This article aims to analyze the significant social and political aspects of the transition from the Parliamentary Constitutional Monarchy to Federal and Presidential Republic, according to the literary work of the writer from Rio de Janeiro Joaquim Maria Machado de Assis (1839-1908). Some of these aspects appeared in Machadian chronicles entitled Balas de Estalo, published in the daily newspaper Gazeta News between 1883 and 1887. These chronicles were signed by Lelio, one of the nicknames of Machado de Assis.

O presente artigo analisa algumas das propostas de reformas na instituição escravocrata propugnadas pelo intelectual e político liberal Agostinho Marques Perdigão Malheiro (1824-1881). A defesa de uma reforma intelectual e moral da sociedade consubstanciada na universalização da instrução e a contestação da representação legal do escravo como inimigo doméstico e público eram temas centrais de um projeto de futuro que visava implantar ampla liberdade civil no Brasil monárquico da segunda metade do século XIX.

The history and formation of the government in Brazil was, and still is, a central object of study in several fields of knowledge. Albeit with varied approaches highlight was given in the literature for two central reforms occurred between mid 1930s and mid 1990s This perception establishes a long history of Brazilian public administration, putting in their two extreme nodal points of this trajectory: the creation of DASP and the action of the MARE. Each of these institutional projects is directly linked to the conception of the role and performance of the Brazilian public administration instruments, as well as the goals to be achieved, revealing the intimate connection with the coeval political debate of each period. Based on this scenario, the objective of this study is to analyze the role of DASP as a strategic instrument in a Brazilian public "intelligentsia" in construction during the 1930s, strongly associated with a political project of modernization of Brazilian society

The paper analyzes the regulatory framework for the Media in Brazil in the Federal Constitution and the nexus between democratization and constitutional process, interpreting relevant actors (government, political parties, civil society) and figured as the themes of communication and institutional political agenda. The obstacles to the regulation of many of the statements remain constitutional (right of communication; seal monopolies / oligopolies; regionalization of cultural production; nationalist character in control of broadcasting; compatibility between segments state, public and commercial; Social Communication Council), that replaces debate on the very principle of the right to communication regulation by analyzing the corresponding decisionmaking processes. This conflictual agenda-setting involves multiple interests, from strictly commercial aspirations of companies operating in this market, going by the increasing share of religious institutions who also want to expand upon practices of proselytizing until the interests of policy makers who also have control over a slice of that business.

Entretanto a guerra a que Atenas se atira e que faz enfraquecer a Grécia é condenada, pois a defesa de Atenas, concretizada na defesa de seu regime político, a democracia, não inclui a defesa do imperialismo ateniense. Assim, acima de Eurípides patriota se ergue o Eurípides humanista, preocupado com as responsabilidades do ser humano, não apenas do cidadão. Eurípides’ acknowledge realism includes a political involvement. The eulogy of Athens is remarkable both regarding her illustrious past and her role in the greek world. The war in which Athens is engaged and which weakens Greece, however, is condemned, for Athens’ defense, made real in the defense of her political regime, democracy, does not include the defense of Athenian imperialism. Thus, Euripides the patriot is excelled by Euripides the humanist, who is more concerned with the responsibilities of the human being, than with those of the citizen’s.
