This paper presents the first investigation of whether direct democracy supplements or undermines the attendance of demonstrations as a form of protest behavior. A first approach assumes that direct democracy is associated with fewer protests, as they function as a valve that integrates voters’ opinions, preferences, and emotions into the political process. A competing hypothesis proposes a positive relationship between direct democracy and this unconventional form of political participation due to educative effects. Drawing on individual data from recent Swiss Electoral Studies, we apply multilevel analysis and estimate a hierarchical model of the effect of the presence as well as the use of direct democratic institutions on individual protest behavior. Our empirical findings suggest that the political opportunity of direct democracy is associated with a lower individual probability to attend demonstrations.

Recent research shows that well-educated citizens are more supportive of minority rights in direct democratic votes than people with less education. This article however suggests that educational effects on minority rights only emerge under certain conditions. A Bayesian multilevel analysis of 39 referendums and initiatives on minority rights in Switzerland (1981–2009) shows that educational effects are particularly strong when the rights of lesser-known cultural minorities are to be extended. They are entirely absent, however, when referenda address the curtailment of rights for well-known minority groups.

The study of strategic behaviour and the impact of institutions on elections has mainly focused on simple and conventional electoral systems: list-proportional electoral systems (PR) and the plurality vote. Less conventional systems are not on the agenda of comparative studies, even though no less than 30% of countries use unconventional electoral systems for their national parliamentary elections, such as the Single Transferable Vote, PR with majority bonuses, or mixed electoral systems. Often, they provide for unusual combinations of different institutional incentives, and hence to particular actor strategies.

In the wake of the financial crisis, budgetary discipline has taken centre stage in politics. More than ever a country's budget mirrors the true policy preferences of the legislative majority beyond all political discourse and cheap talk. The paper sheds light on mandate fulfilment in the field of public spending and fiscal policy in general. Based on previous work on pledge fulfilment in Switzerland the paper compares publicised pre-electoral statements of MPs on public spending and the development of the public finances with their post-electoral legislative behaviour during budget debates and votes. The findings of the paper confirm the results of the aforementioned earlier studies and point to the potential of budgetary statements for future mandate fulfilment research.
