This issue analises the unevenness in the brazilian system of public health care as an extension of socials inequities. It is a theoretical study based in a historical method, using empirical camp from academic, corporation and institution researchs, along the period 2002-2006. Equality and effectiveness in health systems are analitical basic cathegories grap in the root of the doctrine, principles and organization of the Unique Health System, in which sectorial actions are inserted. Discuss the estructural prodution and determined those inequalities through some social determiners of health system: income, land, food securitiy, nutritional situation, basic sanitation, epidemiological inequities and public management policy. Carry out a thematic review over health social production, it formlation and the goals of social policies, as well as the insertion of the equality principle in the assistance system, in the frame of the running public health regulations. It uses reflections that enlighted the correlation between the process of political-institutional actions and equity on health assistance. Analized the pertinency of sectorial reorganizational strategies on basic attendance, confronting the hipothesis that those strategies reinforce social inequities in health system, because it organize diferential assistance levels over not equal baselines. The results show up that social inequalities, even remaining, have had a small decrease; that the selectiviness of actual public policies and the duplication of the health system, increases the differences within and between the social classes and configures the assistance as inequal. The basic care system has great shortages that also appeares in middle and complex assistance levels. As conclusion, it remarks that the health assintance system, even with it integrality has limits; structural problems on material conditions of living and health system could not be reversed only with institutional legal arragements; by the contrary, in border conditions, these strategies produce policies that reinforce inequities, neglecting the equity principle of the system in which frame, they work. Este trabajo es el resultado de un anlisis de la política de gestin de la educacin bsica en el estado de Rio Grande do Norte (RN) y tuvo como objetivo presentar un estudio sobre la construccin e implementacin del proceso de eleccin directa para elegir a los dirigentes de escuelas pblicas de educacin bsica en las escuelas pblicas durante el perodo 2003 a 2006. Parti de la suposicin de que las elecciones para la escoja de los lderes escolares mediante el voto directo de la comunidad se presenta como un importante instrumento a travs del cual se debe garantizar el derecho de participacin a los diferentes segmentos de la escuela contribuyendo con el proceso de consolidacin del proceso democratizacin de la gestin de escuela pblica en ese Estado. Optamos por realizar una bsqueda dentro de un enfoque histrico-crtico, basado, terico-metodolgicamente, en el materialismo dialctico. A partir de los objetivos y de los temas que guiaron el proceso de investigacin, se consider adecuado adoptar procedimientos de estudio y de recogida de informaciones y anlisis bibliogrfico y documental y, la realizacin de entrevistas semi-estructuradas. Los resultados muestran que la construccin del Documento de la Gestin Democrtica definiendo la eleccin directa como una opcin de los administradores de la escuela bien como su implantacin ante las escuelas del estado sucedi basado en los principios democrticos. Adems, los lderes elegidos directamente de las escuelas, la creacin del Consejo Escolar (CE) y la institucin de la Asamblea General de la Escuela demuestran la adopcin de un modelo de gestin de la educacin pblica del estado que contribuye con el proceso de democratizacin de la gestin escolar. This research tried to follow up with the way of intervention that a developing State promotes it regional development, once its action departs from a quantitative conception until its acting focused in maintenance, like the strategy of local development input in the Northeastern of Brazil in the 90 s. particularly, the attention was focused onto Banco do Nordeste which, between 1995 and 2002, achieved a organization changing process to get fit itself to the new conception of development and State, that advocates the maintenance and the participation of the society in its accomplishment, becoming itself the main agent of the Federal Government in the Region. By taking over the strategy of local development, Banco do Nordeste starts, at least in speech, to be less of a bank to become more of a development agent , representing some development and hope to overcome the social and economical inequalities of the Region. The hypothesis that surrounds this essay is that this reorientation experienced at Banco do Nordeste is related to three factors: timing; the Institution of a project of international technical cooperation with PNUD; the unrest of an employees group, who used to fight for the acting increase of the Bank to beyond the credit acting; and, above all, the juncture created in Ceara from the second half of the 80 s, expressed, mainly, for the political rise of a group of businessmen, who took over and modernized the standards of public management in the State, transforming the cearense experience into reference in Brazil and the world. The research was developed from information got through the use of semi-structured interviews and documental research and, as complementary resource, field observation. The interviews were done with BNB managers between 1995 and 2003, some of them current administrators (2003-2006), plus one of CAPEF directors and the present president of AFBNB. The research revealed that strategic place taken by BNB in the period studied did not come to represent a rupture in its organizational culture, being strongly attached to factors that allows its operation. When some of these elements stopped existing, it was observed a retracing in the pattern of state intervention in the Region. The purpose of this study is to understand what are the matrix elements in which everyday activities of social author/authors, actor/actors and actress/actresses are embedded, in order to carry out the Escola da Ponte s political and pedagogic process (PPP). Thus, the object of this study is to reflect on an experience developed in a public school supported by the Portuguese State within the scenario of institutions that are committed to building up a school of the people by investing in democratization and community participation in their management process. The methodological course of action was targeted at the presuppositions of qualitative research (WOODS, 1999; BURGESS, 1997; MILLS, 1982; OLIVEIRA, 1998; BOGDAN and BIKLEN, 1994; MACEDO, 2000; CASAL, 1996; GEERTZ, 2000), with data collected from random word association (MACHADO and CARVALHO, 2003), the discourse of the interviewed (KAUFMANN, 1996; SILVA, 2006; 2002), observation notes and documents (ELIAS, 1997). Based on a multiple reference and theoretical framework, the investigation revealed elements that are construed as the raw material and pillars supporting the bridge of a school of the people, as well as the self-organization of the school community which emerges as a dimension that binds together all the elements and brings new arrangements into the school dynamics by moving from the individual to the society (DUPUY, 1990). Along this line, the central argument is that in the short and long run the public school quality does not spring from macro educational policies, nor from ephemeral mass-production programs, projects or governmental policies, but from the intent of the professionals working there in becoming authors and characters in the process of building up and carrying out the PPP. This thesis investigates the voting behavior of the fractions of the new working class in Rio Grande do Norte, more specifically in the cities of Natal, Mossor and Caic, from the presidential election of 2014. This research examined the ideology, the evaluation of government and guidance the vote of a portion of the working classes of RN voters. In Brazil, from 2003, socio-economic change has occurred perceptibly, especially in a part of the working classes who ascended socially and switched to the "C economic class." Thus, there was this period, a significant expansion of this social stratum. The expansion of the "class C" in the past decade in Brazil raised the academic debate and in the media about the emergence of a "new middle class". Neri (2008) termed the "class C" of the "new middle class" and that will be the central part of their studies. But the debate on the "new middle class" can not be simplistic to the point of considering that social mobility, the main variable income, entered this segment of the population in the middle class, because it has different specificities of the popular classes. To understand this phenomenon, the income variable was outdated, adding the importance of ownership of the means of production, control of labor power and the symbolic values in the division of social classes resulting in three fractions of the new working class: the management positions, non-heads and small fighters. In this study, using as a complement to the sociological approach (ideologies and social classes) and the performance evaluation was identified that the new working class (heads) mainly reproduced the ideological and political positioning of the middle class, resulting in the rejection of PT governments (2003-2014) and its social, compensatory and redistributive policies. From what has been seen, the new working class (chiefs) approaches the ideological and political behavior of the middle class that will reflect in their electoral choices and class interests. The new working class (not heads and small fighters who voted in the situation) because of its classist and ideological interests approached the Workers' Party positively evaluating the Lula-Dilma governments (2003-2014) due to the implementation of compensatory policies, and redistributive programs government turned to the popular classes. In a counterpoint, the voters of the new working class (not heads and small fighters) who voted null, reproduced the discourse of mainstream media and the middle class about the rejection of compensatory policies, redistribution and government programs of Lula-Dilma governments, and consequently they disapproved of the government Dilma and her candidacy.

The Federal Institution for Education, Science and Technology, in its historical path, has been living different changes. The transformations occurred along the way have been determined by coercive forces from the institutional environment, which has became more and more broad and complex throughout the time, obtaining diverse characteristics and new elements such as non institutional factors1 which started to contribute with the other changes. In this context, this work aims to study the isomorphic practices of the managers in the institutional changes process of the IFRN in 1998 and 2008, as of a theoretical coevolutionary perspective (CHILD; RODRIGUES; LEWIN; CARROL; VOLBERDA, 2003). This theory brings a new point of view for the organization analysis to the organizational studies, since it offers a non deterministic and non linear lection of the evolution process, which means, a coevolution. Thus, the organizations and their institutional and non institutional environment auto evolve, auto organize and auto reproduce. Therefore, the institutional and non institutional factors of the macro environment keep a continuous interdependence relationship with the organizations. For the means of this study, it is important to understand that is impossible to comprehend the object, the isomorphic practices, without considering that the previous institutional changes and its evolutions, its continuations and discontinuations, important in the coevolution process. As such, to call upon the institutional historical track is a fundamental aspect to materialize this study, for the recursive movement is indeed present in the coevolution. Another important point to make this research effective is that it is not possible to abdicate from the hologramatic view2 of this study, which considers the object, the isomorphic practices, part of the whole and this whole is also in the parts, therefore it is impossible to comprehend the object of study outside the context where it belongs. With this, as of the objective previously proposed, it is necessary to describe the characteristics of coevolution of the institutional changes related in 1998 and 2008; analyze the dynamic of the isomorphic mechanisms in its respective institutional change process; and describe the lessons learned which the isomorphic practices left to the IFRN, regarding its benefits and difficulties. All these transformations happened through coercive forces3 of the institutional environment. As of the Nineties, these forces became stronger, the environment became broader and more complex, with the emergency of new environmental factors. This study proposed to study the managing process and its practices, related to the micro environment, although it is required to articulate these actions, the demands and requirements from the macro environment. To make this research effective, semi structured interviews have been conducted with the managers who participated in both institutional change processes. In the results analysis, it has been possible to verify the particularity of each change, the one from 1998 with a strong normative action of the managers against coercive forces from the government for the search of recognition and the institutional legitimation and the one in 2008, which has been characterized by the normative action by managers in agreement with the coercive forces from the government, in favor of the government policy for the technological professional education. However, the results analysis it is possible to notice the evidence of a belonging feeling from the interviewed managers

New technologies appear each moment and its use can result in countless benefits for that they directly use and for all the society as well. In this direction, the State also can use the technologies of the information and communication to improve the level of rendering of services to the citizens, to give more quality of life to the society and to optimize the public expense, centering it in the main necessities. For this, it has many research on politics of Electronic Government (e-Gov) and its main effect for the citizen and the society as a whole. This research studies the concept of Electronic Government and wishes to understand the process of implementation of Free Softwares in the agencies of the Direct Administration in the Rio Grande do Norte. Moreover, it deepens the analysis to identify if its implantation results in reduction of cost for the state treasury and intends to identify the Free Software participation in the Administration and the bases of the politics of Electronic Government in this State. Through qualitative interviews with technologies coordinators and managers in 3 State Secretaries it could be raised the ways that come being trod for the Government in order to endow the State with technological capacity. It was perceived that the Rio Grande do Norte still is an immature State in relation to practical of electronic government (e-Gov) and with Free Softwares, where few agencies have factual and viable initiatives in this area. It still lacks of a strategical definition of the paper of Technology and more investments in infrastructure of staff and equipment. One also observed advances as the creation of the normative agency, the CETIC (State Advice of Technology of the Information and Communication), the Managing Plan of Technology that provide a necessary diagnosis with the situation how much Technology in the State and considered diverse goals for the area, the accomplishment of a course of after-graduation for managers of Technology and the training in BrOffice (OppenOffice) for 1120 public servers

This research aims to analyze the intellectual practice of Luiz Antnio Ferreira Souto dos Santos Lima. This is done considering the authors legacy related to the History of Education in Rio Grande do Norte/Brazil in the time span of 1910 to 1961. Thus, the research is grounded on assumptions that rely on the Cultural History field. The research also dealt with dialogues between the author and Chartier (1990), Elias (1994), Morais (2003; 2006), as well as Gondra (2003). For the bibliographical research the work dealt with a vast array of documents such as newspapers called A Repblica and Dirio do Natal, Pedagogium, Revista do ensino, as well as state laws and decrees These documents were obtained at the Historical and Geographical Institute in Rio Grande do Norte. The research also dealt with School Bylaws and a medical doctoral thesis called Mental Hygiene and Education that was written by Luiz Antnio dos Santos Lima. Other documents were obtained at the States Public Archive, such as the Book of Honor, Work Records, Reports and Minutes of the General Directorate of Public Instruction Meetings. It was possible to infer that professor Luiz Antnio dos Santos Lima was teacher at Grupo Escolar Augusto Severo, the Atheneu as well as some local grade schools. The professor had a broad role in society, in administrative positions such as the Presidency of the Association of Teachers of Rio Grande do Norte, as Grade School Director in the School of Pharmacy and the State Education Department. He was also a member of the Academy of Arts and a partner at Historical and Geographical Institute in Rio Grande do Norte. The professor has also concerned with issues related to teaching good habits such as feeding, grooming, discipline, game morals, temperance, smoking, sex education; all of which necessary for the formation of healthy children. He was an enthusiast of an intuitive method and teaching lessons through practice, that he considered key elements in education. It is seen that professor Luiz Antnio dos Santos Lima had presence in the States health education and that his ideals were line with the ideal of modernity of the early twentieth century

In recent years, as part of the expansion process of its activities, the Instituto Federal de Educao, Cincia e Tecnologia do Rio Grande do Norte IFRN (Federal Institute for Education, Science and Technology of the State of Rio Grande do Norte IFRN) detected the need to hire more employees for the institution. This expansion process, a policy of the Federal Government, together with the increase of human resources, required the construction of an adequate facility in the municipality of So Gonalo do Amarante-RN, for training and qualification and as a means of better enabling its personnel. Along with this policy, the Federal Government is also deeply concerned that its buildings be environmentally friendly. This study deals with this subject matter, as it develops an architectural design of a public building with an emphasis upon the reduction of energy consumption, through the study of energy performance factors such as defined by Carneiro (1988) and adapted by the author of the present study. It is known that residential, commercial and public buildings represent about 45 % of energy consumption in Brazil. That is why it is necessary to consider the reduction of such consumption in buildings, as well as the role that professionals, especially architects, play in this issue. The most effective participation in this regard in the field of architecture occurs in the design phase. However, the architectural solution proposed here goes beyond the energy performance factors, since it also involves other aspects, such as the definition of the concept, the parti and the spatial solution itself. In this sense, the architectural project of the Centro de Treinamento dos Servidores do IFRN - CTSIFRN (Training Center for IFRN Personnel CTSFIRN) is particularly fitting as a subject for research at the Professional Master Program at PPGAU/UFRN, which is devoted to research on architecture, design and the environment.

For many y ears, the federal government policy is to use project for in order to speed up the work for decreasing the elementary education deficit vacancy . In Natal municipality the schoolhouses for children, from 0 to 6 years of age are denom inated Muinicipality Centre for Elementary Education. The federal government provides capital for the news edifications by the program of government named PROINFNCIA. This program embraces three types of projects. Type A must be furnished by the interes ted municipality and approved by Education and Cultura Ministry. The type B is standard plan with capability to 120 schoolchildren in full - time or 240 in two turns and ground plot measuring 40 x 70m and the type C also a standart projects to 60 schoolc hildren in full - time or 120 in two turns and ground plot measuring 35 x 45m. Sometimes , due to scarcity of bigger ground plot s is the type C instead of type B, referring to offering vacancies. In this meaning, this study intend s to present the draft - project to elementary schoolhouse, modulated and flexible, emphasizing the children needs . Therefore, it was studied concept, school architecture, construction technology, reference study and visiting to MCEE Fernanda Jales (PROINFNC IA tipo B). However, the proposal synthesizes the draft - project by module, implanting in its totality or in parts, according to its necessity and lot cha racteristic.

El estudio investiga los saberes literrios del profesores del Enseo Fundamental de las series iniciales sobre la literatura. Cuando se piensa en la influencia del profesor como aquel que tiene papel decisivo en la enseanza de la lectura y reconocimiento de la funcin y formacin del mediador profesional, buscamos compreender que conocimiento tiene sobre la literatura. Optamos por los profesores que trabajan en los aos iniciales del Enseo Fundamental basadas en el entendimiento de la educacin bsica, es de suma importncia en la formacin del lector literrio. El estudio se caracteriza por ser un enfoque cualitativo. Adoptamos como procedimientos metodolgicos, la entrevista semiestructurada, elaborada com preguntas abiertas que se centran en eventos de lectura de las practicas em famlia, en la escuela, en la educacin superiory en el ejercicio de ensenza grabadas en audio, adems de elevar um dirio de campo. La investigacin lleva a cabo en cuatro escuelas de la ciudad de Natal Rn, con dicinueve profesores que trabajan con alumnos de 1 a 5 ao del Enseanza Fundamental. El corpus de la entrevista constituye el anlisis de los profesores y es analizado tomando como referencia los princpios de anlisis de contenido, especificado por Laurence Bardin (1997). Se tom como referencial sobre la lectura, la literatura y prctica pedaggica los estudios tericos de Amarilha (1991, 1992, 1994, 1997, 2003, 2006, 2007, 2009, 2010, 2013); Cosson (2011); Lajolo (2006); Larrossa (1996, 2003); Morin (2010); Yunes (2003, 2010). Sobre la teora literaria, Candido (2002, 2012); Zilberman (1993); Culler (1999). Acerca de la esttica recepcin, Eco (1994); Iser (1996); Jauss (2002). Sobre los saberes docentes, Nvoa (1992, 1997, 2002); Perrenoud (1999, 2002), Tardif (1991, 2000, 2002, 2005). Sobre los saberes literrios, Paulino (2004, 2007), dentre outros. El anlisis seala que los profesores dominan vrios conocimientos sobre la literatura que son transportados a la formacin a travs del dilogo con otras lecturas, con otros espacios interactivos, en convivncia con otros lectores. Cabe destacar el saber que la literatura es humanizar el fator, por lo tanto, la necesidad de escolariz que a travs de las prcticas literrias que involucran estudiantes, professores y comunidad escola. El studio tambin revela que en la escuela recital literrio es necesario para la enseanza de valores, para ensear a leer, para inculcar el amor por la lectura. En este contexto, destacamos la importancia de la mediacin del profesor como formador de lectores que domina los conocimientos necesarios para satisfacer las necesidades de los estudiantes, desarrollando los letctores conocimientos para fomentar el gusto por el texto literrio

This work has as object of study a social practice: modern slavery of workers in the sugar cane, and aims to present a reflection on maintenance, eradication or modification of this practice. This reflection bases itself upon the concepts of discourse advocated by Critical Discourse Analysis (Fairclough, 2001, 2003, 2006 and Chouliaraki; Fairclough, 1999) associated with Sociodiscursive Interactionism (Bronckart, 1999, 2006, 2008), and the concept of action figures, proposed by Bulea (2010). We follow the five steps outlined in Chouliaraki and Fairclough (1999): a) emphasis on a social problem, b) introduction and discussion of obstacles to tackle the problem, c) considerations concern the problem in practice d) identifying possible ways to past the obstacles, and e) reflection about the analyst role within the problem. In order to achieve step (b) in its discourse materiality axis, it has been identified the thematic content, discourse types, enunciative mechanisms and action figures of testimonials of sugar cane workers and other subjects involved with the problem in the documentaries Bagao (2006, and Tabuleiro de Cana, Xadrez de Cativeiro (2006). These documentaries bring to the screen a little of sugar cane workers reality within an overexploitation, human rights disrespects and forced work. The analysis of textual/discursive aspects of testimonials has shown the ways in which the (de)construction of the representation of sugar cane action allows understanding of how the problem emerges and how it is rooted in the organization of social life. The general result of this reflection point to the internalization of social practices deep-rooted in evaluations of the sugar cane worker subjective world and from social world values, opinions and rules. The results also show that, in their discourse, workers assume their slavery sometimes consciously, sometimes unconsciously, but only suggest a reaction against the oppression imposed on them because they have internalized and naturalized their enslavement.

The postcard is a medium that has gained popularity at the time that the picture was linked to its support. It circulated favoring mainly the views of the cities and composed a triad between landscape, photography and tourism. The visuality that loads is among signs of representations, relationships, forms of collective consciousness and ways of seeing the world. In Natal, the photographer Jaeci Emereciano Galvo registered urban and social transformations focusing on interventions that emphasized urban centres as social space and progress and nature as a space for contemplation and enjoyment. They are images with social and cultural issues very clear, since the picture is from a process of creation that is all about choices and decisions about what deserves to be photographed. Therefore, the aim of this research by investigating the role of photographs evidenced in Jaecis postcards, with a view to inclusion of tourism in the spaces of Natal and the visuality assumed in the context of their own identity. The theoretical framework that makes up the discussions about the landscape, the city's tourism and photographic representation in postcards emerged from the literature of Schama (1996), Corbin (1989), Cosgrove (1998), Benjamin (1987), Kossoy (2003; 2006; 2009) and Souza Martins (2009), which gave grants to interpret and understand the symbolic construction presented in the postcards. Methodologically the work was done through research in archives, newspapers, postcards of the survey, interviews, iconographic and iconological analyses proposed by Kossoy. At the end, it was concluded the Jaeci Galvos postcards established themselves as essential elements for symbolic landscapes of tourism in Natal.

In this context, this work aims to study the isomorphic practices of the managers in the institutional changes process of the IFRN in 1998 and 2008, as of a theoretical coevolutionary perspective (CHILD; RODRIGUES; LEWIN; CARROL; VOLBERDA, 2003). This theory brings a new point of view for the organization analysis to the organizational studies, since it offers a non deterministic and non linear lection of the evolution process, which means, a coevolution. Thus, the organizations and their institutional and non institutional environment auto evolve, auto organize and auto reproduce. Therefore, the institutional and non institutional factors of the macro environment keep a continuous interdependence relationship with the organizations. For the means of this study, it is important to understand that is impossible to comprehend the object, the isomorphic practices, without considering that the previous institutional changes and its evolutions, its continuations and discontinuations, important in the coevolution process. As such, to call upon the institutional historical track is a fundamental aspect to materialize this study, for the recursive movement is indeed present in the coevolution. Another important point to make this research effective is that it is not possible to abdicate from the hologramatic view2 of this study, which considers the object, the isomorphic practices, part of the whole and this whole is also in the parts, therefore it is impossible to comprehend the object of study outside the context where it belongs. With this, as of the objective previously proposed, it is necessary to describe the characteristics of coevolution of the institutional changes related in 1998 and 2008; analyze the dynamic of the isomorphic mechanisms in its respective institutional change process; and describe the lessons learned which the isomorphic practices left to the IFRN, regarding its benefits and difficulties. All these transformations happened through coercive forces3 of the institutional environment. As of the Nineties, these forces became stronger, the environment became broader and more complex, with the emergency of new environmental factors. This study proposed to study the managing process and its practices, related to the micro environment, although it is required to articulate these actions, the demands and requirements from the macro environment. To make this research effective, semi structured interviews have been conducted with the managers who participated in both institutional change processes. In the results analysis, it has been possible to verify the particularity of each change, the one from 1998 with a strong normative action of the managers against coercive forces from the government for the search of recognition and the institutional legitimation and the one in 2008, which has been characterized by the normative action by managers in agreement with the coercive forces from the government, in favor of the government policy for the technological professional education.
