The increasing amount of information about public management conveyed by government electronic portals in the internet has attracted the attention of scientific research, which has resulted in reviews of the contribution of such channels of public communication for the expansion of citizenship. It is the duty of the government to inform citizens effectively as well as using effective language to deal with different ways of relating with each public. Based on data collected in the official social media of state government during search for Scientific Initiation PIBIC/CNPq entitled “Digital Democracy and Social Networks: Analysis of Use of Internet by the Government of State of Sao Paulo” and official strategic manuals of the first industry this work of course completion has analyzed practices and recommendations of the area to contribute to the development of strategies of public communication

Using the method of Social Networks Analysis, we’ll try to see if politicians swap votes between them seeking support for their projects, to this end, we’ll first map the behavior, activities and contacts of the Senators of the Brazilian Federative Republic within all the fixed committees which had some vote during the 52nd Legislature, then we can see the most popular and central Senators to each committee. After this analysis we wish to answer the following question: did logrolling exist in the Brazilian Senate? Previously the empirical analysis and response to the problems posed, we’ll present the necessary theoretical introduction understood by reviewing the literature on relevant subjects, whether they are purely theoretical with respect to the exchange of support, or analytical about the Brazilian political system.

This article aims to identify patterns in the organization of innovation network by mapping the network inventors of a cosmetics company and identifying ways to promote innovation capacity through interconnectivity. The research was conducted through case study methods, and, for this, inventors mappings were made, based on the records of patents previously surveyed, taking into consideration the linkage (internal or external) of each inventor with the company and also the amount of patent citations. It was identified higher hierarchy in networks with the presence of collaborators externals to the company as well as a possible higher technological content, since the amount of citations was higher compared to other networks. It is verified, finally, that inventors mappings (although a patent is not the only measuring factor of innovation) can identify key features to help a better management of innovation.

In this work two kinds of material were studied: chitosan cross-linked with glutaraldehyde and in a blend with PEO. The resulting products as well as chitosan and PEO raw materials, were analyzed by TG/DTG, DSC and DMTA to determinate the in?uence of cross-linking and PEO addition on thermal properties of the resulting materials. It was observed by thermogravimetry that the water-polymer interaction will be different for the cross-linked material compared to the blend, according to the specific site availability. The in?uence of such modifications (cross-linking and PEO addition), on chitosan thermal stability was also studied. The DSC results showed a good agreement with the TG/DTG results, reinforcing the interpretation given for TG/DTG results. DMTA results indicate that glass transition temperature is around 50 degrees C for the polymer under study. (c) 2005 Elsevier Ltd. All rights reserved.

This work shows the design, simulation, and analysis of two optical interconnection networks for a Dataflow parallel computer architecture. To verify the optical interconnection network performance on the Dataflow architecture, we have analyzed the load balancing among the processors during the parallel programs executions. The load balancing is a very important parameter because it is directly associated to the dataflow parallelism degree. This article proves that optical interconnection networks designed with simple optical devices can provide efficiently the dataflow requirements of a high performance communication system.

Artificial neural networks are dynamic systems consisting of highly interconnected and parallel nonlinear processing elements. Systems based on artificial neural networks have high computational rates due to the use of a massive number of these computational elements. Neural networks with feedback connections provide a computing model capable of solving a rich class of optimization problems. In this paper, a modified Hopfield network is developed for solving problems related to operations research. The internal parameters of the network are obtained using the valid-subspace technique. Simulated examples are presented as an illustration of the proposed approach. Copyright (C) 2000 IFAC.

This work presents a procedure for transient stability analysis and preventive control of electric power systems, which is formulated by a multilayer feedforward neural network. The neural network training is realized by using the back-propagation algorithm with fuzzy controller and adaptation of the inclination and translation parameters of the nonlinear function. These procedures provide a faster convergence and more precise results, if compared to the traditional back-propagation algorithm. The adaptation of the training rate is effectuated by using the information of the global error and global error variation. After finishing the training, the neural network is capable of estimating the security margin and the sensitivity analysis. Considering this information, it is possible to develop a method for the realization of the security correction (preventive control) for levels considered appropriate to the system, based on generation reallocation and load shedding. The neutral wire in most existing power flow and fault analysis software is usually merged into phase wires using Kron's reduction method. In some applications, such as fault analysis, fault location, power quality studies, safety analysis, loss analysis etc., knowledge of the neutral wire and ground currents and voltages could be of particular interest. A general short-circuit analysis algorithm for three-phase four-wire distribution networks, based on the hybrid compensation method, is presented. In this novel use of the technique, the neutral wire and assumed ground conductor are explicitly represented. A generalised fault analysis method is applied to the distribution network for conditions with and without embedded generation. Results obtained from several case studies on medium- and low-voltage test networks with unbalanced loads, for isolated and multi-grounded neutral scenarios, are presented and discussed. Simulation results show the effects of neutrals and system grounding on the operation of the distribution feeders.
