The paper analyzes the regulatory framework for the Media in Brazil in the Federal Constitution and the nexus between democratization and constitutional process, interpreting relevant actors (government, political parties, civil society) and figured as the themes of communication and institutional political agenda. The obstacles to the regulation of many of the statements remain constitutional (right of communication; seal monopolies / oligopolies; regionalization of cultural production; nationalist character in control of broadcasting; compatibility between segments state, public and commercial; Social Communication Council), that replaces debate on the very principle of the right to communication regulation by analyzing the corresponding decisionmaking processes. This conflictual agenda-setting involves multiple interests, from strictly commercial aspirations of companies operating in this market, going by the increasing share of religious institutions who also want to expand upon practices of proselytizing until the interests of policy makers who also have control over a slice of that business.

The incipient but quickly expansion action on the Information and Communications Technologies (ICT) in Africa it is now just having different impact on these societies. One of these relates bear on how users are identified with these tools. Just like that we find individuals identify as bloggers, twitter followers or cyber activist. This contribution analyzes the Senegal’s fact where a successful use of social nets and web 2.0 tools experience (at least in repercussion) as social and political involvement while presidential elections in 2012 is tied to come back an identity: Cyber activist. Senegalese circumstance shows us how this identity has a personal and assertiveness dimension as well collective aspects of belonging to a community. One as much as the other, show us personal traits in contrast to previous beliefs, basically because it fuse and confuse virtual and reality. Due to dynamics from expanding technology, this identity is youthful and urban, but not only. This situation creates new dynamics at least in this affected group. For this reason, besides knowing emergence and evolution of this fact, it raises some of the involvement in social and political involvement from groups traditionally “invisible”. Beyond the new social behavior there are new changes in the rules of the game in order to start new social revolution.

Birigui nasceu e se expandiu a partir da Estrada de Ferro do Noroeste do Brasil. Esta permitiu que o município não fosse somente um posto de parada, mas sim um núcleo urbano. Além disso, foi essencial para o traçado urbano, visto que as ruas e quadras foram feitas paralelas a linha férrea. No entanto, atualmente, o local que deu início a cidade, não mais possui vestígios históricos, visto que sua primeira estação ferroviária foi demolida para a construção de uma nova a 1,7 km de distância. Tal demolição ocorreu devido uma modificação necessária do traçado da linha férrea. Percebe-se, portanto, que parte do patrimônio ferroviário de Birigui foi demolido, e outra parte encontra-se inutilizada, constituindo um vazio urbano em meio a malha urbana. Dar atenção a esses elementos históricos e ao contexto atual em que Birigui se encontra são essenciais para a elaboração de um projeto de reabilitação de seu conjunto ferroviário. A proposta busca a elaboração de espaços públicos coerentes às necessidades da população do bairro e do município. Além disso, trata-se de reintegrar esse espaço ao desenho da malha urbana, de modo a não ser visto mais como uma cicatriz ou um espaço obscuro, mas sim como um espaço de convivência e permanência dos moradores, assim como de preservação histórica

Esta tesis es resultado de un intenso trabajo de investigación realizado de agosto de 2014 a agosto de 2015, con financiación de la Fundação de Amparo à Pesquisa do Estado de São Paulo (Fapesp). El objetivo se centró en la realización de un análisis, aunque preliminar, del papel de la TV pública con tecnología digital, como también de las tendencias, desafíos y perspectivas para consolidarla, tanto en Brasil como en Argentina, países con diversas similitudes en contextos económicos, sociales, políticos y culturales. Para cumplir los objetivos, estudiamos los recientes proyectos gubernamentales de televisión pública en los dos países suramericanos. El gobierno argentino invirtió en modernización en Canal 7 (antiguo Argentina Televisora Color-ATC), una emisora de casi seis décadas de funcionamiento, que ha sido prácticamente refundada a partir de los investimentos públicos del gobierno nacional argentino, realizados para digitalizar los sistemas de transmisión y de recepción de televisión abierta. El nuevo Canal 7 pasó a servir de cabeza de red del sistema de televisión pública de Argentina. En Brasil, el gobierno creó a fines del 2007, la Empresa Brasil de Comunicación (EBC), estructura administrativa que opera la red de televisión pública de TV Brasil. Ambos proyectos prometen construir y gestionar sistemas nacionales abiertos, modernos y competitivos de TV Pública Digital Abierta (TVPDA). Esta tesis también describe y compara de modo sucinto el desarrollo histórico de la radiodifusión - evidenciando la televisión como una plataforma en permanente disputa comunicacional, política, ideológica, publicitaria, cultural y económica -, tal como los modelos de televisión pública y comercial en cada uno de los dos países analizados (no entiendo la expresión). The objective of this work was to evaluate the energy and economic efficiency indexes per unit of cotton agro-ecosystem area in family production systems of Paraguay and Brazil; and, to establish a relationship between the energy and economic. Typologies presented by the Program to Support Small Cotton Holdings (Paraguay), and by the National Program for Strengthening Family Agriculture (Brazil). Family systems of the two countries were identified; these are located from Paraguay (San Juan–CA) and from Brazil (Leme–SP). To construct the energy expenditure structure of the cotton agro-ecosystem, as well as to assess the economic efficiency, the mean values obtained were considered, when they presented similarities in production systems and they were within the typology proposed in this study. From the technical itinerary observed the Paraguayan agro-ecosystem depended (fossil fuel 56.76%) and industrial source (35.99%). Thus, the energy balance of the agricultural stage was established, which attained a value of 17,740.69 MJ ha-1; an energy efficiency of 5.28, and a cultural efficiency of 3.04. The Brazilian agro-ecosystem depended on energy from industrial source (insecticides 39.82%) and from fossil fuel (33.59%); it reached an energy balance of 19,547.88 MJ ha-1; an energy efficiency of 2.12, and a cultural efficiency index of 0.71. In the economic and energy indicator ratio, with regard to the months referring to the harvest time, that is to say, March, April, and May, the maximum economic efficiency indicator of paraguay was attained in the month of May (1,00), and from Brazil in the month of May (1,71). Both production systems analyzed were presented efficient, however, dependent of external circumstances and non-renewable energy sources.

The Amazon region has a large sociobiodiversity, where lives people with traditional knowledge about the uses of its natural resources. The Convention on Biological Diversity (CBD) in 1992 recognized the autonomy of each nation over its genetic resources and the rights of traditional populations about the knowledge of the use of these natural resources. In 2001 it was published the law M.P. 2.186-16/2001 which created the Conselho Nacional de Gestão do Patrimônio Genético (CGEN) and the first rules about access to genetic resources and associated traditional knowledge in Brazil. Since his creation, the actions of CGEN have received criticism from various sectors, both private and public, and, unlike its initial proposal, has become one of the main obstacles of ethnobotanical studies, the bureaucracy, the long process analysis and communication difficulties with this organ.
