Resumo:
The rationale for policy interest in career development services, and the way in which this rationale is being strengthened by the current transformations in work and career, are discussed. The potential roles of public policy in relation to career development services are explored, along with ways in which such services can influence the policy-making process. A range of policy issues related to making career development services available to all throughout life are identified: these include the nature of such services, where they are to be located, and who is to pay for them. It is argued that there is a need for stronger structures and processes to bring together career development practitioners with policy- makers and other stakeholder interests in order to address tasks of common concern, at both national and international levels.

Mucho ofthe towns of Mendoza have been working for years with a methodology built with traditional zoningand code of permitted uses,not permitted or conditional. With these instrument sexpectthe presentation of private enter prisesto assess whether it complies with these regulationsto authorize the works.These agencies have a plan with zoning and code application shave already considered planning. This form of work, shows clearly the lack of actions to drive urban developmentsin the department, initiatives on the issue only limited to astatic situation, waiting for proposal sand external actions,not being able to see the advantagesand /or contribution saccom panying the Land Use Plan. Une of the important elements to considerin the Plan process, is the incorporation of participatory stage allows, consensus and guidanceto policy makers, community in territorial actions. For this way are designed and constructed public works, to address concerns of the population and in some cases,works that will produce community supportat election time. A look at the performance of Cities hall suchas Granada City Council, Churriana de la Vega and Jun, you can observe that the planning can be done other wise, as articulated action from the same organism. In principle determining zoning and uses of spaceis integral to the Land Use Planand that it further comprises the development proposals,the lines of action and prioritization of programs and projects. These local governants, which manage a municipality, working withdy namic planning councilasit implements the proposed urban development, agricultural, commercial and industrialin its territory and build public work saccording to plan. Since 2009,the province has a Law of Zoningand Land Use demanded Municipal Land Management Plans, but three years after the enactmentof the 18 only has aplan.Thisis due to two reasons:the policy makersdo not understand the multiplicity of elements and facets of a plan covering the other,the plans are perceived as a limitation on their actions , a fact not willing to accept. The dissemination of know ledge and the, new ways toaddress the Land Use Planning and management of conflicts generated by the unprecedented growthwith incompatible usesin these cities that the component swhich will requirel and manager stoimplement aplanning Plans. Un nuevo ímpetu por la recolección de información parece estar ganando terreno, tal vez heredero del "movimiento de los indicadores sociales". Este movimiento fue un legado de quienes apoyaban la cuantificación en las Ciencias Sociales, en la medida que los números se creían objetivos y científicos per se y la información se consideraba un derecho ciudadano. El estudio de la sociedad en sus múltiples dimensiones ha estimulado la búsqueda y construcción de indicadores e índices estadísticos. Sin embargo, el interés por contar con mejores formas de estudiar el progreso social ha conducido, muchas veces, a un uso inadecuado de indicadores y medidas. El PBI, por ejemplo, ha sido frecuentemente tomado como un indicador de bienestar. Pero la carencia de un marco conceptual para el estudio del bienestar no es el único problema, ni siquiera el más importante. Una significación similar -o aun mayor- la tiene la escasa competencia estadística de periodistas, hacedores de políticas públicas y -en general- la ciudadanía. En conjunto, estos elementos coadyuvan a limitar el uso de los datos en el debate público. En este artículo abordo el cambio desde la aritmética política hacia los modernos reportes sociales (par. 1); el éxito de la cuantificación en la administración del Estado (par. 2); los usos inadecuados de la cuantificación (par. 3); la actual no utilización de la cuantificación y la búsqueda de condiciones contextuales que interfieren en la transformación de la información en conocimiento (par. 4)

In many countries, there are enormous systemic barriers to address, such as: massive unemployment, HIV/AIDS, social disintegration, and inadequate infrastructure. One job for life is over. For many it never existed. Old metaphors and old models of career development no longer apply. New ways of thinking about careers are necessary, that take into account the context in which people are living, the reality of today's labour market, and the fact people's career-life journey contains many branching paths, barriers, and obstacles, but also allies and sources of assistance. Flexibility is important, as is keeping options open and making sure the journey is meaningful. Guidance professionals need to begin early, working with other professionals and those seeking assistance to develop attitudes that facilitate people taking charge of their own career-life paths. People need a vision for their life that will drive a purposeful approach to career-life planning and avoid floundering. Helping people achieve that direction can be most effectively accomplished when policy makers and practitioners work together to ensure that effective and accessible services are available for those who need them and when a large part of focus in on addressing the context in which marginalized people work and live.
