La XVII Reunión de Directores Nacionales de Aduanas de América Latina, España y Portugal, se celebró en Santa Cruz de la Sierra, Bolivia del 27 al 31 de enero de 1997. Participaron representantes de Argentina, Bolivia, Brasil, Chile, Cuba, El Salvador, España, México, Nicaragua, Panamá, Paraguay, Perú, Portugal, República Dominicana, Uruguay y Venezuela. En calidad de observadores participaron representantes de Australia, Estados Unidos, Francia y Japón. Asimismo, concurrieron representantes de los siguientes organismos internacionales: Asociación de Despachantes de Aduanas del Uruguay, Asociación Internacional de Agentes Profesionales de Aduanas (ASAPRA), Asociación Latinoamericana de Integración (ALADI), Banco Interamericano de Desarrollo (BID), Comisión Económica para América Latina y el Caribe (CEPAL), Conferencia de las Naciones Unidas para el Comercio y Desarrollo (UNCTAD), Conferencia Latinoamericana de Empresas Courier (CLADEC), Instituto Centroamericano de Administración de Empresas (INCAE), Junta del Acuerdo de Cartagena (JUNAC), Organización de Estados Americanos (OEA), Organización Mundial de Aduanas (OMA), Unión Postal para las Américas, España y Portugal (UPAEP).

The seventeenth Meeting of National Customs Directors of Latin America, Spain and Portugal was held in Santa Cruz, Bolivia from 27 to 31 January 1997. The meeting was attended by representatives from Argentina, Bolivia, Brazil, Chile, Cuba, Dominican Republic, El Salvador, Mexico, Nicaragua, Panama, Paraguay, Peru, Portugal, Spain, Uruguay and Venezuela. Observers from Australia, France, Japan and the United States were also present. Representatives of the following international organizations also attended the meeting: Association of Customs Agents of Uruguay, International Association of Professional Customs Agents (ASAPRA), Latin American Integration Organization (LAIA), Inter-American Development Bank (IDB), Economic Commission for Latin America and the Caribbean (ECLAC), United Nations Conference on Trade and Development (UNCTAD), Latin American Convention of Courier Enterprises (CLADEC), Central American Institute of Business Administration (INCAE), Board of the Cartagena Agreement (JUNAC), Organization of American States (OAS), World Customs Organization (WCO), and Postal Union of the Americas, Spain and Portugal (PUASP).

This guideline jointly published by The UN Economic and Social Commission for Asia and the Pacific (ESCAP), the UN Economic Commission for Latin America and the Caribbean (ECLAC), and the UN Human Settlements Programme (UN-HABITAT), in partnership with the Urban Design Lab of the Earth Institute, Columbia University, provides practical tools for city planners and decision makers to reform urban planning and infrastructure design according to the principles of eco-efficiency and social inclusiveness. It includes case studies from the Republic of Korea, the Philippines, Japan and Sri Lanka.
