The teaching/learning activities of the daylighting built environment require from the Architecture and Urbanism undergraduate student the ability to abstract the effects of daylight distributed in three-dimensional space that is being designed. Several tools and techniques can be used to facilitate the understanding of the involved phenomena, among which the computational simulation. This paper reports the digital inclusion of the daylighting teaching in the Architecture and Urbanism undergraduate course at the School of Architecture, Arts and Social Communication of Bauru (FAAC) of UNESP – Sao Paulo State University, that began in 2010. The inclusion process involved free software use, specifically the programs DIALux and SketchUp+Radiance, both with graphical output for the illuminated scenes visualization and for result analysis. The graphic model is converted from SketchUp to Radiance by a plugin and a user-friendly interface for Windows was developed to simulate the lighting. The process of digital inclusion is consolidated, with wide acceptance by students, for which computational simulation facilitates understanding of relation between daylight and built environment and helps the design process of elements for daylighting control.

The internet, with its hypertext and multimedia features, can be a support for the dissemination of information in an attractive way, which may contribute to the strengthening of democracy. Recent innovation, social networks have been explored also as a resource to attract the interest of the broader public to information about public policies. This paper presents and discusses the results of an empirical study which assessed, through content analysis, the breadth and depth of information offered by the Sao Paulo state government and the federal government in texts accessed through Twitter to publicize purposes, lines of action and limits of public policy in the areas of welfare, health, education and environment . The results indicate that the information available tend to focus mainly on goals, resources and current actions of policies, whereas there can be found few data on planned features, relation between cost and effectiveness and user satisfaction.

The Participatório: Observatório Participativo da Juventude (Participatory: Observatory on the Youth Participation) is an online platform created in August 2013 as part of the response of the General Secretariat of the Presidency of the Republic of Brazil to the protests which took Brazilian streets in the middle of that year. This paper analyses the Participatório against the theoretical context brought by studies of digital activism and social movements. We revise relevant theories and present results of an empirical study indicating parameters to assess whether the apparent goals of the platform would have been reached. The data suggest that the initiative could achieve its purposes as long as it secures the efficacy of future improvements.

Information and communication technology have contributed to the realization of the ideals of citizen participation in public decisions, as well as to help in fighting corruption and wrongdoing in government. After all, democracy entails the right to information. The government, in many spheres, has encouraged the responsible use of the internet. Conduct manuals and standards have been published for public segments to direct the responsible use of these tools by their agents. This article aims to determine whether the manuals comply with the principles of digital democracy. Conduct manuals were analyzed in digital media from four Brazilian public organizations: Embrapa; Department of Communication of the Federal Government; Judiciary and Health Department of the Federal District. As a methodology, content analysis, based on criteria focused on transparency and encouraging civic engagement was used.

The incipient but quickly expansion action on the Information and Communications Technologies (ICT) in Africa it is now just having different impact on these societies. One of these relates bear on how users are identified with these tools. Just like that we find individuals identify as bloggers, twitter followers or cyber activist. This contribution analyzes the Senegal’s fact where a successful use of social nets and web 2.0 tools experience (at least in repercussion) as social and political involvement while presidential elections in 2012 is tied to come back an identity: Cyber activist. Senegalese circumstance shows us how this identity has a personal and assertiveness dimension as well collective aspects of belonging to a community. One as much as the other, show us personal traits in contrast to previous beliefs, basically because it fuse and confuse virtual and reality. Due to dynamics from expanding technology, this identity is youthful and urban, but not only. This situation creates new dynamics at least in this affected group. For this reason, besides knowing emergence and evolution of this fact, it raises some of the involvement in social and political involvement from groups traditionally “invisible”. Beyond the new social behavior there are new changes in the rules of the game in order to start new social revolution.

El escenario de la digitalización de los medios de comunicación, especialmente la televisión terrestre, y una política para el desarrollo de contenidos audiovisuales entraron en la agenda del MERCOSUR. Cambiar de el estándar de TV fue solamente el argumento embrionario para un conjunto de acciones destinadas a dar densidad a las iniciativas conjuntas de Argentina, Brasil, Paraguay y Uruguay en la jóven integración polí- tica y económica del Cono Sur. Así, nos propone- mos la reflexión en torno a las políticas públicas que provocan la implementación de la televisión digital en los países miembros del MERCOSUR intentando delinear los intereses políticos, la reestructuración del mercado regional y el establecimiento de modelos, patrones y sistemas de cooperación entre los países miembros. El análisis nos permite inferir que los gobiernos con matices de de centroizquierda de MERCOSUR optaron por la integración de las políticas públi- cas para fortalecer de la hegemonía del bloque en la innovación tecnológica, el desarrollo de contenido compartido y el fortalecimiento del capitalismo inmaterial.

The advancement in the deployment of social networks by governments can generate public communication initiatives, which may contribute to the strengthening of citizenship, understood as the exercise of the right to information about public management. This article describes results of research which assessed, through content analysis, the breadth and depth of information offered by the state government of São Paulo in news stories accessed through the social networks Twitter, YouTube, Facebook and Orkut which publicize purposes, lines of action and limits of public policies of immediate impact for citizenship, in the areas of welfare, health, education and environment. Results indicate that the analyzed sample contains, on average, from 28% to 40% of all information deemed necessary for the comprehensive and plural characterization of a public policy, according to the theoretical-methodological context of the research.

Este artigo pretende trazer reflexões sobre as possibilidades da televisão digital para a formação continuada dos professores, a partir da produção e divulgação dos conteúdos formais e informais veiculados, ainda, analisar a teleducação como ferramenta de apoio à prática pedagógica interativa, envolvendo educadores, pesquisadores e demais profissionais da Educação e a formação de uma cultura digital que poderá colaborar com a formação continuada de professores, agentes fundamentais no processo educativo escolar, a partir da utilização das tecnologias da informação e comunicação (TIC). Para tanto, a formação do professor responsável pelo processo educativo requer a contí- nua atualização profissional para o ensino dos conteúdos com o auxílio dos veículos midiáticos digitais, tendo nos programas educativos da Televisão Digital (TVD) um recurso voltado à “instrumentalização” desses profissionais. A TVD, por meio da disponibilidade de acesso a conteúdos extras e da interação, poderá representar um ambiente tanto para o acesso, como de troca de experiências, vivências e conhecimentos.

With the deployment of Digital TV in Brazil, there is a need to foment the development and production of interactive audiovisual quality content, especially for programs that present educational messages from the entertainment concept - defined as Edutertainment. The objective of this study is to propose application of the gamification as a link of communication to encourage and modify user behavior, through a narrative that encourages intrinsic motivation for learning and entertainment in this media. This paper points out that there are few models of screenplays for applications production, particularly educational, with simultaneous interactive applications for television flow or complementary programming content offered. For this reason, a special attention is given to the screenplay, by virtue of inserting in its construction, the elements that make up the mechanics and dynamics of games. As a result, is shown the entry "Gamification-iDTV", which defines these two scenarios, as well as the development of a modeling methodology of a content and process, supported by conceptual maps, wireframes and roadmaps, substantiating the conception and elaboration of screenplay's prototype with elements of gamification for educational programs and its interaction applications.

Esta tesis es resultado de un intenso trabajo de investigación realizado de agosto de 2014 a agosto de 2015, con financiación de la Fundação de Amparo à Pesquisa do Estado de São Paulo (Fapesp). El objetivo se centró en la realización de un análisis, aunque preliminar, del papel de la TV pública con tecnología digital, como también de las tendencias, desafíos y perspectivas para consolidarla, tanto en Brasil como en Argentina, países con diversas similitudes en contextos económicos, sociales, políticos y culturales. Para cumplir los objetivos, estudiamos los recientes proyectos gubernamentales de televisión pública en los dos países suramericanos. El gobierno argentino invirtió en modernización en Canal 7 (antiguo Argentina Televisora Color-ATC), una emisora de casi seis décadas de funcionamiento, que ha sido prácticamente refundada a partir de los investimentos públicos del gobierno nacional argentino, realizados para digitalizar los sistemas de transmisión y de recepción de televisión abierta. El nuevo Canal 7 pasó a servir de cabeza de red del sistema de televisión pública de Argentina. En Brasil, el gobierno creó a fines del 2007, la Empresa Brasil de Comunicación (EBC), estructura administrativa que opera la red de televisión pública de TV Brasil. Ambos proyectos prometen construir y gestionar sistemas nacionales abiertos, modernos y competitivos de TV Pública Digital Abierta (TVPDA). Esta tesis también describe y compara de modo sucinto el desarrollo histórico de la radiodifusión - evidenciando la televisión como una plataforma en permanente disputa comunicacional, política, ideológica, publicitaria, cultural y económica -, tal como los modelos de televisión pública y comercial en cada uno de los dos países analizados (no entiendo la expresión). This undergraduate research final paper analyzed the communication process carried out by the São Paulo State Water and Sanitation Company - Sabesp from the perspective of public communication, social capital and right to information theories. By monitoring Sabesp's institutional fanpage and website from 24 to 30 August 2015, it sought to assess the performance of Sabesp in disclosing public information on the context of the water supply crisis in São Paulo, concerning the fulfillment of requirements of the Right to Information Law (12.527/2011) and the need for interaction and dialogue between the institution and its stakeholders, taken as principles of public communication. The results suggest that digital media can enhance information flow and contribute to foster public relations and civic participation, but there are opportunities for Sabesp to improve communication and reach greater transparency
