A inovação tecnológica trazida pela digitalização das transmissões de rádio e TV acentua a necessidade de novos formatos de regulação e não dispensa a atuação do Estado. Diante deste contexto, deve-se considerar que a reformulação do quadro legal das comunicações no Brasil traz a possibilidade de se instituir um órgão regulador não apenas de fomento, mas de regulação e fiscalização dos serviços públicos de radiodifusão. No mundo, existem pelo menos 84 órgãos dessa natureza, em 54 países. No Reino Unido, o caso do Ofcom (Offi ce of Communications) pode trazer referências relevantes para o Brasil, que apresenta obstáculos culturais e institucionais a serem devidamente enfrentados na luta pela constituição de um serviço público de televisão nos moldes das bem-sucedidas experiências européias. Este artigo sintetiza lições trazidas pela construção do atual quadro regulatório do Reino Unido e da União Européia e analisa as barreiras à implementação deste modelo no Brasil.

Este artigo tem como objetivo apresentar ao leitor a síntese de um estudo que compara a realidade de escolas do ensino fundamental, verificando as determinações da lei n.º 9394/96 e suas condições de aplicação envolvendo análise de dados teóricos e observações em campo empírico referentes a aspectos como aplicação de recursos financeiros, implementação de novas propostas pedagógicas, atuação de organismos multilaterais e formação profissional dos professores.

O objetivo deste texto é mostrar, por meio de uma análise dalegislação que regula a força pública em São Paulo, como se desenvolveram aspolíticas de segurança pública antes que o tema per se entrasse na pauta do debatepolítico. A partir dos exemplos extraídos dos documentos policiais, interessa-nosacompanhar a evolução legal que concerne às marchas e contramarchas da forçapública em São Paulo, de 1868, quando se cria o Corpo Policial Permanente, até1901, marco da última alteração legal que fixou a organização policial até 1924.Com isso, pretendemos colocar em discussão o processo de militarização porque passou o aparato policial paulista, bem como indicar como se deram, sobreo terreno, os impactos das múltiplas alterações legais nas práticas e rotinas dopoliciamento.

Tendo em vista a controvérsia a respeito da lei de tendência decrescente da taxa de lucro formulada por Karl Marx, este artigo pretende discutir duas correntes principais que se contrapõem na interpretação da referida lei. Uma, que defende a reformulação e atualização das leis marxistas de acumulação e, outra que defende sua atualidade. Além disso, pretende também levantar alguns pontos polêmicos na interpretação da lei de tendência relacionada com as crises do capitalismo.

The paper has analyzed John R. Commons' contribution to the comprehension of Law and Economics relationship. In contrast to the orthodox economics, Commons has shown that the capitalist economic order emerges and functions regulated by laws and institutions. These approaches made possible to him to understand the nature of the modern capitalist wealth and the problems that time introduces in economic transactions.

OBJECTIVE: To assess whether the Brazilian Driving Dry Law reached its goal after the three years following its enactment. METHODS: We onnducted a retrospective study of patients with craniofacial fractures who underwent surgery at a university hospital in two periods: before the Law (2005 to 2008) and after the Law (2008 to 2011). RESULTS: 265 patients (220 men and 45 women) were operated on during this period, 149 (56%) before and 116 (44%) after the Law, which indicates a reduction in the number of traumatisms (p=0.04). The age range between 19 and 40 years predominated in both periods. The main causes of traumas were car accidents, physical aggression and falls. Alcohol abuse was identified in 15.4% patients before and 19% patients after the enactment. The jaw and the maxillo-zygomatic complex were the most affected bones. CONCLUSION: The drop in the number of polytraumatized patients operated on at this institution in the three years following the Driving Dry Law was 22%, which is below the expected and desired percentage. These results must be compared to those of different services offering the same attendance type in order to compile data and enlarge statistics. The low index of reduction in the number of traumatisms and the report of alcohol abuse by several patients at the moment of trauma, even after the law, evidence the need of adopting stricter measures to control and punish violators.

This work presents a framework for full-time education in Brazil, analyzing the levels of proximity and distance of the Brazilian regions in relation to achieving target paragraph 06 of the bill of the new National Education Plan, which establishes the offer of full-time education in at least fifty percent of public schools, and at least twenty-five percent of students in basic education. It aims to determine the contribution of the “Mais Educação” (More Education) Program of the federal government in fulfilling this goal.

Aimed to analyze the scientific literature on information management and knowledge management in the most relevant journals in the Information Science field, noting in this way then relevance and impact to this field. It is a qualitative research and analyzed the scientific literature about this subject published in journals (online access) in the Information Science area and classified as Qualis of Coordenação de Aperfeiçoamento de Pessoal de Nível Superior (CAPES), specifically those who were assessed as level 'A' and 'B', covering a total of 26 journal titles. We applied the Bradford's Law for the scientific production analysis, especially in relation to the articles distribution in terms of proximity or distance variables. We observed that the terms 'information management' and 'knowledge management' are contemporary and have been gained relevance over time. We also founded that the general rule: few produces a lot and many produces a little is true if considered the characteristics of the studied data distribution.

This study regards the implementation of the Law of Access to Information, from an archivistic perspective of the institutional production of recorded projects in the period 1992- 2012 at the Letters and Arts Center (LAC) of the Federal University of Santa Maria (UFSM) and stored on digital medium in its database. It concludes that the effects of the law of access to information, as related to the institutional production by UFSM, will bring benefits to all society.

The Rouanet law is a tax incentive law that allows companies to invest up to 4% of their taxes - based on actual profit - in sponsoring cultural projects previously approved by the Ministry of Culture. By sponsoring these projects, companies can have their name attached to them and, consequently, strengthening their brand and increase its visibility in the market. Whereas this project is aligned to the company vision, its image will be strengthened and the sales will increase. Large companies use the Rouanet Law to sponsor cultural events and have very strong names in the Brazilian market, perhaps worldwide. Examples: Petrobras, Banco do Brasil, Banco Bradesco, BNDES, Usiminas, Vale, among others. The Public Relations professional, who’s responsible for internal and external communication of a company, can use it as a differential of his work, expanding the company's profits with minimum investments, aligning the company's vision to actual practices and using the sponsorship as an agent capable of strengthen its social responsibility and, due to that, to increase the trust of its target audience. This study will address the theoretical and practical aspects of the Rouanet Law and of the public relations professionals, beyond mentioning examples on the subject, with special attention to Petrobras, the largest sponsor of cultural projects in Brazil. The greatest problem of the Rouanet Law is the fact that its sponsored projects are mostly concentrated in the Southeast, specifically in the Rio - São Paulo region. The more popular the Act become, for most places it will spread and Brazil may, after some time, become a world reference in the Cultural point
