Políticas públicas de Economia Solidária e a SENAES: um balanço preliminar (2003-2006)

This paper focuses on the process of institutionalization of public policies of Solidarity Economy in the federal government during President Lula’s first term (2003-2006). During this period, the authors analyze in particular the creation and operation of the National Secretariat for Solidarity Economy (SENAES) – a structure established under the Ministry of Labor in order to implement social inclusion policies designed to generate jobs and income. This approach allows the formulation of hypotheses about the institutional context of SENAES, its scope, limits and challenges.

"...Depois, querida, ganharemos o mundo": reflexões sobre gênero, sexualidade e políticas públicas para travestis adolescentes, meninos femininos e outras variações

This article originated in a research that was meant to map out and examine the life conditions of “travesti” (transgender) teenagers and youth living in the city of Campinas, state of São Paulo. We contacted our informants outside the environments usually identifi ed as the common spaces where members of this group spend their time and share their experiences, as a strategy that we believed could enable us to better perceive how they construct their subjectivities. As we began our ethnographic endeavors, we were surprised by the multiplicity of ways in which these young people experimented with gender and sexuality, yet which were, at the same time, accompanied by eff orts to fi t these experiments within available identity categories. Feminine boys, cross dressers and drags thus constructed their own ways of living the feminine, and in doing so, stirred our imagination regarding contemporary experiences and political struggles in the realm of sexuality.

Economia Criativa e a Mídia Radical: laboratórios experimentais para a inovação de plataformas midiáticas, conteúdos e recursos midiáticos

The Creative Economy is an experimental laboratory for the creation , innovation , invention and reinvention of the universe of media - analog and digital . The scenery in the media and converging technologies favors the process of “ creative destruction and destructive creation “ of this field . The mapping of basins and technological corridors distributed through the territory of concentrated areas creates an infrastructural chassis for the production of content , information and entertainment . As locus and logos of immaterial production , digital ecology that gives speed to the flow of production - planning, fundraising , publishing , distribution and enjoyment - and allows the dispossession of their local clusters , the fragmentation and dilution of their creative chains . The collective cultural production and creation appropriating these capilarizados articles and produce content against political, economic and social status quo . The land is fertile and favorable to the emergence of radical media and rebels that recreate the public sphere , and edit poor public spheres , alternative , radical and efficient , the tactical point of view . This article aims to contribute to studies and research that scour the ecosystem of the media for understanding the management of their creative processes, actors and critics of tangible and intangible resources that support their communication actions .

Obsolescência do direito autoral e modalidades de licenças pública para a economia criativa

En este artículo se reflexiona sobre la obsolescencia de la condición de autor de hoy mediante la revisión de los diferentes métodos de licencias públicas y sugiere su adopción como una posible base para la reforma legal en torno al tema, para conciliar la ampliación de la circulación de contenidos y protección de los derechos producción de películas en el nuevo contexto de la economía creativa. A través de la investigación exploratoria, el documento analiza cómo y en qué medida las licencias copyleft y creative commons puede guiar esta reforma. Se considera que las licencias públicas buscan un equilibrio entre el derecho de autor y los preceptos actuales de la sociedad del conocimiento, proporcionando los parámetros más adecuados para la revisión necesaria de ese estatuto.

Crowdfunding is a collective financing tool that has gained notoriety in recent years. Among its qualities, it allows founders easy access to data from previous projects, which tends to reduce the information asymmetry and thereby provide greater certainty for project. As this is a mechanism that, in a way, breaks the paradigm of traditional systems of financing, it is quite relevant in evolutionary economics studies. Nowadays, we live in a time of rapid research for technological advances, in a way that this pursuit of new technologies is deeply connected to the diversity of new materials that have been developed by mankind. It deals with issues such as materials with enhanced properties which offer better quality, less cost and high performance, while they are accessible both in their production and moment of operation. In this context, it was required to develop electrodes that were easy to prepare as well as which present high electric conductivity and good mechanic proprieties by using carbonaceous material as basis. For this reason, the best parameters of the furfuryl resin cures were established with different pH variations through viscosimetric measurements and differential scanning calorimetry. By scanning electron microscopy (SEM) was possible to identify an increased porosity in the samples with pH 7 and pH 8, as compared to samples with lower pH content. After carbonization of the material, the characterization of monolithic glassy carbon was held by means of FT-IR techniques, Raman spectroscopy, X-ray diffraction and cyclic voltammetry. The spectra showed that the change in pH does not have significant influence on the crystallographic ordering of the material and its structural characteristics. As for the electrochemical character, the CVM electrodes showed excellent response, with good reversibility and wide potential window. Some voltammetric curve deviations were only observed for the sample with pH 4, which may be related to processing parameters adopted

Impacto da redução do nível de tensão na iluminação residencial em uma rede inteligente

In this paper, we will present an overview of the smart grid defining the three main systems that compose it: smart infrastructure system, smart management system and smart protection system. We will conceptualize a functionality of smart management system, the conservative voltage reduction, citing its benefits and its history of application. And, finally, we'll cover a test in which we reduce the nominal voltages on incandescent bulbs, CFL and LED, in the context of residential lighting, and on LED and HPS, in the context of public lighting. The test aims to check whether the voltage reduction adversely affects sources of lighting by measuring the temperature manually with a thermal imaging camera FLIR and illuminance with a LUX meter. The set of power factor, total harmonic distortion, and input power values will be collected automatically through the power quality Analyzer Fluke 345 with a probe Fluke Hall Effect Current. For residential lighting, it was found that both CFL and LED had good performance with the smallest variations in illuminance. Between both, the LED source had the lowest harmonics and the lowest power consumption, on the other hand incandescent bulbs had a bad performance as expected. Public light sources also had a good performance and obtained power factors within the standards, as opposed to the CFL and LED residential sources. The data collected clearly shows the feasibility for nominal voltage reductions. Even with small reductions, there are possibilities of savings which can be passed on to the utilities and consumers
