Búsqueda de nuevas rutas comerciales. Solón Wilches y las redes de poder en García Rovira, segunda mitad del siglo xix

This article presents a project formulated by the president of the Sovereign State of Santander, Solon Witches, to open new trade routes in order to create and maintain a network of power in the department of Garcia Rovira. First, the text highlights the political activity of General Witches to help his region; second, the commercial activities which surrounded his network of friends and family. Finally, the text answers the question of how associations worked around a main character in order to complete commercial transactions in a specific region.

Composição e abundância da ictiofauna na zona litorânea de um tributário, na zona de sua desembocadura no reservatório de Jurumirim, Estado de São Paulo, Brasil

Monthly collections of fishes using a trawl net were carried out from August 1996 to December 1997 with the objective of evaluating the composition and diversity of fish species in the littoral area of the transition zone between Veados Stream and Jurumirim Dam (Upper Paranapanema River, São Paulo State). Diversity and similarity indices of ichthyofauna at the sites were determined and correlated with abiotic factors such as dissolved oxygen, temperature, pluviometric precipitation and hydrological level. Twenty-six (26) fish species (the majority small-sized) of the family Characidae (Tetragonopterinae and Cheirodontinae) were registered. Representatives of the orders Siluformes, Gymnotiformes, Perciformes and Synbranchiformes occurred in lower abundance. Significant differences were found in the site diversity indices, but not in the abiotic factors. Significant correlations between the abundance of the ichthyofauna and the variations in the abiotic factors were not detected. The presence of fish larvae in the samples indicates the importance of the transition zone as a reproduction area of the fish species registered in this study.

Orçamento participativo e gestão democrática no poder local

The end of the authoritarian regime in Brazil resulted in new forms of democratization of politics and its institutions, with the strenghtening of the civil society. The Participatory Budgeting is an important experience of that new way, characterized by the assumption of the new responsibilities by the local governments. The comparative approach of those experiences, conducted from different party coalitions - in Piracicaba (1989-1992) and in Santa Bárbara d'Oeste (1997-2000) -, allows a test of their powers and limits from a procedural conception of democracy and the complementary role of the participation. In contrast to a view that gives priority to representation, the analysis discusses the range of the new civil society actions from the perspective of the democratization process in the scope of the Local Government. © 2007 CEDEC.

Poder político, território e crise ambiental na Colômbia

Political power, territory and environmental crisis in Colombia. We describe some forms of operation of the political power of the Colombian State and their impacts on the territory. The analysis uses some results of a doctoral research that sought to understand the institutional and regulatory foundations and the water management practices in two metropolitan areas of South America, Cali in Colombia, and Campinas in Brazil. The theoretical framework, primarily based on critical thought, starts by making an approach to the concept of power and then links it with the concepts of territory and governance. We present empirical evidence on how the political power of the Colombian State operates on the environmental institutional structure. We concluded that the authoritarian interference of the executive power has generated crisis on the institutional framework and facilitated the advancement of the neo-liberal capitalist model.
