The concept of national self-determination is a highly contested concept from very outset. It is partly due to its dual parentage, namely nationalism and liberalism. Prior to 1945 it was only a political concept without legal binding. With the incorporation of the principle in the UN Charter it was universalized and legalized. However, there were two competing interpretations at the UN based on de-colonization and representative government. How to define self and what really determined remain highly controversial. How to reconcile the international norm of sovereignty of state and self determination of people became more complex problem with the tide of secessionist movements based on ethno-nationalism. The concept of internal self-determination came as a compromise; but it is also very vague and harbors a wide range of interpretations.

The Development Cooperation Charter of Japan, which took over the ODA (Official Development Assistance) Charter in February 2015, drives Japan's cooperation towards non-poor countries and non-poverty issues. The Sustainable Development Goals (SDGs) put Japan forward in these directions. As a result, in Japan the focus on global poverty reduction is overshadowed by its national interests and sustainability under the concept of universality, which was a core principle of the SDGs as differentiated from the Millennium Development Goals.

Global G.A.P. is a one of the most influential private standards in the area of food safety and sustainability. With increasing impacts of Global G.A.P., many Asian countries have introduced the country versions of GAPs; China GAP, Japan GAP, Viet GAP, Thai GAP and ASEAN GAP. Each has been influenced by Global G.A.P. but ways of implementation, implementation bodies as well as focus differ from each other. This paper examines the development and motivation behind how the Asian GAPs have been introduced both from current situation and from historical perspectives. Then we compare current situation of different Asian GAPs.
