Municipal Plans of Risk Reducing (PMRR's) were produced in settlements in the municipalities of Itapecerica da Serra (SP) and Suzano (SP), covering areas at risk of landslides and washouts of banks of streams. The development of PMRR's provided the delimitation of areas of risk, the indication of intervention works in order to eliminate and / or reduce risks, and consequently an indication of the areas and priority sectors for implementation of intervention works. The prioritization of areas and sectors that should receive the works of reducing or eliminating risk was performed by an expert involved in risk mapping. Despite the specialist's judgment exercise caution, the decision regarding the priority sites for implementation of alternative interventions is subjective. Since there is no way to eliminate this subjectivity, the use of decision-making techniques is important to evaluate whether the expert's reasoning is consistent. One of the first techniques developed for multiple criteria is the AHP (Analytic Hierarchy Process). This paper describes the results of a research carried out in order to assess whether the use of Analytic Hierarchy Process contributes to the results of the indication of the areas and priority sectors for implementation of interventions can be considered more consistent than in situations where the priority occurs without the use of decision making techniques. Results were compared between the prioritization of interventions for implementation contained in PMRR's of Itapecerica da Serra and Suzano and those obtained from the use of Analytic Hierarchy Process (AHP). It was concluded that such techniques permits an evaluation of the expert's judgment is logically coherent, thus contributing to produce results more technically based.

Planning and sustainable management of water resources require actions that focuses on life quality, recovery and preservation of natural resources. As such, a municipality must have tools which empower the government with the right to exercise such actions, for example, the Master Plan and Sector Plans. To develop municipal plans which will guide the development of the city and provide information for establishment of public policies, it is of the utmost importance that they are designed based on primary and safe data. In view of these considerations, this study aimed at formulating environmental indicators by using a Geographic Information System – GIS. The environmental diagnosis based on the gvGIS was used as database, which made the process to be agile and accurate. The watershed of Lençóis River – SP was the study area. It has a good database from the Environmental Diagnosis of the watershed of Lençóis River, which was created through funds from the State Funds for Water Resources – FEHIDRO. The borrower was the Service of Water Supply and Sewage of Lençóis Paulista – SAAELP. Based on the diagnosis, the indicators were formulated concerning land use and occupation as well as water resources. The results were considered satisfactory and showed that the methodology used in this study is of great importance to evaluate water resources, as it provides a reliable basis for the decision-making process seeking environmental compliance and sustainable development. By using environmental indicators, the sustainability of an area as a whole can be analyzed, and the parts as well, i.e., it is possible to identify which sector is experiencing significant problems and take actions to solve them.

A Lei Federal 10.257, de 10 de julho de 2001, regulamentou os artigos 182 e 183 da Constituição Federal de 1988 no que trata da política urbana, especialmente da propriedade, sendo obrigatório para municípios com mais de 20.000 habitantes. Até então, os planos diretores municipais vinham sendo feitos levando em conta apenas as respectivas áreas urbanas, A partir desta lei, tais planos tiveram de levar em conta também as áreas rurais, integrando-as no processo do planejamento municipal sustentado. Analisando-se os planos diretores municipais recentes, elaborados a partir dessas novas diretrizes, nota-se que a maioria ainda enfatiza a área urbana, em detrimento da área rural. O objetivo deste trabalho foi, a partir de um estudo de caso, avaliar e validar metodologias e tecnologias rotineiramente empregadas em Geociências e Ciências Agrárias.

Among planning instruments used by manager instances of Brazilian Health System it pointed the Health Municipal Plan (PMS) that should be built collectively showing political intentions, directresses, priorities, objectives, goals framework, estimative of resources and need costs to get the goals of the health sector. The aim of this work was to analyze the plans in relation to attendance of legal requirements which manage the Brazilian Health System, its constitution and showing of essential items. The study included three municipalities form São Paulo State. It was used the documental analysis as research technique. Near all plans showed an analysis of situation with detailed descriptions of general situation of municipality, and only one of them realized critical analysis of their epidemiological data; the financial income applied on health was decrypted by only one municipality. About programming, all municipalities described the main problems and its solutions. Although they had goals framework, the question about cost estimative to get the goals was not approached. Any municipality showed an annual review, being one of them delayed over than two years. It was observed no participation of Municipal Health Council on elaboration and review of plans. It was concluded that there was a deficiency in the plans analyzed. It's necessary to execute continuing education with managers in relation to importance of systematic elaboration of plans and to incentive the promotion of active participation of Municipal Health Council promotion of aiming to became true the social control of health actions.

It has become evident that policies aimed at mitigating the growing water resources and water use conflicts in Brazil are crucial. The municipality of Extrema in Minas Gerais state in Brazil pioneered the first Brazilian municipal PES initiative (Conservador das Aguas program), based on the relationship between forests and the benefits they provide. This study aimed to assess soil loss in the Posses sub-basin, where the Conservador das Aguas program began. Additionally, we aimed to determine the potential that this PES initiative has for soil conservation, as well as to minimize the soil losses as a function of forest area size and location in order to propose a technical approach for implementing PES. In this sense, considering the prescribed conservation practices, land use situation, and soil cover in the Posses sub-basin, we analyzed the effectiveness of the Conservador das Aguas program before and after implementation in relation to reduced soil loss under 36 different land use and soil cover scenarios. We used a geographic information system (GIS) for spatializing and producing different information plans and the Revised Universal Soil Loss Equation (RUSLE) for estimating soil loss. As a result, we found that minimization of soil loss may be obtained by adopting pasture conservation practices. Additionally the expected average soil loss in the Posses sub-basin under conditions of land use and soil cover, before and after implementing the water conservation program was 30.63 and 7.06 Mg ha(-1) year(-1), respectively. Due to the large economic development associated with the growing consumerist lifestyle of our capitalist society, the problem of uncontrolled solid waste generation worsens, which one is considered to be one of the main responsible factors for environmental degradation. As a case study and in order to solve the problem of large generation of municipal solid waste, this work aims to study the “plano diretor” of Rio Claro city, São Paulo. The “plano diretor” is a municipal law that provides guidelines for the administration of the city, which include guidelines for the management of solid waste generated in the city. The guidelines required in order to write the “plano diretor” are provided by the national law “estatuto da cidade”, providing information for the planning and development of the cities, as well as the management of the urban environment. However, only the “estatuto da cidade” does not provide enough instructions for creating management plans in order to solve the many problems from the urban environment. Thus, studies have been done about urban and environmental management, to understand how municipal management plans should be structured. As a form of seeking information that can complement the “plano diretor” to the creation of policies for managing solid waste of the city, the “Política Nacional de Resíduos Sólidos”(PNRS) emerges in 2010 as a document which provides principles, objectives and guidelines to create plans for Solid Waste Management at the national, state, regional and municipal levels. Therefore, it was possible to make a joint analysis of the “plano diretor” of Rio Claro with the PNRS to identify what is already done within the municipality about the solid waste management, and identify which aspects are most significant in the municipal solid waste management that the national policy provides.
