Environmental impacts of urban sprawl in Londrina, Paraná, Brazil

Public policies encouraging the insertion of large industrial and commercial developments near highways, associated to exclusionary housing policies, have shaped over the past decades a new urbanization phenomenon; the sprawl. This is largely characterized by discontinuous and fragmented occupation, with random population densities. This phenomenon brings environmental and social impacts to the urban and rural population, in addition to a great burden for the Government. In line with this and considering the lack of discussion about the topic, this paper discusses some of those impacts observed in Londrina - PR, Brazil. The influence of urban sprawl in this city has shown to impact traffic, waterproofing rates and green areas, in addition to underutilizing the infrastructure due to large urban voids and vacant lots. With the data presented here, it is hoped that debates emerge on the importance of rethinking the plan, so that everyone can have legal access to the city (endowed with infrastructure), as well as the importance of developing strategies to contain urban sprawl. © 2011 Journal of Urban and Environmental Engineering (JUEE). The aim of this paper is to present the effects of social impacts of Petrobras/Six mining of oil shales over the rural community Dois Irmãos, located at Sao Mateus do Sul city, Paraná state. For making mining areas, PETROBRAS/SIX needs to expropriate areas of its interest. In 2010, for the implementation of the mine Dois Irmão, the last one, 90 families were evicted and they directly suffered the impacts of mining. Of these, 62 families were interviewed in order to investigate the main effects suffered with the expropriation. These results showed that the community had difficulties in upgrading its way of life in new places, experiencing how different types of problems were triggered from the loss of the lands.

This article reflects upon the possible connections between the processes of economic globalization, changes in the labour market and the new forms of poverty. The debate is framed by two different economic contexts: Portugal (characterized by slow and insufficient growth rates, a serious social crisis, and difficulties in asserting itself economically and politically in the European and world contexts) and Brazil (a dynamic emerging economy, with high growth rates and receding poverty levels). This allows us to assess some of the economic and social impacts arising from the global pressure to be economically competitive, which have led to new forms of poverty, social precariousness and job insecurity in both societies.

The questions that guide this article deal with the nation-State configuration and civil society organization, as well as the contours of the relation between both in the globalization context. As a qualitative change of internationalization, globalization brings to the social sciences field the discussion about its social impacts and the problematization about extinction of State. Thus, the article is guided by the debate between determined authors that deal with the analysis about new strategies of the State action, in order to understand where national States go, seeking to adapt themselves to the new context of Capital globalization.
