This work exposed desired to investigate the function of evolution of closed allotment, of market of the earth and of forms of extraction of the lace of earth, in the processes capitalist production of urban space in Nova Parnamirim, community of Parnamirim/RN. This tendentious urbanization were marked for an expressive increase of number of horizontal and vertical closed residences joint ownership concerning at social groups more privileged financial position. Go after, set off, a temporal investigation, based in the forms of appropriation of space in the middle intermediate by action of the several producers agent of capitalist capital. This way, make necessary understand the past of local structure earth, in order that to make possible analyze the beginning of the process. Not distant, horizontal and vertical closed residences represent production forms of a new form of residence, corresponding the pattern architectonic as socioeconomics, strengthened by ideal of security, quality of life, necessity of reclusion and of proximity of Natal. Is in the capital which this individual found possibilities of attend satisfactory minimum of yours necessity in relation a consumption of bens and specialized and specifics services. Before this qualitative perceive that the social and spacial differential of Nova Parnamirim was the responsible by soil and habitation valorization of ward, that reinforce the promotion of segregation and of auto-segregation, and consequently, of capitalist reproduction of urban space

The general objective of this academic work is to analyze the relationship between the territorial division and the urban expansion process of Mossoró city, understood here as the production and occupation of space. The urban expansion in Mossoró, since its formation as settlement in 1772 until current days, identifies with the Brazilian urbanization process whose growth is determined by the capitalist development. Thus, the expansion was determined by several economical specializations imposed by the territorial division of work which occurs at an interregional level, and, sometimes at an international level. Then, each specialization determined a moment of the urban expansion of the city, as follows: a) The cattle farmer specialization, between 1772 and 1857, when the urban expansion was shy, is summarized to a commercial square that received goods from Aracati aiming to cover a wide rural area; b) The commercial emporium specialization, between 1857 and 1930, when the urban expansion took an important impulse with the concentration of public and private capitals; c) The salt industry and the agricultural-industrial exporter specialization inside a state of development policy, between 1930 and 1970, when the urban expansion, joined to the settlement of the working class in the urban soil, developed along an important axis -the railway; d) The render of services specialization inside a state of intervention policy, between 1970 and 1990, when the urban expansion was characterized by the accelerated growth rhythm, by the reuse of some spaces, and by space segregation of demanding people; e) The render of services policy inside a neoliberal state policy, since 1990 until current days, when the urban expansion reduced its rhythm abruptly, when only small alterations occurred in the existing spaces. It focused on social policies and on several slums eradication programs. Finally, the territorial structure is deeply articulated with others, no territorial, but economical, social and political, which happens at a national, regional and local rate. Only within a historical and conceptual panorama, it was possible to explain the urban expansion in Mossoró from its formation in 1772 until current days. Therefore, this work is a several discipline analysis of the urbanization process existing in Mossoró

This research proposed to question the development of what was defined as historical practices (commercial, social and political institutions), of the economic activity of the real estate brokerage in the Rio Grande do Norte from the progressive institutionalization of economic agents - individuals (realtors) and legal (real estate) - based on two main approaches: a) the development of economic activity as an integral segment of a fraction of capital (POULANTZAs, 1985; LESSA, 1981). This work set out from a socio-historical approach of the historical practices development the of real estate brokerage in Brazil started in the Southeast, especially in the cities of Rio de Janeiro and São Paulo as a result of the "expansion of capitalist relations by the housing sector" (RIBEIRO , 1996). especially the real estate capital ; b) the historical development of relations between labor and capital within the activity, in other words, the development of the relationship between realtors and Real Estate in relation to "group of interests" and their "collective actions" (OFFE, 1984). These historical practices are defined in this research as: 1) mercantile practices, times when there was no distinction between the activity of real estate brokerage and other forms of mercantile capital; 2) social practices, which began in the 1930s, when agents of real estate are to be distinguished from each other within the activity through Taylorist division of labor between workers realtors and developers of real estate; 3) political and institutional practices, initiated in 1962, characterized by State action, in the individualization and distinction of the agents of real estate brokerage as socioprofessional category regulated throughout Brazil by Law 4.116/62 and 6.530/78. The results achieved by the present study showed that in Rio Grande do Norte, due to the specifics as to the peripheral processes of urbanization of the constitution of the land market, as well as the process of conservative modernization of the oligarchic State from the 1960s (CLEMENTINE, 1995; FERREIRA, 1996, 2010, TRINDADE, 2004), the State was led to the development of a late manifestation of the historical practices of real estate brokerage. In other words, it was a process in which historical practices, in particular social practices, not fully developed, mitigating, thus the perception of realtors from his position in the process of exploitation of labor by the Real Estate. And, as a result, of their collective interests front of them.

This research aims to reconstruct the process of the recent expansion of the urban area of Mossoró (RN), particularly the dynamics of the Bela Vista neighborhood has been established as a new urban centrality. We start from the perspective that the process of urbanization as a result of the transformation of the capitalist system have profound impacts on the restructuring of urban space, which includes resetting and training of new urban centralities. The basic assumption accepts that recent economic changes have led to the adoption of new strategies for the location of large commercial equipment and services, contributing to urban expansion and redefinition of its centrality, leading to the formation of new urban centralities. The research strategy adopted consists of a case study oriented based on the analysis of qualitative information, but also incorporates quantitative information. Interviews with qualified informants were conducted, as well as field surveys, photographic documentation, in order to grasp the phenomenon observed. The survey results show that the Bela Vista neighborhood can be considered a new urban center, housing the specialized trade and service activities, as well as townhouses, which differentiates it from other areas of the city

The broach presented in this dissertation, linked to post graduate Geography´s of the Universidade Federal do Rio Grande do Norte - UFRN, more exactly about the research group entitled interdisciplinary studies unit on space and housing built . The research developed through this study has this central theme on vertical grounding of the construction in the neighborhood of ponta negra in Natal, Rio Grande do Norte. Realizing this momentum as a way of accumulation of capital in city. Rio Grande do Norte´s city. During the 2000 s , the neighborhood of Ponta Negra went through an intense process of vertical integration of its ground, Provided by many factor of conditions created from new economic, political and social functions which start to be outlined mainly from the tourism development in this neighborhood since the 80´s decade. The Tourism development and the landing planning of the ponta negra´s neighborhood promoted for the government by using order to police the city´s urbanization, beyond the sense of the civilian building actors. They enabled this neighborhood to become propitious to the real estate investments. Many ventures were built before the year of 2010 while another are on building, which, over the years, changed the sociospatyal dinamics of the neighborhood. Considering the urban space is socially built, product and condition for the reproductive process of the capitalist society, the goal of this research is to investigate the verticalization of the ground, for capital reproduction purposes. This research aims to analyze the vertical this quarter through the theory of social production of space by Henri Lefebvre. The Methodology adopted pervades for secondary and primary research, compound for bibliographic research, documentary, journal, magazines, camp research and interview, to reach the best way to analyse the dynamics of the refered neighborhood

This work has as study object the tertiary sector and (the re)production of the urban space of Bayeux-PB. For in such a way, one became necessary to the construction of a theoretical boarding that context the national reality, to be able itself to understand the reality local. This way to construct allowed an opening of the field of vision how much to the relevance of if ahead studying the tertiary sector and its weight of the current configuration of the society in a country as Brazil, e especially in a city of a State northeastern, as it is the case of Bayeux. The theoretical boarding had as base the two circuits of the urban economy, the productive reorganization and the transformations in the world of the work, as well as, the space organization and the distinction between the economic and social space of the tertiary activities, from the logic of functioning of the establishments: the regulation. Besides working with referring official data to the tertiary sector, the empirical study it had as reference one hundred and sixty and establishments tertiary, located in four axles of circulation of the city of Bayeux - PB, which are: Av. Liberdade, Av. Engenheiro de Carvalho, Av. Francisco Marques da Fonseca and Av. Marechal Rondon, that they had appeared in such a way stimulated for the processes of urbanization and industrialization lived deeply from years 70 in the "Great João Pessoa" how much, in the countries of the underdeveloped capitalist world, as Brazil. Tourism in the Northeast of Brazil was introduced as an alternative economic development for the Region by federal promoting policies that focused primarily in structuring the local geographic area. With the completion of these structuring actions, mass tourism expanding the area, as well as spread actions based on cooperation and formalization of governance institutions. This study aimed to examine the relationship between the life cycle of the tourism product 'Coastal Cities of Natal and the cooperation strategies in a historical perspective. Thus was submitted to the life cycle of the tourism product 'Coastal Cities of Natal ; the major projects of tourism development were mapped, the existing cooperation strategies were characterized, and investigated the influence of the cooperation actions for the current stage of product. The specific theoretical support to tourism was built on the perspective of the Theory of Population Ecology, System of Tourism and Touristic Product Life Cycle. Regarding to cooperation the theoretical foundation addressed issues of strategy, New Forms and Collective Efficiency. The survey consisted of a causal descriptive study, using a case study. We used the qualitative and quantitative methodological approaches, and data collected by consulting of secondary data and semistructured interviews with twelve staff working in tourism in Natal. Results showed that the life cycle graph of product 'Coastal Cities of Natal is moving from one stage of growth to a stage of maturity, with a primary upward trend and with crises that are up over the graph. They have been mapped six of tourism development projects of relevance to the product: The Politics of Mega Projects, PRODETUR/NE, Municipalization National Program of Tourism, Regionalization Program, Urbanization Project Beach do Meio and Actions for the Promotion of Destiny. They have been identified sixty-four participating players in process of tourism development, which twenty were considered relevant to the respondents. The main strategies identified for cooperation were the consortium, collective strategy and clusters. Results indicated that co-operation strategies were adopted so that the benefits were obtained at the collective level, dedicated to the strengthening of Natal Destiny and its products. The main reasons were the need of cooperative marketing, international market entry and actions inducing the state. Finally, it was concluded that strategies for cooperation related to product life cycle 'Coastal Cities of Natal' as that work in the consolidation of projects for development of tourism, when the efficiency of collective action is achieved

Some protected special spaces on behalf of fundamental rights to the environment and the housing at the city of Natal are fragile by facing actions and attempts to suppress and changing (or omission in the implementation) of standards in furtherance of those rights at the local level, which seems to reflect a situation that goes beyond the context of the city. Based on integrated approach of the housing rights and the environment and its protection of special spaces on the field of fundamental rights, the thesis seeks to understand the weaknesses that affect the legal state duty under the realization/implementation of fundamental rights to the environment and housing in cities, focusing on the issues of flexibility of the founding legislation of special spaces to the detriment of the attributes they protected and the lack of implementation of the legal system that allows their effectiveness. So, it looks initially to understand the environment and housing rights and their special protected areas in the brazilian legal system, looking forward the evolution of its legal protection, as well as the weaknesses that emerge in the field of their effectiveness. Analyzing the trajectory of the environment and housing rights and their special protected areas in Natal, considering its standards, attributes, protection indicators, weaknesses and negative evidence within its legal protections and their enforcement by state entity, this thesis proposes to verify the existence of forms to confronting the weaknesses founded in the maintenance of legal protection and its implementation. At this point it discusses the legal basis and safeguard instruments of protection, especially within the juridical field, as part of a (re)discussion about issues of legislative and administrative discretion in the face of objective legal state duty to realization/implementation of fundamental rights in the urban space. With all these issues together the thesis does not ignore the scenario where the dividing line between public and private (economic) are becoming ever more tenuous in the field of state action and where the city stands as a special commodity to the reproduction of real estate, according to the interests of capitalist logic

The worldwide transformations that took place in the 20th century redefined the cities fate in this new century. The consolidation of urbanization, the technological revolution that fostered globalization, the economic restructuration and informalization, modified space and time concepts, bringing populations closer together and provoking political transformations. They made contemporaries cities protagonists of world events and as a consequence of such processes, worthlessness spaces appeared and cities all over the world started to bet on the strategy of acting in this problematic areas through initiatives aimed at promoting intentional transformations to obtain a multidimensional valorization urban, financial, environmental, cultural and social. In short, such urban initiatives intend to make cities more competitive, sustainable, creative, productive and fair. Also in Brazil, countless worthless spaces appeared in waterfronts, central areas, and deactivated industrial/urbanized areas, as well as in sub-used or misused areas lacking infrastructure and public services where it is imperative and urgent to perform urban initiatives. This research proposes as a thesis that urban initiatives, when carried out based on an adequate politicalinstitutional model, transform and give value to worthless spaces in their multiple dimensions, offering better quality of life to their residents and helping to fulfill the social role of the city. We intend to prove this thesis through the analysis of national and international cases and by introducing thoughts, critique and guidelines as a contribution to the improvement of the urban initiatives implementation processes, in particular to those regarding worthless areas of Brazilian cities

O presente trabalho intitulado Uma viagem insólita: de um território pesqueiro a um paraíso turístico tem como objetivo buscar compreender e interpretar as mudanças socioespaciais que ocorreram na Praia da Pipa/RN, decorrentes da expansão da atividade turística e seus reflexos no território, no período compreendido entre os anos de 1970 e os dias atuais, recorrendo-se a fontes bibliográficas, entrevistas e observações in loco, além de levantamento de dados secundários, cartográficos e fotográficos. Reporta à nova territorialidade que emergiu com a expansão da atividade turística para o litoral norte-rio-grandense, atraída pela praia e pelo sol, que fez convergir para essa área, produtores e consumidores não apenas locais, mas também regionais, nacionais e internacionais. Do ponto de vista social, a população nativa vem sendo expropriada de seus espaços, da sua cultura, das suas tradições e, até mesmo, do mercado de trabalho, o que vem provocando um processo de desterritorialização e o surgimento de novas territorialidades marcadas pela atividade turística. A expansão da atividade turística em Pipa/RN, a partir de 1970, tem provocado um processo de construção de um novo território o território turístico que se reflete dialeticamente através do surgimento de um novo cenário socioespacial constituído de formas e imagens expressas materialmente no lugar

The `Outorga Onerosa do Direito de Construir - OODC` (Public Concession of Building Rights), instrument instituted by The City Statute in 2001, has as main objective the recovery of urban property, seeking for a fair distribution the urbanization benefits. The possibility of usage of the OODC instrument is linked to the maximum utilization coefficient, determined to specific areas in accordance to existing infrastructure conditions, further taking into account the formal real estate market, expansion axis and crowding. Being an instrument which establishes values to be paid for a better use of land, it maintains a narrow relation to the real estate, incentivizing or discouraging the crowding in specific areas. The present study investigates the relationship between the criteria for the making of the Public Concession of Building Rights instrument and the dynamics of the formal real estate market. It takes as empiric universe Parnamirim (RN), part of the Natal Metropolitan Area (RN), focusing on the application of the OODC in the period of 2008-2010. It seeks to better understand the necessary basis for the formulation of the instrument, about how it works and its relation to the formal real estate market. It aims to depict the formal real estate market by presenting the production of urban space in Parnamirim in terms of intensity and nature of the real estate, furthermore identifying the licensed properties through the application of the municipality instrument. For the conclusion, it is discussed the criteria for the formation of OODC, its relationship to the dynamics of the formal real estate market and its influencing possibilities in the processes of usage and occupation of land in the context of urban planning

The present research concerns about outdoor s thermal comfort conditions in hot-humid climate cities, understanding that life quality is a result of the urban object s type built for the human being in an environment with specific climate and morphological characteristics. It is presented as object of study the correlation between the neighborhood Renascença II s microclimate in São Luis /MA-Brazil, hot-humid climate city, and its urban morphological changes. As well as the thermal comfort s satisfaction level of its outdoor users. The research has as general goal to diagnosis the way these transformations caused by the urbanization influence the Renascença II s microclimate, identifying critical spots of the studied area, in order to contribute with land use recommendations based on bioclimatic architecture concepts and supply bases to urban design decisions adequate to the São Luis climate. It is presented as theoretical bases the urban climate, its concepts and elements. After that, the thermal comfort conditioners and its prediction models of thermal comfort sensation in outdoor are presented. The predictive models are presented along with bioclimatic assessment methods. Finally the use of bioclimatic assessment as an effective tool to identify places that need changes or preservation in order to seek environment quality. The applied methodology was based on the studies of Katzschner (1997), complemented by Oliveira s (1988) and Bustos Romero s (2001) studies that suggest an analysis and evaluation of maps of topography, buildings floors, land use, green areas and land covering, in order to overlap their characteristics and identify climate variable s measurements points; then a quantitative analysis of the climate variables (air temperature and humidity, wind speed and direction) of the chosen points takes place. It was perceived that Renaissance II has no permanence areas as squares or parks, its outdoor has little vegetation and presets high land impermeability and built density levels. The majority of the people interviewed said that was comfortable in a range of air temperature between 27,28ºC and 30,71ºC. The elaboration of a neighborhood master plan is important, which defines strategies for improvement of the life quality of its inhabitants

Both the end of the twentieth century and the beginning of the twenty-first century have been characterized as a period of major political, economic, social and cultural transformations. Two of the major consequences of the political-economical crisis of the end of last century are the restructuring of capitalist production, and the consolidation of neoliberalism as a worldwide phenomenon. This new world political-economical scenario has influenced, in a dialectic way, the contemporary urban development. In that sense, "new" spatial processes and new paradigms in both urban management and urban planning have gained shape. In this context of urban transformations, the central areas of western cities, also known as historic centers, are being increasingly (re)valued. Since the Second World War, the historic centers urban areas which have great infrastructure and symbolic relevance had been undergoing a process of evasion of population and activities, undeniably linked to the neglect of government authorities. However, in recent decades, the question of historic centers rehabilitation has acquired a growing interest, academically and in political agendas. The object of this dissertation is to focus on how the government of each Brazil and Portugal has dealt with the issue of historic center rehabilitation through programs of urban rehabilitation
