The objective of this work was about fixing the free will paradigm as negative evaluation of political rights which presents a new classification dde such rights, producing species: a) conditions of eligibility autonomous (free will), b) eligibility requirements heteronomous (will third party) and c) ineligibility (court decisions / administrative). This morality and life history as a condition of eligibility unattended, making a hermeneutic analysis of art. 14, § 9 of the Constitution, considering the justification of the views of the voting Minister Carlos Ayres Brito Appeal in Ordinary No 1069/2006 of the Supreme Electoral Tribunal (where Eurico Miranda). Attributed to political parties to take responsibility in their statutes moral criteria for the nomination convention in pre candidates, giving an ethical dimension. Analyzes the law under the Clean Record of morality and life history of the candidate and the possible impact on the electoral context

Constitucionalismo internacional: direitos humanos sob a ótica da globalização

The work presented here is the result of research on the issue of human rights in the face of conflicting issues such as the incorporation of international treaties, the sovereignty of states, globalization and multuculturalism. Specifically, we will investigate the origin of human rights, alongside his growing recognition, from the Revolutions until its completion in the Universal Declaration of Human Rights in 1948. The question, however, has become broader, when analyzed from the perspective of the internationalization of these rights as conditions and limits of democracy. Given the convergence on the reception of international treaties on human rights, we analyze a series of positions, including recent placements of the Supreme Court, and Constitutional Amendment n.45/2004. The study aims to review the classical concept of sovereignty, now within a new perspective based on the appearance of certain limitations of the state and a crisis in the face of the protection of human rights. We analyze the phenomenon of globalization in light of its complexity and its relation to sovereignty and human rights in pursuit of an expansion of democracy. The theme is consistent also with the line of contemporary constitutionalism, since their approach has a close connection with the issues of sovereignty and globalization, as well as a current relationship with the protection of human rights. The research aims to analyze the formation of a new society within a global vision of the constitutionalization of international law. It seeks to glimpse the invocacion model of foreign precedents and the possibility of dialogue betweem States as a way of protecting and enforcing the protection of human rights

O papel da tecnologia cênica e seus desdobramentos para uma economia da produção cultural no nordeste

O papel da tecnologia na produção contemporânea em artes cênicas vem influenciando profundamente as formas de recepção e produção de Teatro, Dança, espetáculos de Circo, shows musicais, entre outras manifestações espetaculares organizadas. Sua aplicação se estende amplamente a outras áreas que necessitam enfatizar o caráter cênico de seus processos de fruição como é o caso dos museus, feiras de ciências, exibições e mostras em artes visuais e o aparato tecnológico de luz, som e configuração espacial usados para estes fins. Neste sentido, o desenvolvimento deste tipo de tecnologia vem gerando e alimentando cadeias produtivas que movimentam uma economia da produção cultural e criam uma rede de relações articuladas em diferentes níveis de atuação, envolvendo produtores de equipamento, fornecedores, lighting designers, cenógrafos, profissionais de sonorização, arquitetos, técnicos de montagem e operação, instituições ensino especializadas, associações de área, entre outros. O foco deste trabalho se concentra em demonstrar como a análise de demandas de tecnologia cênica articuladas pelos sistemas de produção cultural, em particular na região Nordeste do Brasil, possibilitam compreender modelos de organização em curso, contribuindo para o desenvolvimento de uma reflexão multidisciplinar acerca dos processos de produção artística de natureza cênica e como esta produção é afetada pelos limites e possibilidades dos aspectos que caracterizam uma economia destas produções

A televisão e a (re)construção do imaginário : as telenovelas e sua ifluência socioespacial em Caicó-RN

Under the perspective of the Cultural Geografhy, this dissetation thoretically discusses about the socio-spatial interference that the Rede Globo's soapoperas have in the construction of the collective imagination of the people who lines in the city of Caicó - RN. Here the social and spatial impacts produced by Rede Globo's main fiction program, the soapoperas, on the collective imagination of the inhabitants of Caicó are the main interest. The main argument here is that this TV program has an anormons influence on the evereday life of the people who live in Caicó and this influence ends up modifying their social, spatial and cultural pratices. This influence has been also working as the main force producing a real spatial impact. In this sense "new spaces of dialogue" are constructed through the influence of television. The main understandig is then that the soapoperas, at least within the context of Caicó, are a great force constructing social and spatial collective imagination of this city's inhabitants.
