brasileira, até o momento, é limitada à assistência médica para crianças e adolescentes portadores do HIV/Aids, ao combate à transmissão vertical do HIV e ao financiamento da instalação e manutenção de casas de apoio (abrigos pelo Estatuto da Criança e do Adolescente) para infectados afetados, órfãos ou não. Essas medidas são insuficientes para garantir um ambiente de apoio para órfãos, crianças e adolescentes infectados ou afetados pelo HIV/Aids. Propõem-se formas do Brasil criar e aprimorar bases de dados para responder a esses desafios.

The study reports the changes ocurred in feeding ecology of fish species during a tropical river reservoir formation. It was analysed the stomachal contents of 399 individuals belonging to four species of genus Leporinus (L. elongatus Valenciennes, 1849, n=157; L.friderici (Bloch, 1794), n=87; L. octofasciatus Steindachner, 1917, n=107; L.amblyrhynchus Garavello & Britski, 1987, n=48) during formation of Nova Ponte reservoir, State of Minas Gerais, Brazil, in 1993 and 1994. Specimens were separated by sampling period, according with the rate of filling of the reservoir, and standard lenght classes. The species had included in diet vegetal and animal items of autochtone and alochtone origin in several proportions. L. amblyrhynchus fed on basically dipterans in all the sampling periods and length classes. L. elongatus had presented a diverse diet, with predominance of dipterans and vegetal items, and changed the consumed items proportions along the sampling periods and between lenght classes. L. friderici diet was composed mainly by terrestrial insects during the rapid filling period, that were later substituted by fishes and vegetal items. Ontogenetic trophic changes were observed in this species. L. octofasciatus presented a well characterized herbivorous diet, without trophic ontogeny, but with a opportunistic character. Just three pair-species, L. amblyrhynchus-L. elongatus, L. friderici-L. octofasciatus and L. elongatus-L. octofasciatus, have presented some high value of trophic overlap in at least one sampling period. In spite of the fishes of the genus Leporinus being classified like omnivorous in a general way, the differences found between diets of these four species suggest that there is structuration of trophic niches in the reservoir.

Triatoma jurbergi n. sp. is described based on nine specimens of both sexes deposited in the Rodolfo Carcavallo Collection in the Oswaldo Cruz Institute Entomological Collection. The new species can be separated from the closely related Triatoma guazu Lent & Wygodzinsky, 1979 by several characters. The most important are longer anteocular region; thin and pointed juga; the shape of the eyes without concavity in the posterior edge; much longer second rostral segment, passing the posterior edge of eye; the absence of a ventral longitudinal depression on the abdomen; the general color redish, brown and orange and the male genitalia, mainly in the vesica lightly chitinized and smaller, the phallosome with apical projection and the pointed apex of the endosome process.

The authors describe a new species of Triatominae (Hemiptera, Reduviidae) from the State of Rio Grande do Sul, Brazil. The study was made with specimens captured in basaltic formations, at an average altitude of 750 m.o.s.l. The new species is included in the oliveirai complex together with other four species T. williami, T. matogrossensis, T. guazu and T. jurbergi). The new species was compared with the most similar one, T. oliveirai, from which the main differences are on the proportions of head, ante and postocular regions, the general color pattern and the male genitalia, specially on the median process of the pygophore, the support of phallosome, the vesica and the process of the endosome.

Three Croton species, C. zenhtneri, C. nepetaefolius and C. argyrophylloides, were collected at two different times, 6:00 and 13:00 h, their essential oils were extracted by steam distillation and analyzed by gas Chromatography / Mass Spectrometry. The percentage yield of oil constituents changes along the day. The oils were submitted to the antioxidant test thiobarbituric acid reactive species, using BHT and a-tocoferol as the reference compounds. All oils exhibited good antioxidant activities. In general, C. zenhtneri and C. argyrophylloides essential oils showed higher antioxidant activity than C. nepetaefolius.

This article describes some historical moments in the establishment and development of chemistry teacher's training courses since 1930, with the creation of universities in Brazil, until 1980. Correlations between educational and political questions that influenced the directions taken for the formation of chemistry teachers in Brazil are discussed. From a review of the bibliographical sources available, we revisited stances of discussions on public policies related to science teacher's formation in general and in chemistry, particularly, in order to provoke a reflection on what challenges and prospects exist in the current scenario of undergraduate chemistry education in Brazilian universities and colleges.

This contribution introduces a brief discussion about the properties and applications of the rare earth elements, with a focus on their current status in Brazil. The general chemical properties, main applications and historical background of the chemistry of these elements are presented, and special attention is devoted to the development of the exploitation and both academic and industrial activities involving rare earths in Brazil. A discussion of the current world scenario ensues and some perspectives regarding the prospection, market and government policy concerning the rare earth elements in Brazil are given.

The aim of this paper was to analyze the historical approaches to the periodic table in general chemistry textbooks used in Brazilian universities in the twentieth century. Textbooks were qualitatively analyzed according to the following criteria: position of the discussion about the periodic table in the book; presence or absence of a specific chapter on the subject; presentation of attempts to classify chemical elements before Mendeleev; presentation of the construction process of the periodic table by Mendeleev; identification of problems in the original table; discussion of Mendeleev's predictions about unknown elements; organization of the periodic table; periodic properties presented and discussed; and the enunciation of the periodic law. The analysis revealed different approaches at specific periods of the twentieth century, from more descriptive approaches to emphasis on attempts to explain the periodic table in terms of atomic orbitals. These changes point to different ways of understanding chemistry during the period studied.

This work was done with the aim of computing all the species of Hydrozoa (Siphonophora excluded) that have been collected on the Brazilian coast, or in the pelagial, near the coast (some of the "Meteor" Stations). Nutting's (1900, 1904, 1915) and Mayer's (1910) monographs were taken as starting points and later papers and the Zoological Record used to check posterior findings. As a whole, 116 different valid names, among species and forms, have been mentioned from the Brazilian coast, distributed among 60 genera. Of the 116 species, 82 are represented by hydropolyps, 30 by hydromedusae (11 of which belong to the Trachylina and therefore lack a polypoid generation) and finally, by 4 species of which are known both polypoid and medusoid generations. The subdivision of the coast has been made at random, on account of the scarcity of the findings, except for the best known district, that goes from the latitude of Vitoria (State of Espirito Santo, at about 20ºlat.S.) to the bay of Santos (State of São Paulo, about 24ºlat.S.). The latitude of Cabo Frio (23ºlat.S.) was considered as a possible natural barrier, and the results of the global counting of the distribution of the hydropolyps North and South of 23ºlat.S. is the following: 29 species are known only North of Cabo Frio, 26 only from the same latitude (see direction of the coast, along parallel 23ºS.) or further South and 28 species are known both North and South of the coast (of these, 5 species are "cosmopolitan"). Therefore it seems quite possible that Cabo Frio really is a barrier to the distribution of 55 species. 26 species are endemic to the Brazilian coast, of these, only 5 are found both North and South of the Cape, while-14 are found only North and 7 only South. No studies can be done, on the bathymetric distribution in relation to the latitude. These results must be considered as provisory since more extensive researches will probably alter these figures. However, I believe that they are significative as a mean index of the condition of the hydrozoan fauna of the Brazilian coast. A tentative working hypothesis is presented as to the possible factors that confer such a zoogeographic importance to the region of Cabo Frio, a fact that has been foreseen by Ekman (1935, p. 73). Geographic position, currents, latitude and nature of the sea bottom between the continent and the oceanic island of Trindade have been taken in consideration, and all of them seem to be possible eficient factors of separation. Furthermore, according to the data obtained by the "Meteor" Expedition in July 2, 1926, at station 164 (23º8'lat.S. - 42º5'long.W.) and station 165 (23º35'lat.S. - 40º52'long.W.) and by what is known by hearsay and local experience of the region (exact continued study is urgently needed), it seems possible that, off from the sharp curve that the coast has at Cabo Frio, there may be an irregularity of the general scheme of the current and local upwelling may be present that would explain the local low temperature, low salinity and high density of the superficial layers as well as the abundance of fishes; these factors might contribute towards the establishement of a zoogeographical barrier. Further work is needed and nothing more than an hypothesis can be presented for the moment.

Este estudo teve como objetivo analisar a estrutura da paisagem da Fazenda Lageado Grande (FLG), área com 3.136,32 ha, localizada em General Carneiro, Palmas e Bituruna, PR, na porção centro-sul do Estado do Paraná. A análise foi baseada no uso de métricas da paisagem do software Fragstats 3.3, mediante a utilização do programa Arc Map 9.2, com cálculos de proporção de áreas de conexão na paisagem. As análises mostraram que a FLG possuía matriz de cobertura do solo predominantemente florestal com espécies nativas; os fragmentos apresentavam, de maneira geral, formas retangulares, ou seja, estavam mais sujeitos aos efeitos de borda; havia redução de mais da metade da área original da Fazenda quando se considera efeito de borda, e os fragmentos de mesma classe estavam próximos uns dos outros, favorecendo a conectividade estrutural da paisagem. Os fragmentos dos ambientes nativos, mesmo que intensamente explorados e alterados, dada a sua continuidade florestal, podem ser considerados áreas de alto valor de conservação da biodiversidade.

Decisive factors affecting the recent increase in formal employment in Brazil. This paper gives a general overview of the evolution of labour market indicators between 1995 and 2005 in Brazil. It shows an overall increase in formal employment rates from 2001 to 2005, as opposite to what had happened from 1995 to 1999. It is argued that such recent trends might indicate the reconfiguration of the labour market in better terms, with potential positive consequences to the finance performance of the Social Security sector. The paper also examines some of the major factors associated with this new trend and their chances to maintain such tendency in the near future. It's important to notice that all of them may be subject to some kind of political management by the State. In other words, we suggest that there are suficient instruments and operative skills in the Brazilian State to make these and others factors work in favour of a more persistent strategy of development with social inclusion through labour.

The rhythm in the fall of inequality in Brazil is acceptable? Evidences of the historical and international context. The following study uses two approaches to answer the question of whether inequality in Brazil is falling fast enough. The first is to compare the variation of the Gini coefficient in Brazil with what was observed in several countries that today belong to the OCDE (United Kingdom, United States, Netherlands, Sweden, France, Norway, and Spain) while these same countries built their social welfare systems during the last century. The second approach is to calculate for how much Brazil must keep up the fall in the Gini coefficient to attain the same levels of inequality of three OCDE countries that can be used as a reference: Mexico, the United States, and Canada. The data indicate that the Gini coefficient in Brazil is falling 0.7 point per year and that this is superior to the rhythm of all the OCDE countries analyzed while they built their welfare systems but Spain, whose Gini fell 0.9 point per year during the 1950s. The time needed to attain various benchmarks in inequality are: 6 years to Mexico, 12 to the United States and 24 to Canadian inequality levels. The general conclusion is that the speed with which inequality is falling is adequate, but the challenge will be to keep inequality falling at the same rate for another two or three decades.
