From the end of the 80s, the Brazilian higher education experience strong growth, coming from the private sector, which would intensify further in the late 90th Higher education has become a lucrative business. With a drop in the number of students entering and strong competition, the number of idle places in private institutions of higher education reached 49.5% in 2004. That same year, by Measure, was the University for All Program (PROUNI) program, to include high school students from public higher education, offering scholarships to those students in private HEIs. In exchange, the IES gain tax exemption. The objective of this research is to investigate the game of interest occurred in the formulation of this program and identify the model and the political game and has led to the creation of PROUNI, analyzing the process occurred since the wording of a bill, the issue of Measure Law and that the legitimacy PROUNI, with the most important changes made initial model. Since the first draft of the Law to the final Act, the PROUNI was disfigured in its main points, as the percentage of stock for paying students, the process of selection of stock and bond of the IES program. Throughout the process of creating the program, it is quite clear the performance of the institutions representing the private higher education. As reference for the analysis was based on Rational Choice Theory of Political Science. The basic argument of the methods based on rational choice is the maximization of the benefit will be the main motivation of individuals, but they can give that your goals can be achieved more effectively through institutional action and thereby discover that their conduct is shaped by institutions. Thus, individuals rationally choose to get to a certain extent constrained to join in certain institutions, whether voluntarily or not. The PROUNI was submitted by government and public policy covered by the mystical aura of the discourse of social justice and economic development, as in higher education includes a stratum of people who would not have access to the university, due to restrictions in the supply network public higher education. This study aimed to understand the relations inside the organizational Structuring of the shrimp Field - the shrimp agribusiness placed in Rio Grande do Norte State and the strategies adopted by its players. In order to achieve that, semi-structured interviews were conducted with samples of various organizations that act in the field, like cooperatives, associations, enterprises of different links in the chain, universities and state agencies. The interviews built up a large collection of secondary data. As expected, it was found that Field and strategies are related in a recursive way: the configuration of the field, a result from his own biography, has decisively influenced the strategies adopted by its actors, who, as evolved, eventually caused further changes in the Field and outlines the plot of this area of interaction. It was found, for example, that after thirty-five years of its genesis, the Field of shrimp RN still has a low level of institutionalization, which helps to understand the difficulty of its actors in establish strategies based on partnerships and cooperation; Those actions are so necessary to alleviate the effects of the crisis that devastated the industry since 2004. It was noticed, however, that this level of institutionalization is a result, beside other factors, the very strategies that field actors are embracing along its trajectory. Thus, this study hopes to have contributed both to the necessary revival of the agency to institutional phenomenon, cited by Oliver (1991), and to meet the need for more contextualized approaches to organizational strategies (MINTZBERG, 1987; CLEGG, 2004; WHITTINGTON, 2004; 2006; SARAIVA and CARRIERI, 2007). It is an exploratory study that needs further investigation in order to get deep in this research. In this sense, others methodologies and theoretical perspectives need to be used, especially those relating to the seizure of the disputes and discursive aspects of power, as salient in the field investigated. Moreover, in terms of "practical actions", it is suggested that, as soon as possible, the main actors of the field (cooperatives, companies, and state entities in class) can be able of agglutinate efforts to support the shrimp field in RN State and make sustainable actions, which can promote the development of activity in a global view. On the apse of shrimp activities everybody wanted to be the "father of the child," Now, someone has to "stay in the goal."

In this present work, the conditions of displacements and the behaviors of the users are evaluated, face to the physical adequacies in accessibility in the inserted area in the central quadrilateral of the Quarter of Cidade Alta, in the City of Natal/RN, space clipping established by its great meaning historical and cultural. For this reason such area was a target of an integrated actions plan during the years of 1993 and 1998, with the implantation of part of the Project CIDADE SEM BARREIRAS (City without Barriers) and, later, the implementation of the Project CIDADE PARA TODOS's proposals (City for All), having as supports the constant Brazilian norms inserted into the NB9050/1994 and in the Municipal law number 4.090/92, effective ones in the period of the interventions. Considering that the carried through actions at the time were directed to the elimination of the architectural barriers to guarantee the right to go and to come, the research received a human universe formed by all the people in situation of displacement in the central area of the interventions in the quarter of the Cidade Alta, independently of their locomotive or sensorial conditions, emphasizing the aspects most excellent how much to the accessibility of the sidewalk, as promotional of mobility, integration and urban organization, as well as of the public squares of that one quadrilateral, conceived, originally, as spaces of aggregation and social inclusion. The work appealed to the direct comment and the gotten results had been collated with the ex port facto law and technique norms, of the year of 2004, and with the legal devices contained in the Federal Decree number 5.296/2004, as way to certify the levels of efficiency of these adaptations in that it says respect to the current conditions of demanded accessibility and urban mobility

The aim of the research is to analyze Direção Espiritual a TV program produced by Catholic Church and presented by Canção Nova Channel. The program is presented by Father Fábio de Melo, a catholic priest that also is a famous religious singer and writer. The analyses included not only some TV programs, but also interviews with some of the viewers and Fabio de Melo himself. The results points out the emergence in Brazil of a new religious speech from Catholic Church founded in comprehension path, dissociated from punishment and guilty. This religious speech is more like a self help speech rather than a tradicional religious discourse itself, very similar to psychotherapeutic speech. The TV program presented by Fabio de Melo is guided in tiny line of sacre and profane which announces contradictions but also a new blend of religious approach in contemporary days

A problemática atual da urbanização coloca questões delicadas referentes ao seu ritmo de crescimento, sua relação com o desenvolvimento econômico, o aparecimento de novas formas urbanas e sua relação com as novas maneiras de articulação capitalista. A compreensão espacial do lazer nas cidades apresenta-se, assim, como tema de grande importância para as sociedades contemporâneas. O interesse e a importância de tratar esse tema na cidade do Natal - enfocando-se a distribuição dos espaços públicos de lazer nos diversos bairros e sua utilização pelos seus habitantes - justifica-se pelo fato dessa capital apresentar um crescimento populacional surpreendente nos últimos anos, tendo uma expansão urbana desordenada que se reflete na carência de infra-estrutura urbana e numa forte segregação espacial. Foram feitas a verificação da disponibilidade de espaços públicos de lazer nos bairros e a identificação dos diversos fatores que interferem na utilização desses espaços, visando contribuir para a compreensão do fenômeno do lazer urbano, bem como, para o aprofundamento da discussão acerca da função social desses, que possibilite montar estratégias para a utilização de forma democrática desses espaços nas cidades. Para tanto foi necessária uma articulação teórica das questões peltinentes ao espaço urbano e ao lazer, que formam uma área epistemológica de interseção quando trata das questões referentes ao direito à cidadania, onde está contemplado o direito à cidade (á moradia e ao seu entomo). Os dados para que caracterizaram as vivências do lazer nos espaços públicos da cidade foram levantados em três fontes: nos documentos (plano diretor da cidade, planos de políticas públicas entre outros), nas entrevistas com a comunidade e nas observações diretas dos espaços de manifestações do lazer. A análise aponta que existe uma distribuição irregular dos espaços públicos de lazer, por bairro e Região Administrativa da cidade do Natal que apresenta relação com a segregação espacial por classe, existente na cidade, fruto da dinâmica econômica e práticas sociais aqui existentes. Constata-se ainda que a camada desprovida desses equipamentos de lazer não age espontaneamente, nem através de seus representantes e mandatários institucionais, em prol da distribuição de oportunidades nesses campos, possibilitando que a segregação continue em círculos viciosos, pois a própria segregação dificulta o encontro, a percepção das diferenças e o conflito, que podem ser resgatados numa nova forma de organização do cotidiano

The environment, which fundamental importance has already been recognized in all the world, is an actual national and international discussion subject, whose interest grows for the society, and consequently to the Law, in order to prevent the natural resources to the present and future generations. The 1988 Brazilian Constitution, recognizing the importance of the environment, treated about it in many of its parts, even dedicating a specific chapter (Chapter V About Environment, inserted in Title VIII About Social Order). The brazilian constitutional text established to everyone the fundamental right of enjoying an equilibrated environment, obligating the State and all society to defend and preserve the environment to the present and future generations. The economic growing process, that predominated and still persist in the big majority of the countries, where is practiced the capitalist system, has in the enterprises (legal persons) one of its main actors. Many times, these enterprises, especially in the actual globalized world in where we live, where the gain of money is priorized, ends, at the moment they act, making damages to the environment. These damages are, many times, considered by the law. crimes against the environment. The 1988 Brazilian Constitution, according to the Modern Criminal Law, realizing that many crimes were being committed by the enterprises, established in article 225, §3rd, the criminal responsibility of the legal persons. Almost ten years after the 1988 Brazilian Constitution, was published the Law number 9.605/98, in which third article established the penal responsibility of the legal persons that practice crimes against the environment, without excluding the individual responsibility

The independence of the United States and the revolutions that emerged in Europe in the eighteenth century led to the birth of the written constitution, with a mission to limit the power of the State and to ensure fundamental rights to citizens. Thus, the Constitution has become the norm and ultimate founding of the State. Because of this superiority felt the need to protect her, emerging from that constitutional jurisdiction, taking control of constitutionality of provisions his main instrument. In Brazil, the constitutionality control began with the Constitution of 1891, when "imported" the American model, which is named after incidental diffuse model of judicial review. Indeed, allowed that any judge or court could declare the unconstitutionality of the law or normative act in a concrete case. However, the Brazilian Constituent did not bring the U.S. Institute of stare decisis, by which the precedents of higher courts eventually link the below. Because of this lack, each tribunal Brazilian freely decide about the constitutionality of a rule, so that the decision took effect only between the parties to the dispute. This prompted the emergence of conflicting decisions between judicantes organs, which ultimately undermine legal certainty and the image of the judiciary. As a solution to the problem, was incorporated from the 1934 Constitution to rule that the Senate would suspend the law declared unconstitutional by the Supreme Court. With the introduction of abstract control of constitutionality, since 1965, the Supreme Court went on to also have the power to declare the invalidity of the provision unconstitutional, effectively against all without the need for the participation of the Senate. However, it remained the view that in case the Supreme Court declared the unconstitutionality of the fuzzy control law by the Senate would continue with the competence to suspend the law unconstitutional, thus the decision of the Praetorium Exalted restricted parties. The 1988 Constitution strengthened the abstract control expanding legitimized the Declaratory Action of Unconstitutionality and creating new mechanisms of abstract control. Adding to this, the Constitutional Amendment. No. 45/2004 brought the requirement of general repercussion and created the Office of Binding Precedent, both to be applied by the Supreme Court judgments in individual cases, thus causing an approximation between the control abstract and concrete constitutional. Saw themselves so that the Supreme Court, to be the guardian of the Constitution, its action should be directed to the trial of issues of public interest. In this new reality, it becomes more necessary the participation of the Senate to the law declared unconstitutional in fuzzy control by the Supreme Court can reach everyone, because such an interpretation has become obsolete. The purpose of this study is to understand what are the matrix elements in which everyday activities of social author/authors, actor/actors and actress/actresses are embedded, in order to carry out the Escola da Ponte s political and pedagogic process (PPP). Thus, the object of this study is to reflect on an experience developed in a public school supported by the Portuguese State within the scenario of institutions that are committed to building up a school of the people by investing in democratization and community participation in their management process. The methodological course of action was targeted at the presuppositions of qualitative research (WOODS, 1999; BURGESS, 1997; MILLS, 1982; OLIVEIRA, 1998; BOGDAN and BIKLEN, 1994; MACEDO, 2000; CASAL, 1996; GEERTZ, 2000), with data collected from random word association (MACHADO and CARVALHO, 2003), the discourse of the interviewed (KAUFMANN, 1996; SILVA, 2006; 2002), observation notes and documents (ELIAS, 1997). Based on a multiple reference and theoretical framework, the investigation revealed elements that are construed as the raw material and pillars supporting the bridge of a school of the people, as well as the self-organization of the school community which emerges as a dimension that binds together all the elements and brings new arrangements into the school dynamics by moving from the individual to the society (DUPUY, 1990). Along this line, the central argument is that in the short and long run the public school quality does not spring from macro educational policies, nor from ephemeral mass-production programs, projects or governmental policies, but from the intent of the professionals working there in becoming authors and characters in the process of building up and carrying out the PPP. The Project has been conceived in the light of the needs and intentionality of the community whose support comes from the participation and social control held by the students families and the community s power to force to action public administration central agencies aiming at having the State fulfill its responsibilities

The socioeducational program of actions developed by Dom José de Medeiros Delgado, first Bishop of Diocese of Caicó city in Rio Grande do Norte, from 1941 to 1951, is analyzed by the present work in a historical perspective, based upon the school culture refecence.Through this reference point, the general and peculiar school culture proper of catholic schools founded by Dom Delgado was learned.The schools are: the Ginásio Diocesano Seridoense (1942), the Escola Doméstica Popular Darci Vargas (1943, the Prevocacional School of Caicó (1944) and the Santo Cura d ars Seminar (1946). The socioeducational actions of Dom Delgado Bishop affected seven other towns surrounding Caicó. Places where catholic schools were founded and named after Escola do Pobre . In fight for schools for all social segments of city and rural natures, Dom Delgado founded four rural schools in the surroundings of Serra Negra, São João do Sabugi, Jardim do Seridó e Lagoa Nova. It is also part of his beneficial work the creation of rural cooperatives for the parents of the students from such schools

Cette étude présente l anthropophagie comme une notion théorique et experiementale du corps qui réhabilite le sensible et réveille le monde perçu. L argumentation fait ressortir la dimension sensible du corps et de la connaissance, en considerant sa sensibilité et motricité, corps qui ne se sépare pas de la nature et de l histoire, en actuant dans le monde comme présence vive, originaire, en mouvement ; en supposant un sujet qui, au même temps que construit ses propres senses, il dépend de l expérience de l autre et du monde, en créant et en recréant la culture, et il agrandit le processus de connaître, de sentir, de penser, d agir, d être, de se transformer. Cette attitude annonce une connaissance sensible et un corps qui est suscetible de sensations, mais d expréssions aussi, de communication, de création, aspects indispensables pour se pensar l éducation comme un space sensible, d apprantissage et réssignification de la culture ; que dévient possible la communion avec le corps, le temps, le space ; qu enseigne à réapprendre à voir le monde, que considère la réversibilité des senses et l esthésie comme champs de l expérience sensible et de l imputation des senses ; qu évoque la beauté des multiples léctures du vécu et qu agrandit la compréhension du soi et de l autre. L objectif de ce travail est comprendre l anthropophagie comme une attitude du corps et de la connaisance sensible, qu approfondit la rélation de l être au monde, la rélation avec l autre et permet la création de senses culturelles, ésthetiques et éxistentielles our l éducation. Nos présentons l attitude phénomologique de Maurice Merleau-Ponty comme référence théorique et méthodologique de notre recherche. Il s agit d une attitude de la pensée qui place la conaissance au centre de nos expériences vécues au monde ; une attitude qui ne propose pas un sens définitif des choses et des personnes et qui contribue pour la compréhension de l anthropophagie, du corps, du sensible, du monde et de l autre, en indiquant des développements de ces réflexions pour l éducation. En créant des horizonts de sense et strastégies de pérception sur l anthopophagie, nos considérons comme choix notre expérience vécu, comme les voyages; atelier d extension avec des élèves du cours de Technologie en Production Culturelle de l Institut Fédéral d Éducation, Science et Technologie du Rio Grande do Norte-IFRN, Campus Cidade Alta ; l anthropophagie comme élement de l Art Moderne Brésilien ; les créations et les récits des élèves ; images ; filmes et livres recherchés ; dialogues avec les penseurs Lévi-Strauss, Montaigne et Oswald de Andrade, qui constituent nos principales références conceptuelles et qui ont permis traversé des savoirs et promouvoir un dialogue entre divers champs de connaissance, comme l Anthropologie, la Philosophie, l Art et l Éducation. Ces stratégies constituent le resultat partiel et inachevé d un processus de connaisance de soi et de l autre, que permet de revivre des mémoires, faire ressortir des couleurs, des senses, des goûts, des découvertes sensibles et encourageantes sur la connaissance, sur l art, des découvertes sur soi même, sur l autre, sur le monde, sur la vie, indiquant que l éducation peut être un processus fort sensible, dans lequel le corps est une présence indispensable, aussi comme le toucher, le créer, les delires, les affections, les encontres et l invention

This dissertation is about an Education which is made concrete through orality and gestuality of the elderly joking masters of the territory of Mato Grande/RN and proposes a reflection about the exchange between these two knowledges and school education. Thus, it presents the following objectives: identifying the joking elderly in the region; recording their life experiences related to the jokes of the tradition and the way they realize such references at present; besides investigating and recording educative practices which consider the elderly s jokes at the present education. The investigation is supported by the metaphor in the making of a quilt as a methodological resource in the actions of measurement, choice of patches, sewing and binding off. The mapping of the territory of Mato Grande/RN has enabled the identification of seventeen joking elderly people. It considers and records their experiences with the popular amusements and from them, it discusses the ways through which the oral tradition in Mato Grande may be recognized in four categories/actions, namely, narrating, singing, dancing and getting old, which are analyzed under the studies by authors like Benjamin, Zumthor, Almeida, Porpino, among others. Finally, it also focuses the relation between the elderly, the knowledge of the tradition and the systemized education. It describes and articulates educative actions able to connect the knowledge by the joking elderly people and the knowledges taught at school, possibilities of concretization of a rebinding of knowledges which might bring orality and writing, the new and the old, science and tradition close to each other

Quand on se plonge sur l‟oeuvre de Caio Fernando Abreu, on est forcement mené à faire une profonde analyse social qui résulte dans une grande bataille entre l‟amour, la société et la politique. Cette Memoire de Master, Politique, chanson et théâtre : Le conte « Ces deux-là » de Caio Fernando Abreu répercute au quotidien brésilien, montre que la plongé faite ici cherche à analyser, à partir d‟une perspective comparative, les angles observés par l‟auteur dans son oeuvre écrite pendant les années de la Dictature Militaire brésilienne, l‟influence des Beatles et du musicien/poète Caetano Veloso avec le mouvement du Tropicalismo. Dans ce travail, on observe le rôle du narrateur au sein du développement du conte comme représentation de la société irrémédiable et comme cette narrative s‟ajuste en mode théâtral. La lecture de cette memoire est basée sur l‟analyse du conte « Ces deux-là », du livre Fraises Moisies, et l‟influence de la musique Strawberry Fields Forever, des Beatles chez l‟écriture de l‟auteur, ainsi que les discussions sur les images présentent dans la narrative comme la structure essentielle pour le processus du montage du spectacle homonyme par la Cia. Luna Lunera, Minas Gerais, à partir du mécanisme de la traduction, du littéraire au scénique, appuyée sur les idées de Patrice Pavis

Este trabajo busca demostrar cómo la figura intelectual de Caetano Veloso es importante en el escenario de la cultura brasileña, presentando el análisis de algunas canciones de su producción musical, desde el momento heroico del Tropicalismo hasta las composiciones más recientes. Busca también, resaltar lo que el cancionista refleja en sus ensayos, referente a temas esenciales para la interpretación de Brasil en cuanto a la constitución de su identidad cultural. El pensamiento del mestizo de Caetano Veloso se investiga en su proyecto de canciones, para evidenciar su intervención en el mundo de la cultura, posibilitando una discusión que refleja las relaciones significativas entre la literatura y la música, además de favorecer un diálogo evidente con otros discursos estéticos

A abordagem da visão da literatura nacional dentro do contexto cultural brasileiro da segunda metade do século XIX e do posicionamento crítico de José de Alencar fez, de sua produção romanesca, especialmente a indianista, representada aqui por sua obra Iracema, um símbolo do conjunto de intenções nacionalistas que invadiu a alma e o coração de todo o povo, no que diz respeito ao sentimento de brasilidade , condizente com a estética romântica da qual faz parte seu autor. Seu posicionamento, quer seja crítico ou artístico, faz de Alencar o maior polemista em defesa da liberdade cultural e literária do Brasil, enquanto alguém bem consciente de sua função social, e por que não dizer, crítica, identificando a metalinguagem como um diferencial fomentador de uma teorização de poética na defesa de sua ficção, abrindo caminho, assim, para a pesquisa da poética explícita na sua produção artística. A referida análise buscará, a partir de uma análise estrutural das partes formais que o compõem esteticamente, como também de uma compreensão temática dos ditos e interditos utilizados pelo narrador alencariano na composição de seu discurso, identificar Iracema enquanto um romance que disputa o título de obra fundacional do Brasil. Para isso se faz necessário empreender uma abordagem do como e do quanto os elementos da Natureza, num romance romântico que tem a Natureza enquanto uma de suas temáticas mais significativas, podem constituir e interferir na percepção e construção de um personagem, que é todo Natureza, e no meio natural em que ele vive; até mesmo ser, por causa disso, o elemento mais representativo dessa nação que se deseja criar, trazendo para o cenário cultural brasileiro do século XIX uma versão de instituição baseada no revigoramento da memória da cultura selvagem. Faz-se lícito também animar forças da natureza e da terra-paisagem que poderiam ser tidas, apenas, como exóticas, mas que na obra em questão funcionam como protagonistas, mesmo fantasmas, de um pacto social e político que, mesmo quando rompe, recusa-se em deixar romper, mergulhando no espaço romanesco da magnitude das águas ou na frieza tumular da terra. Tomar-se-á, também, como ponto de estudo, a análise da fusão da experiência histórica com a experiência ficcional, observando o imbricamento de um discurso no outro, como também as fronteiras que se estabelecem a partir dessa tentativa; tomando o erotismo e a alegoria como pontos de convergência na obra em questão. Por meio da verificação de uma relação que se constrói a partir da solidão, da memória e do esquecimento em que acabam por mergulhar todos os seus personagens, que são, por vezes, tragados em algum dilúvio bíblico da purificação, dentro de um projeto audacioso de invenção de uma nação, que se quer de identidade cultural, e também política, mas que termina condenado ao silêncio, não gozando de liberdade em relação ao espaço a que pertence e, no entanto representa, só cabendo a eles regressarem para dentro da terra-mãe, ou se submeterem a um ritual de profunda aculturação, verificar-se-á, através desse discurso historicamente construído, o ideário de uma nação que se almejava projetar. O conflito de Iracema, personagem protagonista de sua obra homônima, a negação e a perda de si mesma, de tudo aquilo que poderia representar a sua identidade social e cultural, e, conseqüentemente, a morte e a vida dessa mãe genti(o)l, simbolizam a vida e a arte de um povo que, passando pelos embates da colonização, através de seus artistas rebeldes e românticos da Independência, que ilustraram, em grande síntese, a visão através da qual o homem do Novo Mundo foi vislumbrado, rabiscou a imagem da americanidade pelo discurso da História

Die Beziehung zwischen Literatur und Gesellschaft wurden, im Laufe der Jahrhunderte, aus unterschiedlichen Perspektiven analysiert. Die Wissenschaftler analysieren manchmal die Aspekten der sozialen Realität, sie betonen manchmal die Natur der literarischen Werk. Wir glauben, dass Antonio Candido einen Gleichgewichtszustand erreicht, als er das Konzept der strukturellen Reduktion oder Formalisierung entwickelt. Nämlich, der Prozess, bei dem die menschliche und soziale Leben zu einem Bestandteil der literarischen Struktur wird. Der Autor tritt eine Einbahnstraße und er kann Daten aus der sozialen Ordnung aufholen, ohne dabei die Materialität des Textes den Augen verlieren. Und das sind die theoretische Annahmen, die die Entwicklung dieser Arbeit leiten. Wir wollen zu zeigen, dass die Struktur der mamediana Lyrik aufdeckt, signifikante Daten der Gesellschaft, in der der Autore eingefügt wurde enthüllt. Folglich, wir analysieren soziale Thema, das sein Werk durchzieht. Zuerst, wir untersuchen, wie Zila Mamede den Alltag der Gesellschaft vertreten. Von der strukturellen Organisation der Gedichte, wir erkennen, das die Episode aus kleiner Städte ein Akt des Widerstands gegen die fragmentierte Profil der kapitalistischen Gesellschaf sind.
