Resumo:
In Brazil, research involving human beings must obey to ethical norms foresaw by the 196/96 National Health Council Resolution of the Ministry of Health. This paper gives account of a knowledge evaluation about some concepts and rules established by the resolution by Dental post degree students. It is concluded that in spite of the spreading and importance of the resolution most students do not know about it. In the same situation are those who work in research.

A proposta de controle social instituída pela constituição abriu perspectivas para uma prática democrática ímpar no setor saúde. O Sistema Único de Saúde utiliza o Conselho Municipal de Saúde (CMS) como meio de cumprimento do princípio constitucional da participação da comunidade para assegurar o controle social sobre as ações e serviços de saúde do município. O CMS tem competência para examinar e aprovar as diretrizes da política de saúde, para que sejam alcançados seus objetivos. Ao atuar na formulação de estratégias, o Conselho pode aperfeiçoá-las, propor meios aptos para sua execução ou mesmo indicar correções de rumos. em Botucatu (SP), o CMS existe desde 1992 e nossa proposta foi analisar a participação dos conselheiros e sua representatividade. Para esse propósito, utilizamos uma abordagem qualitativa que permitisse uma aproximação e o conhecimento daquela realidade. Os resultados mostraram, entre vários aspectos, que, em média, metade dos conselheiros titulares e um terço dos suplentes comparecem às reuniões. Além de interessados, esses conselheiros trazem reivindicações ou sugestões do grupo que representam, considerando boa a repercussão dessas reivindicações, porém nem sempre obtêm respostas satisfatórias, pois algumas decisões são tomadas fora do âmbito do conselho; percebem dificuldade de integração entre os serviços de saúde; a própria organização das reuniões dificulta a participação e, muitas vezes, a reunião apenas aprova pacotes ministeriais que devem ser implementados. Ouvir os conselheiros permitiu levantar problemas que precisam ser enfrentados e, com isso, fazer avançar o processo democrático, ou seja, um desafio para a vida.

The aim of this work was to analyze the plans in relation to attendance of legal requirements which manage the Brazilian Health System, its constitution and showing of essential items. The study included three municipalities form São Paulo State. It was used the documental analysis as research technique. Near all plans showed an analysis of situation with detailed descriptions of general situation of municipality, and only one of them realized critical analysis of their epidemiological data; the financial income applied on health was decrypted by only one municipality. About programming, all municipalities described the main problems and its solutions. Although they had goals framework, the question about cost estimative to get the goals was not approached. Any municipality showed an annual review, being one of them delayed over than two years. It was observed no participation of Municipal Health Council on elaboration and review of plans. It was concluded that there was a deficiency in the plans analyzed. It's necessary to execute continuing education with managers in relation to importance of systematic elaboration of plans and to incentive the promotion of active participation of Municipal Health Council promotion of aiming to became true the social control of health actions.

Objective: To evaluate the health status (HS) of COPD patients and to identify the main predictors of HS in these patients according to gender. Methods: The study included 90 COPD patients (60 males and 30 females; mean age = 64 +/- 9 years) with a wide range of airway obstruction disorders (mean FEV(1) = 56 +/- 19% of predicted). The men were individually matched to the women by % of predicted FEV(1) (ratio: 2:1). The patients were assessed regarding body composition; six-minute walk distance; perception of dyspnea using the Modified Medical Research Council Dyspnea Scale; Saint George's Respiratory Questionnaire (SGRQ); Charlson comorbidity index; and the multidimensional Body mass index, airway Obstruction, Dyspnea, and Exercise capacity (BODE) index. Multiple linear regression analysis was performed to identify the predictors of HS by gender. Results: Impairment of HS was greater among the women than among the men for SGRQ total score and for all SGRQ domains (total: 51 +/- 18% vs. 38 19%; p = 0.002; symptoms: 61 +/- 22% vs. 42 +/- 21%; p < 0.001; activity: 62 +/- 18% vs. 49 +/- 21%; p = 0.004; and impact: 41 +/- 19% vs. 27 +/- 18%; p = 0.001). The multiple linear regression showed that age and perception of dyspnea correlated with SGRQ total score for both genders (males, r(2) = 0.42; females, r(2) = 0.70; p < 0.05). Conclusions: Our results showed an association between gender and HS in COPD patients. Age and dyspnea are determinants of HS in both genders.
