La agriculturización en el contexto de una nueva ruralidad : Nuevos actores pluriactivos en el departamento Río Primero de la provincia de Córdoba

Desde las últimas décadas, Argentina ha evidenciado un fuerte proceso de agriculturización. El departamento Río Primero, de la provincia de Córdoba, participa de la dinámica visible en gran parte de la región pampeana, y el área de estudio presenta profundas transformaciones productivas, económicas y sociales. En este contexto, los más vulnerables del entramado quedan fuera del sistema productivo. Sin embargo, recientemente, y en forma aparentemente contradictoria, aparecen en escena pequeños productores de origen urbano que comienzan a completar sus ingresos urbanos con los provenientes de actividades agrarias.Abordamos en este trabajo el ingreso a la actividad agraria de nuevos actores pluriactivos de origen urbano, los motivos del mismo, sus modalida desde producción y estrategias de adaptación, sus trayectorias de vida y la conexión con lo rural en sus historias familiares, ponderando de qué manera incide la herencia y/o cesión de tierras en dicho ingreso.

La recuperación de la economía argentina luego de la crisis del 2001/02 implicó una importante mejora de múltiples indicadores sociales y económicos, dada entre otros factores, la orientación de políticas públicas tendiente a recuperar el tejido productivo y el empleo. En este contexto, el tándem construcción-obra pública se transformó en un tema central de la agenda y la expansión inmobiliaria fue bien recibida desde la mirada macroeconómica. Sin embargo, este proceso no estuvo exento de contradicciones, y se observan en la región metropolitana un conjunto de tendencias concurrentes producto de la hibridación entre el neoliberalismo urbano aún vigente y la difusión del neodesarrollismo urbano. De allí que la ampliación de acciones de desmercatilización estatal del consumo de bienes y servicios orientados a la reproducción social coexiste con la persistencia del proceso de desmercatilización social regresivo de la producción del espacio habitacional, junto a la intensa mercantilización del espacio construido asociada a la creciente financierización de los ladrillos

Equity and Guidance : The challenge of following up young graduates

In this paper we present a support strategy of guidance for the young people from vulnerable population, both urban and rural, who have completed high school and are involved in an extension program so called Equity and guidance: the challenge of a proposal in state educational institutions from the La Plata, Berisso and Ensenada districts. This program gives them a reflection space to analyze their personal, social and community situation as a self-managed process towards a project of life. For some time we have supported young people with the purpose of helping them to make a life project. When doing so, we've always noticed the need of finding strategies to provide reasons to carry on the project of completing high school, to search new knowledge, request scholarships, to think of alternatives according to their circumstances, etc. In this sense, the Project: ?Equity and Guidance: the challenge of following up young graduates? is a revealing experience since it shows the urgent need to provide real means to enable communities we work with to make the most of opportunities. For the young people who belong to a vulnerable community, a project of life doesn't mean just thinking of the choice of careers, trainings or jobs. It also means to find how to make it possible in their daily life. Everything we make, think and manage in this project has the same purpose: help them so they can make a life project according to their subjectivity

International governmental agencies and career guidance

The international Organization for Economic Cooperation and Develop-ment (OECD), like many national and international organizations concerned with economic development believes that career guidance has an important role in promoting the development of a country's human resources. (Mapping the future: Young People and career guidance OECD, 1996). Generally the economic development agencies always recommend that career guidance services should be strengthened. Too frequently, however, they do not recognize the difficulties facing counselor in the schools and do not give clear and specific recommendations, yet they appear to believe that the education or other au thorities who are responsible to guidance will quickly agree and provide more resources for guidance. In addition to economic development agencies, social and educational development agencies also make important recommendations concerning the provision of guidance services. UNESCO, for example, has published two re- cent reports (Policies and Guidelines for Educational and Vocational Guidelines for Equal Access and Opportunity for Girls and Women in Technical and Vocational Education.) It is interesting to compare the OECD and UNESCO rec- ommendations and note that the relative strengths of each set of recommenda- tions, and to imagine how they might be combined in advocating changes in policies and programs.
