Despite its active embrace of trade liberalization and the maintainance of relatively open economies, CARICOM trade performance both within the region and extraregionally has been poor. The nexus between bilateral Free Trade Agreements (FTAs), Partial Scope Agreements (PSAs) and preferential trade arrangements, which was intended to assist in compensating for the small size of domestic and regional markets, while providing an additional tier of trade and economic integration, has thus far failed to deliver its intended results. This paper makes this conclusion in assessing the performance of these extraregional trade agreements and sheds light on issues not often discussed.

En el actual contexto de globalización económica, el tema de la inserción internacional de la región cobra una renovada importancia. La presente publicación, la segunda de la colección “Páginas Selectas de la CEPAL”, contiene extractos de documentos publicados desde 2010 y que abordan diversos aspectos de dicha temática. Entre éstos se destacan la participación regional en las cadenas mundiales y regionales de valor, la irrupción de China como un socio comercial crecientemente influyente, los logros y desafíos pendientes del proceso de integración regional en su vertiente económica y comercial, y las posibles implicancias para América Latina y el Caribe de las negociaciones comerciales megarregionales actualmente en curso. Como trasfondo de todos los textos seleccionados se encuentra el vínculo entre la participación regional en el comercio internacional y el logro de un crecimiento inclusivo. Este último se entiende como un crecimiento capaz de contribuir a la reducción de la heterogeneidad estructural mediante un aumento del empleo, la productividad y el ingreso, mejorando el bienestar de la mayoría y reduciendo la desigualdad

The Latin American Economic Outlook analyses issues related to Latin America’s economic and social development. Ever since the first edition was launched at the 17th Ibero-American Summit of Heads of State and Government in November 2007 in Santiago (Chile), the report has offered a comparison of Latin American performance with that of other countries and regions in the world, sharing experiences and good practices with the region’s public officials.

This edition of the Economic and Social Panorama of the Community of Latin American and Caribbean States is a contribution by the Economic Commission for Latin America and the Caribbean (ECLAC) to the fourth Summit of Heads of State and Government of the Community of Latin American and Caribbean States (CELAC), to be held in Quito in January 2016. This document continues the work carried out since the first summit of CELAC held in Santiago and is a testimony to our ongoing commitment to work in collaboration with the countries of the region.
